Additional Unit 4: Care coordination & planning: organisational

responsibilities

Training hours associated with this unit = 1 Hour.

Aim o the unit:

To enhance the understanding o participants who are working at a strategic level in provider

organisations o their responsibilities with relation to care coordination and planning within

secondary mental health services.

Key messages or acilitators:

Organisations and their senior managers play a key role in supporting care coordinators to ulfl

their role requirements.

The ocus o all care coordination activity should be on the promotion o recovery orientated

care and treatment planning.

Introduction

The Welsh Government have enacted legislation and policy guidance to enhance the care

coordination and planning or people who are receiving secondary mental health services.

This ramework clearly sets out the type o service that such people should receive.

The legislation and associated guidance places clear responsibilities on provider organisations

(Local Health Boards and Local Authorities) to act in a coordinated manner to improve the

eectiveness o the mental health services provided to such individuals.

Required teaching resources:

Orientation

This unit is primarily designed to be delivered at board and senior management meetings as such it

is likely to comprise one part o the meeting agenda. It will be important to keep to the time

allocated, including potentially changing the presentation to accommodate such circumstances.

Depending on the situation you might like to introduce yoursel and participants to each other.

This should be kept airly brie.

Section 2:

Exercise 1: What needs to be done? Discussion and reection o the key questions

Ask participants to consider how they will they have or intend to engage with the

implementation programme and enact these changes within their own organisations.

The posters provide a great deal o inormation about implementation o Parts 2 and 3 o the

Measure. Encourage participants to reer back to this inormation in their deliberations.

You should emphasise that it is unlikely that they will be able to decide there and then but this

time gives them an opportunity to think how they might take this agenda orward within their

organisation over the ensuing period.

Note or acilitators: Pay particular attention to the aspects o the Code o Practice which

relate to organisational responsibilities (particularly Chapters 3 and 5). There are important

aspects relating to the appointment and eligibility o care coordinators that senior managers

must consider. Additionally there is a critical section on Supporting care coordinators

(Section 3.37. 3.41). Familiarise yoursel with this section and use it to promote discussion

on support and workorce planning to support implementation o the Mental Health (Wales)

Measure 2010.

A narrative rom a service user on the potential o the Mental Health Measure 2010 to

deliver recovery orientated care and treatment planning.

Conclusion

This unit should have enabled participants to gain an overview o organisational

responsibilities relating to care planning and care coordination within secondary mental

health services. Ideally participants will be able to start to plan or how they will ensure

organisational compliance with the legislative and policy ramework.

Take Home Messages

Arrangements or care coordination and care and treatment planning are now enshrined in

legislation and policy guidance. There is thereore a statutory obligation on provider

organisations to ensure that they meet these requirements within secondary mental

health services.

The legislation and associated policy seeks to ensure that care and treatment planning and

coordination places the service user at the heart o the recovery journey and that care and

treatment plans reect their culture, language, goals and aspirations.
