Introduction

1.1 BACK GROUND

Umerkot is the most important historical city of Sindh province. It contributes handsome revenue; nonetheless, the people of this area are socially deprived, having fewer opportunities of good healthcare and education. Two decades back, in 1989, the literate, book lovers and socially active citizens of this historic town grouped together to form an organization for the socio-cultural and economic uplift of the people of this area.

The organization was named as ‘Sami SamajSujagSangat’. The very first initiative in this connection was the foundation of ‘Sami Adabi Library’, named after the Sufi poet of Sindh – Bhai Chen Rai Sami. This educational platform served as the only venue for the education and literary growth of citizens in general and of youth in particular. Starting from a meager number of books, contributed by citizens and members of the organization, this library grew to offer thousands of books, magazines, journals, newspapers etc. on various aspects and subjects. This humble platform enhanced the knowledge base of the citizens of Umerkot and broadened their vision to prove themselves precious part of the society.

The basic strategy in bringing about the desired social change was to raise the awareness among masses with respect to their basic human rights, respect of rights of others, promoting the importance and need of socio-cultural and democratic values in daily life and responsibilities of good citizens in developing commendable society. The encouraging results of this short term effort convinced Sami to invest its maximum efforts and inputs, in terms of integrated and participatory development, to harvest the best of its objectives. Consequently a more focused development organization was realized.

Now it is renamed as ‘SAMI FOUNDATION’ with a widened scope and renewed objectives. The motto of the organization is – “Bringing Change Together” as the organization believes in collective efforts of people from all walks of life for sustainable social change. The organization was registered in 1993 with Social Welfare Department under Voluntary Social Welfare Agencies (Registration & Control) Ordinance 1961. The changing scope of work and area led the organization to get its registration under Societies Act XXI of 1860 and the organization get this registration in June 2013 having its Registration Number 6937. The organization has acquired certification from Pakistan Center for Philanthropy (PCP) through a comprehensive process of evaluation in context of Governance, Programme and Finance and such certification helped organization improve its policies, procedures and systems and develop new programme partnerships with new donor organizations. 1.2 GOVERNANCE The organization is governed through a nine-member Board of Directors working voluntarily. The Board of Directors comprised over people from different walks of life having expertise in their relevant fields. This body provides strategic direction and vision to the organization and enjoys all the powers for policy formulation and its effective implementation through a team of trained, experienced and professional staff. It also monitors the execution of the activities through quarterly meetings, time to time review of the functioning of organization, and by paying field visits. This Board of Directors is also a recruiting authority of the Executive Director for program implementation and management of the organization. 1.3 MANAGEMENT The operations of various sections of the organization are managed through a team of professional and trained staff. The Executive Director leads the of development professionals, comprising of Program Manager, Finance Manager, HR & Admin Manager, and Manager Monitoring and Evaluation. All the managers head their relevant sections and lead their teams to effectively manage the work of their sections to contribute in achieving overall goal and objectives of the organization. 2. 0rganization’s Aims and Objectives 2.1 Our Slogan Bringing Change together 2.2 Our Vision SF envisions a just, inclusive, equitable, enlightened and responsible society 2.3 Our Mission Statement SF works with marginalized groups for integrated community development and socio-economic empowerment through access to basic facilities, human resource development, partnership building, awareness-raising and rights based advocacy. 2.4 Our Objective Improve living standards of the poorest and marginalized communities in targeted districts of

Sindh through provision of education, health, water and sanitation facilities and services. Promote human rights of women, children, and youth, and laborer, farmers and minorities

rights and seek policy changes for equal rights through advocacy, research and information dissemination.

Promote peace, pluralism, socio-cultural and inter-faith harmony among people of diversified cultures, religions, faiths and ethnicities through socio-cultural activities, celebration of religious festivals, dialogue and discourses, seminars etc.

Promote economic development through micro finance and small enterprise development, sustainable agricultural and other livelihoods particularly for women.

Respond to humanitarian emergencies by helping people cope with crisis, through disaster risk reduction, emergency relief, preparedness and post-crisis recovery.

3. ORGANIZATIONAL CAPACITY STATEMENET The organization has always taken care of its institutional strength in all respects viz: Material, human and financial resources. On the other hand organization also established and strengthened linkages not only with CBOs of the target area but also with other civil society organizations and networks, Support organizations, and Government Institutions/line departments. 3.1 Technical & Administrative Capacity The organization has number of committed and dedicated youth volunteers as its members. The Board of Directors of the organization comprised of highly qualified professionals of different fields i.e. Health, Engineering, Agriculture, Education, Social Development etc. Besides highly qualified BoD members and dedicated volunteers the organization carries out its program activities through its full time paid staff. The organization remained well aware of the needs for capacity building of its members as well as staff members. The staff has acquired trainings in Project Management, Proposal Development, Social Mobilization, Community Organization, Preventive Health Care, Local Resource Mobilization, Report Writing, Natural Resources Management, Advocacy & Awareness, and Financial Management etc. 3.2 Material Resources The organization has its own well-equipped and fully-furnished offices with all necessary furniture and office equipment and other required material and facilities. The annual budget of the organization ranges from 50-60 million rupees. The organization maintains its accounts on double entry system using Peach Tree finance software. The organization gets its accounts audited from Chartered Accountant Firm every year and gets these accounts approved from Board of Directors and General Body.

3.4 Linkages & Networking The organization remained tried its best for taking initiatives to establish network of the organizations at District Level to support each other and offer each other resources and support for effective; result oriented work and sustainable development. The organization is a member of Network for Electoral Participation (NEP); Provincial network Sindh NGOs Federation (SNGOF) and Bhit Shah Declaration Coordination Council (BDCC), Sindh HIV/AIDs Network. Beside this the organization is member of Research, Advocacy & Institutional Development Network (RAIN) District Umerkot, Maroo-ara Coordination Council Tharparkar, National Humanitarian Network (NHN), Right to Expression, Association, Assembly & Thought (REAT)& Human Resources Development Network (HRDN), Coalition for Rights of Minorities Pakistan (CRM-Pakistan); AwalTaleemItehad (ATI) Sindh. The organization also has representation as a member in various committees formed by Health, Education and Community Development Department as well as by office of the District Coordination Officer District Government Umerkot. The organization has also close coordination and working relationship with local government institutions and elected representatives of these institutions. The organization also developed good relationship and coordination with members of Provincial and National Assembly. 3.5 Certification The organization has always taken opportunity to identify its strengths and weakness in all relevant sections of work and find out ways to reduce weaknesses and increase its strengths. Therefore organization acquired certification from PCP. The team of PCP conducted comprehensive evaluation of the organization in three areas i.e. Governance, Finance and Programme through desk appraisal as well as field visits. 564 men and 56 women of 161 VSCs increased their knowledge and improved their understanding on CLTS and their role in promoting CLTS for open defecation free communities

102 CRPs (79 male and 23 female) were trained on triggering and BCC who further communicated hygiene related messages in the communities.

200 TLCs are established and functionalized where 9648 children (3786 girls & 5862 boys) having safe and conducive environment together with play and sports through proper & timely monitoring of SF staff.

School supplies (200 Water cooler, 400 Plastic Mats, 200 Black Boards, 186 Recreational kits, 200 School in boxes, 7870 School bags) is distributed at 200 TLCs and monitored regularly for its proper usage by children during the TLC timing.

321 Para teachers & 112 Govt: teachers including 41 SF staff was trained through 15 trainings on CF learning environment, in classroom management skills, promotion of sports and recreation, health and hygiene messages and practices in order to run TLCs effectively.

Data of 9378 children (3621 girls & 5757 boys), distribution of supplies and teacher training is collected and shared with UNICEF, Education department and other stakeholders timely and regularly on given formats.

Strong coordination was developed with EDO (E) and provided the temporary GR to first timer 2730 girls and 3851 boys who are getting education in TLCs. They will further follow and get their permanent GR when return to their origin places and/or enroll in nearby government boys and girls schools.
