    • It begins early• Between 10-30% of preschool

    children are not behaviorally and emotionally ready to succeed in school

    •Early problem behavior is predictive of future challenges

    • Best predictor of delinquency in adolescence, gang membership, incarceration

  • The Concern

    • Inappropriate discipline practices are a national concern

    • 5,000 preschoolers were suspended at least once and nearly 2,500 were suspended a second time

    • Boys represent 54% of the preschool population but 78% of those suspended

    • African American preschoolers are 3.6 times more likely to be suspended than their White peers

    • African American girls are 20% of preschool female population but 54% of girls suspended from preschool

    • System for tracking and analyzing behavior incidents that are of concern to the teacher

    • Includes a form for recording behavior incidents that exceed what is developmentally expected

    The BIR database is meant to be a system for collecting and summarizing Behavior Incident Reports for data decision making. The system is user friendly and breaks down data in a variety of ways in order to aid at looking at data in an efficient way.

    Begin by completing your Program Demographics in the Program Information tab. Please be sure to create IDs for each classroom as well as for each child before you begin using the system. Data is organized by ID at both the classroom and child level. Children are enrolled the first time they receive a BIR. Please be sure to only enroll them one time on the Child Enrollment tab. Data entry of BIR forms occurs in the BIR Data Entry tab. Each BIR is entered in one row. Please note: you can only enter one option for each category - please be sure the teacher has selected the most intrusive.

    Data Entry and Quality Checklist

    Prior to data analysis, the leadership team is encouraged to examine the quality of data and note whether there are concerns about how data were collected, entered in the excel file, and other external factors that might affect interpretation of data. The data entry and quality checklist should be reviewed periodically by the Data Coordinator, and concerns should be shared with the leadership team.

    BIRS Data Entry Common Errors

    Review BIRS Excel File for data entry errors that can result in data quality concerns

    Errors within data entry may indicate a need for additional training for the staff member entering BIR data

    Program Information Tab

    ● Recording inaccurate population counts for the program (by Gender, IEP, DLL, race, ethnicity)

    Child Enrollment Tab

    ● Enrolling children twice● Recording incorrect demographic information for each child● Deleting children after they have left the program (use the disenroll option instead)

    BIR Data Entry Tab

    ● Failure to use drop down lists to make selections (Do not type in responses! Although it is faster, errors in spelling, spacing, and capitalization can cause errors in data totals – can result in extra items not on form)● Typing in date incorrectly (correct format: mm/dd/yy)● Typing in time incorrectly (correct format is in 24 hours time/military time OR changing AM to PM as needed)● Leaving blanks when you don’t know (Other’s Involved – use "None" or "Other", Motivation – use "Don’t know", Admin Follow-Up – use "Not applicable"). Do not leave blank.● Any manipulation of data (i.e., deleteing BIR entries, changing child or classroom ID)

    BIR Completion Checklist

    Review these questions for BIR completion errors that can result in data quality concerns

    Answering yes to these questions may indicate a need for additional staff training on the BIR completion process

    þ Are teachers checking ONE box per criteria (e.g., the most intrusive behavior, one activity, one possible motivation, etc.)? þ Are all necessary fields being completed (e.g., no missing data)? þ Are teachers leaving blanks when they don’t know?þ Are there increases in use of Don’t Knows as a response? þ Are multiple BIRs being turned in for the same child within a small time frame? þ Are BIRS being turned into the data entry staff person on a regular basis? þ Are completed BIRS being entered into the excel file in a timely manner?
