It is also available to any FEI competitor prior to the show from the show secretary. Portal entry will be open with the FEI approval of the Definite Schedule, hopefully early November. Entries for the CDI should also remember to enter the competition itself with payment in addition to the FEI Portal.

Qualification Specifications Classes 401-417, 510-522, and 610-622 will be conducted under FEI regulations (Art. 422). All horses in these classes must have FEI Passports. Classes 410, 411,412, 510, 511, 610 and 611 are open classes. In the event these classes are over booked at Closing Date, horse/rider combinations will be accepted based on the following criteria, in this order:

Any foreign horse/rider combination entered by their federation. Any horse/rider combination qualifying to compete for the US in a national or FEI championship. Horse/rider combinations that have previously represented their country in FEI championships and are entering at the

same level as they competed in an FEI championship

Classes 417, 517,518, 617, 618 are restricted to FEI Amateurs defined as athletes from 26 years, with no ranking with the FEI Dressage World Ranking List at the date of definite entry. FEI Passport not required if competing in their home country. These horses must be registered with their NF, be identifiable by diagram, and have a valid vaccination certificate. Class 512. Grand Prix Freestyle: Riders intending to compete for FEI World Cup Qualification must enter the Grand Prix and the Grand Prix Musical Freestyle (World Cup Qualifier). Participation in the Freestyle is limited to and compulsory for up to the 15 best rider/horse combinations who entered the Grand Prix Qualifier for the Grand Prix Freestyle and earned a minimum score of 60%. Qualified riders are obliged to start in the Freestyle or lose their placing in the Grand Prix Qualifier for the Grand Prix Freestyle. Should a competitor not qualify for the Freestyle, their entry fee will be refunded. A rider may start with a maximum of two horses in the Grand Prix Qualifier for the Grand Prix Musical Freestyle (Class 412). However, a rider may start only one horse in the Grand Prix Freestyle (Class 512). Class 610, Intermediaire I Musical Freestyle: Participation for riders entered in the Intermediaire I freestyle is limited to and compulsory for up to the 15 best combinations from the Intermediaire I competition who declared for the freestyle and who earned a minimum of 60%. A rider may start only one horse in the Intermediaire I Freestyle.. Class 612. Grand Prix Special: Participation in the Grand Prix Special is limited to, and compulsory for, up to the 15 best rider/horse combinations who entered the Grand Prix Qualifier for the GP Special (Class 19) and who earned a minimum of 60%. Riders are obliged to start in the Grand Prix Special if qualified by their placing in the Grand Prix Qualifier for the GP Special. Should a competitor not qualify for the Special, their entry fee will be refunded. A rider may start only one horse in the Grand Prix Special. Note: Class 411, is the qualifier for the Grand Prix Special and Class 412 is the qualifier for the GP Freestyle. Class 613. Pony Rider Musical Freestyle: Participation is compulsory and limited to the 18 best horse/rider combinations from Class 513, The FEI Pony Rider Individual Test who declared for the Freestyle. A rider may start only one horse. Class 614. Junior Rider Musical Freestyle: Participation is compulsory and limited to the 18 best horse/rider combinations from Class 515, The FEI Junior Rider Individual Test who declared for the Freestyle. A rider may start only one horse. Class 615. Young Rider Musical Freestyle: Participation is compulsory and limited to the 18 best horse/rider combinations from Class 515, the FEI Young Rider Individual Test who declared for the Freestyle. A rider may start only one horse. . On closing day, December 10, 2016, the entries will be placed in classes based on the above criteria until the classes are filled. All other entries will be wait listed. Entries received after the closing date will NOT be given preference over entries received by the closing date. Fees will be deposited when entries are received. Refunds will be given to those riders not accepted in the classes prior to the start of the competition. Starting Order: A draw will be conducted each day to determine the order of starting for each class. The draw for Thursday’s Grand Prix, Prix St. Georges and Junior and Young Rider classes will immediately follow the Veterinary Inspection on Wednesday in the show office. The start order for the Grand Prix for the Freestyle will be in the reverse order of the World Dressage Ranking List in groups of five. The starting order for the Grand Prix for the Special will be a straight draw. The starting order for the Grand Prix Musical Freestyle, the Intermediaire I Musical Freestyle, the Young Rider Musical Freestyle and the Junior Rider Musical Freestyle will be as follows: The rider/horse combinations are divided into groups of five with the group of riders placed 11-15 to start first and the best five in the last group. The starting order within these groups will be determined by draw. The starting order for the Grand Prix Special will be as follows: A draw will be held within groups of five, in reverse order of the result of the Grand Prix qualifier for the Special, with the group of riders placed 11-15 to start first and the best group of five to start last. Draws on Thursday and Friday will be held in the show office at a time to be announced after the completion of the appropriate classed needed to determine draw groupings. A draw order cannot be changed. Once entered in a class, a rider may not withdraw, except as specified in the FEI rules. FEI rules provide for penalties for scratches without good cause. CDI Classes 1. Prize and eight ribbons per class. 2. Prize Money – Prize money for Performance Division may be picked up in the Secretary’s Office with proper tax identification. U.S. competitors will be required to complete IRS Form W9. Foreign competitors: the IRS requires sporting events to withhold 30% of prize money won in the US. Foreign competitors should apply for a U.S. Social Security number and will be asked to complete form 8283 or complete a W-8 Certificate of Foreign Status form. Prize money that is not picked up by the completion of the show will be mailed within 14 days after the completion of the show. No prize money will awarded without proper tax information. Failure to file proper documentation by the completion of the show will result in forfeiture of prize money payment. 3. Failure to appear for an award ceremony will entail elimination of a competitor from the class. If a horse cannot participate in the Awards Ceremony for safety reasons, permission to enter on foot or on another horse must be given by the OC/FEI Steward/Ground Jury prior to the ceremony. Please be on time for your awards ceremonies. Failure to present will result in loss of classification. 4. Best Turn Out: Award for Best Turn Out of horse and handler at the FEI Horse Inspection.

SHOW COMMITTEE: The show committee reserves the right to cancel or split classes; limit class size; change arenas; limit the number of rides & number of horses per rider; and cancel or add judges. The show committee also reserves the right to disqualify any exhibitor and/or his or her horse for cause; to cause an exhibitor to forfeit his or her ribbons and winnings for cause; to return any entry and/or stall fee before or during the show for cause; all without being liable for damage or compensation. Show management reserves the right to make any changes deemed necessary for the safe and efficient conduct of this competition. Numbers must be worn at all times when horses are out of their stalls and being ridden. ENTRIES: SEPARATE OFFICE FEE FOR EACH DAY SHOWING! Accepted on first come, first served basis, based on (readable) postmark. Post entries (postmarked after closing date) will be accepted on a space available basis with late fee. Once the competition is filled a wait list will be established. Wait list will be maintained through January 3, 2018. Current 2018 entry form must be used for printed entries. Proof of memberships and horse registrations must be included with entry, including CDS membership cards. If riding freestyle include a copy of qualifying test. If entry is incomplete, horse/rider combination will be placed on the wait list until required paperwork is received. Numbers required at all times when horse is outside of stall. Entry form required if schooling only. ALL COMPETITORS MUST SUBMIT WITH THEIR ENTRY CURRENT PROOF (WITHIN 6 MONTHS OF THE FIRST DAY YOUR HORSE ENTERS THE COMPETITION GROUNDS) OF EQUINE INFLUENZA AND RHINOPNEUMONITIS VACCINATION FOR ALL HORSES 7 MONTHS OF AGE OR OLDER. A CURRENT COGGINS WITHIN 12 MONTHS MUST ALSO BE SUBMITTED. CDI ENTRY INFORMATION: Coggins required for all CDI horses. Current FEI Passport required as noted above CDI class listing for all CDI horses. CDI entries must pay the FEI Drug Fee of $30 just once, the High Performance Fee once, an office fee per show day, and relevant class and stabling fees. Current FEI Horse and Rider registration required in addition to other memberships. Please enter the CDI via the USEF CDI Entry system in addition to a paper entry with valid payment information. REFUNDS: No refunds after closing date or after the start of the competition for any reason, including in the event of cancellation of classes due to severe weather or other emergency. GAIG/USDF Q fees refunded if request received before start of class until end of competition (unless applied to other indebtedness); otherwise will be paid to USDF. Refunds will be made before closing date less all office fees. Attention Competitors: Each competitor is responsible for supplying the show management with the correct and required association numbers of CDS, USDF and/or USEF for the horse, owner, rider, coaches, and trainer, before the day(s) of the

competition. The scores of competitors who fail to supply correct numbers may not count towards regional or national awards. The proof of these numbers must be in the form of either their actual membership/registration cards or a facsimile of them. Proof of membership must be included with entry form. Please provide the USEF/USDF Master Verification (www.eqverification.org) although membership cards or photocopies of cards are still acceptable. Failure to provide proof of USEF and/or USDF membership will result in competitor being charged non-member fees. Members that are unable to produce the USDF memberships cards/registrations or a facsimile will be asked to sign an affidavit and pay an affidavit fee. All entries are taken on a first come, first served basis. Some shows return late arriving entries after the show is filled, and some shows place entries on a wait list on a as-received basis. Please check each show for any additional policies. Send in the entries as soon as possible to assure entry to the show. Only one horse-rider combination per entry form. No exhibitor may withdraw horses from a licensed show after it has commenced, or remove them from the show grounds without permission of the show secretary. DOGS MUST BE ON LEASHES AT ALL TIMES. Owner will be fined – first offense $50, second offense $100, third offense will result in the owner’s dismissal from show grounds. All pets must be leashed. Non-compliance may result in USEF penalties and eviction. Ponies: If ponies are entered in FEI Pony Test(s) or Pony Divisions and in need of a USEF measurement card, an appointment for measuring MUST be made with show management prior to the show. We will tentatively measure ponies at lunch on Wednesday but other times may be arranged. There may be a fee of no more than $100 per pony associated with measurement. AWARDS: First Place prize & ribbons through 6th place. High Point Awards per division per day minimum. High points must be picked up at the competition by rider/owner or designated agent. Awards ceremonies for CDI classes only. Participation is mandatory 1st-8th place. National Classes Prize Money Splits Per Division: Payout with 1 competitor: $50 Payout with 2 competitors: $50/$35 Payout with 3 competitors: $50/$35/$25 Payout with 4 competitors: $50/$35/$25/$15 For CDI Prize Money distribution, please see the definite schedule. Federal tax law requires a W-9 from US winners and a W-8BEN from foreign winners claiming prize money totaling $600 or more. W-9 information must match the payee. California tax law requires all non-California winners whose earnings are $1,500 or greater throughout the show must have 7% state tax deducted from their prize winnings. For more information, visit www.ftb.ca.gov. Every effort will be made by management to secure these forms and distribute Prize Money. If an exhibitor is unwilling to fill out forms, or provide a permanent resident address after nine months, prize money will be considered as a donation to the show. STABLING: CDI stalls - Permanent stalls, cinder block construction, 12’x12’ with Dutch doors. National horses a mix of Permanent stalls, cinder block construction, 12’x12’ with Dutch doors and tent stabling – 10’x12’ with full doors. Tack stalls or closets available. Shavings available on grounds, place orders in show office. Additional advance bedding orders with entries will be placed in stalls prior to arrival. Stabling available on Tuesday, January 2nd, 2018 at 11am. If needed earlier, contact Heather. National horses may be stabled with CDI horses if proper records are provided and CDI Stabling price paid on entry. Please note in stabling requests the desire to be stabled with your CDI horses. Sharps Containers are located throughout the barns and one is also available in the show office. Please use them appropriately or fines will be assessed per USEF guidelines. Freestyle entries MUST be accompanied by a photocopy of a test verifying eligibility to enter the class (i.e., 60% at the highest test of the declared freestyle level or any test of a higher level from an USEF Recognized show) with the exception of FEI Young Rider and Junior freestyles. Freestyles must be provided to show management on a CD and sound checks will be performed Thursday and/or Friday evening and during available breaks as needed. Beginning in the 2016 competition year, which began on October 1st, 2015, participants and horses competing in Para-Equestrian classes at USDF recognized competitions will no longer be exempt from USDF memberships. Para-Equestrian competitors will now be required to have a USDF Group Membership, a USDF Participating Membership or a USDF Non-Member ID and pay the $35 Non-Member fee per competition. Owners of horses competing in the Para-Equestrian classes

will be required to have a USDF Participating Membership, a USDF Business Membership, a USDF Group Membership or a USDF Non-Member ID and pay the $35 Non-Member fee per competition. The horses competing in Para-Equestrian classes will be required to have a USDF HID number or be USDF Lifetime registered. Times: provisional times available at www.westcoastdressagefestival.com and www.2whitefeet.com and emailed readable, valid email addresses. Official times will be posted at the show office by Noon the day before the start of each show day. Numbers required all times when horse is outside of stall or not tied to a trailer. Entry required if schooling only (schooling fee and appropriate stabling fee). Anyone not appearing for any of their dressage tests without prior notification to the show secretary will be “scratched” from their remaining classes. Those rides will be filled if possible. THE STATE OF CALIFORNIA & USEF DRUG TESTING RULES APPLY: For a copy contact the show office. SCHOOLING HORSES: Non-competition, schooling or sale horses will be allowed. ARENAS: 3 or more outdoor 20x60 show arenas. CDI ring GGT sand mix; national competition rings mostly sand mixed with dirt. Warmups of comparable footing. Lunging areas sand mix outside; Arenas watered and worked throughout show. Show arenas open for schooling Tuesday afternoon/evening tentatively and Wednesday morning. EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. Motorized Vehicle Statement In accordance with GR1301.7: Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. USEF MEMBERSHIP STATEMENT Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson

program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. Sharps Containers are located throughout the barns and one is also available in the show office. Please use them appropriately or fines will be assessed per USEF guidelines. In accordance with the 1989 Federal Waste Tracking Act, which restricts the disposal of medical waste, bio-hazardous medical waste containers will be provided in the stable area. All exhibitors and their agents are responsible for the proper disposal of this waste.

 

2018 Great American Insurance Group/USDF Regional Dressage Championships

A single Regional Dressage Championship program organized by the United States Dressage Federation (USDF), and recognized by the United States Equestrian Federation, Inc. (USEF), will be held in each of the nine USDF regions. In addition, Alaska and Hawaii may each hold state championships if an official request from a Group Member Organization (GMO) is received by April 1 of the prior year. The Regional Championship Program Rules can be found on the USDF website at www.usdf.org. Please refer to the 2018 USDF Member Guide forthe comprehensive list of rules and requirements for this program.

Membership/Registration Requirements for Qualifying and Championships All memberships and registrations/recordings must be correct and current at the time qualifying scores are earned

and at the time of the championships. Rider:

Must have a USDF Participating* Membership (PM). Must have a USEF membership (Junior Active, Senior Active,

or Life). Horse: Must have a USDF Lifetime Horse Registration (LHR). Must have a USEF (Annual or Lifetime) Horse recording. USDF horse registration and USEF horse recording must be in the name(s) of the current owner(s) or lessee(s) of record.

A horse is not required to have breed registry papers. Owner:

Must have a USDF Participating or Business Membership and a USEF membership (Junior Active, Senior Active, Life, or Recorded Farm (with Active Farm Owner)). If the horse has more than one owner, at least one owner must have both active USEF membership and active USDF Participating or Business Membership. For a business or farm to be the valid owner under this requirement, it must be listed as an owner of the horse with both USEF and USDF.

* PMs are USDF members who join USDF directly. USDF Group Members (GM) are ineligible.

Minimum Qualifying Scores: One set of nationally-standardized qualifying scores has been established for all USEF/USDF Regional Championships, for Training Level through Grand Prix, in three divisions: open, adult amateur and junior/young rider. FEI Junior and FEI Young Rider classes have only one respective division. Freestyles have only open divisions.

Membership Requirements for USEF-licensed/USDF-recognized Competitions: Owners and riders, including foreign riders and owners who are not residents of the US, wishing to participate in a USEF-licensed/USDF-recognized competition as a rider or

competition is recognized

by USDF for 2018

owner/lessee, must have either a USDF Group Membership (GM), Participating Membership (PM), or have a USDF Non-Member (NM) identification number and pay the USDF Non-Member (NM) fee. (Note: USDF Business Members can own horses but cannot compete as riders with their USDF Business Membership.) Individuals cannot compete at a USEF-licensed/USDF-recognized competition with a USDF Education Membership.

Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary.

Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.) Exceptions:

Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux or quadrille, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy, and opportunity classes.

Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes.

Memberships

Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($90), 5-years ($360), or life ($1,800). A USDF Youth Participating Membership (YPM) is available for individuals who have

not reached their 21st birthday by December 1 of the current membership year ($72). A PM allows the member to compete at USEF-licensed/USDF-

recognized competitions and to participate as a rider and/or owner/lessee for all Adequan®/USDF Year-End Awards, USDF Breeders Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($240) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $35 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post- competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($35). Scores earned by a horse with an HID number will be recorded, but

will NOT be counted towards Adequan®/USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or USDF Breeders Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $80. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed.

Lifetime Horse Registration (LHR): A horse with an LHR ($115) is eligible for Adequan®/USDF Year-End Awards, and eligible to compete at USDF Breeders Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed.
