Area level: Local Swimming Committees (LSCs)

Each LSC has its own bylaws, policies and procedures within USA Swimming’s framework

102.10 OFFICIALS

.3 For all swimming meets or time trials except dual meets there should not be fewer than the following officiating positions filled or approved by the LSC in authority. Officials other than the Referee and Administrative Official [effective September 1, 2013] may act in more than one officiating capacity only when sufficient qualified officials are not available, but no one may simultaneously time and judge the order of finish. An LSC House of Delegates may establish additional minimum requirements.

.2 Shall be responsible to the Referee for:

A The accurate processing of entries and scratches.

B Accurate seeding of preliminary, semi-final and final heats.

C Determination and recording of official time.

(1) Receiving and reviewing the automatic and/or semi-automatic timing results from the Timing Equipment Operator and comparing primary timing results with the back-up timing results to determine their validity.

(2) Receiving the times recorded by the Head Lane Timers from the Chief Timer and the order of finish data from the Place Judges and using that data to the extent needed to determine the official time for each swimmer.

(3) Unless otherwise directed, notifying the Referee whenever a time obtained by the primary timing system cannot be used as the Official Time.

(4) Recording disqualifications approved by the Referee.

LIMITATIONS OF THE ADMINISTRATIVE OFFICIAL…….The administrative official may serve in one (or more) of the positions or may simply serve in a supervisory capacity of those positions

Volunteers may fill the above positions provided there is an “Administrative Official” supervising all, or the “Administrative Official” is filling one (or more) of the positions and supervising the remaining ones

Administrative official may not act in any other officiating capacity and may not be a participating swimmer or coach. Must complete the minimum standards for Administrative

Timing Judge – Determining Official Times

Automatic TimingWhen recorded properly, the pad time shall be the official time

Semi-automatic and manual timingIf two of the three buttons or watch times agree, that shall be the time for that timing systemIf all three buttons or watches disagree, the time of the intermediate button or watch shall be the time for that timing systemIf only two buttons or watch times are available, the time shall be the average of those two buttons or watch times. Difference between the time obtained by the primary system and the back-up system(s) is approximately .30 second or greater

Timing Judge – Adjusting for Timing System Differences (con’t)

Watch the clock start and finishes. Note a late start and late touch.Look at the timing system sheets ASAP after the heat. Look for the following:

Compare the pad and buttons. Look for the .30 discrepancy. Do not depend on the “*” on the printout. Look for ties between pad and button, examine if they occur often.Where there is a discrepancy, compare to watch times.

Adjust using either Meet Manager or manually if computers are not availableWhen an error occurs, try to fix the cause! If you are observing a malfunction in equipment, bring it to the attention of the person who can fix it. When it is operator error, speak to the timer, or notify the referee (determine the flow of information at the officials’ meeting)

Timing Judge – Order of FinishPlace and ranking by integration of official times, including those adjust within the rulesTies – official times identical to hundredths shall be ties, with swim-offs as required to determine qualifiers or alternates for consolation or final heats

A swimmer disqualified while swimming an event does not earn an official time. Rather, a DQ is designated on the event results.

The referee may ask the Administrative Official to keep a DQ log to record all disqualifications.

Timing Judge - TimesPerformance Requirements

Official time achieved only in an USA Swimming sanctioned, approved, or observed competition

DECK ENTRY PROCEDURES

At a non‐LSC Championship meet, an athlete may be deck entered into that event provided that they meet the following conditions:

i. The athlete is a USA Swimming registered athlete.

ii. The athlete and/or the athlete’s club is already entered into the meet.

iii. The athlete has not exceeded the maximum individual entries limit

for the day/meet.

iv. The athlete’s time for the deck‐entered event is within the qualifying

times for the meet, if applicable.

The entry fee for deck entries is $10, inclusive of a deck entry surcharge, but in addition to any meet‐specific surcharges. Deck entries close 30 minutes prior to the start of the session.

DECK ENTRY PROCEDURESThe procedure for deck entering is as follows:

1) The Admin Official will place a "Deck Entries" (on the AMS Website under “Forms”) sheet at the Admin table prior to the beginning of warm-ups.

2) Coaches/Swimmers will provide the athlete’s name, club, seed time, and time of

submission, then pay the Admin Official the $10 entry fee (cash or check

payable to the host club).

3) The Admin Official will verify the athlete’s registration by first checking to

see if the athlete is already entered in the meet. If they athlete is already

entered, the Admin Official may proceed; if not, the coach of the athlete must

prove the athlete’s registration status by showing their Member Card, Deck

Pass app, or LSC-portal generated member roster. Once the registration status

is verified, the Admin Official will add the athlete to the meet.

4) The Admin Official must check the current meet entries to ensure that the athlete and/or the athlete’s club has already been entered into the meet, and that the athlete will not exceed the maximum number of events for the day or meet by adding the deck entry event. Should the athlete exceed either of the event limits, the athlete should not be deck-entered and the fee should be returned. An exchange of a deck-entered event for an already entered event is not permitted.

5) The Admin Official must ensure that the athlete's entry time is within those permitted in the meet's announcement – Person entering the athlete must come with Proof of Time, when meet requires “Proof of Time”.

6) The Admin Official will fill out a Standby Ticket and hand it to the coach/athlete. It is the coach’s responsibility to distribute the Standby Ticket to the athlete.

7) The athlete will proceed to the Starter at the beginning of the deck-entered event with their Standby Ticket. The Referee will direct the athlete to move to an open lane: in this event, the athlete will hand the Standby Ticket to the timer in that lane and proceed to compete; in the event that there are no open lanes, the swimmer shall return the Standby Ticket to the Admin Official for a refund

CHAMPIONSHIP FORMATTED MEET• Definition: A meet that is formatted with Prelims (competition 

in which a number of heats are swum to qualify the fastest swimmers for the Finals) and Finals

• Requirements:– Scratch Table – separate table for swimmers to review the results from 

prelimns to establish if they have qualified for finals

– Intent to Scratch Forms – Forms that will be completed should a swimmer not intend to participate in finals or would wish to declare an intent to scratch after their last event.

• The swimmers have 30 minutes from the time an announcer reads the results from prelims naming all that have qualified including two alternates to present to the scratch table to either declare their intent or to scratch.

CHAMPIONSHIP FORMATTED MEET• Instructions:

Scratch Table – Once the 30 minutes has expired, the event is closed and the number of scratches are highlighted. At this time, the following should occur.• Coaches/Swimmers should be notified that their swimmer has been 

scratched into finals due to the number of scratches and they would need to confirm whether they will swim or not.

• This should be noted on the results list with either a “will swim” or “not swim”. Their name should then be highlighted as a scratch and another Coach/Swimmer should be contacted until all heats are filled for finals.

Penalties – If a swimmers is not part of the qualifying heats and subsequently gets scratched into finals, there is no penalty.• If the One/Two or Three Heats, plus Two Alternates are not filled for 

finals, then finals will run with the number of swimmers that are present.

What To Do With The Paperwork........Disqualifications:

- Check the DQ slip and ensure it is correct

- Are the swimmer's name and team correct?

- Is the event, heat and lane number correct?

- Are the infractions indicated?

- Is it signed by the Official and the Referee?

If the DQ is in proper order:

- Indicate the DQ in Hy-Tek

- Code the disqualification for the results

- Initial the slip once it has been processed

- Attach the DQ slip to the file / paperwork
