Auburn’s 7.5 square miles are home to a progressive, diverse, and civic-minded population of approximately 14,611 people. The community serves a population of over 70,000. Throughout

the years, the City of Auburn and surrounding environs have grown steadily and continue to grow. The unincorporated areas to the north and east of Auburn have also continued to urbanize, resulting in an Auburn urban area population of 30,000.

Located at the crossroads of Interstate 80 and Highway 49 (also known as the Golden Chain Highway), Auburn is the County Seat of Placer County as well as the home of the California Welcome Center. The City is located in the western foothills of the Sierra Nevada Mountain Range at elevations between 1,000 and 1,500 feet above sea level. Auburn’s location provides the advantage of being above the Valley fog and below the Sierra snow line.

Emerging from the Gold Rush Era as a community with a strong historic character, Auburn now serves as a growing economic center as well as a hub for a vast array of adventure and tourism opportunities. Auburn is situated 800 vertical feet above the confluence of the North Fork and Middle Fork of the American River. Home to the Auburn State Recreation Area, the site of more sporting

The Organization The City of Auburn is a general law city that operates under a City Council/City Manager form of municipal government. Five Councilmembers are elected at-large on a nonpartisan basis to staggered, four-year terms, and the City Council selects a Mayor each year. The City Treasurer is an elected position with a four-year term of service.

In June 2020, the City Council selected John Donlevy as Auburn’s new City Manager. Mr. Donlevy comes to the City of Auburn with over 35 years of progressively responsible and diverse experience in four different

procedures. Working with the City’s IT consultant, the Director will provide oversight to all City information technologies and the telecommunications system.

As a member of the Executive Team, the Director will provide advice and assistance to the City Council and City Manager on complex financial management issues; will respond to staff and citizen inquiries; and will assist other departments in all matters involving finance, human resources, and technology issues. On occasion, the City Manager will request that the Administrative Services Director conduct special studies and analyses on operational and administrative issues, conduct organization and management reviews, and subsequently formulate recommendations and prepare reports for consideration.

The City of Auburn has a total staff of 81.5 full-time equivalent positions and provides a full range of services including business development, airport, building inspection, facility maintenance, community development, finance,

human resources, fire, police, and public works functions, programs, and activities. Department heads reporting to the City Manager include Administrative Services, Planning & Public Works, City Clerk, Police, Fire, and Economic Development. The City contracts for information technology services and legal services with Colantuono, Highsmith & Whatley. In addition, dispatch services are contracted. The Fiscal Year 2020/21 total budget is $29.9 million.

Administrative Services DepartmentThe Department includes the areas of finance, human resources, and information technology. The Finance Division is responsible for accounting, treasury, debt

management, purchasing, budgeting, capital planning, risk and insurance management, management analysis, and strategic planning. The Human Resources Division is responsible for recruitment, selection, promotion, classification and compensation, human resources planning and development, employee benefits and services, and central personnel records and files. The Information Technology Division is contracted and responsible for applications development, central computer operations, personal computer and software support, and telecommunications.

The PositionAppointed by and reporting to the City Manager (with contract ratified by City Council), the Administrative Services Director will oversee a staff of 2.5 full-time equivalent positions. The City is seeking a candidate with experience in municipal financial operations and knowledgeable of general accounting functions, fiscal reporting, accounts payable/receivable, payroll, business licensing, internal accounting controls, external audit coordination, annual budget preparation and oversight, and all other finance-related matters. The Director will also serve as the Deputy City Treasurer.

The Administrative Services Director will also oversee all human resource services and activities focused on classification and compensation administration, human resources records, benefits administration, and development of personnel policies and

This position requires the equivalent of a Bachelor’s degree from an accredited college or university with major coursework in accounting, finance, business or public administration, or a related field. A Master’s degree is desirable. In addition, at least six years of increasingly responsible professional government finance and accounting experience, including three years of management and administrative responsibility is required. Experience in human resources and information technology management is highly desirable.

The CompensationThe City of Auburn offers a competitive salary and benefit package. The salary range for the Administrative Services Director is $103,000 to $175,000, and appointment will be made depending on the qualifications of the candidate selected. The City provides a comprehensive suite of benefits including CalPERS retirement (2% @

55 for Classic members; new CalPERS members 2% @ 62 formula); health insurance (City contracts with PERS for health insurance, which provides a wide variety of health plans and has generous dental, vision, life, and other insurance programs); and annual leave (vacation, sick, and holiday). The City of Auburn does not participate in Social Security.
