THE INSTITUTE

The Administrative Training Institute, West Bengal inaugurated on 27th April,

1981, is the apex training institution of the Government of West Bengal. The

campus is located in lush green and pollution free environs in Bidhan Nagar (Salt

Lake), in the district of North 24 parganas.

The Institute has been providing Induction and Refresher Training courses for

IAS, IFS, WBCS( Exe) and Allied services officers. Inductions as well as Refresher

Training courses for officers under School education Department (DIs/AIs/SIs),

Assistant/Executive Engineers of PWD, and Secretariat Assistants etc. have been

introduced in the last few years. This Institute also conducts several training

courses, sponsored by Government of India and other sponsoring agencies, under

different categories. Training programmes are conducted for elected representatives

of Panchayat and Municipal bodies as well as for NGO functionaries. Apart from that

ATI has two more specialized units, viz (i) Natural Disaster Management Unit (NDM)

and (ii) Urban Management Centre (UMC). In 2014, a Civil Services Study Centre

has been inaugurated by Hon’ble Chief Minister, West Bengal and the centre has

been running successfully.

Important activities and achievements:

National Award for Excellence

The ATI, West Bengal has been awarded National Award for Excellence in

Training for the year 2015 for the Innovative Initiative on “Trainer Development for

Decentralized Training through Regional Training Centres”.

Training Classes held at ATI

The Institute has conducted 270 (Two Seventy) training programmes during

Financial Year 2014-15 with 9244 participants. So far 88 GOI programmes, 52 State

programmes & 130 Sponsored Courses in 15 (Fifteen) categories have been

completed in ATI from April, 2014 to March, 2015. The Training Programmes were

based on Case Study, Disaster Management, Financial Management, Functional

Training, Induction Training, Information Technology, Management Development,

NIRD, NIDM, Public Administration, Public Private Partnership, Right to Information,

Trainer Development, Urban Management and sponsored by various Departments.

Natural Disaster Management Unit (NDM)

The Natural Disaster Management Unit of ATI, set up in the year 1995 and

funded by the Government of India, conducts regular training programmes,

seminars and workshops on natural disaster management, environment and

ecology for officials and elected representative of local government bodies. So far

25 (Twenty Five) training courses were conducted from April, 2014 to March,

2015.The total number of participants for the courses was 449.

Some outreach programmes have also been organized for awareness

building of common people. Four (4) master trainers have been developed on the

Incident Response System by the NIDM in collaboration with United States Forest

Service. They, in turn, have trained many govt. officials of West Bengal. A

compilation of training materials on Natural Disaster Management has been

published as a Monograph from this Centre.

Right to Information Act Cell

Training courses are being conducted for the Government Officials and Self

Government functionaries on RTI Act, 2005 at ATI and the RTCs. So far 15 (Fifteen)

training courses have been conducted from April, 2014 to March, 2015 with the

funding from Department of Personnel & Training, Government of India. The total

number of participants for the courses was 364 (Three hundred sixty four).

Urban Management Centre (UMC)

The Urban Management Centre, set up in collaboration with HUDCO in 2000,

undertakes training and capacity building in urban management, urban development

and related areas. Programmes are conducted for elected representatives and

administrative, financial and technical personnel of municipal bodies. Preparation of

case studies and documentation of best practices are also key activities of the

Centre. In addition, the Centre is also conducted various training programmes under

the Kolkata Urban Services for the Poor (KUSP) and the National Institute of Urban

Affairs Financial Institution and Reforms Expansion (D) Projects. More than five

hundred Assistant Managers of Kolkata Municipality have been trained.

A semi distance mode 3 year long course leading to AITP (Equivalent to

Masters in Urban Planning) had been started for the first time in India for the

working professionals in municipalities. 14 (Fourteen) students were enrolled for the

present who are now appearing for last stage of thesis. 5 of them have successfully

completed the course. The centre has completed third party appraisal or Draft

Development Plan of 20 Municipalities under KUSP Programme in 2009-2010.

The centre is conducting a pilot study on Planning of Urbanized Panchayat in

West Bengal. This study is also unique in its kind in India. The centre has taken up

research project named "Model LUDCP & DCR for "Peri-Urban Area" under Ministry

of Urban Development, Government of India.

An MoA has been signed between Housing and Urban Development

Corporation Ltd (HUDCO) & Administrative Training Institute(ATI) (for 2012-2015)

to run the HUDCO Chairfunction in the following areas:-

To support and undertake capacity building activities of urban local bodies

with regard to specialized areas such as Human Settlement Planning and

Design, Environmental Planning, Building material and Technology, Economic

Policy and Analysis, Regional development etc.

To promote research and documentation in the field of housing, urban

development & related areas

To undertake any other activities that promote housing, urban development

and effective management of urban areas.

From April, 2014 to March, 2015 Urban Management Centre, ATI has

conducted 22 no. of training programmes. 655 candidates from various Urban Local

Bodies of West Bengal have been trained from April, 2014 to March, 2015. Out of

the 22 programmes conducted so far 3 nos. of training programmes has been

sponsored by HUDCO and the rest 19 were GOI sponsored.

Information Technology Programmes:

During April, 2014 to March, 2015 ATI has conducted 25 number of

Information Technology course and total participants were 483. Generally we impart

training from basic computer level to advanced one. The courses are mainly focused

on computer basics, MS-Word, MS-Excel, Ms-PowerPoint, MS-Access and Internet.

Recently ATI has signed a MOU with Department of Information Technology &

Electronics, Government of West Bengal, for setting up “The centre of e-Governance

at ATI.”

Training Programmes conducted at Regional Centres (RTCs)

In addition to the training at ATI campus, de centralized Regional Training

Centres (RTCs), have been set up in the office of the District Magistrates. So long,

ATI had 19 Regional Training Centres (RTCs) in 18 districts of West Bengal and

additional RTC at Asansol in Barddhaman district. 34 Training Programme were

conducted in those RTCs from April, 2014 to March, 2015. The details have been

Apart from above 22 state funded training courses were also conducted at

RTCs.

Publication of study materials

Since 2004, ATI has brought out 35 monographs in the domain of

administrative science, magistracy, RTI, learning methodology etc. In recent years,

ATI, in collaboration with Bureau of Police Research & Development, Government of

India has published A User’s Manual on Anti-Human Trafficking. A collection of case

studies, viz “A repertory of recent cases, Volume-II” (ATI Monograph No 1/2014),

has been published in this financial year. These are being used as training materials

for different training courses at the ATI and also at the Regional Training Centres

(RTCs).

Infrastructure Development:

The 9 acres campus has 2 office buildings, one Library Building, 2 trainees'

hostel, a well maintained garden, officers' and staff quarters, playground, Badminton

Court and gymnasium. There are 14 training halls and 4 computer labs, one

Computer Centre at Library, equipped with all audio visual arrangement. The

Guest House consist of 4 (four) double bedded AC suit and 2 (two) double bedded

AC rooms.

Administrative approval for Construction of new hostel building at ATI complex

(G+7) has already been accorded and the construction work is nearing completion.

Trainer Development Programme

Administrative Training Institute, West Bengal is conducting various Trainer

Development Programme sponsored by The Department of Personnel & Training,

Govt. of India. From April, 2014 to March, 2015, ATI has conducted 10 trainer

development courses and 217 govt. officials were trained in various subjects of

trainer development courses.

Intensive Training Programme - Training for All

An agreement was signed on 23.09.2008 between Department of Personnel

& Training (DoPT), Government of India & Administrative Training Institute (ATI),

West Bengal for implementation of plan training scheme “Training for All”: Intensive

Training Programme. Administrative Training Institute, West Bengal has completed

the 1st phase of training on 31.03.2014 and 10590 Govt. officials were trained under

Intensive Training Programme –Training for All in Nadia District, Burdwan District &

Excise Directorate, West Bengal.

After introduction of West Bengal Right to Public Services Act, 2013 during

October 2013 ATI,WB is implementing the 2nd phase of training under Capacity

Building for implementation of the West Bengal Right to Public Services Act, 2013 in

the state of West Bengal under Intensive Training Programme – Training for All in

collaboration with Department of Personnel & Training (DoPT), Government of India.

This project has the scope of training for more than 30000 officials within 30 months

all over the West Bengal. The sensitization workshop in each district of West Bengal

was completed and the grass root level training for all category of officials is

undergoing in full swing. 4083 officials have already been trained on WBRTPS Act,

2013 in the year 2014-15.

Training on Public Private Partnership (PPP):

Administrative Training Institute is organizing National P.P.P. Capacity

Building Programme for rolling out different training programmes on P.P.Ps.

Capacity Building for Sevottam

Capacity Building for Sevottam in the State of West Bengal: ATI,WB in

collaboration with DAR&PG, Govt. of India implementing the project Capacity

Building for Sevottam in the State of West Bengal as recommended by the 2nd

Administrative Reforms Commission in its 12th Report. Sensitization workshop has

already been completed at ATI,WB and as well as in Sub Division level.

Capacity Building for the officials of School Education Department

As desired by the School Education Department , Govt of West Bengal and

on the basis of the report of the Indian Institute of Management , Calcutta( IIMC) in

August 2010 on restructuring School Education System in West Bengal,

Administrative Training Institute Kolkata has been conducting training programme

for Capacity Building of the Officers under School Education Department, Govt. of

West Bengal for Implementation of the RTE Act & Rules since 2012 .

This is a unique case where the training programme was customized to the

needs of the School Education Department after exhaustive Training Needs

Analysis. ATI has focussed at the first phase on (A) Implication of Right to Education

Act (B) Administrative Set up and governance structure of School Education (C)

Delivery mechanism and in-class transactions in the schools for implementing Right

of Children to Free and Compulsory Education Act 2009 & Rules 2012.

ATI, West Bengal has already built the capacity of about 2000 officers under

the School Education Department through training on the aforesaid focused areas to

achieve Millennium Development Goals on universal primary education from

November 2012 to March 2015. List of Officers includes DI of Schools, ADI, AI, SI,

Chairpersons of DPSC, DPO of SSM, Head Masters of Govt Schools, officials of the

Secretariat of School Education etc.

ATI has also received positive feedback on the performance of the school

Education on completion of the aforesaid training programme. ATI will in future

assess the impact of the training in the Key Result Area of School Education in

2015-16.

Foundation Training Programme of Central Secretariat Service

ATI,West Bengal is going to conduct the Foundatin Training Programme for Assistant

(Direct Recruit) of Central Secretariat Service during the period from 8 th June to 31st July,

2015.

Induction Training for Promotee IAS Officers

ATI , WB is going to conduct the Induction Training for Promotee IAS Officers of

different states during the period from 3rd August to 11th September, 2015.

Medicinal Plants’ Garden

A medicinal plants garden with germplasm of 150 plants has been established at the

ATI campus to spread awareness among the trainee officers. The fund was provided by the

Food Processing Industries & Horticulture Department.

Functioning of Civil Services Study Centre:

Government of West Bengal has set up a dedicated study centre to provide guidance

and subject wise coaching for the candidates appearing from West Bengal in the Civil

Services Examination conducted by the UPSC. The Centre was inaugurated by the Hon’ble

Chief Minister on 25th January 2014. Civil Services Study Centre (CSSC) operates under

the guidance of “Centre for Excellence in Public Management” (CEPM), a registered society.

The Centre is located in the campus of the Administrative Training Institute, West Bengal.

The Centre endeavours to provide high quality inputs to its students and the faculty is drawn

from the premier institutions, reputed universities and affiliated colleges of the state.

A Nominal fee of Rs.1000/- per month is charged from the students (Rs.500/- for

SC/ST/OBC categories). Library facilities are available to the students of CSSC. Weekend

classes on Saturdays and Sundays for seven hours per day are being held. Canteen

facilities are also extended.

Out of CSSC Batch 2014, 6 students have cleared the Civil Services Preliminary

Exam 2014. Results of the Main Examination are awaiting.

The CSSC Batch 2015 (2nd batch) has started with 160 candidates inducted through

CSSC Admission Test conducted on 16th November 2014 (88 General, 33 SC & 39

ST category).

A Foundation Course was conducted after admitting 6 students from among the

students recommended by the Higher Education Dept., Govt. of West Bengal.

Among them 4 students have been inducted in the CSSC 2015 Final Batch.

5 students have also taken admission through admission test conducted among 35

candidates proposed by West Bengal Tribal Development Cooperative Corporation

Ltd., Govt. of West Bengal.

Mock Interviews were arranged for three candidates who had qualified for the

Personality Test in Civil Services Examination 2013 from West Bengal. Out of the

three candidates, one has joined IAS and the other one has joined the IRS (Central

Excise and Customs Service).
