1. ABOUT NIEPID The National Institute for the Empowerment of Persons with Intellectual Disabilities (NIEPID), formerly known as National Institute for the Mentally Handicapped (NIMH) was established in 1984 as an autonomous body under the administrative control of Dept of Empowerment of persons with Disability, Ministry of Social Justice & Empowerment, Government of India. It is an apex body to undertake human resource development for delivery of services to the persons with mental handicap, to develop appropriate models of care for the mentally handicapped individuals, to identify, conduct and coordinate research in assessment, education, training and rehabilitation of mentally handicapped persons and to serve as a national resource center in the field of mental retardation. National Institute for the Empowerment of Persons with Intellectual Disabilities (NIEPID), Regional Centre, NOIDA (UP) is one amongst the three Regional Centers of NIEPID. It focuses on undertaking and supporting activities and providing appropriate academic assistance, training and research in the northern region of the country in order to promote advances in the field of mental retardation. The centre also runs a degree course B.Ed Special Education (Mental Retardation) affiliated to Guru Gobind Singh Indraprastha University, New Delhi.

2. GENERAL OBJECTIVES OF THE COURSE:

The Diploma course in Special Education aims to develop professionals for special education within a broad framework of education in the current millennium. The course will enable pre-service teachers to acquire knowledge, develop, competencies and practice skills to impart education to children with special needs.

The general objective of the course is to prepare Special Teachers at pre-primary (Nursery, Kindergarten etc.) and primary (I – IV Lower primary and V to VII – Upper primary) levels to serve in the following setting:

Special School Integrated / Inclusive set up Itinerant programme

3. KNOWLEDGE RELATED OBJECTIVES: To build adequate knowledge in the following areas:

1) Various aspects of disability, its impact and management. 2) Key aspects of education like goals, function, technology and emerging trends. 3) Educational needs of the children with disability and their management 4) Details of planning and executing curricular and co-curricular activities. 5) Methods and techniques of teaching school subjects. 6) Various areas of child development and the relevant mental processes.


4. SKILL RELATED OBJECTIVE:

To develop skills and competencies in the following areas:

1) Personal, professional and social competencies and skills required in teachers. 2) Subject teaching as per requirement. 3) Development and adaptation of instructional materials 4) Evaluation of the students, teacher and the educational programme 5) Planning and executing lessons (Individualized group) 6) Classroom management techniques 7) Individual and group parent interaction.

5. ATTITUDE RELATED OBJECTIVES:

To develop desirable attitudes towards following issues :

1) Role and need of education in the modern world 2) Teaching profession and role of teachers I changing society 3) Guiding children and solving their academic / behavior problem.

6. JOB OPPORTUNITIES : On completion of the course, trainees can work as Special teachers at Pre-primary (Nursery, Kindergarten etc) and primary (I to IV Lower

primary and V – VII Upper primary) levels to serve in the following setting:

Special Schools Integrated / Inclusive setup Itinerant programme and CBR Programme

7. DURATION

The duration of the course shall be 2 academic years divided into four semesters comprising of 220 days consisting of 1320 hours each year thus having a total of 2640 hours for theory and practical.

8. ELIGIBILITY

Candidates who have passed 10+2 or HSC examination passing with 50% marks are eligible for the course.

9. RESERVATION Reservation of seats for SC/ST/OBC candidates & persons with disabilities will be as per Central Govt. Rules.


10 ATTENDANCE: Minimum attendance of 80% is essential to be eligible for appearing for the examination. 10% attendance may be considered in case of illness on production of proper medical certificate. 100% of the practical work and assignments should be completed and certified by the respective faculty prior to the examination. However, the final decision of allowing for examination will be taken by the competent authority. Any shortage of attendance will have to be made up before final examination by the student concerned and the institute does not take responsibility whatsoever in arranging theory and practical classes. The applications of these candidates with shortage of attendance will not be considered for issue of hall ticket to appear in examinations. The institute reserves the right to cancel the admission if the candidate admitted is found to be habitually absent or is not putting up the required attendance or is not making significant improvement in studies or not taking interest in pursuing the course of study. The guidelines pertaining to the examination procedures prescribed by the Rehabilitation council of India shall be adopted.

11. ADMISSION CRITERIA & PROCEDURE The candidates will be selected on following parameters for admission to relevant programme/course and on the recommendation of a Committee consisting of the Head of the Institute and three other members, one of whom will belong to SC/ST and one from RCI approved Institute in the State: S.NO. 12. SELECTION:

Application for admission will be screened and short listed on the basis of three candidates per seat by the committee, specially constituted for the purpose. Merit list will be prepared based on the academic qualification, weightage given for having child/sibling with mental retardation and interview. TA/DA will not be paid by the institute for attending the interview. No candidate is allowed to change the course of study once admitted and if he/she is still desirous to join any course within the institute, the fee/deposits remitted to the institute shall be forfeited.


13. JOINING AND SUBMISSION OF CERTIFICATES: Selected candidates should join the course by the stipulated date. At the time of joining the course, the selected candidates will have to produce, (a) Undertaking to the effect that the admitted candidates will not discontinue the course and (b) Medical certificate of fitness from a Civil Surgeon / any Govt. hospital declaring the state of health. 14.INTAKE AND ITS DISTRIBUTION: Intake: 30 15.FEE STRUCTURE

The fees will be charged as follows:

1) Tuition fee Rs.8300/- per year 2) Caution Money Rs.1500/- (Refundable) 3) Library Deposit Rs. 2000/- 4) Examination fee Rs 3000/- Total Rs.14800/-

The tuition fee and examination fee and other expenses will be charged from the students as and when revised by NIEPID authority an Rehabilitation council of India The amount of Rs.14800/- have to be deposited with the Institute at the time of admission by Demand Draft drawn in favour of NIEPID Regional Centre, NOIDA. The candidates once admitted in the course will not be allowed to leave the course under any circumstances. If a candidate still desires to leave the course for any reason, the total fee and deposits paid by the candidate will be forfeited. The deposits paid will be returned only on successful completion of the course of the study and after final examination. 16.CONTENTS OF THE COURSE The curriculum designed and approved by RCI will be followed for Diploma in Education Special Education (Mental Retardation) course. 17.MEDIUM OF INSTRUCTION Medium of instruction will be in English and Hindi but, candidate should be able to read and understand instructions as well as refer books available in the library in English.


18.EXAMINATION Examinations will be conducted in English/Regional language. A minimum of 40% in each theory paper and 60% in practical is essential for passing the examination. A combination of internal and external evaluation will be followed for theory and practical papers for declaring the grade. The final examination of the course shall be held by the end of every semester in the month of December and May every year. A uniform pattern of evaluation will be adopted and the final examination will be held simultaneously at all the training centers. 19.DISCIPLINE: The candidates admitted should abide with discipline within the prescribed administrative regulations. The candidates are expected to maintain decorum, decency and discipline throughout their pursuance of the course with the staff, faculty, co-students and other supporting staff. Any infringement of violence shall result in removal of the student for the period as decided by the management of the institute. Ragging is a crime prohibited under law. Anyone found indulging in the unethical act of ragging would be dealt the due legal procedures. 20.MINIMUM FOR PASS AND AWARD OF DIPLOMA A candidate shall be declared to have passed if he/she obtains in Internal + External evaluation, at least

a. 40% in each of the theory papers and b. 60% in each of the practical examinations.

A candidate who secured marks up to 59.9% of marks after having passed independently in theory and practical will be deemed to have passed in the 2nd class. A candidate who secures between 60% and 74.9% of marks in the aggregate of the above shall be declared to have fulfilled the requirements for conferring of Diploma in Special Education (Mental Retardation) in 1st class. A candidate who obtains 75% and above in the aggregate shall be declared to have fulfilled the requirements for conferring of the Diploma in Education Special Education (Mental Retardation) with distinction. 21.TEACHING FACULTY

The core staff at the training Centre comprise of faculty members in the field of Medical sciences, Special education, Psychology, Social Work, Occupational therapy, Speech therapy& Physiotherapy supported by guest lectures in the related disciplines. 22.AWARD OF DR. B.D. MENON GOLD MEDAL The candidate who secures highest marks in D.Ed SE (MR) final examinations at all India level will be awarded “Dr. B.D. Menon Gold Medal” instituted by Mrs. Roop Rani Menon and family members.
