• Closed head injury following MVA in 1994

• “…a broken skull but no brain injury…”

• 1995- MOD diagnosis

– Loss of sight in left eye

– Loss of hearing

• GTMO neurologist

– Memory & concentration deficiences

– Upper motor neuron deficits

• Optic neuritis secondary to TBI

• Emotional instability with suicidal behavior

• Hunger strikes

• Post-concussion syndrome

Suicide

• Found dead in his cell on 8 Sep 2012

• JMG doctors diagnosed Bipolar Disorder, Borderline

Personality Disorder with anti-social traits, &TBI

• Ethics committee assessed that treatable with

antipsychotic medication & basis for depot Rx

• Guards noted misconduct & aberrant behavior

• Guard commented “horrible” to have LOS

• “Special” status in Camp

• Reports of suicidal ideation from June 2012

• Challenging course of Rx management & treatment

• Returned to Camp V the day before his death

Findings of 15-6 Investigation

• Extensive history of disciplinary problems & self-harm

• Not treated like other detainees

• JDG leadership failed to take remedial action

• COL Bogdan acted reasonably

• Detainees can conceal contraband

• Failure to follow LOS SOPs

• Detainee hoarded Rx

• Flawed JMG training procedures

• JDG training meets standards

• Deficiencies are not attributable to short rotations
