RESOLUTION Keith Pritsker Deputy City Attorney WHEREAS, Keith Pritsker is retiring in 2010 as Deputy City Attorney for the City of Los Angeles after more than 30 years of distinguished public service; and WHEREAS, Keith received a Bachelor of Arts degree in Political Science and Economics from the University of California, Santa Barbara in 1974; received his Master's degree in Economics from the University of Southern California in 1978; and received his Juris Doctorate from Southwestern University School ofLaw in 1977; and WHEREAS, he began his career with the City ofLos Angeles in 1979 as a Trial Deputy where he tried more than 50 jury trials involving drugs, theft and vice activities; worked on arraignments, narcotics filings, manslaughter traffic cases, drunk driving, and hit-and-runs; and WHEREAS, Keith moved to the Agency Unit in 1983, and to the Environmental Protection Unit in 1984, where he investigated and prosecuted matters of air pollution, noise pollution and toxic waste; and · WHEREAS, he moved to the Civil Branch, Real Property/Environment Division in 1987, where he represented the City in matters involving CEQA, superfund, historic preservation, endangered species, equal protection, interstate commerce, freedom of religion and many other matters. He also supervised billings of outside counsel in CEQA suits, advised the Mayor, Council and City Department staff on issues such as compliance with environmental regulations, hazardous materials disclosure, superfund laws, and drafted City ordinances on environmental matters; and WHEREAS, Keith moved to the Civil Branch, General Counsel Division in 2002, where he served as Legal Counsel to City Departments and Staff Counsel to City Council Committees and Boards on a wide range of environmental matters. He also advised City Departments on municipal, administrative, regulatory, environmental and construction law, represented Departments before regulatory bodies, drafted City ordinances, negotiated contracts, approved expenditures and litigated the land application ofbiosolids; and WHEREAS, he has received numerous awards and accolades, including Southern California Super Lawyers for three consecutive years, an AV peer review rating by Marindale-Hubbell since 1996, listing in America's Registry of Outstanding Professionals, listing in Who's Who in America, listing in Who's Who in California, and Outstanding Young Men of America, and many others; and WHEREAS, Keith has dedicated his career to public service, protecting the environment, upholding the law, and helping make the City of Los Angeles a better place to live: NOW, THEREFORE, BE IT NOW RESOLVED, that by the adoption ofthis resolution, the City of Los Angeles does hereby thank and commend Keith Pritsker for his dedicated service to the City and the community and does hereby wish . his success, health and happiness in all his future endeavors. Keith Pritsker Deputy City Attorney

RESOLUTION

Christine Williams Management Analyst II

Los Angeles World Airports Contract Services Division

Whereas, ChTistine Williams began her career with the City of Los Angeles in 1977, as a Library Community Representative with the Library Department; and

Whereas, Ms. Williams graduated from Pepperdine University with a Bachelor's degree in Computer Science; and

Whereas, in 1979, Ms. Williams began working as a Contract Compliance Investigator with the Office ofPublic Works, Contract Administration; and

Whereas, with her tmsurpassed experience in Contract Administration, Ms. Williams joined the Los Angeles Wodd Airports, Contract Services Division, and quickly became a leader and role model; and

. Whereas, Ms. Williams became the Los Angeles World Airports spokeswoman for Mayor Richard Riordan's new program, the Minority, Women and Other Business Enterprise program; and

Whereas, she was instrumental in identifying subcontracting opporh1nities for smaller firms within LA WA's upcoming projects and encouraged Minority and Women Business Owners to participate on contracts; and

Whereas, as the face of LA WA's Contract Services Division, Ms. Williams interacted with elected officials, City Department Managers, along with contractors and subcontractors promoting the benefits of the program; and

Whereas, as a result of her efforts, LA WA achieved record-high levels of subcontracting participation for contracts at all LA \VA facilities; and

Whereas, while LAW A embarks on one of the largest public infrastructure improvements in the history ofthe City of Los Angeles, Ms. Williams' influence is seen by the presence of subcontractors participating dming the construction; and

Whereas, as a breast cancer survivor, Ms. Williams has dedicated her life to the awareness and treatment of cancer; and

Whereas, in retirement, Ms. Williams will focus on her wonderful grandchildren, her duties at First Missionary Baptist Church and will travel the world; and

NOW THEREFORE, BE IT RESOLVED that by adoption ofthis resolution, the Los Angeles City Council does hereby commend CHRISTINE WILLIAMS for her dedicated service and commitment to the Los Angeles World Airports and extend best wishes for a long, happy and prosperous retirement.

JULIA T. NAGAl'\JO Director of Corporate Communications

Pmt of Los Angeles

Whereas, Julia T. Nagano serves as the director of corporate communications for the Port of Los Angeles, the nation's leading container-pmt. In that role, she oversees the Pmi's sponsorship program, protocol, special events activities, advertising, graphic services and major educational pruinerships. During her lengthy 39-year public relations career, Nagano has held a number of positions of increasing responsibility, playing a significant pa1i in elevating the role of public and community relations· strategy and outreach in support of the Port's various initiatives and development projects; and ·

Whereas, in 2008, she was recognized with a Career Service Award for her contributions to the City of Los Angeles, including her leadership in the planning and staging of the Port's year-long, multifaceted Centennial Celebration. The unprecedented celebration brought thousands of residents and visitors to the waterfront and international media attention to the Port. In addition to a variety of events for the maritime industry and the community, the Centennial included publication of an award-winning book entitled The Port of Los Angeles: An Illustrated History from 1850 to 1945 and production of a first-ever documentary series featuring excerpts from an oral history project; and

Whereas, Nagano has been instrumental in branding the Poti through a series of image changes, and most recently directed the design and implementation of its current logo in early 2008; and

Whereas, considered an expert in international protocol, she edited the Port's World In-Sight publication, helped to train the Port's management team and coordinated various sister port activities. Nagano is also credited with founding the Pmt's Speakers Bureau and other outreach tools. During her Port career, she has been instrumental in coordinating the design and staging of various major special events including the Festival of Sail and the annual Port of Los Angeles Lobster Festival, now in its 12th year in San Pedro and the largest such festival in the count1y; and

Whereas, within the maritime industry, Nagano's creativity and professionalism have brought acclaim to the Port ofLos Angeles. She is also a former chair and member ofthe Public Relations Committee of the American Association of P01i Authorities, the trade association representing more than 160 public ports in the United States, Canada, the Caribbean and Latin America. As chair, she helped develop a training protocol for port media relations professionals and formalized the exchange of infonnation among membe~: ports; and

Whereas, Nagano assumed her current role in July 2004, and previously served as director of public affairs from 1990 to 2004. Prior to joining the Port staff in 1979, Nagano served as a public relations representative for the Los Angeles Police Department; and

Whereas, in addition, she serves as a member of the board of directors of the Torrance Area Chamber of Commerce, International Trade Education Program (ITEP), Seamen's Church Institute and Los Angeles Harbor College Foundation. She is also a member of the Los Angeles Chamber of Commerce's World Trade Week Committee and its Education Committee, which she also chaired for several terms; and

Whereas, a cum laude graduate of California State University, Long Beach, Nagano also completed the Executive Program in Management at UCLA's Anderson GradtJate School of Management and post-graduate courses in public relations at USC:

NOW TI-IEREFORE, .BE IT RESOLVED that by adoption of this resolution, the Los Angeles City Council does hereby commend JULIA T. NAGANO for her dedicated service and commitment to the Port of Los Angeles and extend best wishes for a long, happy and prosperous retirement.

Stuart Susswain Chief Management Analyst

Los Angeles vVorld Airports Contract Services Division

Whereas, Mr. Stuart Susswain graduated from Westchester High School in 1964; and

Whereas, Stuart Susswain served in the United States Army from 1966 to 1968 and is a Vietnam­Era Veteran; and

Whereas, upon returning from the Army, Mr. Susswain attended California State University, Dominguez Hills graduating with a Bachelor of Arts degree in Anthropology with a minor in Asian studies; and

Whereas, he continued his studies, receiving a Masters of Business Administration from California State University, Long Beach; and

Whereas, Stuart Suss wain began his career with the City of Los Angeles in 1972 as a Ta'C Permit Field Representative in the City Clerk's Office; and

Whereas, Stuart Susswain promoted to the position of Senior Tax Auditor in 1979; and

Whereas, Mr. Susswain continued his City career promoting to the position of Senior Management Analyst ·within the Community Development Department; and

Whereas, in 1991, Mr. Susswain transferred to the Department of Airports, and would lead the newly formed Rideshare Division; and

Whereas, known for his leadership skills, Mr. Susswain promoted to the position of Senior Management Analyst II and managed the Concessions Division; and

Whereas, his skills wou.ld later assist him in managing the Los Angeles World Airports Contract Services Division; and

Whereas, Mr. Susswain is best known at Los Angeles World Airports for creating the interactive computer program which assists employees with purchases and contracting, known as the "Procurement Wizard;" and

Whereas, in 2008, Mr. Susswain promoted to the position of Chief Management Analyst; and

Whereas, a lifelong resident ofthe City of Los Angeles, Mr. Susswain will enjoy his retirement by traveling around the world with his family:

NOW THEREFORE, BE IT RESOLVED that by adoption ofthis resolution, the Los Angeles City Council does hereby commend STUART SUSSW AIN for his dedicated service to the Los Angeles World Airports and extend best wishes for a long, happy and prosperous retirement.
