CONSULTANT REPORTING TO Senior Advisers on Innovation

BACKGROUND & RATIONALE

Since 2007 UNICEF has been a global leader in leveraging technology to advance development goals. Innovation work at UNICEF currently exists as a highly distributed network of labs, designers, developers, program managers, academics and private-sector partners, at headquarters, regional and country office level. The team focuses on:Identifying program needs and linking them to innovative technologies and methodologies;Building the capacity of colleagues at the country, regional and global levels, enabling them to identify and assess opportunities for the use of innovations;Advising government counterparts;Creating and strengthening partnerships, and supporting capacity building with local and regional stakeholders;Managing the design and development of software and hardware products;Supporting the roll-out of innovative programs and initiatives.

PURPOSE OF ASSIGNMENT

Partnerships with the private sector are critical to our work – in one principal partnership UNICEF launched and orchestrated a successful global challenge around the topic of “Wearables for Good”. Participants of this challenge were solicited through a strategic communications plan and wearables community outreach and directed to a WordPress platform at www.wearablesforgood.com, where they could submit their application to the competition. The backend of the platform was accessible by UNICEF staff, and contributors via password protected mechanism. The frontend was geared towards general public and broader wearables community to share criteria of the challenge, application form, blog posts, and ultimately highlighted the top 10 applications and the final 2 winning applications. As part of the prize package, the 2 winning teams received mentorship in the form of a 4 month virtual business incubation programme (co-led by the partnership of UNICEF and other key experts) to help build a foundation for business growth for the winning submissions. This incubation program ends in May 2016, which will be followed by an extensive PR and communications plan as the teams take their ideas to market. To support these efforts, we are repurposing our existing platform (www.wearablesforgood.com) in order to create and harness an online community and create a place to catalog and showcase remaining viable ideas which stemmed from the challenge. The overarching goal is to create a ‘Wearables For Good Community’ around wearables and sensor technology that have a positive social impact in the spirit of

TERMS OF REFERENCE (TOR)being open source. UNICEF Innovation aims to connect the IOT community, private and public sectors to facilitate ‘best practice’ sharing among key players across the ecosystem. It will be a place for good ideas to gain exposure, such as the ones resulting from the Wearables For Good Challenge. In doing so, these ideas can be accelerated through the collective resources and knowledge of the community. Together, we want to work on taking more ideas from paper to prototype.

Key components and objectives of the revamped platform would be: To give the existing website a new purpose and new functionalities. To serve as a catalog, showcasing the best ideas/applications from the Wearables for Good

Challenge, including the 10 finalists and beyond. To serve as an open source resource library for tools and learnings for others who want to create

their own similar challenge and virtual incubator. To provide a peer-to-peer knowledge sharing environment and enable curated and collaborative

discussions. To highlight open source innovation for social impact. To provide a space for news articles and feature guest blog posts on the Wearables for Good

winners and finalists (ie “Where are they now”). Serve as link to social media components, such as twitter feed (ie #wearablesforgood, etc.) In the next phase, and as the community and engagement grows, we may provide a space for the

wider community to submit ideas/projects.

TIMING

The launch of this revamped website will coincide with the PR activities is estimated to commence July 5, 2016, following the wrap up of the incubation program. The site will need to be live and user-tested prior to that date. Our goal is to have the website redesign and any beta testing done by June 27, 2016. We assume the workload will be most intensive and likely in a full time capacity during this time frame. The PR campaign around the Incubation Programme will run for an estimated 1 month starting July 5, 2016. During this time, the consultant will be expected to assist with any user needs and other issues identified by the project manager. Additional and simultaneous promotional efforts will take place to bring the website to the OIT community and to promote engagement for approximately 4- 5 months. During this time, the consultant will continue to assist with any user needs identified by the project manager. We assume work will be much less intensive, and mainly in a part time support capacity, in this later time frame.

EXPECTED DELIVERABLES (MEASURABLE RESULTS)

The code for this next Phase 2 of the website must also be made open source so that it can also be used as a learning and sharing tool.

Comment forums linked to individual project pages. Create a catalog of “Ideas For Good”, which may consist of up to 50 projects,

displayed in a similar way to the current “Finalists” showcase. Projects/ideas in the catalog should be tagged for easy searchability; by location,
