We are in this business for the long run and take a disciplined and thoughtful approach to growth opportunities. In keeping with this philosophy, we confidently submitted a proposal to provide EAS or AEAS service to the City of Page. We read with great interest, the City of Page's Application for Continued Inclusion in the Alternate Essential Air Service Pilot Program as well as the follow up letters subrnitted from various businesses and community stakeholders and would like to take this opportunity to respectfully address sorne of the comments and concerns identified. As referenced in the correspondence, the community's top priorities are capacity, quality, and connectivity. Advanced Air's EAS proposal does, in fact, provide sufficient capacity to accommodate historic levels. While the proposal does show high load factors, the demand is there, seats will sell and those levels will be accurate. This option provides multiple flights in one day rather than the current limited schedule, allowing for day trips, multiple connection options, and depending upon the option selected, could provide this frequency for two city pairings. This can be a viable option should the DOT ultimately prefer EAS to AEAS. Our AEAS proposal focuses on both efficiency and cost effectiveness, ultimately in the best interest of the community. Due to the seasonal nature of the market, the peak summer months can be served by a 30-passenger jet with a schedule tailored to maximize loads. Alternatively, during the non-peak months, the schedule can provide increased frequency in the nine-passenger King Air, which could allow passengers to complete a round trip flight in one day. This could be of particular interest to business travelers and medical professionals who wish to minimize the time away from home. Clearly quality of service and reliability are of primary importance and this is an area where Advanced Air truly excels. Our robust fleet of aircraft is based in nearby Los Angeles, where they are detailed, sanitized, and maintained to the highest standards. The proposed schedules will allow for these aircraft to return to home base regularly to ensure rnaximum operational efficiency and also allows for launch of 12101 Crenshaw Boulevard, Suite 100 Hawthorne, CA 90250 ph 310.644.3344, fax 310.644.9344 www.advancedalrfines.com

RE: Advanced Air, LLC EAS/AEAS Proposal

Dear Mr. Gormas,

Since 2005, Advanced Air has provided superior flight experiences in both scheduled airline and on-demand charter.

The proposed schedules will allow for these aircraft to return to home base regularly to ensure rnaximum operational efficiency and also allows for launch of

a standby aircraft, if necessary, in a minimal arnount of time. Additionally, our extensive experience in scheduled operations includes EAS Routes, DOT-Approved Public Charters, Membership Airlines, and Corporate Shuttles. All of these combined result in an overall 99% completion factor and 98% on-time departure rate.

Of prirnary concern to the City of Page, as well, is a network of connectivity. Advanced Alr's proposal actually serves to provide service to a secondary large hub in addition to Phoenix, specifically Los Angeles. This is of particular value for connecting the large number of international travelers and tourists visiting the Page and Lake Powell area as well as the popular Amangiri Resort.

While we currently operate via non-sterile airport facilities, we understand that sterile connectivity may be a priority. We have the ability to operate in a sterile environment and would be happy to do so in Phoenix at the City's request. We have operated in the sterile environment in Phoenix previously and the choice to move to the non-sterile facilities was actually made for the benefit of our passengers, promoting time savings, efficiency, and ease of access. In addition to the convenience, the non-sterile option could inspire additional customer confidence over the next 12-18 months as physical distancing continues to be encouraged due to the COVID-19 Pandemic.

Our horne base in Hawthorne, California is just three miles south of LAX and provides this non-sterile option, as well, avoiding the large crowds at LAX. We currently offer complimentary shuttle service between the FBOs in Hawthorne and Phoenix to all terminals at both Phoenix-Sky Harbor Airport and LAX, often resulting in additional time savings via direct access to the connecting terrninal.

Ultimately, it is our desire to add Page, Arizona to our carefully chosen list of destinations in the Southwest. We want to serve the community with a superior product and are confident that we can execute accordingly. Though we did not include a detailed Marketing Plan in our proposals, we have committed $50,000 annually and our approach is to work in partnership with the community to allocate and target spending. This has been extremely successful in our other EAS community and allows our marketing team to work in tandern and adjust spending as needed to most benefit the communities we serve. We invite the DOT, City, stakeholders and the community at large to reach out with any additional questions or concerns as we will remain available throughout this decision-making process.

Sincerely,

Levi Stkton President
