Noticed is hereby given that the articles listed on the next page will be submitted for public bidding to be held in the Office of the Auditor (COA). Office, Dipolog City. Bidders should submit their bids in duly sealed envelopes labeled BID FOR ARTICLES TO BE PURCHED BY THE PRINCIPAL/HEAD OF SCHOOLS.

State under column “REMARKS” articles are domestic products of US made or foreign made.

To be opened in the Office of the COA, on ____________10:00 A.M. Articles to be delivered should be preferably made or manufactured in the Philippines. Should their be none, mentioned any possible substitution. The bidders must state the time and date when delivery in full can be made under caption “REMARKS”.

Article to be delivered shall be dropped at _______________________________. Each bid must be accompanied by a proposal bond in cash certified check surety bond or certified fix deposit issued by reputable banking institution in an amount equivalent to 10% of the value of the bid offered to the government. Such proposal bond shall be forfeited in favor of the Government in accordance with his bid upon receipt of advice or award by the Principal/Head of Schools. The said fixed deposit issued by a reputable banking institution in an amount equivalent to 10% of the winning bid awarded. The successful dibber fails to replace the proposal bond with a performance bond, and if the government believe that the delivery cannot be delayed without affecting adversely the interest of the public the proposal maybe converted to performance bond.

Upon the successful bidder failure to make delivery, when due, the government shall impose either of the following penalties: (a) to deduct for each day of delay in the delivery after the period stipulated a liquidated damage in the amount of 1/10 of a 1 percent per day of the total value of bid, (b) to make as open canvass form the next lowest bidder. In either case the Government deserves the right to resign the contract, the government may deduct the value of the penalty imposed from any money due, or which may become due the bidder or to recover form the bidder’s bond files under his bid, if there, is any.

It is requested that a representative of the bidder be present to witness the opening of his bid. However, all bids received on time shall be opened with or without the presence of the bidder or his authorized representative.

This office deserves the right to reject any or all bids, or to accept such bid as may be considered most advantageous to the Government.

All items and condition in this advertisement and all terms, conditions, specifications, exceptions, notations and remarks in the bid shall ipso-facto constitute a par and parcel of the contract or purchase requisition for supplies.
