Enabling pedestrian and cyclist traffic betweenthe cities of Rensselaer and Albany will benefit residents,integrate two waterfronts and help encourage tourism.Authorize execution of FEMA Consulting Group –Rensselaer County will benefit by entering into a contractwith Simmons Recovery Consulting. Simmons RecoveryConsulting and the Highway Department staff will work tomaximize financial recovery, as a result of Tropical Storm Irene,and accelerate cash flow from the grant sources of FEMA andSEMO.Urging the New York State Attorney General’s Officeto assist in dispute between Time Warner Cable andMadison Square Garden Network– The Legislature iscalling upon the New York State Attorney General’s Office toreview issue’s regarding the cancellation of broadcasts dueto the breakdown in contract negotiations between TimeWarner and MSG networks and urge Time Warner and MSG torenew contract talks to resolve this issue and allow forbroadcasts to be resumed.Introduced Legislation – The Legislature sponsored aresolution supporting legislation to mandate DNA Testing ofany persons convicted of misdemeanor offenses. RENSSELAER COUNTY CLERK RETURNS

RECORD SURPLUS TO COUNTY COFFERSRensselaer County Clerk Frank J. Merola reports that the RensselaerCounty Clerk’s office has posted the largest revenue surplus todate, returning close to $700,000.00 to county coffers for FY 2011.The Clerk’s office reported 2011 revenue of $2,776,714.00 againstexpenditures of $2,093,000 for a surplus totaling $683,714.00. Countyofficials will use this surplus revenue to offset any potential increasesin the county tax rate which has risen due to explosive increases instate mandated programs such as Medicaid. Mr. Merola is happy toreport that this is the twelfth consecutive six figure surplus returnedto the County, an achievement made even more impressive due tothe economic downturn that has plagued the nation. In the pastseven years, the Clerk’s office has returned surplus revenues totalingover $2.8 million dollars to the general fund. The past two yearshave seen over $1.3 million returned to the county. This is a resultof aggressive revenue enhancement programs such as the verysuccessful RENEW RENSSELAER passport and motor vehicleprogram which has resulted in a dramatic increase in the number ofpassports processed by the Rensselaer County Clerk’s office. Mr.Merola also credits an outstanding DMV department, and anaggressive DMV outreach program that has attracted significantauto dealer business to Rensselaer County and significantly increasedDMV revenue. The photo ID program instituted by Mr. Merola in2006 has proved to be extremely popular, with residents all over theCapital District coming to Rensselaer County for photo ID. “Likemany other departments in County government we are doing morewith less.” Mr. Merola said, “Our department spending has remainedflat since 2008, a result of the tremendous effort by DMV and RecordRoom staffs as well as upgrades in equipment that has allowed us tomaintain present staff levels. Our courteous and efficient service hasgiven our office the well deserved reputation as the most customerfriendly Clerk’s office in the capital region. These next few yearsmay prove challenging as a result of the economic downturn, but Iam confident that we will continue to return needed money to theCounty for the benefit of our taxpayers.”

REGIONAL HOSPITALSTroy, NY (February 24, 2012): � anks to the generosity of members from three regional credit unions, the 2011 Credit Union Care for Kids Campaign raised $4,000 to bene� t pediatric programs at four area hospitals: Glens Falls Hospital, Saratoga Care, Sunnyview Rehabilitation Hospital (Schenectady) and Seton Health/St. Mary’s Hospital (Troy). Credit unions from the Southern Chapter of the Adirondack District of the CUANY, Inc. who participated in the 2011 campaign include: Hudson River Community Credit Union; Saratoga’s Community Federal Credit Union; and TCT Federal Credit Union. Fundraising was conducted throughout the year and included selling stu� ed animals, candy bars, mugs, hats, ra� e draw-ings, lobby coin drops and business donations. Credit Union Care for Kids is a statewide community involvement program of the Credit Union Association of New York, Inc. Literacy Volunteers congratulates Elshekh Saad and MariamaMassaquoi, two English Language Learners who have becomenaturalized U.S. citizens. Sworn in on January 20 and 27,respectively, Mr. Saad and Ms. Massaquoi took the Oath ofAllegiance at the United States District Court in Albany. Thehour-long ceremonies began with welcoming remarks from thejudge and elected officials, and included patriotic songsperformed a cappella by guest vocalists.
