Dear Mr. Hendrie:
I have had a number of letters from my constituentswho believe you and Commissioner Kennedy should disqualifyyourselves from the licensing at Diablo Canyon because ofyour meeting with representatives of Pacific Gas and'Electric on October 19. My constituents claim that yourregulations prohibit such private meetings to discusslicensing applications which are the subject of contestedproceedings.

While it is my understanding that your meeting was ofa procedural nature, and therefore not in violation ofyour regulations, it would appear, nevertheless,-,that, theCommission should act promptly to decide whether Ior not *"
you should, in fact', disqualify yourself from the licensingproceedings at Diablo Canyon.
I would appreciate your comments as goon as possible.

Dear Nuclear Commission:C
/~
Diablo Canyon Nuclear Plant sits on tdp of a major earthquakefault in California. This plant is designed to withstand aquake registering 6.5 on the richter scale..
Less; than three miles away Hosgri fault is capable oftriggering a 7.5 earthquake.
California in the past recent years has had a series ofearthquakes. Each and, every one registering differenton the richter scale. These earthquakes have and willbring on tremendous problems for the residents inCalifornia.'aving a Nuclear plant will increase thedanger of ever surviving. This plant would be like abomb waiting to explode killing thousand of people, property, atmosphere, the ocean, and many livingecosystem in California.
As a resident in California I urge you not to licenseDiablo Canyon Nuclear Plant in California.
, Sincerely>

Subjects Disqualification af NRC Commissioners
Dear Nr. Panetta,
Ms applaud your response to the secret meetings of NRC
Chairman Hendrie and Commissioner Kennedy with PGkE regarding
the licensing of Diablo Canyon Nuclear Power Plant. Me
read with satisfaction of your firm and prompt chastisementof'uch
inappropriate behavior of two members of our Nuclear
Regulatory Commission. Me feel well represented by your express-
ion af concern.
It is shockingly inappropriate far officials. who will direct-ly make ths decisian an, licensing af Oiabla, Canyon Nuclear Power
Plant to meet individually with representatives af'he applicant, withou the presence of an intervenor's representative,
Ms believe that their conduct diminishes greatly the possibiLityof objectively.considering Licensing of nuclear power plants.
Me support. your actions and urge you ta seek removal of'hese
men from ths Nuclear Regulatory Commission.
Sincere ly, p~ Ql~Nr. and i0rs, Paul Allen

Sub jecti Disqualification of NRC Commissioners
Dear Senator Cranston,,
Me are concerned about the recent actions of Chairman Hendrie
and Commissioner Kennedy of the Nuclear Regulatory Commission.
Their secret meetings with PGhK officials on October 19, 1979
without= the prssence of an. intervenor's representative constitute
improper conduct for men in their position and jeopardize
the possibility of correct implementation of licensing procedures
in the future ~
Me. believe that their actions disqualify them from objective
consideration of the licensing of Diablo Nuclear Power Plant.
Me urge you to do what can be done to remove these men from
the Nuclear Regulatory Commission.
S incere ly,
Nr. and Nrs. Paul Allen
