AECC TRACKPASS REGISTRATION

You are required to choose at least 4 consecutive months throughout the year –specify start and stop dates. Please be aware that you cannot cancel, change ormodify your dates once your form has been submitted (no refunds will be issued)– please plan accordingly! You may extend your track pass after or before yourexpiry date for a flat $10/month.

When am I allowed to drive in a bus lane?

ANSWER:

You may use a bus lane when making a right hand turn at the next immediateintersection or for the purpose of making a right hand turn onto a street where thebus lane is in effect, providing that you leave the bus lane as soon as possible. Youare not allowed to cross an intersection in a bus lane. You are not allowed to parkin a bus lane while it is in effect.

Bus lanes are in effect Monday to Friday, from 7:00am to 8:30am and 3:30pm to5:30pm.

(Regina Traffic Bylaw 9900, Section 9).

Bicycle-Only Lanes

QUESTION:

I am totally confused with the bicycle lanes in the down town area of Regina. Canyou explain what the rules are when driving on a street that has a bicycle lane?

ANSWER:

Bicycle-only lanes were established for bicycle use only. The lane is marked bya solid white line. If you are on a city block where a bicycle-only lane exists, youare not allowed to enter the lane, except for the purpose of making a right hand turnat the next available intersection. You may also enter a bicycle-only lane whencrossing the lane to park or enter an alley or parking lot. The solid white line turnsinto a broken white line near each intersection where a right turn is allowed. Ifturning right, you should not enter the bicycle-only lane until you see the brokenwhite line. You are not allowed to cross an intersection in a bicycle-only lane.Pedestrians and joggers are NOT allowed to use a bicycle-only lane for walkingor jogging.

Protect Your AutomobileOpportunity is the greatest incentive for stealing a car and stealingfrom a car....

Every day in Saskatchewan, many unfortunate vehicle ownersdiscover their cars have been stolen or stolen from.

Don’t be a victim of auto theft. It’s in everyone’s best interest toprevent theft, which drives up the cost of insurance. Each year, vehicle theftsclaims exceed 15 million dollars.

Stolen Vehicles are often driven recklessly and at high speeds. They are ofteninvolved in collisions, putting others on the road at risk of injury or death.

Take steps to protect your vehicle. Encourage friends and relatives to take theprecautions described here.

Basic Theft ProtectionYou can take these simple steps to make your vehicle a less likely target for thievesand vandals.· Install and activate an anti-theft device.· When leaving your vehicle, make sure the visible interior is empty, even if you’regone a short time. Tapes, CDs, coins, cigarettes and clothing left in plain sight willmake your vehicle a target.· Never leave your keys in an unattended vehicle.· Do not hide or leave spare keys, drivers licence, or vehicle registration in thevehicle.· Never put your name or address on your house or car keys.· Always shut windows tight and lock all doors.· Park your vehicle facing the street, where anyone tampering with your vehicleis more likely to be seen.· If you leave your coat anywhere, take your keys with you.· Check your licence plates frequently, to ensure they have not been lost or stolen.

Anti-Theft DevicesThere are many vehicle anti-theft devices on the market, varying widely insophistication and cost. No device is foolproof. An experienced thief canovercome a device, given enough time and resources. Nevertheless, using anyanti-theft device will help deter thieves. Here are some of the available options:· Steering wheel locking device - A metal bar that’s attached to the steeringwheel and secured with a key-lock system. The bar impedes a driver’s ability tosteer the vehicle. Remember, the bar doesn’t stop someone from breaking into thevehicle to steal its contents.· Electronic disabling devices - These systems disable the ignition system.Some systems may be hidden to stall a thief or display with a code needed to“unlock” it while other systems have sensors that respond to touch and block entrypoints. Some systems protect in more than one way.· Alarms - Make a loud sound if a vehicle is tampered with. The features andsophistication of the alarms vary according to price. Whatever type of device youchoose, it’s a good idea to ensure the alarm includes visual and audio features. Donot use window stickers unless you have an alarm installed. Choose an alarm thatyou will use daily.

SPAM & ScamsSPAM & Scams are major problemsthat takes up valuable time and increasecosts for consumers, business,governments and police.Don’t try, don’t buy and don’t reply toSPAM. Just delete it. It’s a great wayto prevent receiving more SPAM &Scams in the future.If you are a Regina resident and haveexperienced financial loss due tofraudulent activity or a scam, please filea report with Regina Police Service inperson.

The Regina Police Service CommercialCrime Section deals with a wide rangeof scams. The following list provides adescription of common scams (or“pitches”) to be aware of. Investigationsgenerally begin as a result of publiccomplaints or inquiries.

False CharitiesDoor to Door Canvassers requestingmoney for charitable organizations.They often provide handouts that includetoll free phone numbers and registeredcharity numbers. However, what theydon’t tell you even if their organizationis legitimate, is that 90-95% of yourdonation never makes it to theorganization you are trying to support.

The vast majority of your money isspent paying the wages and the“administration” costs of the fundraisersthemselves. If you have doubts aboutany solicitation, you may contact PhoneBusters, toll free at 1 (888) 495-8501 toregister a complaint or to make aninquiry about an organization.

When solicited at your door for adonation, ask the canvasser for adonation envelope and say if you decideto donate, you’ll send money directly tothe organization. Reputable charitieswill usually be glad to provide you withan envelope.

Solicitors who are collecting for profitwill be reluctant to do this, because itmeans they won’t get their heftycommissions.(Continued on Page 7)

Home RenovationsAt certain times of the year, we have adefinite increase in the number of HomeRenovation Scams that specificallytarget seniors. Be extremely leery ofany business willing to check yourfurnace, windows, doors, shingles orinsulation, at little or no cost. We remindresidents to get at least three quotes forany work they are getting done on theirhomes. Ensure that the company isregistered with the Consumer ProtectionBranch, (787-5550) and has accidentinsurance. Obtain at least 3 (recent)names of other customers. Check withthe Better Business Bureau to see ifthere are any complaints registeredagainst this business. Get a writtencontract of all work to be done whichspecifies price, and be suspicious ofanyone requesting advance paymentfor building materials.

Prize PitchYou have “Won a Prize” Scam. Thereare a million variations of this scam, butthey all involve you sending moneyaway to obtain something in return. Arecent example is where a “lost” bankaccount containing a large sum of moneyhas been discovered with you as thebeneficiary. For a finder’s fee, thismoney will be released to you. Anotherrecent one involves a caller purportingto be with Customs and RevenueCanada requesting money to pay “dutyor taxes” on a valuable article or bankdraft that is addressed to you. If youbelong to a book club, coin club, stampcollectors club, etc. be wary of rareitems being recently discovered andoffered to you at a special price. Youshould always question the deal if itcomes with the warning that you mustact quickly.

Credit CardsFraudulent Use of Credit CardInformation is also becoming morecommon. In a number of recent cases,the opportunity to compromise the creditcard occurs when a person phones arestaurant and places an order for foodto be delivered to the caller’s residence.The caller pays for the food by creditcard, either giving out the card numberand expiry date on the phone or bygiving that information to the delivery

person. It should be noted that manyestablishments legitimately do businessin this manner, but police have receivedcomplaints in instances where the creditcard information is essentially “stolen”and used by someone other than thecredit car holder. Investigations aremade more difficult by the fact thatmany restaurants sub-contract theirfood-delivery business to othercompanies, which may or may not keepdetailed employee records. This makesit more difficult to determine the point ofcompromise and hold the person(s)responsible for the fraud. Be cautiousany time you release personal financialinformation. An unscrupulous individualneeds only the credit card number andthe expiry date to make unauthorizedpurchases. Even if the legitimate ownerof the card is insured against suchlosses, he or she may suffer aninterruption in service while the creditcard company does its owninvestigation. Debit cards are less likelyto be compromised as long as the ownerguards the PIN (personal identificationnumber). We also remind people thattheir caution should extend to the mannerin which they dispose of credit card billsor receipts. Careless disposal of suchdocuments may also present anopportunity for a crime to occur.

Protect your SINThe Commercial Crime Section alsoreminds people of the importance ofprotecting one’s Social InsuranceNumber, or SIN. An unscrupulousindividual or member of a criminalorganization may fraudulently obtainthe SINs of unsuspecting individualsand use those numbers to open creditcard accounts, bank accounts and linesof credit.

This will cause financial hardship to thevictims in the short term and may alsoadversely affect their credit histories/status. Do not supply your SocialInsurance Number unless it is absolutelynecessary. Never give out your SIN onthe Internet, on job applications or overthe phone.

Most people know their Social InsuranceNumbers by heart, so don’t even carryyour SIN card in your wallet in case ofa theft or loss.
