2. This Operations Plan (OPLAN) is produced in accordance with (IAW) AFROTCI 36-2010. It outlines the 158th AFROTC Cadet Wing’s Leadership Laboratory (LLAB) program for the Cadet Corps. LLAB is a portion of the overall four-year, two-year, and one-year AFROTC programs. LLAB provides all cadets with the opportunity to operate in a military environment as well as to expand their leadership and followership skills. There will be 15 LLABs during the spring semester, during which LLAB objectives will be accomplished within the term limit: 5 hours for GMC and 6 hours for POC weekly. The objectives that are to be presented this semester can be found in section 6a, LLAB Schedule. The Cadet Wing Commander (CW/CC), under the supervision of the Commandant of Cadets (COC), is responsible for all cadet corps activities.
3. EFFECTIVE DATES: 10 January – 29 April 2011.
4. MISSION:
a. The mission is to provide training to develop the cadets’ leadership abilities, which will enable them to perform effectively as officers when they enter the Air Force. Initial Military Training (IMT) emphasizes the life and work of Air Force officers and military customs and courtesies. Additionally, field training preparation will be year-long and will have a significant amount of allotted leadership lab time to ensure we prepare our cadets for their upcoming Field Training encampment. In the Professional Officer Course (POC), emphasis is
placed on a variety of command and staff experiences in advanced leadership situations, key to proper management and leadership techniques.
b. The LLAB course objectives, as found in AFROTC T-508, are presented over the course of the academic year. The LLAB Objective Chart includes the LLAB schedule for the spring semester and the objectives that will be presented during subsequent semester. These objectives will either be presented at LLAB or during other mandatory AFROTC functions, to include: parade, Military Ball, and an awards ceremony. The LLAB course objectives will be accomplished in a way that will contribute to AFROTC Detachment 158’s ultimate goal: to provide quality commissioned officers for professional service in the United States Air Force.
5. ORGANIZATION:
a. The 158th AFROTC Cadet Wing is composed of three groups: Operations Group, Mission Support Group, and Maintenance Group. The Wing Commander and his staff are responsible for the overall planning and supervision of the Wing. The Operations Group is responsible for the execution of LLAB and other training periods as detailed in this plan. The Mission Support Group is responsible for administrative and extracurricular activities. The Maintenance Group is responsible for recruiting, retention, and supply activities. This complies with AFROTCI 36-2010, para 4.10. In addition to the Group Commanders, there are four more members of the Cadet Wing Staff. The first, Vice Wing Commander, is responsible for the duties of the CW/CC in his absence, as well as the supervision of the Commander's Action Staff. The second, Inspector General, and his staff are accountable for ensuring proper standards and procedures are being met by the Cadet Wing. The third, the Lime Cup Coordinator, is responsible for the planning and execution of the Lime Cup Event on 26 February. Finally, the Executive Officer is a GMC cadet responsible for assisting the Wing Commander and Vice Wing Commander with all minor and clerical duties including, but not limited to, Wing Staff attendance at all AFROTC functions and the maintenance of the Wing Calendar.
b. Attachment 1 contains the cadet wing organizational chart, IAW AFROTCI 36-2010, para 4.2.4.2., which meets the requirements of AFROTCI 36-2010, para 4.12, and will be updated and submitted to the COC by 17 Dec 10. As required by the mission directive, all Cadet Wing positions have been chosen by the CW/CC and approved by the COC.
c. IAW AFROTCI 36-2010, paras 4.14 - 4.16, the following cadet appointment and rotation system is used:
(1) A top priority in the filling of cadet positions is to ensure that AS 300 and particularly AS 400 cadets who have not held a leadership position are put in a leadership position this semester. Cadet positions will rotate at the end of this semester.
(2) No POC will occupy the same position in the spring as held in the fall unless approved by the COC.
(3) Rank is solely dependent upon the position held. Cadets have been placed in positions with rank that may be equal to, higher than, or lower than previous semesters.
d. Attachment 2 contains the Unit Manning Document IAW AFROTCI 36-2010, para 4.17.1- 4.17.11.
6. EXECUTION:
a. General: LLAB is cadet-planned and executed to provide leadership-training exercises. Over the course of the academic year, all LLAB objectives will be presented IAW AFROTCI 36-2010, para 4.2.4.1. The LLAB Objectives Chart below lists when each objective will be presented during the spring semester, 2011. For cadets with a LLAB conflict, a program will be established which ensures that any cadet absent from Leadership Lab will receive the proper training on the objectives he or she missed.

(1) A weekly operations order will be submitted to the COC for approval on a schedule designated by the COC. The operations order will include all items required by AFROTCI 36-2010, para 4.3.3.3. to include standard operational risk management (safety) considerations using AETC Form 705.
(2) A system that ensures requirements for all cadets are met and tracked on a weekly basis will be implemented. Attendance will be taken by the Flight Commander at each PT session and LLAB. A copy of these sheets will also be given to the Inspector General. This will provide two records of attendance so future attendance issues, should they occur, can be handled quickly and accurately. Attendance taken by the Flight Commanders will be accumulated into one record every week and reported to the COC for review. These records will also be available for review on the Automated Cadet Tracking System (ACTS). Prior to the
Physical Fitness Assessment (PFA), the PT attendance records will be provided to the cadre member responsible for administering the PFA.
b. Deployment:
(1) LLAB will be conducted on Thursdays from 0800 to 0950 at the site designated in the current operations order.
(2) The C.W. Bill Young Hall (Joint Military Leadership Center) 2nd Floor Lecture Hall, classrooms on the 2nd Floor and a Drill Pad to be named later will be used for all LLABs. The 1.5-mile run and the Physical Fitness Assessment (PFA) will be conducted at the USF Soccer Stadium.
(3) In case of inclement weather, outdoor LLABs will be held in the C. W. Bill Young Hall (JMLC) 2nd Floor, and outdoor physical training sessions will be held in the USF Gym. Inclement weather activities will be posted with the weekly Operation Order.
c. Employment:
(1) Every GMC cadet is required to attend LLAB for up to two hours each week. POC cadets are required to participate three hours a week in LLAB planning, preparation, and execution. POC cadets will spend 60 minutes of these three hours performing their duties outside of LLAB or at the Wing Commander’s discretion. All other time POC cadets spend performing duties is strictly voluntary.
(2) Leadership Laboratory performance is based on a pass/fail system, according to the criteria stated in the policies established by the COC. Attendance at all LLABs is mandatory for all cadets. All cadets must attend at least 80% of both LLABs and PT (PMT) to pass IAW AFROTCI 36-2010, para 4.6.1.1., which meets the requirements of AFROTCI 36-2010, para 1.1.1. GMC cadets who fail PMT will not be eligible to compete for an enrollment allocation into the POC. The PAS will pursue the disenrollment of all contracted cadets who fail LLAB.
(3) OG/CC has scheduled LLABs weekly throughout the semester. The OG/CD, OG Squadron Commanders are directly responsible for carrying out the mission for the week. POC cadets will hold all command positions. GMC cadets will rotate throughout various flight positions including, but not limited to, rotational flight commander, deputy flight commander and guidon bearer. Cadet staff will direct scheduled LLAB activities toward presenting the lessons and objectives planned by the Operations Group Commander.
7. FUNCTIONS FOR CADET POSITIONS:
a. The Cadet Wing Commander is responsible for ensuring that all cadets are fully aware of the functions and responsibilities of their positions. This will be accomplished through the distribution of cadet job descriptions. The job descriptions will be posted on the Wing’s website, as well as being sent out over the detachment LISTSERVE before LLAB 1. In addition, the group commanders will be responsible for briefing their staffs of their expectations within the first week of the semester.
b. Attachment 7 contain written job descriptions which will be updated and submitted to the COC, (IAW) AFROTCI 36-2010, para 4.13, by 17 Dec 10.
8. COMMAND, COORDINATION, AND CONTROL:
a. The Operations Group Commander will publish an Operations Order for every scheduled primary LLAB. Operations Orders will be posted over the LISTSERV and the web page by Monday prior to the scheduled activity and will conform to AFROTCI 36-2010, para 4.3.3.
b. The Wing Inspector General will conduct assessments of programs and training to improve the detachment. The Inspector General will seek approval from the CW/CC for the implementation of any new programs.
d. The use of the cadet chain of command will be STRICTLY ENFORCED at all times. Group Commanders are responsible for the supervision and guidance of their staff. If time is not provided during POC meetings, Group Commanders coordinating weekly staff meetings to discuss progress made, conflicts encountered, ideas generated and feedback gathered from GMC cadets. In turn, the CW/CC staff will meet every week to discuss and plan according to the information supplied by the Group Commanders.
e. The levels of counseling are verbal counseling, LOC and LOR, in that order. MFRs are primarily used for personal record and are considered an informal tool for documentation. LOCs, also used for positive documentation, will be used to formally counsel a cadet. Any hand-written amendments to an LOC must be accompanied by the counselor’s initials following any comment. LORs will be filed after two LOCs have been given to a cadet. A record of all MFRs, LOCs, and LORs will be compiled every two weeks by the CW/IG, and will be submitted to the COC for review. If a cadet continues to display deficiencies in training and is exhibiting behavior unbecoming of an Officer Candidate the CW/CC may refer the cadet to the COC and may be subject to removal or release of his/her position in the Cadet Wing.
f. In addition to MFRs, LOCs, and LORs, the Wing will continue to implement the Form 158 by all levels of the chain of command. This form will be used to document both excellence and discrepancy. This will ensure that documentation will be completed more readily by eliminating the hassle of creating a formal document. These forms should be used only for minor accomplishments/ incidents, however, and should not be used for an issue that warrants an LOC or an LOR.
9. OPERATION OF THE CADET CORPS:
a. Attendance for all Professional Military Training (PMT) periods for all cadets is mandatory. Exceptions are for emergencies and for staff functions that the COC approves. Flight Commanders will be held responsible for the documentation and counseling of all tardy or absent cadets. Cadets must attend 80% of PMT in order to pass. This does not include excused absences. For example, there are 15 LLABs this semester. If a cadet’s school/college/university program does not begin until a week after that of USF’s, that will be considered an excused absence. Therefore, that cadet will be required to attend 80% of 14
LLABs (12 LLABs). The same rules apply for physical fitness sessions. Although they are counted on a different scale, a cadet must attend 80% of all sessions. The Flight Commanders will document absences. This documentation will be filed in the cadet’s training folder as well as on ACTS.
b. Concurrently Enrolled Cadets AS250’s are required to complete both Initial Military Training (IMT) and Field Training Preparation (FTP) objectives for the academic year in order for them to attend Field Training (FT) the following summer. While some objectives are required for both AS classes there are some objectives that are specific to IMT or FTP years. In order to accomplish these objectives AS250 cadets will need to switch between both IMT and FTP training during the semester. AS250 cadets will attend IMT training for the first two Leadership Laboratories (LLABs) in order to accomplish objectives 1-6. Objectives 7-27 are either FTP specific or are objectives that both IMT and FTP must both complete. This being the case after the first two LLABs AS250 cadets will conduct the rest of their training with FTP in order to prepare them for FT while at the same time continuing to complete the required objectives for Concurrently Enrolled Cadets. Because AS300 and AS400 cadets are not separated during LLAB the AS450 objectives will be covered within POC training.
c. Comprehensive physical fitness program will include mandatory PT sessions scheduled for Thursday at 0600hrs. PT will also take place at two campus’ including USF on Tuesdays and Univ. of Tampa on Wednesdays. One of these two PT sessions is also mandatory for every cadet each week. Cadets must attend 80% of PT per term to pass LLAB, (IAW) AFROTCI 36-2010, para 1.1.1.3.
d. Flight Commanders will be responsible for instructing their cadets on accessing their e-mail accounts. All cadets will have e-mail accounts and be responsible for receiving all detachment information from the LISTSERV. This will be accomplished by the second week of the semester.
e. The Cadet Wing will use a performance feedback and evaluation system. A copy of each cadet's performance feedback worksheet will be due to the COC for review by the following dates:
(1) Initial Feedback: 27 JAN 11(2) Midterm POC Feedback: 10 MAR 11(3) Midterm GMC feedback (end of fall term): N/A(3) Final GMC Feedback: 21 APR 11(4) Final POC OPRs: 26 APR 11
10. ADMINISTRATION:
a. Completed cadets or AS 700s or AS 800s will remain an active part of the Wing throughout the semester as directed by the PAS. They will support the Wing as it accomplishes its mission. Completed cadets will wear uniforms on Thursdays; attend in-processing, any mandatory POC inspections, PT sessions, PFA and weight checks, Change of Command, and the Military Ball. These cadets will be authorized to wear Cadet Lieutenant Colonel ranks.
b. The Mission Support Group Commander will be responsible for updating the 158th Cadet Wing Handbook. He will review, revise and/or improve the current guide to reflect current AFROTC instructions and policies.
c. The CW/CC and his staff will prepare and present a report on the significant accomplishments and proposals for improvement for the following semester. The proposals will be presented by 29 Apr 11 to the COC.
11. CADET EVALUATION:
a. A cadet evaluation process will be used. The COC will be notified about any unsatisfactory or marginal progress in a cadet’s development. The COC will also be informed about outstanding achievements and displays of initiative considered noteworthy by the CW/CC or members of his staff.
b. Cadet evaluation will be accomplished in multiple ways. The first, as discussed above, is by the bi-weekly records submitted to the COC by the CW/IG through the CW/CC. Also as stated above, formal feedback and evaluation forms will be completed on every cadet within the wing. Finally, the CW/CC and Wing Staff are always available for questioning about a specific cadet’s performance.
12. MISSION SUPPORT:
a. The Public Affairs Officer is responsible for submitting articles to The Leader magazine at least twice this semester. These articles will include adequate photos and will be reviewed and approved by the Wing’s PA Officer. They should showcase Detachment 158’s unique joint environment or involvement in the local community.
b. A cadet calendar will be established and maintained by the Wing Executive Officer. It will be updated as changes occur and a copy will be posted in cadet areas.
13. STAFF MEETINGS AND DETACHMENT COORDINATION: A weekly staff meeting, mandatory for all Wing Staff members, will be conducted once a week. In addition, a meeting will be held with the COC, subordinate commanders, and any key staff members to brief the COC on the happenings of the previous week, as well as plans for the upcoming week.
14. OTHER ACTIVITIES:
a. It will be made clear during the first LLAB that participation in non-mandatory corps activities is strictly voluntary but encouraged, when not in direct conflict with academics, for the personal development of future Air Force Officers.
b. The Color Guard will operate with the full support and the participation of the Cadet Wing. Color Guard operations and training will be handled by the Color Guard Commander. Both POC and GMC will be encouraged to be involved in the Color Guard.
c. The Awards and Decorations Officer will plan, organize and direct an effective, well publicized Honor/Warrior Flight program. At the end of the semester, a flight will receive Right
of Line and the outstanding flight award according to the number of times they were awarded Honor and/or Warrior Flight. The criteria will be published and briefed by Week Two of the semester and a hard copy of the criteria will be provided to the COC.
d. Special Events Squadron Commander is the central point of contact for coordinating all cadet activities that require approval/coordination through the University’s student activities office. The COC will be informed of any scheduling or canceling of these activities.
15. SUMMARY: The 158th AFROTC Cadet Wing’s goals for the spring 2011 semester include creating and maintaining a strong, united Wing through the implementation of coordination, communication, cadet involvement and strategic planning. This Operations Plan specifically details the continuation of those standards.

1. This memorandum is to outline the training plan for Concurrently Enrolled Cadets (AS250s) for the Spring 2011 semester. Concurrently Enrolled Cadets are required to complete both Initial Military Training (IMT) and Field Training Preparation (FTP) objectives for the academic year in order for them to attend Field Training (FT) the following summer. While some objectives are required for both AS classes there are some objectives that are specific to IMT or FTP years. In order to accomplish these objectives AS250 cadets will need to switch between both IMT and FTP training during the semester. AS250 cadets will attend IMT training for the first two Leadership Laboratories (LLABs) in order to accomplish objectives 1-6. Objectives 7-27 are either FTP specific or are objectives that both IMT and FTP must both complete. This being the case after the first two LLABs AS250 cadets will conduct the rest of their training with FTP in order to prepare them for FT while at the same time continuing to complete the required objectives for Concurrently Enrolled Cadets.

Heat 2 Safety Briefing, allow cadets to
hydrate
4 FLT/CCs will brief each flight of the importance of proper hydration. FLT/CCs and POC in charge will allow their flights to hydrate and take small breaks as needed on the drill pad.
Cadets will be able to avoid dehydration by hydrating and taking necessary breaks. With the time given for hydrating and small breaks, cadets will be able to avoid any problems with dehydration.
Uneven Terrain 2 Safety Briefing, scouting of transit paths and training
areas on the morning of the training.
4 FLT/CCs and POC in charge will brief cadets before training and during the training to make sure all cadets are aware of any uneven terrain. POC will also make sure paths are clear while training and transiting.
Cadets will be able to avoid bodily injury by specifically knowing of any dangerous terrain. Cadets will be warned of any upcoming hazardous terrain from their FLT/CCs or POC in charge. Cadets will be allowed to navigate around such hazards while transiting our training.

Cadets will know where specific obstacles are and will know how to avoid such obstacles. The safety briefing will give the cadets these specific spots where obstacles can be a problem. FLT/CCs and POC in charge will be sure to warn cadets of any new or upcoming obstacles during the training to allow cadets to avoid any problems faced by these obstacles.
