Pursuant to Federal (State) rules of civil procedure of proof of foreign documents (Rule 44(a)(2), FederalRules of evidence (Rule 301), due process of law, et al applicable; this affidavit is to serve notice of myDiplomatic Arrival, and my true and lawful identifications and credentials. The aforementioneddocuments are filed on the public record, authenticated and or certified by the Secretary of State,registered domestically and internationally under the authority of United States Treaty 33 U.S.T. 883; 33U.S.T. 3227, and the Treaty of Peace and Friendship of 1787. It is demanded by PresidentialProclamation of President Ronald Reagan dated September, 21, 1981 and entered into Public Law, thatthe Treaties be obeyed.

You are to record and or enter my file to the appropriate public record filers) or agency database (theattached Internationally and Domestically Registered, Certified and Authenticated Public Document) forany future uses or references.

Please notify me when this has been accomplished by written affirmation, via the notary acceptor andaddress listed below. Any rebuttal must be received within 30 days upon receipt of this letter. Rebuttalmust be point for point answered under penalties of perjury. If no response is received it will beconsidered as approved and complied with in accordance to Federal Rules of Evidence (Rule 301).

Please inform all of your public servants/officers et al. applicable of my Diplomatic Status and arrival.The owner will be traveling by lawful constitutional right and must be yielded unhampered use of allCommon Law and Commercial highways, roadways, toll ways and byways which are used for public orprivate use anywhere in the united States of America and any state within the same union. Once placed onnotice the Laws of Nations are applied and conferred by International Treaties. A CC1C/NCIC or otherapplicable entry of "Do Not Stop" could protect the State and/or its agents and all parties from verycostly litigation under at least 42 U.S.C. §§ 1983, 1985, & 1986.

For public servant/officers and third party identification of my Property/conveyance, I have placed arepresentation of my Apostille to my property. This information is also well displayed on my privateproperty, Identification Credentials, and on a "Property Identification Plate" similar to the attached. It isunder the authority of the U.S. Department of State, Diplomatic Security for the Secretary of State's toperform the duty to "Apostille" Public Documents for use internationally, (see Convention Authorities)An Apostille is performed under the authority of United States Treaties and Other InternationalAgreements for Diplomatic Relations, (see Vienna Convention on Diplomatic Relations) This is alsoreferenced on the Apostille (Convention de La Haye du 5 octobre 1961) and the sending Country (alsoreferred as the "sending state" ) is the United States of America, also referred to on the Apostille.The Act of State document that has been Apostilled is the supreme registered Public Document forInternational use and presentment. Therefore, the Articles of the Vienna Convention are implementedand are bound when credentials (Act of State & Apostille) are presented. Authorization for the use of the

seal of the United States of America (the sending state) is found in (23 U.S.T. 3237) Article 20 "MissionFlag & Emblem" which states; ''the mission and its head shall have the right to use the flag and emblem(a.k.a. seal) of the sending State on the premises of the mission, including the residence of the head of themission, and on his means of transport." Since my (our) ID and Badge are a part of our transport we thenhave the right to use the seal of the United States of America.

Points and AuthoritiesAccording to the Vienna Convention on Diplomatic Relations (See 23 UST 3227, Article 13, § I) a Lawof the United States of America, when I have announced my arrival into any foreign authority, even thoseof fictional propoundment, then from that point on, [ lawfully enjoy absolute immunity from any and allactions commenced from any foreign authority, foreign system of !aw, and any service from any foreignofficial, civilly, criminally (void of injured party), and commercially. My nativity was announced to theentire World, and therefore, by International Law, 1 possess and enjoy absolute immunity, from anyforeign Government, law, or the officials thereto.

Upon our natural births, the Government generated documents that announced all aspects of our naturalbirths and then distributed them to all levels of its Government as well as all financial and commercialauthorities. The Government then made the announcement of our arrivals to the World (International). Itis demanded by 23 UST 3227, Article 13, § 1 that there be one of two methods used to sustain absoluteimmunity in any foreign country (state), and the "announcement/notification of arrival" is one of those.And it is obvious that this has already been accomplished, in my case, and there can be made no excuse orreason given to deny that / have not announced my arrival pursuant to both the International Law and theLaws of the United States of America. • Safety and Training Affidavit or Certificate of Competency - 1 have attended and passed a firearm class, whereI receive instruction on the safety rules and use of both rifle and handgun, and how to properly and safely conceal,and use of said firearms. At the end of the course there was a competency test given both in theory (written) andpractical (in the field) to demonstrate proficiency and competency. (Attached herein, following the notary page issaid Certificate of Training acquired from Texas Department of Public Safety. This has been documented andrecorded.

• The right to self-defense is a fundamental right The U.S. constitution, the constitutions of 44 states,common law, and the taws of all 50 states recognize the right to use arms in self-defense. RTC lawsrespect the right to self-defense by allowing individuals to carry firearms for protection.

• RTC and crime trends: Studying crime trends in every county in the U.S., John Lott and David Mustard found,"allowing citizens to carry concealed weapons deters violent crimes and it appears to produce no increase in

accidental deaths. If those states which did not have Right to Carry concealed gun provisions had adopted them in1992, approximately 1,570 murders; 4, 1 77 rapes; and over 60,000 aggravated assaults would have been avoided

yearly. When state concealed handgun laws went into effect in a county, murders fell by 8.5 percent, and rapes andaggravated assaults fell by 5 and 7 percent,"4

•The right to self-defense has been recognized for centuries. Cicero said 2,000 years ago, "If our lives areendangered by plots or violence or armed robbers or enemies, any and every method of protecting ourselves ismorally right;" English jurist Sir William Blackstone observed that the English Bill of Rights recognized 'the rightof having and using arms for self-preservation and defense" as intended "to protect and maintain inviolate the threegreat and primary rights," the first of which is "personal security."14 Sir Michael Foster, judge of the Court of King'sBench, wrote in the 18th century, "The right of self-defense. . . is founded in the law of nature, and is not, nor canbe, superseded by any law of society ."'

•The Supreme Court, in U.S. v. Cruikshank ( 1 876), recognized that the right to arms is an individual right, statingthat it "is not a right granted by the Constitution. Neither is it in any manner dependent upon that instrument for itsexistence." In Beard v. U.S. (1895), the court approved the common-law rule that a person "may repel force byforce" in self-defense, and concluded that when attacked a person "was entitled to stand his ground and meet anyattack made upon him with a deadly weapon, in such a way and with such force" as needed to prevent "great bodilyinjury or death." The laws of all stales and the constitutions of 44 states recognize the right to armed self-defense. Inthe Gun Control Act (1968) and Firearms Owners' Protection Act (1986), Congress stated that it did not intend to"place any undue or unnecessary Federal restrictions or burdens on law-abiding citizens with respect to theacquisition, possession, or use of firearms appropriate to . . . personal protection, or any other lawful activity."
