The challenges of gender inequality in Af-ghanistan has been raising on for decades, as the modern society has redefined the role

of a woman, which is vastly different from what it’s used to be in the traditional society. How-ever, patriarchy and gender inequality is always a touchy topic when it comes to Afghanistan be-cause it is largely influenced by religious beliefs and the diverse cultures. In many Parts of Af-ghanistan, Women are still largely considered to be lowly to men, as women are only seen fit to be home keepers and child bearers. Causes of gender inequality in Afghanistan A. Improper Education“Knowledge is power.” It might not be a strong point, but this is pointing more towards some parts of Afghanistan that are rejecting western views on women, to stick to cultural ones. Educa-tion is nothing if you leave all you learn in school and still behave like a savage when you get back home. In other words, it must be obvious that you are educated. There are two ways to this, a com-munity that’s poorly educated can never know the worth of women and a woman that is not educated cannot know her rights. It has also been noticed that parents don’t usually encourage the educa-tion of their female children because they believe it will be of no benefit to them, as any money or success she earns in the future, due to her educa-tion, will be of her husband’s, not their’s. B. Tradition and CultureTradition is said to be the custom of a particular society, while culture is simply the way of life. Tradition and Culture do not allow women be-come a ruler among the ethnic groups. In fact, it is deemed an abomination in almost every eth-nic group. Thus, the typical cultural dogma has plagued many thrones and political seats in Af-ghanistan. C. Mentality It’s hard to keep “mentality” as a standalone point, as it is largely influenced by culture and tradition. However, if you look at it from a sub-jectively, from a woman’s view, it stands alone. The reason that many women are not ambitious is that they believe top positions are meant for men. Even some ladies complain about having a female boss simply because they are used to hav-ing a male boss. It almost seems clandestine for women to want to occupy a political position or the hot sit in a company. Such a mentality is usu-ally created and forged by a woman’s immediate environment. D. Religion It’s obvious that religion is one of the top con-tributors to gender inequality in the world. Some religions or religious practices restrict the role of women to just domestic roles, making it impos-sible for them to even think about holding a po-litical post. However, religion is one of the many things that guide the masses in living a good and peaceful life. Religion is one of the biggest con-tributors to peace on earth. Afghan women face numerous challenges to enjoy equality. Ensuring gender equality requires both the Afghan government and society to take bold and practical steps to curb gender discrimina-tion. Afghan government not only shall develop pro gender equality policies and laws but it shall put them in place. At the same time, Afghan soci-ety shall dare to embrace the modern values and principles in terms of gender issues in the coun-try. Reaching social equality is hard, but not im-possible.

In economic development theories, there is a model called core in-vestment expansion pertain to economic development as the re-sult of employing cheap labor in the expanding sectors such as

agriculture and other productive industries. Arthur Lewis who is a known as a famous economic analyst initially presents a picture of underdeveloped economies having a kind of dichotomist feature such as subsistence agriculture and the booming industrial sector.Ag-ricultural sectors accounts for about ninety percent of economic activ-ity partly due to the primitive structure of underdeveloped countries but industrial sector accounts for a smaller portion of production. With the expansion of urbanization and the onset of migrations from the countryside to the city, the labor force shifts from the agricultural sector to industrial sector. As a result, these changes can play a great role in industrial growth and ultimately economic development.According to Arthur Lewis, the developed countries are the ones that could maximize their industrial activity. It means, development is equivalent to industrialization. Using the cheap labor, the capital-ist class of the country can make more profit through increasing the volume of investments. This process should continue until the initial core of investment leads to a widespread phenomenon and the num-ber of capitalist also class increase in the country. In this process, any actions taken to support the workforce such as increasing labor sala-ries and reducing the employer profit margins, can slows down the pace of development process in a country.Lewis argues that the poor will always consumes their income but the capitalist will return their surplus back to the production cycle. Therefore, the governments need to prevent from the formation of strong trade unions having great bargaining power and also avoid taking heavy taxes that discourage the investors. Although Lewis’s recommendations are seen as hostile to the working class, he aims to achieve a development that more benefits the ordinary people. In the other word, breaking the bones of the working class under gears of industrial apparatus is just temporary, and so they must sacrifice for a better future. However, the Lewis’s theory was criticized by neo-Marxists. The neo-Marxists interpreted his conception about the third world country’s capitalist very naiveAccording to neo-Marxists, the bloodsucker bourgeoisies of the third world, instead of reinvesting their profits, they buy up luxury goods which are imported from western countries and send out their sur-plus income to overseas. Nevertheless, based on historical point of view, it is not clear how much the communist systems have succeed-ed to work for the working class. If we ignore the issue of economic inequality or class divisions in the capitalist’s countries, they have succeeded in overcoming absolute poverty.One of the fundamental problems of communist systems is weaken-ing of the incentives of economic investors.The abolition of private

The Taliban leadership did not adopt an outright policy to-wards peace talks. Omar’s successor Mullah Akhtar Mansour, dismissed talks about peace as “enemies’ propaganda” and

emphasized that war would continue. He had both his opponents and proponents. Mullah Mansour Dadul-lah, a battlefield commander, refused to pledge allegiance to Akhtar Mansour and accused him of being subdued to Pakistan. A skirmish broke out between Dadullah and Mansour but Dadullah was report-edly rescued by the ISIL group. Dadullah claimed that he was back to Afghanistan after turning down to work with Pakistan’s ISI adding that the Taliban leaders were selected by the ISI. “They [ISI] proposed their recommenda-tions for me which one of them was that I should kill people they want dead. They had other similar recommendations as well which were against Islam,” Dadullah alleged. Moreover, another Taliban splinter group, which had elected Mullah Muhammad Rassoul as Mullah Omar’s successor, declared to hold negotiations with the Afghan government with precondition that foreign troops completely withdrew from Afghanistan. On the other hand, Al-Qaeda’s leader Ayman al-Zawahiri pledged his group’s allegiance to Akhtar Mansour. He said, “As emir of Al-Qaeda, I pledge to you our allegiance, following the path of Sheikh (Osama) bin Laden and his martyred brothers in their allegiance to Mullah Omar.” Zawahiri called Abu Bakr al-Baghdadi’s caliphate il-legitimate and prevented his men of swearing allegiance to him. With Akhtar Mansour at the helm, the Taliban refused to hold talks with Kabul or Washington and continued their terrorist activities. They also cemented ties with Al-Qaeda, notably after the emergence of al-Baghdadi’s caliphate. In 2016, Mansour was killed in a US drone strike in Balochistan for being a setback before peace talks and Mullah Haibatullah succeeded him. Following his death, the Taliban leadership, however, signaled positively for peace talks. Sirajuddin Haqqani, who was elected as Taliban’s deputy supreme leader, said in an audio message that the Taliban were not against peace talks if they were held on the basis of Islamic Sharia.In response to the question that the Taliban did not favor political dialogue, Haqqani was cited as saying, “Our Political Commission deals with the issue of negotiations. ownership and the over-reliance on work conscience cannot provide the necessary incentives for economic development in the sense of creating economic value. Economic inequality itself can be a driver.If we summarize the nature of the capitalist system in recognizing the economic inequalities originated from differences of talent and ownership of production resources is certainly a defensible phenom-enon, but if the capitalist system recognizes its existence in creating inequality and affirms labor colonization it certainly cannot serve as a human model for the economies of developing countries . One of the well-known rules in economics is the principle of declin-ing labor force returns. It means, the same time with saving certain amount of capital, the next workers have less output than previous workers in increase of production. For example, if an employer hire more famers than the capacity of an agricultural plot which produce wheat, the share of subsequent farmers will have a declining output compared to previous farmers in wheat production, and if the em-ployer stop hiring new farmers, the share of the last farmer may be Zero or negative in wheat production.However, increasing the labor productivity is contradictory to the above mentioned rule. For example, if a society invests in empower-ment of its workforce and creates the required conditions to support it, the share of labor force will increase in productivities. Though the workforce salaries make up a large part of commodities, but if the workforce productivity increases, the relative cost of labor will decrease as output increases. Among different countries, Japan’s de-velopment model is based on more productivity. It is said that an-nually Japan generate a significant sums of income through provid-ing management services to other countries. One of the criteria for measuring productivity is the number of useful work hours an office worker does within a year; In Japan, a worker has 2420 useful work hours which is nearly fourfold of Afghanistan. Religiously, Islam is one of the religions that pay particular impor-tance on workers and working class. According to Islamic econo-mists, the matter of remuneration or hiring labor force is legally permissible, but it is not is not an ideal condition. Instead of remu-neration, the Islamic contracts pay more attention on labor force par-ticipation in the production process than on employment. In other words, economic justice requires that the workers equitably have shares in economic value that he or she generates with the investors. Having shares in production interests can have a great role in moti-vation of the workforce. As a result, the workers are considered like shareholders of employers not just his employee. Thus, the stories which have been narrated from the religious elders are more focused on the entrepreneurial workforce.

However, the Taliban have been viewed with mistrust and there was no assurance if they could practice upon their words if their pre-conditions were met. The then President Hamid Karzai released a number of the Taliban prisoners despite the mistrust. Perhaps the Taliban intended of “holding talks on the basis of Islam-ic Sharia” to have their preconditions met. And it would not either enrage the Taliban hardliners for negotiating with an administration they had fought against for a decade and half. Finally, the Taliban continued their fight against Kabul and started talks with US representatives. The negotiations continued behind closed doors for nine rounds, which generated hope for Afghan of-ficials and ordinary people. Notwithstanding the talks, the Taliban neither accepted to negotiate formally with the Afghan government nor reduce violence. This decreased the public hope for peace and Afghans again viewed the Taliban’s intention with doubt and mis-trust. After nine rounds of talks held between the Taliban and US represen-tatives, an agreement had been drafted to be signed by their seniors. Nonetheless, US President Donald Trump called off the talks. Af-ghans celebrated Trump’s decision since the draft agreement would not put an end to the 18-year conflict. But it was disappointing for the Taliban leadership, who sent its delegations to some regional states to pursue resumption of peace talks. US Special Representative for Afghanistan Reconciliation Zalmay Khalilzad has traveled to some countries, including Afghanistan and Pakistan, to seek peace talks resumption, it is not clear whether it will be started from the beginning or where it was left. The Afghan government, which was sidelined, urges that it should be included in the talks. Regional states have to pressure the Taliban to negotiate with the Kabul government. If Kabul is out of the loop, the talks are unlikely to bear the desired result.
