    A Developmental Disability is a severe, chronic disability that is

    characterized by all of the following:

    Is attributable to mental or physical impairment or

    combination of impairments.

    Is manifested before the person attains age 22

    Is likely to continue indefinitely (cont. next slide)

    three or more specified areas of major life

    Mental Retardation

    A disability characterized by significant

    limitations both in intellectual functioning

    and in adaptive behavioras expressed inconceptual, social and practical skills. This

    disability originates before age 18.

    important? Medicaid eligibility requirements list mental

    retardation.

    Medicaid eligibility requirements do NOT

    mention developmental disability.

    A person might have mental retardation but

    not have a developmental disability, e.g. mildmental retardation and functional limitations

    in 1 or 2 life areas.

    or multiple disabilities may have earlier age-related losses in sensory, cognitive, and

    adaptive skills.

    Individuals with Down Syndrome may have ahigher incidence of Alzheimers Disease at an

    earlier age.

    Secondary Conditions are conditions that are

    not a part of the disability itself, but are in

    some way triggered by the disability as theperson ages (Grogan, 1999).
