Minutes 1. Call to Order
Notice of the time of the meeting and agenda having been posted on the library bulletin board and one other public place, forty-eight hours prior to the meeting as required by law, the meeting was called to order at 7:03 p.m. by Sylvia Haas, President.
2. Roll Call
Present: Marie Bass, Michael Duebner, Sylvia Fulk, Terri Gens, Brian Gilligan, Sylvia Haas Absent: None Staff Present: Karen Almeleh, Anne Belden, Su Reynders
Visitors: None
3. Audience to Visitors No visitors were present.
4. Consent Agenda
a. Approval of Minutes of Regular Board Meeting November 21, 2019 b. Treasurer’s Report and Approval of November 2019 Bills c. Approval of Per Capita Grant Application d. Approve Resolution 2019/1 Acknowledging Payment to MPPL Under the Terms of the

Motion was made by Trustee Duebner and seconded by Trustee Haas to approve the Consent Agenda as presented. Roll Call Vote: AYES: Bass, Duebner, Fulk, Gens, Gilligan, Haas. NAYS: None ABSTAIN: None ABSENT: None. Motion carried. Resolutions to be made part of the record.
5. Unfinished Business a. Amend 2020 Operating Budget and Appropriation Karen Almeleh reviewed the amended budget and appropriation budget and answered questions. Trustees had a lengthy discussion regarding the budget allocation, the current and future levies, the salary and benefits line, insurance line, planned capital projects, and outside consulting projects. Motion was made by Trustee Fulk and seconded by Trustee Duebner to approve the 2020 Operating Budget as amended, including merit increases of no more than 2% individually, and the Appropriation Budget as presented. Roll Call Vote: AYES: Bass, Duebner, Fulk, Gens, Gilligan, Haas. NAYS: None ABSTAIN: None ABSENT: None. Motion carried.

Amended 2020 Operating Budget to be made part of the record.
6. New Business a. Approve Resolution 2019/2 Declaring Trustee Vacancy
President Haas informed the Board that she had received a letter of resignation from Trustee Jackie Hinaber dated December 4, 2019, citing personal reasons. The letter states that her resignation is effective immediately. Trustees agreed to discuss the process and timeline of appointing a new Trustee at the January 16, 2020 regular board meeting. Motion was made by Trustee Duebner and seconded by Trustee Gilligan to approve Resolution 2019/2 Declaring Trustee Vacancy. Roll Call Vote: AYES: Bass, Duebner, Fulk, Gens, Gilligan, Haas. NAYS: None ABSTAIN: None ABSENT: None. Voice vote carried. Resolution to be made part of the record.
7. Executive Director Report a. Trustees reviewed the monthly report and discussed the possibility of expanding South

A RESOLUTION ACKNOWLEDGING PAYMENT TOMOUNT PROSPECT PUBLIC LIBRARY
UNDER THE TERMS OF THE GROUND LEASE BYTHE VILLAGE OF MOUNT PROSPECT
WHEREAS, on November 6, 2002, the Mount Prospect Public Library ("Library") and the Village of Mount
Prospect ("Village") entered into a Ground Lease Agreement ("Lease") providing, among other things, for
the Village to lease certain property ("Property") from the Library; and
WHEREAS, the Library has caused its attorney and staff to review the terms of the Lease and the current
status of the Property and its usage; and
WHEREAS, the attorney and staff have reported that both the Village and the Library are in substantialcompliance with all material terms of the Lease; and
WHEREAS, the Library Board of Trustees have determined that it is in the best interests of the Village andits residents to assure that there is continued compliance with the Lease.
NOW, THEREFORE BE IT RESOLVED BY THE LIBRARY BOARD OF TRUSTEES OF THE MOUNT PROSPECTPUBLIC LIBRARY, COOK COUNTY, ILLINOIS:

A RESOLUTION ADOPTING THE WORKPLACE TRANSPARENCY ACT
WHEREAS, the Mount Prospect Public Library supports an environment that is free of all forms of
harassment, including sexual harassment, which are all illegal under the Illinois Human Rights Act (IHRA);
and
WHEREAS, the Mount Prospect Public Library will not tolerate harassment by anyone, including any
Library employee, vendor, patron, contractor, elected or appointed official; and
WHEREAS, the Library, or its designee, shall promptly investigate all complaints and make all reasonable
efforts to resolve the matter and will also take appropriate action to address a substantiated complaint
of harassment by a third party or non-employee; and
WHEREAS, any complaints by an elected or appointed official against another elected or appointed
official shall submit a complaint to the Mount Prospect Public Library Board President, or the Executive
Director, or the Director of Human Resources.

RESOLUTION DECLARING A VACANCY
WHEREAS, Jacqueline Hinaber was previously appointed as a Library Trustee for a term which expires in
April 2021; and
WHEREAS, Hinaber recently resigned; and
WHEREAS, following a resignation, a vacancy in the office of Library Trustee shall be declared by the
Library Board; and
WHEREAS, vacancies shall be filled by appointment of the Library Trustees until the next regular library
election.
NOW, THEREFORE BE IT RESOLVED by the Library Trustees of the Mount Prospect Public Library, CookCounty, Illinois that the Library Trustees hereby:
1. Declare a vacancy in the office of Library Trustee;

Public Services Departments
Circulation 1) Circulation staff attended an Advanced Horizon Searching class, which offered helpful strategies and
best practices. It has helped them to streamline their searching, and to search more effectively when
looking for something specific. (Library will have a motivated, dedicated, and knowledgeable staff.)
2) Automatic Renewals continue to be a hit with patrons and has convinced a few patrons to sign up for
email notifications so they can keep better track of when their items are renewing. The impact on
overall circulation has also been notable, even in the short amount of time this service has been offered.
Community Engagement 1) To better meet the needs of children with special needs we are exploring a lending library of devices and
specialized equipment, weighted blankets for use during storytimes, and communication software are
several options being considered. (Library will expand special needs, cultural competencies, and
multicultural programming.)
2) We are working with High School District 214 to bring an intern here from Hersey High School who has
an interest in pursuing a career in the field of library science. She will likely start in January and be with
us for 30 hours over the course of 2-3 months. (Library will nurture partnerships, develop new
relationships, and build and encourage coalitions and joint ventures.)
Fiction/AV/Teen 1) We delivered a highly engaging booktalk presentation to the Mount Prospect Professional Women’s
Group. (Promote advisory services for all ages.)
2) Following a pilot in October we held an “After the Credits” movie discussion following the screening of
Rocketman. (Expand community engagement and participatory programming opportunities.)
3) Program Librarian Supervisor Jenny Massa and Teen Services Librarian Abby Weaver brought the adult
and teen perspective to an All-Ages Game Night celebrating International Games Week. (Explore the
“fast casual” model of programming to create and provide more drop-in or pop-up programs for all
ages.)
Research 1) We spent two hours helping a patron with a learning disability take an online food safety certification
course, required for her new job. Dale coached the patron through the review materials, then supported
her through the test taking process. As a result, she ended up passing the exam with a high score.
(Library will offer responsive services for residents to meet research, educational, leisure, technology,
and advisory needs.)
2) We scanned and uploaded 35 high resolution photographs to the Library History collection in Illinois
Digital Archives. These high-resolution images will replace images with much lower resolution. This is an
ongoing project - http://www.idaillinois.org/digital/collection/mountpro001.
3) We assisted a visually impaired patron fax some documents using our SimpleScan machine. The patron
noted that touchscreens are not convenient or useful to those who are visually impaired as there is
nothing to “feel” so it all must be done by sight. She said she can use older hardware because most have
physical buttons, but now that most things are touchscreen, she must ask for a lot of assistance. We
were able to confirm that some of the ADA resources available on the public PCs are also available on

the SimpleScan machine, but we would need to plug in a keyboard and mouse to access. We need to
further explore these options on the SimpleScan machine.
Registration 1) We taught one of our octogenarian patrons to use the MPPL app by working with him for a few minutes
at a time for three days. When he finally got the hang of things, he was so excited, and so were we.
(Library will promote life-long learning.)
South Branch 1) Many patrons participated in the Art Pixel project and about 900 squares were colored in. It was great
fun for our patrons and lasted almost five months. (Expand drop-in programming for children.)
Youth Services 1) Sixty-five teachers, parents, and children attended the sixth annual Best Children’s Books program. Each
attendee got a free book to take home. (This program furthers our mission to provide and sustain a
book culture through literary knowledge and interactive experiences.)
2) At a Frost school visit, a cafeteria worker was moved to tears when she saw the enthusiasm the 2nd
graders had for the science experiments. The worker remembered
when her own daughter came home one day from school in the 3rd
grade and was inspired to be a scientist when she grew up. The
woman told us that “you never know what will inspire a child or
when it will happen, but libraries make a difference in their lives!”
3) At the end of the Books and Bites Family Book Club, the children
left their stuffed animals to have a sleepover adventure at the
library. When the children returned the next day, they received a
photo booklet chronicling their stuffed animals’ adventures.
Back Office Departments
Building & Security 1) To keep up with technology advances, we worked with IT to install an 86” monitor in Meeting Room B
and another monitor in the director’s office for improved presentation ability. We are planning to install
additional monitors in the 2nd floor study rooms over the next few months. (Regularly assess patterns of
use by staff and public and be responsive to new needs and services requiring changes in physical
space.)
2) We completed our quarterly bed bug check, which we contract with a firm that uses dogs to sniff out
potentially infected areas. Once again, we received a clean bill of health. (Regularly assess the security
and safety of the facilities.)
Community Services 1) We purchased and installed SocialPilot, a marketing tool that helps with social media scheduling,
marketing, and analytics. This is a tremendous help in pushing out social media messaging on a timely
basis. (Expand electronic communication and social media targeted to specific interest groups.)

2) We put together adorable 7 Years Best Workplace swag including a can of 7-
UP, a thumbs up tape measure, and cookies for all employees. We also
promoted this achievement through social media and press releases.
3) We completed the Crisis Communication Plan, reviewed it with the Executive
Team, and are in the process of making it live for all staff.
Human Resources 1) Number of terminations: None. Number of new hires: 1, Security Officer
Substitute.
2) Open positions: Page Supervisor; Page; Circulation Assistant; Fiction/AV/Teen
Assistant.
3) Staff anniversaries: Erin Emerick – 15 years.
4) Pat on the Back Winner: Jimmy Stefanis, Circulation Services.
5) Employee of the Moment: Elaine Ball, Collection and Bibliographic Services; Rachel Leiner, South Branch;
Beatriz Olmedo-Virgen, South Branch.
Information Technology 1) Patrons are now able to opt-in to save their Library checkout history so they can view it in the app or
catalog My Account. (Library will offer responsive services for residents to meet research, educational,
leisure, technology, and advisory needs.)
2) We improved the public WiFi by increasing internet bandwidth, repositioning several wireless access
points, and consolidating the 2.4 GHz and 5 GHz signals to a single wireless SSID. (Library will offer
responsive services for residents to meet research, educational, leisure, technology, and advisory
needs.)
Learning 1) We held a Staff In-Service Day on November 1, which included active threat training, the science behind
the effects of extreme stress, how to act or react during an active threat situation, as well as active drills.
Additional sessions focused on de-escalation techniques, suggestions for dealing with difficult people,
and bystander intervention. We also included a Safety Scavenger Hunt that helped staff to remember
where the exits, safe rooms, and safety equipment are throughout the building. (Provide staff training
opportunities to include an annual In-service day dedicated to lockdown, emergency, and safety issues.)
Partnerships
Friends of the Mount Prospect Public Library 1) The Friends are planning their December book sale, scheduled for Saturday, December 14.
2) At the December 7 meeting, the Friends approved the Library’s 2020 request for financial support.
Mount Prospect Public Library Foundation 1) The Foundation is planning the Mini Golf event, scheduled to be held March 7, 2020. Solicitation letters
are being updated in preparation for support requests.
2) The end-of-year appeals letters were sent, and donations have been coming in.
3) The Library serves as a backup for financial support, and QuickBooks was installed on a library computer
that the Foundation can use when necessary.
