Minutes of the City of Prince George Advisory Committee on Development Design meeting, held in the 2nd Floor Conference Room, City Hall, 1100 Patricia Boulevard, Prince George, BC, on October 23, 2019 at 12:00 p.m.

Application: Multiple Residential Form and Character Development Permit Application No. DP100712 Location: 6285 Monterey Road Applicant: L&M Engineering Ltd. for MacDougall Developments Ltd., Inc. No. BC0441994 Presenter: Ashley Elliot of L&M Engineering Ltd., and Laurelin Svisdahl of Lasszrin Svisdahl Landscape Architects

Ms. Ashley Elliott, Planner, L&M Engineering Ltd. provided an overview of the bare-land strata development including information on the site plan, number of single-family units and duplex units, colour and exterior materials for phase one of the development.

Ms. Elliot provided additional information on the rezoning process and land use permitted on the subject property as well as information on the future phases (Phase 2 and Phase 3) for the bare-land strata development.

Ms. Elliott provided a hand-out indicating the following exterior building material information: Exterior building materials of Gentek vinyl siding and colours for each lot (i.e. Vintage Red,

Monterey Sand, Moonlit Moss, Linen. Juniper Grove, Dover Grey and Coastal Blue). Steel Craft garage doors with 5 colour options (i.e. White, Charcoal, Walnut, Cedar and Tan) Smart trim with 5 colour options (i.e. Iron Ore, Cedar, Tan, Espresso, White)

The duplexes will be located on Lots 2 & 3 and Lots 6 & 7. The duplexes are non-mirror image design as per the covenant on title.

Street lighting standard for the development has not been determined at time of the presentation. Ms. Laurelin Svisdahl, Principal, Lazzarin and Associates, presented the landscape plan for phase 1 with a focus on community street trees along the main corridor from the entrance to the site with trees, shrubs, ornamental grass and perennials. The entrance from Monterey Road features native and adaptable plants, trees and shrubs that offer a variety of colours and natural boulder features at the entrance with fencing and entry sign. The native vegetation on the greenbelt will be retained on site. Ms. Svisdahl noted that each phase of the development would have different tree species and landscaping features to provide character and differentiate between each phases of development. The Committee noted that sidewalks were not included in the design for the bare-land strata development. The walkability and active transportation (i.e. walking trail or bike trail connectivity) within the development and to adjacent neighbourhoods should be considered and incorporated into phase 1 and future phases.

The road design is for a private strata development, which is not required to meet City standards, as the Strata Corporation will facilitate the maintenance of the private road. The considerations for walkability and active transportation will be discussed with the developer

The Committee inquired on how many of the housing types where entry level with main living spaces on the main floor (i.e. kitchen, living room and one bedroom) and if design considerations for ageing in place such as accessibility and adaptability were incorporated into the design for all phases.

The housing types proposed have a minimum of 1-step landings into the buildings. The considerations will be brought to the developer’s attention.

The Committee inquired if there is a designated visitor parking area for the site.

There are two visitor parking stalls in phase 1 near the mail box pull out. The Committee noted that the development is a bare-land strata, have the maintenance responsibilities of the landscaping on the boulevard and private property been determined? How will snow removal and management occur on site?

The landscaping responsibilities have not been determined. The snow management will occur on-site, however snow may need to be trucked off site for phase 2.

The Committee inquired if useable open space and/or shared amenity space have been discussed such as a playground, picnic shelter or trail system for the development as a way to develop a sense of community for the area for the target demographic of single-family households.

Phase 1 does not include useable open space or shared amenity space, there may be opportunity in future phases for shared amenity space.

The Committee inquired about placement of the deck over the garage for Lot 4, the placement of the deck looking over the street does not provide privacy from adjacent neighbours and traffic passing by on the street. Is there an opportunity to relocate the deck from the front to the back yard to increase privacy and provide outdoor space in the backyard.

This has not been discussed with the developer.

The Committee appreciated the landscaping design with the tree and shrubs proposed and the placement will provide a variety of colour and in changing the landscaping between the phases provides additional character for the development. The entrance landscaping and maintenance shed design is well integrated into the development design and will provide street presence and additional buffering from the adjacent neighbourhood. The placement of the mail boxes with a pull out near the entrance is a nice addition to the development. Ms. Elliott and Ms. Svisdahl exited the 2nd Floor Conference Room at 12:30 p.m.

Recommendations/Suggestions: Discussion commenced. The Committee recommend that the applicant:

Reconsider the location of the deck on lot 4 from the front yard over the garage to the backyard to increase privacy between neighbours.

Provide a design feature such as a covered entrance or porch to break up the front façade on Lot 4.

Design considerations for accessibility and adaptability for all phases of the development. Sidewalks and pedestrian connectivity such as a walking or bike trail connectivity between the

neighbourhoods in the area and to public transportation. Incorporation of a designated visitor parking stalls and area in the development. Consideration for useable open space and shared amenity space for a common area in the

development. Review standards for Emergency Vehicles for the turning radius and ability to maneuver in the cul-

de-sacs in all phases for the road design.

Moved by Ms. Morgan, seconded by Ms. Parker, that the Committee RECOMMENDS the applicant:

1. Reconsider the configuration of the deck and front façade features for Lot 4. 2. Integrate design considerations for accessibility and adaptability for all phases for the

development. 3. Development of pedestrian connectivity with sidewalks and/or trail connectivity within the

development and between neighbourhoods. 4. Consideration for useable open space and shared amenity space for a common area. 5. Further review of the road design standard for turning radius and maneuverability for

Emergency Vehicles in the cul-de-sacs. Carried Unanimously
