Note to Members of the Audience

Addressing the Board To address the Board of Education, please do the following:

1. Complete a "yellow" form, available on the hallway table outside the Board Room, and present it to the either the Assistant Superintendent or the secretary before the meeting begins.

2. When called by the Board President, approach the lectern, state your name and address if you wish, and direct your remarks to the Board.

You do not have to provide your name, address, school, or organization in order to address the Board. If you choose not to provide this information, the Assistant Superintendent or secretary will assign you a number that will be called when it is your turn to speak. You will be allowed three minutes to address the Board. A maximum of twenty 20 minutes may be allowed for public presentations on any one subject. Distributing Materials If you have materials for Board members, please give those materials to the secretary who will present the materials to Board members. Resolving Complaints For efficient handling of complaints, please obtain a complaint form from the secretary, fill it out, and either return it to the secretary or mail it to the Superintendent’s Office, Pomona Unified School District, 800 South Garey Avenue, Pomona, CA 91766. Maintaining Orderly Meetings Government Code Section 54957.9 authorizes the Board to maintain order at its meetings. No boisterous, disorderly, or disruptive conduct will be permitted. The Board may order that individuals be removed or that the entire room be cleared if necessary to maintain order. Individuals not participating in the disturbance may be allowed to remain or return at the discretion of the Board. Members of the media not participating in the disturbance will be permitted to remain. Announcing School Board Meetings Board Agendas are available for review at least 72 hours before each meeting (Gov. Code § 54954.2(a)) at the following locations:

Information: 1.05 Staff Report: Mrs. Stephanie Baker, former Assistant Superintendent, Educational Services spoke on behalf of Pomona Alliance of Black School Educators (PABSE) in support of the District’s adoption of the Proclamation- Recognition of African American History Month. PABSE’s mission and goal is to support and celebrate the success of academic achievements of all students, but primarily African American students, families and community. Celebrating Black History Month is one way to increase awareness and appreciation by students and staff of all ethnicities. PABSE applauds the District for the selection of “All Means All” theme this year, which speaks of the leadership to ensure the needs of all children regardless of ethnicity, income and family structure are met. Mrs. Baker invited the Board of Education to all upcoming PABSE events. Dr. Krystana Walks-Harper, Director of Pupil and Community Services introduced students from the Black Student Union Club at Pomona High School who recited a poem about Martin Luther King Jr. Mr. Martinez thanked the students, Mrs. Baker and PABSE for their continued support throughout the year. Information: 1.05 Staff Report: Mr. Martinez introduced Jan Chase and Lorraine Canales who spoke regarding the Compassionate Pomona Monthly Values Themes 2020. Ms. Chase said the City of Pomona has been a Compassionate City since they adopted the proclamation on April 2, 2018. There are 450 compassionate cities around the globe and the initiative was created to begin to treat each other with compassion, respect and love. The City of Pomona, Pomona Unified School District, and Tri-City Mental Health along with faith centers, nonprofits, businesses, and individuals are encouraged to become involved in creative ways with their Monthly Value Themes. Dr. Perlman thanked Ms. Chase, Ms. Canales, the City of Pomona and citywide partners for their work and dedication to the Compassionate City program.

Information: 1.06 Associated Pomona Teachers’ Representative Comments: Dorothy Kim-Perez, President, Associated Pomona Teachers wished everyone a Happy New Year. She thanked the APT members for participating in the Toy Drive which brought smiles to many PUSD families. Mrs. Kim-Perez, spoke regarding the recent APT Tentative Agreement. She also spoke in detail regarding reforming Proposition 13 – School and Community First Initiative. She said voting yes on this initiative in November 2020 will mark the beginning of developing world class schools and neighborhood services. Mrs. Kim-Perez spoke about the loss of Mr. Simon Chen, Teacher at Diamond Ranch High School. She said our thoughts and prayers go out to the family and she requested a moment of silence to remember Mr. Chen. Information: 1.07 California School Employees’ Association Representative Comments: None Information: 1.08 Audience Comments: Orlando Arias-Pulido, Association Student Body President at Marshall Middle School invited the Board of Education to their upcoming 3rd Annual March to commemorate Martin Luther King, Jr. Carlos Gonzales, Teamsters Representative spoke regarding union wages, benefits and contracts. He said students need to know that people worked hard for their rights and union leaders play a pivotal role. Terri Horvath, teacher spoke about the recent APT Agreement and fair teacher compensations. Elizabeth Garcia, teacher and running Coach, along with Silvia Castro, parent from Kellogg Elementary School thanked the Board of Education for their contribution to the running club. Community member, Larry Ortega distributed a flyer and spoke about the Cell Phone and Wireless Technology 2020 Risk Advisory. Felipe Calvo II, parent at Kellogg and Armstrong elementary schools spoke about bullying, security issues, and technology donations. He asked the Board of Education to look into these matters. Arturo Jimenez, parent at Village Academy High School thanked the teachers for helping his student do better in school. Daniel Garcia and Maricella Gomez, grandparents at Kellogg Elementary School spoke about bullying issues, the lack of handicap parking and safety concerns, specifically the climbing wall in the playground.

Mrs. Konigar-Macklin said all of us in the Pomona Unified School District were deeply saddened by the death of one of our employees. Simon Chen, Secondary Teacher, at Diamond Ranch High School had been employed with the District for over 14 years. The board of education and staff extends its deepest sympathy to the family and adjourns the meeting in memory of Simon Chen.

It is recommended that the Board of Education approve Budget Adjustment No.6 for the 2019-20 fiscal year, which extends both the income and expenditure levels of the budget for the year 2019-20. This budget adjustment reflects an income adjustment in Fund 010 (General Fund - Unrestricted) in the amount of ($400.00) an expenditure adjustment in the amount of $1,979.33, with a fund balance adjustment of ($2,379.33); an income adjustment in Fund 010 (General Fund - Restricted) in the amount of $63,483.50, an expenditure adjustment in the amount of $36,814.19, with a fund balance adjustment of $26,669.31. These adjustments are requested in accordance with Education Code 42602.

Rationale: The above is a standard procedure whereby programs included as estimates in the Adopted Budget are adjusted to reflect actual funding as it becomes available.

Program Updates In the month of January, we continued working with Los Angeles County Office of Education (LACOE) to finalize our 2020-2021 Funding Application. Our 2019-2020 Self-Assessment process is currently taking place. We will be having a Self-Assessment Overview on 3/11/2020 and will be providing parents an opportunity to complete our survey.

Ongoing Monitoring Results: Tier One (PUSD) ERSEA – As part of our Tier 1 monitoring, we are reviewing a minimum of 20 files per month to keep our agency in compliance, which covers all contracts in review Head Start, Early Head Start & Early Head Start-Child Care Partnership (HS, EHS, & EHS-CCP). Also, as we continue to meet full enrollment for the school year 2019-2020, we are gathering our information by using Report #2025 and continue to meet with staff to place children under accepted, waitlisted and/or enrolled status. We also ran Report #2115 and out of 1028 slots for HS, we have a total of 1,017 enrolled children, 2 children under accepted status, 129 waitlisted children, and 108 dropped children as of 01/31/2020. For EHS, out of 288 total slots a total of 278 children enrolled, 2 under accepted status, 67 dropped

children and 20 waitlisted children as of 01/31/2020. For EHS-CCP, out of 72 total slots we have a total of 60 children enrolled, 1 under accepted status, 37 dropped child, and 20 waitlisted children as of 1/31/2020. Monitoring of staff and enrollment has continued as we are now mid-year through the 2019-2020 school year. Also, Family Services Specialists (FSS) staff continues to pre-screen families for all contracts until full enrollment is met for the 2019-2020 school year. Weekly enrollment status is being reviewed by administration and submitted to LACOE ERSEA monitor. Tier 1 classroom monitoring began in August 2019 and will be conducted throughout the school year. AVERAGE DAILY ATTENDANCE ANALYSIS (ADA) (Center-based attendance below 85%) – for January 2020 was 82% for EHS-CCP Program, 93% for the Early Head Start Center-Based program (EHS-CB), and 86% for Head Start (HS). The analysis report for programs that fell below 85% has been submitted to LACOE by the first week each month. As part of our plan of action to improve attendance, PUSD will continue to provide and promote parent education to keep their child/children healthy and precautions to take as well as other health concerns in the community. PUSD will continue to identify consecutive absences by properly documenting and following up on communication with families to address reasons for absences in ChildPlus attendance notes. PUSD will follow up with families that meet the criteria for consecutive absences to provide individual support as needed. PUSD Child Development staff will continue to be informed of consecutive absences, ADA percentage and chronic absenteeism on a weekly and monthly basis to support the FSSs’ and classroom teachers’ contribution in encouraging regular attendance in the classroom. Vacancies and enrollments are being tracked and monitored on a weekly basis. These are being followed up with the individual FSS to be filled from the waitlisted children. Also, weekly enrollment status is being reviewed by administration and submitted to LACOE ERSEA monitor. Family Community Services – Family Services Specialist and Supervisors are running Family Community Engagement (FCE) reports 9731 on a monthly and quarterly basis. As we have begun the new school year, FSS are establishing new goals, partnerships, and assessments with their families. Their follow up is based on timeframes on an individual basis. Supervisors are working with individual staff on a weekly basis to ensure family services, family needs assessments, goals, referrals and follow-ups are entered into ChildPlus timely and accurately. In reviewing report #9731, total Services Received for the month of January 2020 are 59 families out of 72 slots for EHS-CCP (approximately 82% of families); 207 families out of 288 slots for EHS (approximately 72% of families); and 970 families out of 1028 slots for HS (approximately 94% of families). Also, in reviewing Report #4220 Family outcomes for EHS has had a total of 317 families completed; 88 families completed for EHS-CCP; and 1062 families completed for Head Start for the month of January 2020. Attendance Multi-Disciplinary Team (MDT) meetings are being held on a monthly basis by FSS’s and supervisors to discuss children with chronic absenteeism, challenges and possible solutions that will help in planning for the 2019-2020 school year. Disabilities – ChildPlus reports are run monthly for the Disabilities service area. Input is completed for updated IEPs and past due IEPs are requested from case managers. Referrals for Disabilities Services and Special Education evaluation are tracked and updated monthly. 25 HS classrooms were visited during January for Tier 1 monitoring. 75 children’s files (3 for each classroom) were reviewed as part of the monitoring as well. Most classes met the mandates for including children with disabilities. All ASQs were completed within the 45-day timeline. This information was shared with the Education Supervisors for follow-up with teachers. Mental Health – In January 2020, the second round of Tier 1 Mental Health monitoring began with 42 class sessions monitored in both EHS and HS-Center Based classrooms. Monitoring results are provided to teachers and Education Coordinators. Tier 1 mental health monitoring includes classroom observation of classroom management, staff/student interactions, social emotional lessons and activities, required mental health information and hotlines posted and general safety and program practices. Head Start teachers also reflected the Second Step Social Emotional learning curriculum regularly in their lesson plans, including small group learning activities for Multi-Tiered System of Supports (MTSS) student groups which started recently. ChildPlus reports continue to be run monthly to track all mental health referrals, related activities, and results of developmental screenings.

Fiscal – January 2020 monitoring of the Financial Management included follow-up on 2018-19 Financial Audit Report presentation to Board on 1/15/20 and submission to the Federal Audit Clearinghouse (FAC) to comply with Uniform Administrative Requirement Part 75.512. January 2020 Cost Reports for HS, Dosage, Dosage Expansion, Dosage Start-Up, T&TA, EHS, and EHS including General Ledger, Workbook and Trial Balance were reviewed and in compliance. This month’s monitoring also included sample review of Personnel Activity Reports (PARs) revised templates and PARs allocation of times for all units. A quarterly PARs report was submitted to the Director for review. The Accounting Unit continues to monitor the completed PARs monthly for multi-funded staff. Health – EHS-HB & CCP saw a drop in both physicals and dentals, with many expiring this month. Our EHS-HB hearing and vision numbers went down significantly with 12 new children still within their 45 day timeline contributing to the lower number. If we count those children, our percentage increases to 88%. Our Health Technicians have been put on a calendar to go out to socializations to attempt to obtain more health required documents, including vision & hearing screening. Health Technicians also invited many of our families to our clinic to see the dentist & obtain vision and hearing screenings, and will continue following up with families to obtain up to date physicals via phone calls, face-to-face visits at socials and requesting assistance from the HB teachers. Our Licensed Vocational Nurse (LVN) has scheduled her next round of classroom monitoring to begin next week for the 3rd Quarter. Registered Nurses (RNs) and Health Coordinators have been working on quarterly random file reviews, utilizing the LACOE file review tool. Findings are forwarded to the Health Technicians or FSS for corrections. They have also been working with our LACOE monitor updating Policies and Procedures. Changes will be taught to Health Techs and FSSs on 2/28/2020 at the next joint staff meeting. In addition, per our Quality Improvement Plan (QIP), we have put tracking sheets in place to monitor caseloads for each site in each of the 3 programs. The nurses utilize these tracking sheets to hand count accurate numbers for our monthly reports. Random checks are done to see what sort of follow-up is being done to obtain missing documents and to request additional follow-up on an as needed basis. Our QIP is also for communication- we have instituted monthly meetings between Health & Nutrition to improve communication and planning that requires both departments, as well as monthly meetings with Health & ERSEA to address family concerns that require teamwork and assistance in regards to attendance and health documentation. Nutrition – No updates at this time.

Fiscal –Tier II Monitoring: January 2020 Monitoring Report#15773 (Desk Review) Monitoring activities included review of the Financial Management FY 2018-2019 Audit Report and Internal Control Questionnaire. PUSD’s audit report was submitted timely to LACOE on 12/16/2019. Per the audit report, all HS and EHS expenditures and Non-Federal Match amounts were recorded and reconciled with the final June 2019 cost reports. Internal Control Questionnaire noted no concerns.
