18.16 Consideration of the Minutes of the Annual General Meeting of Inishowen Municipal District

held on Tuesday 13th

February 2018.

On the proposal of Cllr Rena Donaghey and seconded by Cllr Paul Canning , the minutes of the February meeting of the Inishowen Municipal District meeting held on 13th February 2018 were agreed. There were no matters arising. 18.17 ROADS & TRANSPORTATION

18.17.01 Schedule of Municipal District Works for 2018

Senior Executive Engineer, Seamus Hopkins advised that the Roads and Transportation, Schedule of Municipal District Works 2018 Report had been discussed at earlier workshops one of which was today. On the proposal of Cllr Martin Farren, seconded by Cllr Jack Murray, the Roads and Transportation Schedule of Municipal District Works for 2018 were agreed. It was noted that there were some items that may require further discussion at a later date. 18.17.02 Battery Brae, Greencastle

Cllr Martin Farren referred to the wall at Battery Brae, Greencastle and the ongoing situation. Seamus Hopkins advised that solutions were being sought to address the issue and it is hoped that the matter will be resolved.

18.17.02 Moville Town Centre Cllr Martin Farren requested that Moville Town Centre be reviewed and options for additional parking considered as discussed previously. 18.17.03 Ballyliffen Open Golf Tournament

It was agreed that a workshop would take place to discuss items with regard to the Dubai Open Golf Tournament taking place in Ballyliffen in July. 18.17.04 Disabled Parking Bays

It was requested by Cllr Crossan that there should be additional disabled parking spaces in Inishowen and that there should be fines for parking in disabled bays. 18.17.05 Materials used in Road Maintenance/Repairs

Cllr Paul Canning suggested that there was a huge difference in the durability of the materials used in road repairs and that this should be reviewed. 18.17.06 Road between Dumfries and Clonmany

Cllr Martin McDermott requested that the road between Drumfries and Clonmany be reviewed as there was part of the road that was falling in and could potentially be a hazard. He also suggested that works should be carried out in the area to clean the area prior to the golf tournament. 18.17.07 Shore Front Buncrana

Cllr Nicholas Crossan requested that drainage take place along the Shore Front in Buncrana to Fr Hegarty’s Rock. He added that this work was previously carried out but the pipes had froze and required attention. He also requested that repairs be carried out to the steps to Fr Hegarty’s rock 18.17.08 Winter Maintenance

The members acknowledged the work of the Road’s staff in delivering winter maintenance.

18.17.09 Bridgend

Cllr John Ryan suggested writing to An Garda Síochána about speeding cars passing through Bridgend and the associated dangers with a view to implementing speed enforcement. Seamus Hopkins advised that he would organise contact with An Garda Síochána Cllr Ryan also suggested that Bonemaine junction may require attention and possibly a left turn only. 18.17.10 Salt Barn

Cllr Bernard McGuinness requested an update on the salt barn in Inishowen. 18.17.11 Verges in Moville

It was requested that verges in Moville be filled in a similar way as the verges in Redcastle. 18.17.12 Signage for Cyclists

Cllr Bernard McGuiness suggested that signage should be installed on the Inishowen 100 Route to warn of cyclists ahead. 18.17.13 Flooding Damage

Cllr Albert Doherty referred to the lasting damage caused by the floods to the rivers and land in Carndonagh and surrounding areas in Inishowen and requested that discussion should continue to take place on the way forward as these issues were local issues that had to be resolved. He requested that an update be provided on the River Walk as discussed at previous meetings. Seamus Hopkins advised that repair works were ongoing. 18.17.14 Ballyloskey Road, Carndonagh

Cllr Albert Doherty suggested that Ballyloskey Road should be prioritised for design especially at Barrack Hill.

18.17.15 Swan Park, Buncrana

Cllr Donaghey requested an update on any possible funding to restore Swan Park, Buncrana. Seamus Hopkins advised that options for safe access to Swan Park were being considered. 18.17.16 Cockhill Bridge, Buncrana

Seamus Hopkins advised that it was envisaged that Cockhill Bridge would be open for two way traffic by the end of April. 18.18 COMMUNITY AND ENTERPRISE

Paddy Doherty, Divisional Manager, Community and Enterprise, Development Officer circulated the Community and Enterprise report to the members

18.18.01 Development Funds Initiative 2018 – Allocation

It was proposed by Cllr Jack Doherty and seconded by Cllr Rena Donaghey- and agreed that the 2018 Development Funds Initiative monies as circulated, for the Inishowen Municipal District be allocated as agreed by the Elected Members subject to compliance with conditions as set out in the guidelines.

18.18.02 Barrack Hill

Cllr Albert Doherty sought an update in relation to a request by the Tidy Towns Committee to locate a second polytunnel at Barrack Hill. 18.18.03 Carndonagh Town and Village Renewal Scheme

The Members were provided with an update in relation to the status of the Carndonagh Town and Village Renewal Scheme scheduled to start in mid April 2018. Cllr Albert Doherty requested that a power outlet is provided for the Christmas Lights.

18.18.04 Playgrounds Cllr Paul Canning refereed to the play park within the grounds of the national school in Newtowncunningham and he asked if the Councils public liability insurance would cover public access from the Main Street.

18.18.05 Buncrana School Campus

Cllr Rena Donaghey indicated that the Minister of Education had to update in relation to the status of the Buncrana School Campus. 18.19 HOUSING & CORPORATE SERVICES

18.19.01 Schedule of Municipal District Works 2018 The Schedule of Municipal District Works 2018 had been submitted to the members prior to the meeting for their consideration and approval.

Cllr Martin McDermott proposed and Cllr Paul Canning seconded and it was resolved that the “Municpal District hereby adopts for the financial year ended 31st December 2018, the Schedule of Municipal District Works as set out in the schedules presented at the Municipal District Meeting of the 13th March 2018as required by Section 103A of the Local Government Act 2001 as (amended) and in line of the requirements of Circular LG27/2014/Fin/2014”

18.19.02 Meeting with Explore Inishowen Tourism Group

Cllr McDermott suggested that the new Explore Inishowen tourism group be contacted and asked to attend the next meeting with the members.

18.20 PLANNING

The circulated Planning Report distributed was taken a read.

18.20.01 Invalid Applications Cllr Paul Canning questioned whether the Planning service had been in contact with planning agents with regard to the high level of invalid applications received by the Council. Ruth Diver, Executive Planner advised that a workshop for agents had been proposed and that s were taking place on the validation process.

18.20.02 Significant Planning Applications Cllr Paul Canning requested that significant planning applications should be presented to the members in the agenda for the Municipal District meetings as they were previously at electoral level. This was supported by Cllr McGuinness.

18.20.03 Local Area Plans Cllr Albert Doherty reminded the members that the deadline for submissions on the Local Area Plans was 6th April 2018

18.20.04 Built Heritage Grants In response to a query from Cllr Albert Doherty, Ruth Diver stated that she would contact the relevant member of staff to clarify if any grants had been awarded. 18.21 ENVIRONMENT

18.21 01 Report on Coastal Erosion Study A report on the Coastal Erosion Study was provided to the members. A discussion took place and clarification was sought on when grass planting would take place and other matters Cllr McDermott reiterated that landowners and all relevant parties need to be kept informed. It was agreed that an update would be provided at the next Municipal District meeting.

18.21.02 Fullerton Dam

Concern was expressed by the members over the problems associated with the contractor ceasing works at Fullerton Dam and the knock on effect it was having. . The consensus of the members was to request that the works recommence as soon as possible, it was proposed by Cllr Albert Doherty and seconded by Cllr Martin Farren that a letter be sent to the Minister of Housing, Planning and local Government, Eoghan Murphy to empathise that works need to recommence immediately in order to avoid significant delays in the project.. 18.21.03 Clean Up Day

Cllr Martin McDermott suggested that Donegal County Council organise an Inishowen and whole county clean up day in June. He suggested that approach roads to Clonmany, Ballyliffen, Buncrana etc should be done in preparation for visitors coming to Donegal for the Dubai Open Golf Tournament. Cllr Rena Donaghey suggested that the clean ups should be done together as it becomes disjointed. It was noted that the launch of Donegal Clean up was to be held in Ballyliffen at 11.00 am on Friday next.

18.21.04 Ardaravan

Cllr Nicholas Crossan expressed his gratitude for the prompt clean up response at Ardaravan He welcomed Brian McBrearty, Litter Warden Supervisor to the meeting and thanked him and the litter team for their efforts. Cllr Bernard McGuinness proposed and Cllr Albert seconded that more litter wardens be employed by the council to address the litter and fly tipping problems in the county.

18.21.05 Litter Bins

Cllr Albert Doherty requested that a litter bin should be placed at St Patrick’s Cross and Doherty’s shop in Carndonagh as suggested by the local Tidy Towns Committee.

Activity / Project Update: April 2018

Activity / Project Title Seminar and workshop on Developing Place-based Entrepreneurship, Innovation and Branding in Donegal held on the 15th March 2018 at An Grianan Hotel, Burt.

Project Description/Activity

The seminar and workshop focused on how Donegal can create an entrepreneurial legacy from ongoing developments in the County. The seminar format was devised to get people thinking about the big picture, but also to link to the practicalities of innovation and how organisations can use their Donegal location and identity as a source of advantage.

Over 120 people attended the event, with over 155 registering. Focusing on the processes of entrepreneurship, innovation and branding in Donegal, the day encouraged business owners and social enterprises to think about the evolving nature of economic value creation. Speakers from a range of organisations were involved including Fáilte Ireland, Lancaster University and Telfer Business School, Ottawa they provided insights into the various aspects of what was termed the ‘emerging experience economy. Joan Crawford from Fáilte Ireland outlined the challenge for developing tourism in the North West and the measures to address this with additional promotional resources being diverted towards projects in the northern half of the country, with grants of €200,000 to support smaller experience projects and up to €5million for larger projects. Joan announced the major news that Fáilte Ireland plan to launch a Visitor Experience Master Plan for the Inishowen peninsula.

Dr. Eddie McKeever talked about Why place and legacy matter. From his research in Inishowen he found that in areas with highly collective cultures, community enterprises were more likely to emerge. Community entrepreneurship is when the community acts as both entrepreneur and enterprise. He explained that Dunree Military Museum and Ballyliffin Golf Club are examples of this phenomenon. Professor Mark Freel from Ottawa University will talked about Innovation and Local Development. He told the audience that in places like Donegal the emphasis should be on the exceptionally good execution of ordinary products and services. He also Janie Ash from Better with JAM Marketing gave a presentation on Place based branding. She emphasised the opportunity in Donegal to create a brand which mixes the traditional and the modern.

Jacqui Jackson, an Entrepreneur in Residence at Lancaster University spoke about entrepreneurial learning and how Lancaster University’s LEAD program had seen businesses and social enterprises achieve exceptional growth. Programmes such as this could be of use for Donegal going forward. The press coverage of the event captured the energy in the room and

the appetite of the wide body of attendees for opportunities to participate in events such as this. In particular, the press took a keen interest in the collective nature of the rural Donegal economy – and how rurality and peripherality are important aspects of Donegal’s identity. The Inish Times local newspaper reported “a strong Inishowen representation at entrepreneurial legacy seminar”, while ‘Donegal Daily’ ran a headline “Place-based branding seminar a huge hit.” This coverage demonstrated an extremely positive public narrative on the topic of entrepreneurship and innovation – a comment on Donegal Daily’s site stated “fair play to Donegal County Council on such a positive event.”

Malin Head Access & Amenity Improvement Project. Provision of new toilet block, road widening to accommodate passing bays and provision of services and utilities to address visitor management at Malin Head.

Access & Amenity Improvement Project 1. Work on the Malin Head Access & Amenity Improvement

Project is nearing completion. The car park element of the project is complete and is currently open to the public while the toilet block was complete in March 2018 and is currently undergoing snagging and will be opened to the public soon thereafter to coincide with the commencement of the 2018 tourist season.

Visitor Management Plan for Malin Head Signature Discovery Point Project

2. Donegal County Council following consultation with Failte Ireland will be initiating a tendering competition for the procurement of multi-displinary services for the delivery of a visitor management plan for Malin Head Signatory point.

3. It is expected that the tender will be uploaded on e-tenders

this week.

Swilly Ferry Cara na nOilean Teo delivered the Swilly ferry service for a 13 week period between June and September 2016. The contract term for the Swilly service is 4 years (see below) 2016: (June-September: 13 weeks). 2017: (June-September: 13 weeks). 2018: (June-September: 13 weeks). 2019: (June-September: 13 weeks). Foyle Ferry. Following a procurement the Council have secured an operator for the Foyle Ferry service for 3 year period as follows 2017: Service to operate from 1st July – 17th September (inclusive). 2018: Service to operate as follows: (i) Easter 2018 from Holy Thursday to the Sunday after Easter (11 days). (ii) May Bank Holiday weekend from the Friday to the Tuesday inclusive (5 days). (iii) June Bank Holiday weekend from the Friday through to the 16th September. 2019: Service to operate as follows: (i) Easter 2019 from Holy Thursday to the Sunday after Easter (11 days). (ii) May Bank Holiday weekend from the Friday to the Tuesday inclusive (5 days). (iii) June Bank Holiday weekend from the Friday through to the 15th September.

Project Description/Activity

The Department of Rural and Community Development have recently announced a funding allocation of €5m under CLAR 2018 which may be on interest to various Community Groups/ Organisations and Schools within the CLAR Areas.

CLAR 2018 funding will provide funding under the following three Measures: 1. Measure 1 – Support for Schools/ Community Safety

Measures (€2M) o Completed application for the above Measure 1 Scheme must be e-mailed directly to [email protected] by the closing date of 20th April 2018.

PLEASE NOTE: Contacts must be made to contact their Local Roads Area Engineer in advance of submitting Application 2. Measure 2 – Support for Play Areas (including

the Local Action Group for County Donegal, with responsibility

for the LEADER/Rural Development Programme 2014-2020

There are 4 Implementing Partners within the county; Donegal

Local Development Company (DLDC), Inishowen Development

Partnership (IDP), Údarás Na Gaeltachta and Comhar na

nOileán, who are rolling out the LEADER programme on behalf

of the LAG (Local Action Group). 69 projects in Donegal are now

approved by Pobal and Letters of Offer have issued/are

pending granting LEADER funding to a value of €2.5m. Donegal

has the one of the highest approved project spend nationally

for the LEADER programme to date. Project Targets for the next

bi-monthly reporting period

The next LCDC/LAG meeting will be held on 17th April, 2018,

with further projects coming forward for approval.

Monthly Evaluation Committee meetings are also being held in

order to progress projects to LCDC/LAG stage and the

Development companies continue to engage with promoters

on the ground to develop and assess potential applications and

to promote the LEADER programme

Activity / Project Update April 2018 Activity / Project Title Donegal Walks and Trails

Project Description/Activity

Maintenance, development and promotion of walks & trails in Donegal including cycle routes and Greenways.

Budget (if applicable)

Progress to date within the last two months/quarter 1

We have applied for three further projects under the 2017 Outdoor Recreation Infrastructure Scheme for: Measure 2 of the Outdoor Recreation Infrastructure Scheme 2017 has approved the application for the extension of the pump house car park at Inch Wildfowl Reserve totalling €30,000 comprising of €24,000 grant assistance and €6,000 match funding shared between Donegal County Council and National Parks & Wildlife Services. This work is to be carried out by the local area roads team before Summer 2018. Projects funded under the 2016 Rural Recreation project are nearing completion including the Carndonagh Heritage Walk. We are currently exploring funding options to re-open the footbridge behind the Carndonagh Hospital as a local walk and thus solve the problem of people attempting to cross the bridge as it currently exists as it remains closed. Negotiations with the HSE are at an advanced stage.

The Donegal Cycleway will be promoted as part of the Euro-Velo 1 route from the border at Bridgend following the coastal route round to Bundoran. Two spurs have been included from Ballyshannon to Belleek and Donegal Town to Ballybofey. We are proposing to install some bicycle stands in some of the key towns along this route. A training seminar for European Cycle Federation (ECF) inspectors will be held in Letterkenny on week beginning Monday 23rd April. (1) County Development Plan Review Update

1. Further to the Members' Resolution at the adjourned Plenary Council meeting on 13th December, 2017, to publish for public consultation 40 no. material alterations to the Draft CDP, and completion of work on the SEA and AA, the Material Alterations were published for public consultation on Friday 9th February, 2018.

2. The period for public consultation ran for 4 weeks (ie. from 9th February, 2018 until 8th March, 2018.). A total of 32 no. submissions were received.

3. The Chief Executive’s report on observations or submissions issued on 3rd April, 2018.

4. The Members must complete their consideration of the CE report within 6 weeks (i.e. by 14th May 2018). In order to facilitate this process, the following arrangements were agreed at the Plenary Council meeting on 26th January, 2018:

a. Plenary Workshop at 2pm on Monday 16th April, 2018; and

b. Special Plenary Council meeting at 10.00am on Wednesday 9th May, 2018.

(2) Local Area Plans

Seven Strategic Towns Local Area Plan [for An Clochán Liath (Dungloe); Ballybofey-Stranorlar; Ballyshannon; Bridgend; Carndonagh; Donegal Town; and Killybegs

1. The Draft Plan was published on 24th November, 2017

with the public consultation period running until 24th January, 2018, inclusive of an extra week over and above that originally advertised. It is reasonable to state that the consultation campaign has been effective in that around 1000 no. submissions were received.

2. The Chief Executive's Report (CE Report) on the consultation period outcomes was submitted to Members on 23rd February, 2018.

3. Following a round of MD workshops (excluding Letterkenny MD) the Chief Executive's Report was considered at the Plenary Council meeting on 26th

March, 2018. At the meeting, it was agreed to proceed to the next stage of the process this being the publication of proposed material alterations, together with a Strategic Environmental Assessment Addendum and Appropriate Assessment Addendum. It is anticipated that the Proposed Material Alterations will be published in late April/early May, 2018.

4. It is anticipated that the Chief Executive's Report on the Proposed Material Alterations will be considered at the Plenary Council meeting of 23rd July, 2018 with a view to adopting the Plan, with the Plan becoming operative 4 weeks later.

(3) Letterkenny Local Area Plan

Initial preparatory work commenced on the Letterkenny Local Area Plan at the beginning of 2018 and this work is ongoing. A workshop with the Letterkenny Members was held on 23rd March, 2018.

(4) Proposed Additions to Record of Protected Structures

See attached report.

(5) Conservation Grant Schemes

Applications for both the Built Heritage at Risk Scheme and the Structures at Risk Fund grants schemes closed on Friday26th January 2018. Built Heritage at Risk Scheme The Department of Culture, Heritage and the Gaeltacht has allocated €50,000 to County Donegal under this scheme. The Built Heritage Investment Scheme 2018 received 16 applications. All have now been assessed with the result that 10 applications have been submitted to the Department for its final adjudication. Confirmation is still awaited as to the outcomes of these applications. Structures at Risk Fund The Department of Culture, Heritage and the Gaeltacht has allocated €50,000 to County Donegal under this scheme. The Structures at Risk Fund 2018 received 9 applications. All have now been assessed with the result that 10 applications have been submitted to the Department for its final adjudication. Confirmation is still awaited as to the outcomes of these applications.

(6) Hericoast

Project A Stakeholders' meeting was held on 26th March, 2018; it focussed on the data collated to date including that from the WebApp and discussions around key outputs, and also ongoing work with the International project team

aligned to the production of a combined (with all the partners) series of report documents. These documents along with other regional outputs will inform the input of heritage management at an EU level, in advance of the European Maritime Day (Bulgaria) and the launch of the ‘European Decade of Cultural Heritage’ (Brussels) at which the project shall be presented later in 2018. It is of note that the Donegal HERICOAST video and Fanad Lighthouse feature on the landing page of the EU Interreg HERICOAST website; www.interregeurope.eu/hericoast Donegal County Council will be hosting the HERICOAST Workshop and meetings with the International partners from the 24th – 26th April 2018, and this is an opportunity to showcase the enormity of the coastal heritage asset we have. The 35 European delegates (approximately) will be based at the Shandon Hotel, following requisite procurement rules. The project team are working closely with Norway, the project lead, to agree on a schedule of meetings, events and field trips for the event, and the project team shall update the County Councilors when the detail becomes available.

Additions to the Record of Protected Structures

1.0 Introduction

At full Pleanary meeting held on the 31st January 2017 a strategy for a

phased approach to the additions to the Record of Protected Structures

was discussed. It was decided that decisions on additions to the Record of Protected Structures were to be taken at a Municipal District level as

(provided for under Section 131A of the Local Government Act, 2001 and Schedule 14A, Part 2).

This is the work programme following on from the Additions in 2017. It consists of a total number of 12 structures which have been proposed by

either a Member of the Public or the owner of the structure, to be added to the Record of Protected Structures (RPS), over the past year.

Out of the 12 proposed additions to the Record of Protected Structures it is

considered that 1 structure does not have sufficient merit to be added.

There is 1 proposed structure in the Inishowen Municipal District and it is set out in Appendix 1 of this document. There is a photo and location map

together with the NIAH ref number, the name and address, a description of the structure together with the individual rating and importance values of

the structure.

Update - Big Donegal Clean Up 2018

Launch: The Big Donegal Clean Up was launched by Cllr. Gerry McMonagle, the Cathaoirleach of Donegal County Council on Friday 23rd March, 2018 at the Ballyliffen Golf Club where thousands of visitors are expected in July for the 2018 Dubai Duty Free Irish Open. This campaign sees the Council supporting individuals, groups, businesses and organisations in organising their own clean-ups. The Council provides bags, gloves and litter pickers and arranges for the collection of the rubbish once it has been bagged. To sign up for this year’s Big Donegal Clean Up call 074 91 53900 or register online at www.donegalcoco.ie . You can also register with An Taisce’s National Spring Clean campaign by calling (01) 4002219 or online at www.nationalspringclean.org. St. Patricks Day Parade: A float was entered into the St. Patricks Day parade in Letterkenny to promote the Big Donegal Clean Up. The Litter Warden and Mobile Litter Unit put a lot of effort into the float and it was very well received by the large crowd in attendance at the parade. The float had a few Environmental Themes including:

The Letterkenny Parade traditionally attracts large crowds and it was felt it would be a great opportunity to raise the profile of Donegal County Council and its

The Clean Coasts Roadshow series in Donegal for 2018 had a successful beginning with a series of free events for coastal communities. These events aim to bring together all those with an interest in protecting their local beaches, seas and marine life and will be a mix of talks and workshops covering topics such as biodiversity, dune systems, marine litter, wildlife, sustainable developments and work by local groups and organisations. Events are taking place in Maghery, Carrigart , Falcarragh and Culdaff. This year includes a special series of Dune Awareness Roadshow stops around Co. Donegal. The Dune Awareness Roadshows will take the shape of practical marram grass planting workshops. This grass is a sand trapping grass naturally found on the coast that can not only help dune systems maintain their positions but reduce blowouts and consolidate areas of loose sands. There will also be discussion on issues affecting out coastline such as marine litter and our use of plastics. There will also be a special Seminar Roadshow on 14th April at the Central Library in Letterkenny. This aims to bring together coastal communities from all around the county to share their experiences as well as have the opportunity to learn more about our coast. Topics will include: marine litter, dune conservation, biodiversity, benefits of interacting with the coastal environment and marine wildlife. The Roadshows schedule is as follows:

• Maghery Dune Awareness Roadshow on Tuesday 20th March at 11 am, meeting at Ionad An Mhachaire;

• Carrigart Mini Roadshow Stop on Friday, 23rd March at 8 pm at Carrigart Hotel and will include talks on climate change and the coast;

• Falcarragh Dune Awareness Roadshow on Tuesday 27th March at 11am, meeting at Drumnatinney Beach;

• Culdaff Dune Awareness Roadshow on Friday 13th April at 12pm, meeting at Culdaff Beach (access at the playground)

• Letterkenny Seminar Roadshow, Saturday 14th April at 11am to 1.30pm in the Central Library, Letterkenny.

It looks like Spring has eventually arrived and communities across Donegal are wasting no time to get ready for the Big Donegal Clean Up. Hundreds of volunteers will be taking to the highways and byways around the county in the coming weeks to gather litter from along roadsides and clean up illegal dumps in their areas and Donegal County Council is asking everyone to get involved. “We were delighted to launch this year’s Big Donegal Clean Up this week at the iconic Ballyliffin Golf Club where thousands of visitors are expected in July for the 2018 Dubai Duty Free Irish Open. Volunteers from both Ballyliffin Tidy Towns and Clonmany Tidy Towns came along to help us launch this year’s initiative and it was an honour to meet these people who keep this beautiful part of the county in tip top shape year in and year out,” says Cllr. Gerry McMonagle, Cathaoirleach of Donegal County Council. We have noticed an increase in the number of businesses coming forward this year to assist with clean-ups in their local areas and this is very positive”. Cllr McMonagle believes that Donegal’s greatest asset is the beauty of the county’s landscape and natural environment and unfortunately rubbish and litter can be a major blight on the environment and portrays a very negative message for Donegal. “I have great admiration for all those individuals and groups across Donegal who take it upon themselves to clean up their own areas. Donegal is a large county and unfortunately the Council cannot keep the county litter free on its own. That’s why the work of these individuals and groups is so important and vital to us”. This campaign sees the Council supporting individuals, groups, businesses and organisations in organising their own clean-ups. The Council provides bags, gloves and litter pickers and arranges for the collection of the rubbish once it has been bagged. Michael McGarvey says that every year’s there is an increasing number of people taking part in this initiative. “We are seeing an increase in the number of individuals who are taking it upon themselves to clean up their local area when they are out walking. So we are urging people when they are out walking to bring a bag with them and pick up litter as they find it along their walk. The Council is more than happy to help with gloves, litter pickers and bags and we will also collect the rubbish once it is bagged”.
