Board of Review

A meeting of the Board of Review was held on July 29, 2020 in Room 202 at the Kenosha Municipal Building. The meeting was called to order at 8:45 am by Chairperson Jeffery Zastoupil.

At roll call, the following members were present: Chairperson Jeffery Zastoupil, Vice-Chairperson Steven Marovich, Anita Faraone, James Hawkins, and Lydia Spottswood. City Assessor Pete Krystowiak, Clerk Kirsten DeVries, Attorney Greg Guttormsen, and Court Reporter Susan Taylor were also present.

1. Approval of the minutes of the meeting held on June 3, 2020.It was moved by Lydia Spottswood, seconded by James Hawkins to approve. On a voice vote,motion carried unanimously.

2. Request for waiver of Board of Review Hearing received by the City Clerk for LPF10100 Kenosha,LLC by First Industrial L.P. as assignee or transferee (10100 58th Place), Parcel No. 08-222-32-375-302. (NOTE: Pursuant to Sec. 70.47 (8m) Wis. Stats., if the Request for Waiver is granted, theBoard shall submit its Notice of Determination under Sec. 70.47 (12) using the amount of thetaxpayer’s assessment as the finalized amount.)

City Assessor Pete Krystowiak spoke. It was moved by Lydia Spottswood, seconded by Anita Faraone to deny. On roll call vote, motion carried unanimously.

3. Request for waiver of Board of Review Hearing received by the City Clerk for FR-Kenosha, LLC(8505 50th Street), Parcel No. 08-222-33-201-031. (NOTE: Pursuant to Sec. 70.47 (8m) Wis. Stats.,if the Request for Waiver is granted, the Board shall submit its Notice of Determination under Sec.70.47 (12) using the amount of the taxpayer’s assessment as the finalized amount.)

City Assessor Pete Krystowiak spoke. It was moved by James Hawkins, seconded by Lydia Spottswood to deny. On roll call vote, motion carried unanimously.

4. Request to testify by telephone received from Woodman’s Food Market (7145 118th Avenue), Parcel#03-122-06-350-018.

City Assessor Pete Krystowiak spoke. Chairperson Jeffrey Zastoupil, Vice-Chairperson Steven Marovich, and Lydia Spottswood spoke. It was moved by Lydia Spottswood, seconded by James Hawkins to approve. There was discussion. Attorney Greg Guttormsen spoke. On roll call vote, motion carried (3-2), with Anita Faraone and Vice-Chairperon Steven Marovich voting nay.

5. 9:15 am - 10:10 am Hearing on Objection to 2020 Personal Property Assessment forHangar 9500 LLC(9500 52nd Street)Account No. 20-75360-000

Rick Braun was sworn in by Clerk Kirsten DeVries, and he spoke. City Assessor Pete Krystowiak, was sworn in by Clerk Kirsten DeVries, and he spoke. There was discussion. It was moved by Lydia Spottswood to uphold the Assessor’s valuation from Board of Assessors. Motion was withdrawn. There was discussion. It was moved by Lydia Spottswood, seconded by James Hawkins to uphold the Assessor’s valuation from Board of Assessors. On roll call vote,

Daniel Willaert, agent, was sworn in by Clerk Kirsten DeVries, and he spoke. City Assessor Pete Krystowiak was sworn in by Clerk Kirsten DeVries, and he spoke. There was discussion. It was moved by Lydia Spottswood, seconded by Steven Marovich to uphold the Assessor’s valuation from Board of Assessors. On roll call vote, motion carried unanimously.

7. 11:05 am – 12:10 pm Hearing on Objection to 2020 Real Property Assessment for 7300 125th Avenue LLC (7300 125th Avenue)Parcel No. 03-121-01-440-351

Stephen Mills, agent, and Christopher Krueger, appraiser, were sworn in by Clerk Kirsten DeVries. Stephen Mills and then Christopher Krueger spoke. City Assessor Pete Krystowiak wassworn in by Clerk Kirsten DeVries, and he spoke. There was discussion. It was moved by Anita Faraone, seconded by Lydia Spottswood to uphold the Assessor’s valuation from Board of Assessors. On roll call vote, motion carried unanimously.

8. 12:15 pm – 1:10 pm Hearing on Objection to 2020 Real Property Assessment for TYBK Kenosha, LLC (1701 60th Street)Parcel No. 05-123-06-204-003

Allen Lefkovitz, agent, and Samer Abadeer, administrator for Kenosha Estates, was sworn in by Clerk Kirsten DeVries. Allen Lefkovitz and Samer Abadeer spoke. City Assessor Pete Krystowiak was sworn in by Clerk Kirsten DeVries, and he spoke. There was discussion. It was moved by James Hawkins, seconded by Anita Faraone to uphold the Assessor’s valuation from Board of Assessors. On roll call vote, motion carried unanimously.

9. Review future meeting dates of the Board of Review. The Board scheduled the next meeting date for August 19, 2020 at 9:00 am.

There being no further business, it was moved by James Hawkins, seconded by Anita Faraone to adjourn at 1:22 pm. On a voice vote, motion carried unanimously.
