2.2 Comparison with National Trends 

Over the last few decades, the municipal solid waste industry has changed from a focus on 

waste management to sustainable waste management and material reuse.  Since the 1980s, 

recycling has grown considerably as a method of materials disposal.  This growth in recycling 

can partly be attributed to evolution of materials collection methods and the advent of single 

stream recycling in the 1990s.  Single stream recycling simplifies the process for users to 

dispose of recycling materials without the need for sorting, leading to a growth in volume.

According to the EPA, “recycling rates have increased from just over 6 percent of MSW 

generated in 1960 to about 10 percent in 1980, to 16 percent in 1990, to about 29 percent in 

2000, and to over 34 percent in 2015.”  It is not uncommon in 2019 for community recycling 

programs to achieve waste diversion rates of 30% or more.  The highest recycling diversion rate 

in the country is the City of San Francisco, which achieved a diversion rate exceeding 80% in the 

last five years. 

 

When Augusta’s curbside single‐stream recycling program launched in 2015, staff projected 

that usage would mirror national and regional averages with diversion rates near 30%.  

However, Augusta has consistently hovered around 16% or less of our total tonnage transferred 

to recycling facilities instead of the landfill.  In 2018, this number dropped to 14% and is 

currently trending near 11%.  In short, Augustans have not embraced recycling in the way that 

many other communities have, despite the ease of disposal.   

 

2.3 Summary of Existing Curbside Recycling Program 

The City of Augusta operates an automated curbside single stream recycle collection system. 

Collection occurs once each week on the same designated collection days as trash pickup. 

Citizens are also able to drop off recyclables and metal at the recycle drop offs located at 400 S. 

Grove. The city’s service is “single‐stream” meaning that all recyclable materials may be 

commingled (or mixed) in the same cart. 

The city offers blue 96‐gallon Toter carts for curbside collection.  An informational sticker 

providing instructions regarding eligible recyclables is embedded on the cart lid.  The carts used 

for the curbside recycle collection system are city property.  Each cart has a serial number 

assigned to your address. The recycle carts shall not be used as a second cart for trash; the lid 

lists all acceptable recycle materials. If non‐recyclable materials are found in the recycle cart, 

the cart will not be picked up until the materials are removed or the user of the cart pays a 

special pickup fee.  Only loose items may be placed in the cart.  Participation in the curbside 

recycling program is voluntary, but opting out does not reduce a customer’s monthly fee. 

 2.4 Landfill Coupon Program 

In 2013, the City in partnered with Butler County to implement a landfill coupon pilot program 

to replace the City’s annual Spring Cleanup event.  This program has been extended for the past 

six years.  The landfill coupon system has the following features:

Only residential customers within the City limits are eligible 

Customers pay no additional cost for the landfill coupon service 

City provides plastic coupon cards similar to swimming pool passes 

Customers must obtain coupon cards from Utility Office 

Coupon cards may be used at any time throughout the year  

Customers will transport and dump their own materials at the Butler County landfill 

Butler County Landfill will bill the City the following amounts: 

- Maximum of $2.00 per coupon used (minimum of $0.50 per load up to $2.00 for up 

to one ton of material) 

- $0.50 per passenger tire collected—limit of five (5) per customer per year 

- $5.00 per appliance w/ refrigeration unit—limit of one (1) per customer per year 

Cards expire December 31st each year and cannot be carried over and used in 

subsequent years 

Butler County will return used cards to City monthly for tracking purposes 

Residents will receive two (2) coupons annually—one (1) red card and one (1) blue 

card 

Each red coupon card can be used to dispose up to a maximum of one (1) ton of 

material plus up to five (5) passenger car tires 

Each blue coupon card can be used to dispose up to a maximum of one (1) ton of 

material plus one (1) appliance with a refrigeration unit 

In order to get the coupons your utility  

The primary advantage of the landfill coupon system for City residents is that the coupons can 

be used throughout the year, whereas the traditional Spring Cleanup event is only available for 

two weeks in April.  The coupon system is also advantageous in that it extends the landfill’s 

nominal cleanup event pricing for the entire year.  For example, if citizens took the same 

amount of materials allowed by the coupons to the landfill without the coupons during the 

County’s annual cleanup, it would cost them $11.50 to dispose of the materials.  If citizens took 

that same material to the landfill any other time during the year outside of the annual clean up 

event, it would cost them an estimated $89.00 to dispose of the materials.

2.5 Bulky Item Pickup 

The Augusta Solid Waste division offers a bulky item pickup service to help residents dispose of 

bulky items such as furniture, appliances, etc. that will not fit in the 96‐gallon containers for 

regular trash pickups.  The City offers free landfill coupon cards to dispose of up to four tons of 

waste for free at the Butler County landfill if you haul the materials yourself or have someone 

else haul it for you.  

If residents need the City of Augusta to pick up and dispose of bulky items, the City charges 

$20/individual item.  No hazardous materials are accepted.  No construction debris/roofing 

materials are accepted under the bulky item program.  Examples of eligible bulky items include 

the following: 

Mattresses, Bed frames 

Furniture (i.e. chairs, sofas, tables, etc.) 

Appliances (i.e. refrigerators, microwaves, televisions, etc.) 

Lawnmower 

Up to five (5) extra bags (that don't fit in the 96‐gallon Toter container) = one bulky item 

Up to five (5) standard wood pallets 

 

2.6 Temporary Dumpster Rentals 

The City of Augusta offers 2‐yd and 3‐yd commercial dumpsters for rent on a temporary 

basis to supplement for smaller projects that do not require a large roll off container.  

The dumpsters measure roughly 6'x 6' x 4' and work well for cleaning out your garage or 

getting rid of extra rubbish around the house.  These containers are not to be utilized 

for construction debris, yard waste, hazardous material, or furniture. 

 

2.7 Roll Off Containers 

The City offers 10, 20, 30, and 40‐yd roll off containers for larger cleanup projects and 

construction & demolition (C&D) debris.  The containers are delivered and collected

1.0 Deflnitions.

1.1 Processor Facility. "Processor Facility" shall mean that facility for accepting Single-Stream Recyclable Matel'ials operatcd by Processol' and Jocated at 4300 W. 3th Strcet N., \Vichita, KS 67205.

1.2 Normal Access Hours. "Normal Access Hours" shall mean Monday tlU'ough Saturday between the hours of 4:00 a.m, and 6:00 p.m.

J .3 Pmcessing, "Pl'Ocessing" means sllch sOI'ling, cleaning, packaging and snle or othel' disposition ofSingle-Stl'eam Recyclable Materials.

2.1 Acccp-tancc and Processing of Materials, During the term of this Agreement, Processor shall SCCCI)t fot· processing Single-Stream Recyclable Materials collected by the City, The City may delivel' Single-Stl'emn Recyclable Materials collected hy the City dUl'ing the Term of this Agreement. Currently an average of approximately thirty-five (35) tons pel' month of Single-Stt'eam Recyclable Materials is collceted by the City, The monthly amount may vary, Inclusion of these tonnage estimates in no way constitutes a guaranteed minimum or maximum tonnage and Pmcessor agrees to provide capacity fOI' all volumes delivered by the City up to two hundred (200) tons pCI' month.

2,2 Processor's ObligatiQ]!~. During the Term of this Agreemcnt, Processor agrees to accept Singlc-Stream Recyclable Materials fJ'om the City at the Processor Facility, and, at its sole cost and expcnse, to process stich Single-Stream Recyclable Materials at the P,'ocesso,' Facility and to ship such processed Single-Stream Recyclable Materia)s to one or morc cnd buyel's. Processol' shall have the sole right to dctel'mine the most economically viable end buyer(s), PI'OCeSSOl' has the I'ight to refuse, 01" to reject aficr acceptance, any load(s) of matcrial(s) delivered to the Processor Facility, if Processor reasonably believes in good faith that slIch Single-Stream Recyclable Materials contains any radioactive, volatile, highly flammable, explosive, biomedical, infectious, biohazardolls, toxic, 01' hazardous material as defined by applicable federal, state or local laws or regulations, Processor shall havc thc I'ight to inspect all vehicles and containers of haulers, including the City's vehicles, in order to determine whethel' the material is Single-Stl'cam Rccyc)ablcMatel'ials pUl'suant to this Agl'eement and aJl applicable federal, state and local laws, rules and regulations. The City shall be responsible fol', and bear all reasonable expenses and damages incltl'l'cd by Processor, as a result of (he presence of any hazardous or toxic wastes contained in the Single"Stream Recyclable Matel'ia)s, and in the I'eloading and removal of such hazardous and/ol' toxic waste delivel'ed to the Processor FaciUty, Pl'Ocessot' will provide notice to the City of contamination issues and reasonable 0ppOl'tunity for thc City to resolve problems with the City's Single-Stream RecyclabJe Materials.

2.3 Weighing. Each load of Single-Stream Recyclable Materials delivered by the City shall be weighed by Processor at the Pl'oceSSOl' Facility. Each load shall be weighed fully londed and an avemge tarc weight may be used fol' trucks and trailcrs to faciHtate quicker turnaround time at the Processor Facility.

3.0 Ownership of Single-Stream Recyclable Materials. Processor shall own all Single­Stream Recyclable Materials accepted by Pl'oeessol' at the Processor Facility pursuant to this Agrcement, and all value related to those materials with the exception of the payments to be made by Processor to the City undel' Section 5 hereof.

4,0 Collection nnd TJ'anspOJ1. The City agrees to usc its best efforts to collect and deliver Single-Stream Recyclable Materials in a manner that docs not cause the Single-Stl'eam Recyclable Materials to be in a for01 where processing is impracticable under accepted indllstt·y methods. The City shall make all deliveries of Single-Stream Recyclable Materials to Processor under this Agreement at the Pl'ocessor Facility. Processol' shall provide the CHy with access to the Pl'OCcssOJ' Facility during Normal Access Hours and extended hours as mutually agreed upon by the pat,ties. Processor agrees to takc reasonable steps to accommodate the Cit)' should the City require access to the Processor Facility outside Normal Access Hours. Processor reserves thc right to make and enforcc reasonable rules and rcgulations concerning the operation of the Processor Facility, the conduct of the drivers and others on the premises of lhe Processor Facility and any other matters necessaJ,}' or desirable 101' the safe, legal and efficient operation of the Processol' facility including, but not limited to, speed limits on haul roads imposed by Processor, and general safcty rulcs and rcgulations imposed on all individuals allowed on the pl'cmises of the Processor Facility, The City agrees to conform, and ensure conformance by its employees and subcontractors, to slich rules and regulations as thcy may be established and amended from time to time. 5.0 Comnensation rOl'Services.

5.1 Base Compensation. As compensation fOl' the Processing services pcrformed by Processor hereunder, Processor shall be entitled to al1 pl'oceeds fi'OI11 the sale of Single­Strcam Rccyclable Matcl'ials, except fOI' the rebate amount to be paid to the City as provided fOl' in Section 5,2 below,

Processor, then Processor sh~lll provide the City with (a) photographs of the loads 01' pOl'tions of sllch loads that are contaminated, and (b) a statement of the specific degree and amount of contamination with regard 10 such load, Such photographs and statements must be submitted to the City within seventy-two (72) hours of receipt of the contaminated load, In the event stich photographs and statement reasonably establish that such portion was contaminated in excess of the MCP, then no rebate shall be payable to the City with respect to such load, and the City shall be responsible tbl' all costs and expenses inclirred by Processor in handling and disposing of such load,

6.0 Tenn. This Agreement will commence on Septembel' I, 2015, and shall terminate on August 31, 2020. The pal1ies may extend this Agreemcnt upon mutual wl'itten agreement.

7.0 Indemuification.

13.0 Successors and Assigns. 19.0 Force Majeure, Neither party shall be in default of its obligations ullder this Agreement in the event, and so )ong as, it is impossiblc or extl'cmely impracticable for it to perform its obligation due to an "act of god" (including, but not limited to, flood, earthquake or othel' catastrophic events,) wal", insurrection, riol, market shut down and labol' unrest (including strike, work stoppage, slowdown, sick-out, picketing, or other concerted job action). Automated Residential Curbside Recycle Guide

About the Service

The City of Augusta is implementing a new automated curbside recycle collection system. Collection will occur once each week on the same designated collection days as your trash. With the new automated curbside recycling, the city will no longer provide a drop off point in the Dillon’s parking lot, but citizens will still be able to drop off all recyclables, e-waste, and metal at the recycle center located at 400 S. Grove. The City’s service is “single-stream” meaning that all recyclable materials may be commingled (or mixed) in the same cart. About the Recycle Carts

The carts used for the curbside recycle collection system are City property and assigned to your address. The recycle carts shall not be used as a second cart for trash; the lid lists all acceptable recycle materials. If non-recyclable materials are found in the recycle cart, the cart will not be picked up until the materials are removed or the user of the cart pays a special pickup fee. General placement of the recycle carts is shown below. At least 3 feet of separation shall be maintained between the carts, and the area shall be clear of trees, shrubs, mailboxes, parked vehicles, etc. Drivers need an unobstructed path for emptying the carts. Carts may be placed in the curb and gutter pan if the yard grade is too steep for carts to stand upright.

Your cart should be facing the street with the lid fully closed and shall not block the driveway or be away from the curb.

Carts shall be placed for collection between 5 p.m. the day before collection and 6 a.m. the day of collection and removed from the curb the same day as collected.

Automated Residential Curbside Recycle Guide

Caring for Your Recycle Cart

Only put acceptable recycle items in your carts.

Avoid overfilling the carts. Lid must be completely closed.

Rinse your carts out with a garden hose as needed. It is the customer’s responsibility to keep the cart clean.

Report damaged carts to the Utility or Solid Waste Office immediately. A replacement fee will be billed to your account for damage caused by improper use of the cart.

Recyclables shall be prepared by the customer for collection in the following manner:

(a) Aluminum, Tin and Steel Cans. All contents from cans shall be removed and the cans rinsed. Metal lids may remain with the containers, provided they are placed inside the container with all open ends flattened to keep the lids inside. Labels may remain on the containers. One end of the container, or the entire container, should be flattened.

(b) Aluminum Packaging. All food residues shall be removed and the material rinsed. Packaging which has been stained or contains baked-on food shall not be included.

(c) Glass Bottles and Jars. Lids and all contents from the containers shall be removed, and the containers shall be rinsed. Labels may remain on the containers. .

(d) Plastics #1-#7. Lids and all contents from the containers shall be removed, and the containers shall be rinsed. Labels may remain on the containers.

(e) Cardboard and Food Boxes. All cardboard shall be kept clean and dry. Cardboard placed in the recycling container shall be cut or folded into pieces not exceeding dimensions of 30 x 30 inches in size.

(f) Newsprint. All newsprint shall be kept clean and dry.

(g) Catalogues, Magazines and Phone Books. All catalogues, magazines and phone books shall be kept clean and dry.

(h) Mixed paper. All mixed paper shall be kept clean and dry. No soiled paper shall be included. Staples and tape need not be removed. Any paper which contains personal or confidential information (such as account statements, tax returns, etc.) need not be recycled and should be disposed of by other lawful means.

Do not put Styrofoam, Electronics, Ceramics, Dishes, Food Waste, Yard Waste, Plastic Grocery Bags, Shredded Paper, Motor Oil Containers, Light Bulbs, Hazardous Waste, or Wax Coated Cardboard in Recycle Container

RENTAL TIPS  

A service agreement is required.  Service agreements available at Utility Office located at 111 E. 6th. 

Fees are applicable. 

Roll‐Off trucks must have 50 feet of straight clear access to approach and engage the container. 

All container sites must have minimum height clearance of 25 feet. 

It is the customer's responsibility to provide an accessible location for the container. 

Customers will assume responsibility for damage to or loss of the rented container(s). 

Roll‐off dumpster delivery/pick‐ups must be scheduled one (1) day in advance Monday – Friday,  8:00am  –  4:30pm.  No  weekend service will be provided.  

Roll‐off dumpster  containers will  be  set on private  property  at  the  address  requested for  delivery.  Under  no  circumstances  will dumpsters be set in the street or any part of the public right‐of‐way.

FAQs Sheet – Landfill Coupon Program

Q: How many coupons will I get? Each residential customer with a City of Augusta utility

account will receive two (2) landfill coupons per calendar year.

Q: Can I get additional coupons? No. The City will only provide two (2) coupons per calendar year.

Q: How much do the coupons cost?

Nothing. The coupons are provided to residents free of charge by the City of Augusta.

Q: What do the coupons allow me to do? The coupons allow you to dispose of eligible cleanup

waste at the Butler County Landfill free of charge. Combined, the two coupons will allow you to dispose up to 4,000 lbs of waste, five (5) passenger car tires (rims not included), and one appliance with a refrigeration unit.

Q: How do I get the coupons? You can pick up your landfill coupons at the City’s Utility Office located at 111 E. 6th Street. Coupons are available starting January 1st each year.

Q: When can I use the coupons?

The coupons can be used at the Butler County Landfill throughout the year during the landfill’s normal operating hours. Current hours of operation are Mon - Fri 8:30 am – 5:30 pm, and Sat 8:30 am -2:30 pm.

Q: Where is the Butler County Landfill?

The Butler County Landfill is located at 2963 SW 40th. Travel north on Ohio St. about 3.2 miles out of the Augusta city limits, then turn right on SW 40th Street and travel 4.0 miles to reach the landfill.

Q: How much will the county landfill charge

me when I use the coupon? Nothing. There will be no charge to you for any eligible cleanup wastes covered by the coupon. You will give your coupon to the landfill gate attendant and they will invoice the City of Augusta.

Q: If I lose a coupon, can I get a replacement? No, the City will not provide replacement coupons. If

you are concerned about losing your coupons, the City’s recommendation is not to pick them up from the Utility Office until you are ready to use them.

Q: What do the coupons look like? Similar to the City’s swimming pool punch passes, the

landfill coupons will be made of durable plastic and be the same size as a standard credit card, making them easy to store in a wallet or purse.

Q: Are the two coupons the same? No, one coupon will allow you to dispose of one (1) ton

of material plus up to five (5) passenger car tires and the other will allow you to dispose of one (1) ton of material plus one (1) appliance with a refrigeration unit. Make sure to read the individual instructions on the backside of the coupon.

Q: What if I don’t have a truck to haul waste? Try coordinating with your neighbors or other family members to see if you can add your waste to a load they are already planning to haul. There are also several church organizations in town that have assisted with hauling for past Spring Cleanup events that may be willing to help. You can give them your coupons and they will be able to dump the waste for you using your coupons.

Q: Do unused coupons carry over? No. Coupons expire December 31st and cannot be used in subsequent years. The pilot program was extended for additional years, so new coupons will be issued at the beginning of each year in 2014, 2015, etc.

Q: Are there any eligibility requirements? Yes. In order to get the coupons, your utility account must be current or you must be making payments in accordance with a payment plan agreed to by the Utility Office. Customers with utility accounts in arrears will not be able to benefit from the coupon service until the account is brought current or payment arrangements are complied with.
