The tender closed on 5 August 2015, with three conforming tenders received. It is recommended that Council award the contract to Stanley Macadam Company Australia Pty Ltd for the sum of $1,261,888.34 (excl. GST) as this tender was evaluated as representing the best overall value to Council. REPORT DETAIL 1. Background This project involves the resurfacing of several roads within Division 6 (refer supporting information for locations and extents). The work also includes some minor civil works including, but not limited to, line marking, gully pit and kerb and channel replacement within the listed streets. 2. Explanation of Item Council received a total of three conforming tenders from the prequalified suppliers on the road surfacing services panel. The tenders were assessed by a selection panel in accordance with Council’s Procurement Policy and the selection criteria set out in the tender documents. The three tenders and their final weightings are tabled below (ranked from highest to lowest).

Their submission was competitively priced and comprehensive. Stanley Macadam Company Australia Pty Ltd has completed similar contracts for Council and is considered to provide the best value for money for this project. Downer EDI Works Pty Ltd received the second highest assessment score for the combined selection criteria. Downer EDI Works Pty Ltd has completed similar contracts for Council, and scored highest for non-price elements. Allens Asphalt Pty Ltd’s submission scored the lowest assessment for the combined selection criteria. Their submission was competitively priced, but scored lower for non-price elements. Allens Asphalt has completed similar contracts for Council in the past. 3. Strategic Implications 3.1 Legislative/Legal Implications

Due to the value of the work being greater than $200,000, a competitive tender process was undertaken with Council’s prequalified suppliers for road resurfacing services panel. This panel was set up specifically for delivery of Council’s road rehabilitation and road resurfacing programs. The tender was called in accordance with the Local Government Act 2009.

3.2 Corporate Plan / Operational Plan Valuing Lifestyle: Roads and transport - roads and other transport infrastructure across the region.

3.3 Policy Implications This project has been procured in accordance with the provisions of the following documents:

• Council’s Procurement Policy 10-2150-006 • Local Government Act 2009 • Local Government Regulation 2012 Chapter 6.

3.4 Risk Management Implications Potential impacts on local traffic and bus routes have been identified as the major risks for these projects. The mitigation strategies to minimise these risks are detailed below. Impact on local traffic – the contractor has presented a traffic management plan and strategy as part of their tender. The contractor will manage traffic in accordance with all the requirements of the MUTCD. Traffic speeds will be reduced within the vicinity of the works to ensure safe passage for road users and construction activities. Impact of bus services – the contractor’s traffic management method will also permit buses to follow their normal routes. In addition to notifying affected residents, the contractor will notify relevant bus companies of the resurfacing works and the effect they may have on services.

3.5 Delegated Authority Implications There are no delegated authority implications related to this project.

3.6 Financial Implications Council has allocated $1,627,000 in the 2015/16 Capital Projects program for the road resurfacing works in Division 6. Division 6 - Road Resurfacing Program - Budget $1,627,000 - Tender amount $1,261,888.34 Resurfacing tender price $ 1,261,888.34 Contingency (10%) $ 126,188.83 QLeave (.475%) $ 5,994.00 ------------------- Total project cost $ 1,394,071.17 =========== The above tendered amount includes costs for minor associated civil works (i.e. kerb and channel and gully pit repairs). It is anticipated that works will commence mid-September 2015 and be completed mid November 2015. The budget allocation is sufficient to undertake the projects. Note: One project in Division 6 is awaiting design and will be tendered separately at a later date this calendar year, should the budget allocation be sufficient.

3.7 Economic Benefit The road resurfacing works will address pavement surface quality defects, extend the life of the pavements and reduce recurrent maintenance costs.

3.8 Environmental Implications

The tender assessment included a review of the preferred contractor’s environmental policy and procedures concerning environmental protection. The contractor has suitable environmental policies and procedures in place to undertake the works.

3.9 Social Implications

The works will improve vehicle safety and the roads’ structural integrity and driveability. Additional line marking amendments provided by Council’s design team will be incorporated to enhance safety for road users.

3.10 Consultation / Communication Initial consultation of the works will be via a project newsletter, which will advise scope of works and approximate timing. Two days prior to the commencement of works, the contractor will advise affected residents of the intended works and duration. The contractor will also advise affected bus companies of the timing of the works. Consultation with the Divisional Councillor has been undertaken.

Traffic speeds will be reduced within the vicinity of the works to ensure safe passage for road users and construction activities. Impact of bus services – the contractor’s traffic management method will also permit buses to follow their normal routes. In addition to notifying affected residents, the contractor will notify relevant bus companies of the resurfacing works and the effect they may have on services.

3.6 Financial Implications Council has allocated $1,607,000 in the 2015/16 Capital Projects program for the road resurfacing works in Division 8. Division 8 - Road Resurfacing Program - Budget $1,607,000 - Tender amount $1,404,054.25 Resurfacing tender price $ 1,404,054.25 Contingency (10%) $ 140,405.42 QLeave (.475%) $ 6,669.00 ------------------- Total project cost $ 1,551,128.67 =========== The above tendered amount includes costs for minor associated civil works (i.e. kerb and channel and gully pit repairs). It is anticipated that works will commence mid-September 2015 and be completed by late October 2015. The budget allocation is sufficient to undertake the projects.

3.7 Economic Benefit The road resurfacing works will address pavement surface defects, extend the life of the pavements and reduce recurrent maintenance costs.

3.8 Environmental Implications

The tender assessment included a review of the preferred contractor’s environmental policy and procedures concerning environmental protection. The contractor has suitable environmental policies and procedures in place to undertake the works.

3.9 Social Implications

The works will improve vehicle safety and the roads’ structural integrity and driveability. Additional line marking amendments provided by Council’s design team will be incorporated to enhance safety for road users.

3.10 Consultation / Communication Initial consultation of the works will be via a project newsletter, which will advise scope of works and approximate timing. Two days prior to the commencement of works, the contractor will advise affected residents of the intended works and duration. The contractor will also advise affected bus companies of the timing of the works. Consultation with the Divisional Councillor has been undertaken.

REPORT DETAIL 1. Background The project is located on Camp Mountain Road, from 7 to 135 Camp Mountain Road, Camp Mountain. The existing road pavement is currently showing signs of age, minor cracking, repairs, and stripping. The project scope includes the rehabilitation and resurfacing of the pavement and improvements to the intersection of Petersen Road and Camp Mountain Road. The objective of the project is to bring the road pavement to a desirable level of service and to improve the sight distance near the intersection of Petersen Road and Camp Mountain Road. Construction is being undertaken by Council’s internal construction crew. Works commenced early-July and are programmed for completion mid-September 2015. The tendered asphalt works outlined in this report form part of the overall project and will be staged to align with construction timelines which has the asphalt seal works programmed for early September 2015.

The tenders were assessed by a panel in accordance with Council’s Procurement Policy and the selection criteria set out in the tender documents. Downer EDI Works Pty Ltd received the highest assessment score with the lowest priced tender. Their submission presented Downer EDI Works Pty Ltd.’s project delivery strategies which demonstrated a thorough and systematic approach to the project requirements. The contractor has successfully completed similar contracts for Council. Allen’s Asphalt Pty Ltd received the second highest assessment score with the second lowest priced tender. Allen’s Asphalt Pty Ltd submission met all mandatory criteria; however showed no additional benefits for the higher cost. Fulton Hogan Industries Pty Ltd received the third highest assessment score for the evaluation criteria. The contractor met all mandatory criteria requirements; however, submitted the third lowest priced tender. Stanley Macadam Company Australia Pty Ltd received the lowest evaluation score for the tendered works. The submission documentation met all mandatory requirements; however, submitted the highest priced tender. 3. Strategic Implications 3.1 Legislative/Legal Implications

Due to the value of work being greater than $200,000, a competitive tender process was undertaken with Council’s prequalified suppliers for road surfacing services (MBRC003282). The prequalified suppliers for road surfacing services panel was set up specifically for delivery of Council’s road resurfacing/rehabilitation program. The tender was called in accordance with the Local Government Act 2009.

3.2 Corporate Plan / Operational Plan This project is consistent with the Corporate Plan outcome - Valuing Lifestyle: Roads and transport - roads and other transport infrastructure across the region.

3.3 Policy Implications This project has been assessed in accordance with the provisions of the following documents:

• Council’s Procurement Policy 10-2150-006 • Local Government Act 2009 • Local Government Regulation 2012 Chapter 6.

3.4 Risk Management Implications The project risk has been assessed and the impact on local traffic has been identified as a potential risk. The project will cause temporary interruption to road users. The contractor has presented location appropriate project strategies to minimise traffic disruptions. Single lane closures under traffic control in addition to temporary traffic speeds reductions in the vicinity of the works will be implemented to ensure public safety.

3.6 Financial Implications Council has allocated $705,000 within the Road Rehabilitation Program for the Camp Mountain Road, Camp Mountain project debited to Budget No. 47159. REPORT DETAIL 1. Background Donnybrook Community Hall is currently managed by Council. Bookings, coordination of maintenance, cleaning and other operational matters are overseen by the Sport & Recreation Department. In January 2015 Council was approached by a community organisation interested in managing the hall on behalf of Council. Consideration was given to the proposal and in consultation with the Divisional Councillor it was determined that other organisations should be given the opportunity to submit a submission through an Expression of Interest process. Expressions of Interest were called for the future management of the facility on 1 July 2015. Information made available for the prospective applicants included the Management Agreement the successful applicant organisation would be required to sign with Council. 2. Explanation of Item Expressions of interest were received from four (4) organisations. The applicants were:

1. IV Aces MC Inc; 2. Enhance Care Inc; 3. Encircle Ltd; 4. BallyCara.

All submissions conformed and were assessed against the criteria as set out in the Expression of Interest documentation. The assessment panel determined that Enhance Care Inc., being locally based, financially stable, well-established and experienced hall managers, demonstrated the best management option for the facility. The term of appointment will commence on 12 October 2015 for a five-year term, with a further five-year option. The organisation will be required to sign the Council endorsed Management Agreement which sets out both parties’ obligations including the option for renewal. 3. Enhance Care Inc. will be responsible for maintenance and operating costs as outlined in the Management Agreement and will be required to return 25% of surplus funds to Council annually. Income for the Donnybrook Community Hall for 2014/15 financial year was $13,240, with expenditure of $5,576. Expenses included cleaning and equipment purchases but excluded corporate costs e.g. maintenance, electricity and staff. Potential savings to Council would be derived from the time saved as Council officers would no longer be required to process bookings, undertake hall inspections and respond to minor maintenance requests.

3.7 Economic Benefit The new management has the potential to increase usage of the Donnybrook Community Hall, resulting in economic benefit.

Executive Summary Moreton Bay Regional Council is investigating the establishment of a tertiary education facility and associated uses that will offer significant social and economic opportunities across the region. A rigorous process to select an appropriate Anchor Education Partner (AEP) commenced in July 2015. The consultants engaged to administer the AEP Strategy and Market Sounding process (phase 1) have recently completed an Expression of Interest (EOI) process (phase 2). The next phase in the AEP selection process is to ask shortlisted EOI respondents to submit a detailed proposal (Request for Proposal or RFP). This will involve bidder workshops, site visits, negotiations and contract execution.
