An agenda for disposal of Booths and one Chill Room of

41, Chandigarh was placed in the Finance & Contract Committee

meeting held on 18.5.2016 vide agenda item No.261.7 for consideration

and decision, whether we may consider the issue for disposal of these

booths and One Chill room of said market for re-auction OR to change

the use of this market for general trade subject to the approval of

Chandigarh Administration (Annexure-A). The Finance & Contract

Committee in its said meeting decided as under and its copy is enclosed

at Annexure-B :-

"The Committee considered and resolved that the trade of Modern Air Conditioned Fish, Meat & Poultry Products Market be changed into general trade. Further, it was also decided that the chill room be used for the storage of material except non-veg. Further it was also decided that the rent of the booths and chill room be accessed by the committee of the officers."

As per above decision of the F&CC, the office requested to

the Secretary Local Govt., Chandigarh Administration vide letter

No.MCC/Estate/2016/5794 dated 24.08.2016 to grant necessary

approval for change of trade of said market in to general trade and the

matter was followed by subsequent reminders 05.10.2016, 13.12.2016,

09_01.2011, 30_01 .11, 22.02.2011, 11 .os.2011, 23.oa.2011, 31 .oa:2011,

26.09.17 & 23.11 .2017. Further, meeting was held on 07.3.2018 under

the Chairmanship of the Advisor to the Administrator, U.T. Chandigarh

regarding change of trade of Booths and one Chill Room of Modern Air

Conditioned Fish, Meat & Poultry Products Market, Sector-41,

Chandigarh into general trade in the said meeting it was decided in .the

first para of minutes that the nature of trade of Modern Air Conditioned

Fish, Meat & Poultry Products Market, Sector-41, Chandigarh to General

trade not to be done at present. The Commissioner, Municipal

Corporation, Chandigarh will make all efforts to use the premises for the

purpose it was considered and built. Copy of said minutes is enclosed

at Annexure-C.

Further, a meeting was held under the Chairmanship _of the

·Commissioner, Municipal Corporation, Chandigarh on 06 .04.2018, copy

of minutes is enclosed at Annexure-0 and the part of the minutes is as

under :-

"It was decided by the Committee unanimously that the minimum

monthly reserve license fee per booth for Booth Nos.1 to 24 of

21.21 sq. mtr. against Rs.15,000/- already approved may be

reduced to Rs. 12,000/- per month and Booth Nos.25 to 30 of

19.02 sq. mtr. against Rs. 13,700/- to Rs. 10,000/-, Booth Nos.32

and 33 wholesale booth of 39.51 sq. mtr. against Rs. 27,800/- to

Rs. 15,000/- per month and Booth No.31 (Chill Room) of 35 .31 sq .

mtr. against Rs.16,666/- to Rs. 10,000/- per month. "

In view of above, the matter is placed before the F&CC

for consideration and decision for disposal of Booths and one Chill

Room of Modern Air Condition Fish , Meat and Poultry Products

Market Sector 41, Chandigarh on monthly license fee basis

through open auction. The terms & conditions for license out of

said booths are also enclosed for consideration and approval.

The U.T. and M .C. Mechanical Worker Union Chandigarh (Regd.) has requested

to issue o il and soap to the Drivers and Cleaners .of Mechanical Section, Road Wing. M.C..

Chandigarh as the same arc heing issued to the other drivers and cleaners o f Horticulture.

Flectrical and Public l lcalth Divisions or M.C.. Chandigarh.

The similar agenda for issuance of oil and soap to the Drivers and Cleaners has

already been approved in 275th meeting of Finance and Contract Committee held on 29.8.2017

(copy enclosed). There is dire necessity for issuing the oil and soap to the Drivers. Blacksmith

Ckaners & Helper of Road Wing as they have to pick and drop the malba and other building

material as such there is ri sk of allergy. The bill for issuance of oil and soap to the Beldars.

Drivers and Cleaners for the period from 1.1.20 17 was submitted to the Audit Wing of M.C. hut

the same was ohjcL:ied by the J\udit Wing that drivc:rs and cleaners are not entitled for issuance

o f soar and oil. Thus there is resentment amongst the Drivers, Blacksmith. Helpers as well as

Cleaners. 43 persons are eligible as drivers. blacksmith. Helpers and cleaners to do the similar

work .

The matter is therefore. placed before the Finance and Contract Committee for

approval for issuing of oil and soap to the Drivers. Blacksmith, Helpers and Cleaners of Road

Wing of M.C.. Chandigarh.

. Subject : Requirement of 02 nos. Drivers and 01 Cleaner for Enforcement Vehicles of Head Office, Municipal Corporation, Chandigarh.

The strength of vehicles including Enforcement Trucks and staff cars of

Head Office is 32 vehicles. The total strength of the Drivers is 31, which are drawing

salary from Head Office. Resultantly there is shortage of drivers in Head Office. It is

further submitted that the chassis of TATA 1613 was purchased in the Enforcement

Wing of Municipal Corporation, Chandigarh for the use in Enforcement Wing as

Recovery Van. The said vehicle is now operational under Registration No.CH01-GA-

6980, but due to shortage of drivers the service of vehicle is not fully utilised. The

operation and driving of recovery van is an expertise job, thus every driver cannot

operate the recovery van efficiently. Hence 01 Driver and 01 Cleaner for ..Recovery Van

is required. In addition to it 01 Driver is also required as rest reliever for smooth

functioning of Head Office and Enforcement vehicles.

In view of the above, the office may be allowed to hire 02 Drivers

and 01 Cleaner from the outsource agency, who is already providing manpower in the

Head Office, Municipal Corporation, Chandigarh.

This rough cost estimate has been framed to cover the probable cost of providing equipments for Gym in Community Centre of Sector 49, Chandigarh. It has been requested by area Councillor Smt. Heera Negi for Providing Gym Equipments (request letter attached). Accordingly the estimate has been prepared for required material on the basis of present market rates.

Accordingly, this estimate amounting to Rs.5. 98 Lac has been prepared by taking the items explained in the scope of work. The work will be e x ecuted in the year 2017-2018 against budget provisions under head "Capital Head" "NRB". The estimate is submitted for arranging administrative approval and allotment of funds under the appropriate head. It is intimated that there are 09 nos. post of Steno typist are sanctioned in the

Engineering Wing (i.e. B&R and Public Health) of MC Chandigarh. At present, 03 nos. posts

are filled up and 06 nos. posts are lying vacant. Resulting the work of all the d ivisions is

suffering very badly due to shortage of regular Steno typist. In the absence of Steno typist, it

is very d ifficult to carry out the job of preparation of agenda, allotment of works and minutes

of meeting held in the Divisional office.

It is hereby intimated that 06 Data Entry Operators have already been engaged

to cope with the work against the sanctioned post of Steno typist through Outsource with the

approval of Worthy CMC and they are working in the d ifferent Divisions of Engineering Wing

(i.e. B&R and Public Health) of MC. As the fresh appointment of Steno typist will take some

time and service of 06 nos. Data Entry Operator is still required for smooth function of

Engineering Wing of MC. They were drawing salary against the vacant sanctioned post of

Steno typist.

As per position Eixplained above, it is requested that 06 posts of Data Entry

Operator be engaged for the period 05.07.2018 to 04.07.2019 (for 12 months) through

outsourcing against the post of Steno typist lying vacant in Engineering Wing of MC as per

present prevailing practice or on prevailing DC rate , to cope of the work, so that the work of

Engineering Wing (i.e. B&R and Public Health) of MC may run smoothly till the regular

appointment of Steno typist in the MC.

Chandigarh Administration had constructed Cremation Ground at sector-25,

Chandigarh as per Hindus Law and also provided electric cremation to criminate the dead

bodies as per their last rites /customs. The basic facilities such as washing/Toilets and sitting

arrangement for the attendants were provided at cremation ground. The existing toilet blocks

are outdated and their condition is very much deteriorated and requires the huge repair ~s per

daily needs. The Chief Architect Department, Urban Planning has intimated that the meeting

was held under the Chairmanship of Sh. Saurab Mishra, Additional Commissioner, MCC

alongwith Chief Engineer and Superintending Engineer, Public Health, MCC on dated

07.11 .2017 and desired that existing toilet blocks may be renovated as per latest specifications.

Accordingly, Consultant Architect Mr. Vasu Bhasin was engaged who has prepared the

drawings as per site conditions. The Chief Architect, Department of Urban Planning, Chd.

Admn.has approved the proposal submitted by the aforesaid Consultant. Hence the estimate for

the work cited as above has been prepared amounting to Rs. 44.80 Lacs including the cost of

civil works, Public health fixtures and electrical installations. T ile proposal also contains the

facilities of bathing etc. for male and female apart from 3 No, W .C. alongwith one number bath

for male & female and toilet for differently able persons. The RC E has been duly checked for

Rs. 44.80 Lacs and the detail of estimated cost is as under: -

Sector 56 has been observed worstly hit by the low pressure in water supply. The water pressure in the

area cannot maintained upto the mark due to difference in levels with respect to feeding water works.

The bore at Sector 56 has failed and had st!\rted pumping sand. This has hampered the water supply of

Sector 56 which is densely populated. I

The area is having rehabilitation colony where scarcity ofwater has been noticed in past

summers and it became difficult to handle-the situation. On Assessing the situation, it was found that. water levels have been depleted, the t/well has started pwnping sand: It will be difficult to feed Sector

56 Colony in summers. The Geo Scanning of the bore has been done (report attached). It has been

concluded that the bore could not be used further hence reboring should be done.

.The estimate has been prepared for the work of providing and laying of DI pipe line

in extended abadi adjoining Govt. High School, village Kajheri Ghandigarh. The necessity for

preparation of the estimate has arisen due to the reason that is no water supply pipe line in the

extended abadi in the left out area in village Kajheri. The residents are using stand post in potable

water consumption. The worthy Commissi~ner, Municipal Corporation, Chandigarh alongwith

Chief Engineer, S.E.PH(MC) Chandigarh had visited the site and directed to solve the water

supply problems to the residents of this pocket of the village Kajheri, Chandigarh by laying water

supply lines & give the water connection to each resident. The proposal for the above said work

has been marked on the layout plan.

Accordingly an estimate amounting to Rs.45.45Lacs duly allowed by competent

authority is placed before Finance & Contracts Committee for its consideration and approval. The

expenditure shall be chargeable to the head:- Capital Head " Aug. of water supply in city

Chandigarh".

The existing 1O" i/d water supply line is passif'!g_inside the boundary wall/

campus of the Saint soldier International School, Sector 28, Chandigarh. The water supply !ine

is leakage at various points leading to stagnation ofwater inside the school as well as in the green

belt of sector 28 Chandigarh. A lot of problems to faced in repair the line as line passing inside

the school. This water supply- has to shifted out side the school boandar)'. as such by 'pass

arrangement of 10" water supply line is required to shift the line from school Campus.

Accordingly an estimate amounting to Rs.6.39Lacs duly allowed by competent

authority is placed before F_inance & Contracts Committee for its consideration and approval.

The expenditure shall be chargeable to the head:- Capital Head " Aug. of water supply in city

Chandigarh".

The estimate has been prepared to cover the cost of B/1 one no.12"x8" (304.80 x

203.20mm) i/d deep bore tubewell (with reverse rig method and any method of latest technology.)

~ector 20, Chandigarh. This sub division is looking after maintenance Sector 20 has been triggered

as thirst area in previous summer. There is need of increasing source of water in the sub sector.

Presently the distribution sysiem is mixed type, having supply of canal water coming from water

works Sector 32, Chandigarh and one no. t/well booster in Sector 20-C, Chandigarh. There is an

urgent need of additional water supply source. For this reason, a survey has been conducted and

found that a t/well can be installed at Sector 20, Chandigarh. The t/well shall be used to charge

water supply distribution lines so that water can be fed with ample pressure to the residents of

Sector 20, Chandigarh. A location has been identified in an open space Opposite #3062, Sector20-

D, Chandigarh . A permission may also be accorded to install this borewell.

The provision of drilling for tubewell, machinery, MS delivery pipe & special and

making connection with existing boosting station etc. Provision for construction of control panel

room and other civil work has been taken in the estimate. The work shall be carried in the

following parts :-: Tube well Drilling with stainless steel cage type wire wound screen. Part-1 :Pumping machinery of T/well & construction of control panel room & other civilPart -2

work. Accordingly an estimate amounting to Rs.37.80Lacs duly allowed by competent

authority is placed before Finance & Contracts Committee for its consideration and approval. The

Subject:- Providing and fixing of split type Air Conditioners and Allied Works at Community Centre, Sector 28, Ch~ndigarh.

The Area Councillor vide his letter dated 16.11.2017 addressed to C.E.M.C. has

desired to provide Air Conditioners in the Community Centre, Sector 28. Chandigarh.

Accordingly the site has been checked and estimate framed for providing and fix ing of Air

Conditioners for the facility of users of Community Centre.

The scope of work in estimate is providing I 7 Nos. split type ACs of 2 ton

capacity and 3 Nos. Air Conditioner of I.5 tone along with stabilizers and piping etc.

This estimate amounting to Rs. 15.54 Lacs has been framed under head 42 l 7(P)

Electrification;

The agenda is placed before the Finance & Contract Committee of Municipal

Corporation, Chandigarh for its consideration and decision please.

The Indian Oil - Adani Gas Pvt. Ltd . vide their application

dated. 11 .9.2017 (copy enclosed) has applied for permission for use of space

for installation of District Pressure Regulating Station (DRS) within various

community centres for supplying PNG (Piped National Gas) in· Chandigarh as

below:

In this rega rd, it is stated that the Municipal Corporation h a d

a lready given permission to Indian Oil - Adani Gas Pvt. Ltd . to install DRS in

Community Centre of Sector 49 and Dhanas as approved in 265th meeting of

the Finan ce & Contract Committee held on 20.9 .2016. The company was

allowed to u se space measuring 3mx4m to install DRS at a monthly rent of "Tl"\ tJu ~ and

Rs. 29,550/- or Rs. 3 ,54,600 (Rs. Three Lacs Fifty Four,...Six Hundred Only)

annually with a n increase @10% every yaar alongwith the deposit of non

refundable security amounting to Rs.6QO00/- per site before the possession of

site is g iven. The rent of land was calculated and approved on the basis of

District col lector rates applicable in U .T . w.e.f . 2 . 1 .2016 i.e. Rs. 3,08,880/- per

sq. yrds .

It is therefore proposed that keeping in view the decision of the

F inance & Contract committee in its meeting held on 20.9 .2016, as255th

a bove, the request of Indian Oil - Adani Gas Pvt. Ltd for above said

community centres may also be considered on the same terms and

conditions. It is also proposed that decision may also be applicable for all

future installation in community centres in general as per the feasibility of site.
