STUDENT AND STAFF RECOGNITION 1. Recognition of Student

The Auburn School District Board of Directors will recognize Joey Santos, an eighth grade student at Cascade Middle School, for being an outstanding student. Joey Santos’ genuine personality brightens everyone’s day at Cascade Middle School. When Principal Isaiah Johnson asked teachers to nominate a deserving student for Auburn School Board’s student of the month award, Joey won hands down. Joey is an eighth grader at Cascade who is always in a good mood, according to assistant principal Darice Johnson. “He is very friendly and accepts people for who they are. It is refreshing,” says Ms. Johnson. Joey sets high expectations for himself—challenging himself in the classroom and on the wrestling mat. He works hard in school and will ask questions if he doesn’t understand. According to Principal Johnson, Joey embodies Cascade’s “PRIDE” motto, which stands for Perseverance, Respect, Integrity, Discipline, and Excellence. Recently, Joey trained with the Auburn High wresting team. He was the only middle school student to do so. Joey also plays football and enjoys watching high school football games with his sister, Kacie, a sixth grader at Cascade. He is a friendly face in the crowd and will never miss a chance to share a smile or make a connection.

2. Recognition of Staff

The Auburn School District Board of Directors will recognize Anne Gayman, Evergreen Heights Elementary School principal, for her outstanding service. In her eight years as principal of Evergreen Heights Elementary School, Anne Gayman has helped initiate a strong sense of community among teachers, students, and families. “We all work together and support each other,” says Anne. Anne’s instructional leadership among staff has led to a healthy, transparent environment. On PLC Mondays, every grade level team meets in the library to review data, ask questions, and make instructional decisions. According to Anne, “This time allows our staff to be able to ask questions like, ‘How did you teach that skill?’ It has opened the door for us to collaborate and work together to increase student achievement.” Evergreen Heights’ staff also attends an annual summer retreat. This summer’s retreat focused on the seven strategies of assessment. The SIP leadership team selects the topic and helps plan the overnight event.

The hard work has paid off. MSP state test scores show that Evergreen Heights’ overall 3rd grade reading scores rank 25th out of more than 1,000 schools in Washington State. Evergreen Heights’ 3rd and 5th graders outperformed the state average in both reading and math. Additionally, Evergreen Heights met AYP in all cells in both reading and mathematics in 2010-11 and are no longer in school improvement. Anne likes to remind her students that they can all achieve. Her positive attitude resonates with students and parents. “Their whole life is ahead of them and I want kids to feel like they always have an opportunity to do better and achieve more,” says Anne. Prior to joining the Evergreen Heights staff, Anne worked as an assistant principal in South Kitsap and as a reading specialist and special education teacher in Bremerton. She has bachelor’s degrees in elementary education and special education, a master’s degree in curriculum and instruction, and a principal certification. Anne has three boys—two are in college and one is a junior at Auburn Mountainview. She and her husband of 25 years enjoy salmon fishing in the Sound and watching their boys’ football, soccer, and baseball games.

STUDENT PARTICIPATION

1. Cascade Middle School PTA Report Isaiah Johnson, Cascade Middle School principal, will introduce

Michele Calhoun, Cascade Middle School PTA president, who will present the Cascade Middle School PTA report and answer questions from the board.

2. Activity/Athletic Report—Auburn Mountainview Music Program

Andrea McHenry, Auburn Mountainview High School assistant principal, will introduce Derek Pyle, Auburn Mountainview High School music teacher, who will introduce Sean McElmurry and Annette Harnish, students. The students will report on the Auburn Mountainview High School music program and answer questions from the board.

3. Requests for Travel

a. Twelve Auburn Mountainview High School students request permission to travel to Randle, Friday to Saturday, September 30–October 1. The purpose of the trip is to attend the West Central District 2 FFA Leadership Camp. Lodging and meals will be at Camp Cispus and travel will be by personal vehicles. All expenses will be paid by ASB funds. Regina Grubb, Auburn Mountainview High School teacher, requests permission to accompany the students. No substitute will be needed.

Melani Hunt, parent chaperone, requests permission to accompany the

students. b. Fifteen Auburn Mountainview High School students request permission

to travel to Spokane, Friday to Sunday, October 7-9. The purpose of the trip is to attend the Spokane Crossover Classic Volleyball Tournament. Lodging will be at the Courtyard, meals will be at local restaurants, and travel will be by personal vehicles. All expenses will be paid by ASB funds. Karl Steffin, Momi Bowles, Jana Thomas, and Anne Fisher, Auburn Mountainview High School coaches, request permission to accompany the students. Substitutes will be needed for one day.

c. Twenty Auburn High School students request permission to travel to

Bellevue, Sunday to Tuesday, October 23-25. The purpose of the trip is to attend the DECA Fall Leadership Conference. Lodging will be at the Marriott Courtyard, meals will be at local restaurants, and travel will be by school bus. All lodging and travel expenses will be paid by ASB funds and meals will be paid by students’ personal funds. Lori Jacobs, Auburn High School teacher, and Sharon Englehardt, Auburn High School para-educator, request permission to accompany the students. Substitutes will be needed for two days.

d. Forty-five Auburn High School students request permission to travel

to Pullman, Saturday to Sunday, October 29-30. The purpose of the trip is to compete in the WSU “Accept the Challenge” Choir Festival. Lodging will be at a local hotel, meals will be at local restaurants, and travel will be by charter bus. All lodging and travel expenses will be paid by ASB funds and meals will be paid by students’ personal funds. Kandy Gilbert, Auburn High School choir teacher, requests permission to accompany the students. No substitutes will be needed.

Penni Warren, Kelly Daniels, Clayton Robbins, and one parent to be

determined request permission to accompany the students as chaperones.

e. Twenty Auburn Riverside High School students request permission to

travel to Pasco, Thursday to Saturday, November 3-5. The purpose of the trip is to compete in the WIAA State Cross Country Meet. Lodging will be at the Quality Inn, meals will be at local restaurants, and travel will be by charter bus. All expenses will be paid by ASB funds. Bill Sumner, Tim Wright, Sarah Getty, and Kaisa Swenddall-White, Auburn Riverside High School coaches, request permission to accompany the students. Substitutes will be needed for one day.

f. Twelve Auburn Mountainview High School students request permission

to travel to Phoenix, Arizona, Monday to Friday, December 19-23. The purpose of the trip is to compete in the Nike Basketball Tournament. Lodging will be at the Arizona Grand Resort, meals will be at local restaurants, and travel will be by airplane and rental car. Lodging and travel expenses will be paid by ASB funds and students will pay for their own meals. Chris Carr, Dustin Depiano, and Chad Bunker, Auburn Mountainview High School coaches, request permission to accompany the students. No substitutes will be needed.

g. Twelve Auburn Mountainview High School students request permission

to travel to San Diego, California, Monday to Saturday, December 26-31. The purpose of the trip is to compete in the San Diego Hoop Classic. Lodging will be at the Marriott hotel, meals will be at local restaurants, and travel will be by airplane. Lodging and travel expenses will be paid by ASB funds and everyone will pay for their own meals. Jon Price, David Sahlin, and Jeff Lacey, Auburn Mountainview High School coaches, request permission to accompany the students. No substitutes will be needed.

h. Twenty Auburn High School students request permission to travel to

Bellevue, Thursday to Saturday, March 8-10. The purpose of the trip is to attend the DECA State Competition. Lodging will be at the Marriott Courtyard, meals will be at local restaurants, and travel will be by school bus. All student expenses will be paid by ASB funds. Lori Jacobs and Sharon Englehardt request permission to accompany the students. Substitutes will be needed for two days.

SCHOOL PROGRAMS AND STUDENT ACHIEVEMENT 1. District Assessment Calendar

Rodney Luke, assistant superintendent of K-12 student learning and technology, will introduce Julie DeBolt, coordinator of assessment and NCLB, who will present the 2011-12 District Assessment Calendars and answer questions from the board.

Recommendation: That the board approve the 2011-12

District Assessment Calendars as presented.

2. Safe Walking Committee’s Recommendations for 2011-12 For the board’s information, Dennis Grad, director of transportation,

and Kristen Bruhan, committee chair, will present the recommendations from the Safe Walking Committee for the elementary and middle school walking routes for the 2011-12 school year.

Safe Walking Committee Meeting Tuesday, June 9, 2011 4:00 PM

The following were in attendance: Kristen Bruhan; Donna Johnson; Tammy White; Crystal Morrison; Chris Hankins, City of Auburn; Amy Creswell; Dennis Grad; and Pam Craft Chinook – It is recommended that Clearwater Apartment be considered for an addition to the walking area by creating a walking school bus. We have met with city and state officials and this area is regarded as an excellent candidate for WSDT/ Safe Routes to School grant for improvement. Hazelwood: Carrington, Carrington Meadows and Cambridge areas have been recommended as walking areas. Crossing guard has been placed at 304 & 116th. There currently is Requests for Review from families in the Carrington & Carrington Meadows neighborhoods stating safety issues with the position of crosswalk on 304th & construction vehicles in the neighborhood as they are building additional homes in two cul-de-sacs near the 304th 116th entrance. City response: The existing crosswalk would better serve the pedestrian desire line if it was moved to the west side of the intersection. However, to do this the receiving ramp also needs to be rebuilt to satisfy ADA requirements. A grant was received in 2010 through the Safe Routes to School Program under WSDOT. This project is currently under design & will likely be constructed in 2012. The existing crosswalk will be relocated at that time. Rainier: Gentry Walk, Meadows and The Seasons- Chris Hankins with City of Auburn has been successful in obtaining a grant to install sidewalk in the strip that currently has no sidewalk in front of The Meadows Apartments and Fire station. Timing of the project is not known at this time. The concern is students crossing to the bus stop at the Seasons. Thus the entire area will be in the walk zone for Rainier Middle School.

City Response: City staff will investigate what if any repairs can be done to make the existing walkway improved. Auburn Mountainview: No change for 2011-12. Lakeland Hills: The school’s safe walking committee is requesting of the city: 1. Adjust the school zone flashing lights according to the following time:

8:15 – 8:45 am Tues. – Fri (Oct – May) 9:15 – 9:45 am Mondays (Mon – Fri in Sept. and June) 11:15 – 11:30 Tues – Fri for AM Kdg Home (Oct – May) (Mondays in Sept & June) 12:15 – 12:45 pm Mon – Fri 3:00 – 3:30 Mon – Fri

2. Install school zone speed camera south of the school area southeast of the Evergreen

Lakeland Hills Way intersection facing southeast and northwest of the 62nd and Lakeland Hills Way intersection facing northwest.

3. Install red light camera at intersection of Evergreen Way SE & Lakeland Hills Way SE. 4. Heavy Auburn Police Dept patrols throughout the school year for student safety and

speeding deterrence around and within the safe walking areas identified.

City response: The City utilizes a systematic approach to the collection and analysis of accident data for the identification of intersections where there is a high incidence of crashes attributed to red light running. Since 2006, we have a record of 3 accidents at the intersection of Evergreen Way SE & Lakeland Hills Way SE, none of which are from vehicles running a red light. Further, there were only 2 injuries reported from these accidents over this 5-year period. At this time, this intersection does not warrant consideration for a red light camera.

A school zone photo enforcement camera was installed on Evergreen Way SE this past year and began operating at the start of school this year. Emphasis patrols should be requested to the Auburn Police Department by the school principal directly. As resources allow, Auburn Police will patrol the area routinely. Washington: Feet First conducted a walking audit in the spring of 2011. The city and district were successful in obtaining a grant for flashing lights at the crosswalk at 4th & E. The students on the north side of 4th Street will be walking and an am/pm crossing guard will be stationed to assist them. AJ – No recommendations Dick Scobee: Expanded walking area by eliminating the bus stop at 22nd St & M St that services Villa Del Rio, The Landing at Rivers Edge and some duplex apartments. Gildo Rey: Concerns of the crowded parking lot remain unresolved. Speed cameras on 37th help slow down traffic. M Street is a concern and speed cameras might be a good deterrent. The crossing guards will continue to be in place. Gildo could be a candidate for a walking school bus.

City Response: Last year, new parking signs were installed and the curb was painted yellow on 33rd St SE to discourage picking up of students in this area. Continued education with parents is recommended about appropriate areas for pick up and drop off.

City staff will review the speeding concerns on M Street SE & conduct a speed study. Staff also suggests the school contact the Auburn Police Department directly and request emphasis patrols during the peak pick up and drop off times at the school. As resources allow, Auburn Police will patrol the school zone for speeding violations during the opening weeks of school.

Lakeview: Consolidation of bus routes allowed for one bus to be eliminated Lea Hill: No recommendations at this time. Alpac: No changes for 2011-12. After reviewing its safe walking area, the school’s committee came to the conclusion that it may be more efficient to combine stops and limit the number of stops and even eliminate a bus if feasible. The committee agrees to support where the routers at Transportation make the stops using the new routing software currently being implemented. Cascade: Request crosswalk at the corner of M St & 24th NE – Same request each year and it is determined by the city, not safe to do so. Requesting 3 crosswalks at the corner of I St NE and 28th St NE. Currently only one exits. Requesting crosswalk at the corner of I St NE & 37th St NE. No crosswalks exist currently on 37th. Request crosswalks on I St & 22nd. City Response: Staff will investigate adding crosswalks at the corner of I St NE and 37th St NE. If determined appropriate & feasible they will be programmed for installation. The crosswalks on I St NE and 22nd St NE were repainted this year as part of the city’s arterial/collector pavement preservation project.

7. Custodian A will be in charge when Head Custodian is absent; pay will be determined by Section 7.6. 8. The employee(s) in all classifications except: Class-size para-educators and any position which is less than

three and one-half (3-1/2) hours per day will receive their compensation on a twelve (12) month pro-rata payroll warrant basis.

9. Apprenticeship Stipend: Employees will receive an additional one dollar ($1.00) per hour upon earning

their apprenticeship certification in a State of Washington/District/PSEA pre-approved apprenticeship program.

10. Lead positions: Employees who hold lead positions, with district-wide responsibilities, and oversee seven

(7) or more employees will receive a $75.00 per month stipend. Employees who hold lead positions, with district-wide responsibilities, and oversee five (5)

or six (6) employees will receive a $50.00 per month stipend.

BUILDING PROGRAM 1. Auburn High School Modernization and Reconstruction Project—Design

Development

Since February, 2011, the school district has been working with NAC Architecture on the Design Development phase of the Auburn High School Modernization and Reconstruction project. During this phase, the project design and cost estimate have been further developed. The Design Development phase is now complete. The next phase of the design process is the Construction Document phase where the construction drawings, specifications, and permit documents will be prepared. Jeffrey Grose, executive director of capital projects, along with representatives of NAC Architecture, will be present to review the Design Development scheme and recommend the school district proceed with the Construction Document phase.

Recommendation: The administration is authorized to

proceed with the Construction Document phase of the Auburn High School Modernization and Reconstruction project.

Approval is requested for the district's 2011-12 participation in the local food joint purchasing cooperative. The district has participated since 1983 to acquire food products, commodity storage, transportation services, and disposable (paper and plastic) products. Renton School District will be administering the Puget Sound Joint Purchasing Cooperative and, currently, there are 111 districts and schools participating as members. STUDENT ACHIEVEMENT AND ACCOUNTABILITY 1 2 3 4 Goal 1: Superintendent continues the implementation of the District Strategic Improvement Plan for the operation of professional learning communities; standards-based learning; common assessments; interventions; and continuous improvement for students at or beyond standards in reading and math with an overall 10 percent decrease in at-risk performance and an overall 10 percent increase in on-target performance on district measurements of performance and 10 percent performance above state assessments. Closure of the achievement gap is a central element of this goal.

Measurement: Academic achievement data dashboards mark the progress of the strategic improvement plan achievement accountability. District Improvement Plan implementation will be monitored by a DIP Matrix Report. Demographic data dashboard demonstrates achievement gap progress and comparisons to state assessments.

Goal 2: High school completion of credits in 9th and 10th grades will increase by 10 percent and on-time graduation and extended graduation will be 10 percent higher than state average.

Measurement: Baseline credit dashboard marks the effectiveness of strategies for on-time credit completion. District on-time and extended graduation rates are compared to state rates.

Goal 3: The new Glencoe math adoption will be successfully implemented in grades 6-9. Measurement: Progress of implementation will be monitored and reported to the board. Board Comments:

Goal 3: Superintendent continues to improve the district to be more results oriented, collaborative, and accountable for student achievement. Another three-year district strategic plan will be developed.

Measurement: School reports to the school board and board and cabinet visitations to schools will monitor operational professional learning communities, standards-based learning, and alignment with the District Strategic Improvement Plan. Regular reports of the implementation of professional learning communities are provided to the school board and community. A strategic improvement plan for 2012-15 will be developed and approved by the school board.

Goal 4: Superintendent increases staff excellence and diversity in the district. Measurement: Data dashboard reports percentages of staff with advanced degrees, participation on the Auburn Teacher Leadership Academy, and other extended professional certifications such as National Board. Diversity hiring data will be reported to board on a regular basis.

Goal 5: Develop an administrator leadership academy as part of the WASA Leadership Academy.

Measurement: The Auburn Leadership Academy will report to the school board “A Problem of Practice Design” to improve district secondary academic achievement.

Measurement: Provide regular facility project updates to the board as well as updates for the general public via a number of mediums including website, e-news, newspapers, and district publications.

Goal 2: Superintendent provides safe school environments that are civil, proactive, and responsible.

Measurement: Preventative programs that enhance the safety and positive behaviors of students will be documented and presented to the board. Intervention results for gang and drug use prevention will be reported to the board.

Goal 3: Superintendent will continue to improve technology systems for communication, instruction, and data management for improved student learning.

Measurement: Regular board updates mark the progress of improved application of technology.

Goal 2: Superintendent recognizes and celebrates the achievements of individuals and groups throughout the school community and works to in inspire the community to place a high priority on the educational needs of all children. Systemic academic success will be shared with staff, families, students, and community in multi-dimensional fashion.

Measurement: An ambitious schedule of presentations, forums, and meetings with community groups, staff, parents, and schools demonstrate the vision and collective will for support of student learning. Building on the strengths of the school community and general public through recognition and awards programs will celebrate learning accomplishments.
