MINUTES OF THE HOPKINSVILLE PUBLIC TRANSPORTATION ADVISORY COMMITTEE
JUNE 15, 2017 REGULAR MEETING COUNCIL CONFERENCE ROOM, HOPKINSVILLE MUNICIPAL CENTER
A previously and publicly announced regular meeting of the Hopkinsville Public Transportation Advisory Committee was convened at 4:39 p.m., Thursday, June 15, 2017, in the Council Conference Room of the Hopkinsville Municipal Center in Hopkinsville, Kentucky, by Chairman Paul Henson. ROLL CALL Besides Chairman Henson, committee members in attendance were Denise Hillis Alexander (arrived at 4:52 p.m.), Hon. Kenneth Bates, Jennifer Hansley, Cameron Mitchell, and Dr. Jason Warren. A quorum was present. Also in attendance were Kenneth Johnston, PACS Transportation Director, and Nikki Durham, Administrative Coordinator. APPROVAL OF MINUTES Dr. Warren moved to approve the minutes of the May 18, 2017 regular meeting as presented; seconded by Squire Bates. All members present voted aye. REPORTS Monthly Financial Report Mr. Johnston reported the budget was a bit over on labor and noted he had expected to be over on maintenance. Monthly Vehicle Maintenance Report Mr. Johnston reported there was nothing new of significance. Chairman Henson requested that the vehicle to be used at the fair be cleaned up well. Monthly Ridership Reports The group reviewed the latest reports. Monthly Deviation Reports Mr. Johnston indicated deviations were running as usual. Marketing Report Ms. Durham reviewed the presentation and brochure distribution reports in the packet and highlighted survey plans related to upcoming route changes to accommodate Hopkinsville Towne Center. Ms. Durham also noted, during the most recent round of ride alongs, drivers mentioned not knowing how to direct passengers to submit Rider of the Month and Driver of the Month nominations. Ms. Durham indicated she would send updated labels for bus signage to include her phone number and the Hopkinsville Transit web link to address this issue. Inquiry/Call Log Report The group reviewed outstanding items included in the packet. Mr. Johnston reported in one instance a driver stopped to get gas mid-route causing the bus to be off schedule.

UNFINISHED BUSINESS FY18 Operations, Bus & Shelter Grants Mr. Johnston reported he had not heard anything yet. Ms. Durham reminded him of repeated requests to get copies of the grant narrative, and he agreed to send it over. Woodland Heights Service Options Ms. Durham asked the status of this item. Mr. Johnston reported he had not followed up yet. He further reported hiring an individual to develop a public transportation brochure that would be available September 1; however, they would not be able to include the $.25 ride discount information, as it was an internal policy that had not been approved by Frankfort. Dr. Warren asked about the possibility of providing discount information to Niecy to include in a newsletter for Woodland Heights residents instead. Ms. Hillis Alexander suggested the information be emailed to Niecy to avoid possible misinterpretation. Mr. Johnston agreed to follow up and have a better report by the next meeting. NEW BUSINESS Transit Future Needs Survey This item was covered in the Marketing Report. COMMITTEE MEMBER COMMENTS None OTHER Ms. Durham outlined concerns from passengers about medical emergencies on the bus and asked for clarification of PACS’ policies for such occurrences. Mr. Johnston indicated that Hopkinsville Transit staff did not face these issues as often as drivers of the regular PACS fleet who met these concerns more routinely as they carried passengers with special needs or those going to dialysis and other medical appointments. He summarized the PACS/Hopkinsville Transit policy as follows:
- During a medical emergency, drivers were to stop the vehicle and call 911. - If the passenger was able to talk, the driver should ask what the passenger would like to
do; however, PACS’ insurance did not permit vehicles to make emergency medical transports.
- If the passenger wanted to go to the hospital, the bus would await an ambulance Upon request by Chairman Henson, Mr. Johnston agreed to provide a written copy of the policy. Regarding incident reporting, Mr. Johnston indicated drivers completed non-incident reports when they returned to the transfer station. He noted reports were on manifest sheets and included the time of the incident and what the driver remembered about it. Under questioning by Chairman Henson, Mr. Johnston reported names and contact information of other passengers/incident witnesses were not normally collected. Mr. Johnston further noted that all liability fell on PACS not the city; however, the city was listed as an additional insured on the Hopkinsville Transit insurance policy.

ADJOURN Squire Bates moved to adjourn at 5:34 p.m.; seconded by Ms. Hansley. There being no further business to come before the committee, all members present voted aye.

Happy Friday Everyone! The Mayor’s Office just received a call from Mr. Derrick Michaels, a Woodland Heights resident, with concerns about the lack of stop there or at Forrest Park. He raised issue with having to walk 30 minutes each morning from Greenville Road to the Dollar General Store to catch Hopkinsville Transit. I explained to him that the committee had considered this issue on a number of occasions and outlined the reasons why it was not currently feasible for the city to adjust the routes to serve the county. I also asked if he had seen information about other PACS services that could assist him as discussed over the last six months. He said neither he nor other residents, to his knowledge, had been given this information yet. Mr. Michaels may be reached at . Last I heard, PACS was going to provide updated information to Niecy to include in a brochure for distribution to Woodland Heights residents. Do you mind to please let me know the status of that outreach? Mr. Michaels plans to attend Thursday’s meeting so we’d like to be prepared with an update. I’m attaching an excerpt of minutes related to this issue for your convenience since it’s been a while since the item was first discussed. Thanks, Nikki Durham

Hours of Operation: 4 a.m.‐10 p.m. Monday‐Friday Transportation rates: $.70 a mile in town and adjacent counties $1.10 a mile for anything outside of the perimeters stated above Add Pass: this rate will only be used when one person already is riding at the $.70 a mile rate
$.25 for each additional passenger riding with stated client above being picked up from same location and dropped off at same location‐ (however the difference is split is up to the clients)
Please note: we must have a 24 hour notice and we must have exact change when picking up clients or they have the option to pay with their credit card over the phone. (This makes paying ahead of time much easier) If you have any questions please feel free to contact me at anytime: 270‐886‐7999

MAY 18, 2017 REGULAR MEETING UNDER UNFINISHED BUSINESS Woodland Heights Service Options Ms. Durham asked the status of this item. Mr. Johnston agreed to get with Niecy Wills at Woodland Heights to confirm she had needed information to provide residents about available transportation services and related costs. Under questioning by Mr. Mitchell about possible annexation of the area, Squire Bates indicated that would be well into the future if it were to occur. FEBRUARY 16, 2017 REGULAR MEETING UNDER NEW BUSINESS Woodland Heights Service Options Under questioning, Mr. Johnston reported groups or individuals could use existing PACS transportation services with 24-hour notice for the following rate: $0.70/mile for the first passenger and $0.25/mile per additional passenger going to and from the same location. Ms. Durham noted the PACS website did not lay out the same costs. Mr. Johnston agreed to check into that and request appropriate website updates. Chairman Henson suggested representatives from PACS, Woodland Heights, and Hopkinsville Community College get together to discuss options. Ms. Durham also indicated it would cost about $0.90 for Woodland Heights residents to travel 1.3 miles to the Rozelle stop near Dollar General to go places other than the college. The group suggested a promotional rate card that clearly outlined options for area residents. Woodland Heights Assistant Manager Niecy Wills agreed to draft a brochure based on information from PACS’ website. Ms. Durham offered to share that information with residents of other housing developments in the area. Mr. Johnston offered to send updated information to Ms. Wills, reported all PACS transportation programs were moving to 4:00 a.m. through 10:00 p.m. hours beginning next month, but added PACS was not ready to mass promote the expansion due to staff shortages. JANUARY 19, 2017 REGULAR MEETING UNDER COMMITTEE MEMBER COMMENTS Mr. Mitchell indicated Canton Pike Neighborhood Association members asked about plans to provide service in Woodland Heights. Dr. Warren noted Hopkinsville Community College knew of 25-30 individuals who would ride from the apartment complex to the college. He also noted there were no sidewalks for safe, easy travel to the nearest Hopkinsville Transit stop. Dr. Warren asked if it would be possible to offer those utilizing the PACS’ services a free transfer to Hopkinsville Transit if they road to Dollar General Store. He also asked how feasible a two-day a week shuttle experiment would be. Mr. Monroe suggested those interested in riding call in to request service under existing PACS transportation services. He indicated it would cost riders $.70/mile and require 24-hour advance notice. Mr. Monroe also mentioned the possibility of a group rate for 10 or more riders. Chairman Henson asked if officials from Woodland Heights, PACS, and the college

Dr. Warren noted transportation would be used for employment and other activity, not just attending classes at the college. Under questioning, Ms. Durham estimated the trip from Woodland Heights to Dollar General Store would be about 1.1 mile or $0.77 and to Hopkinsville Community College approximately 3.9 miles. MARCH 17, 2016 REGULAR MEETING UNDER OTHER Under questioning, Mr. Johnston updated the group on Western Kentucky Transit and how it could link up with Hopkinsville Transit. He reported on being approved in December 2015 for the project which would provide fixed route regional transportation service between Princeton, Eddyville, Dawson Springs, Madisonville, Paducah, Nashville, Hopkinsville and a number of smaller communities in between. He indicated the system would include three buses and a minivan and be open to any resident within PACS' nine-county service area. Shuttle service would cost less than $5. Mr. Johnston noted the system would be a step toward filling a hole in the national transit service map for western Kentucky. He also mentioned eventually he would like to see the service go from Madisonville to Evansville. The group talked about the complexity of accommodating so much interest for service and the possibility of Western Kentucky Transit routes incorporating Woodland Heights on its way from Crofton to the PACS transfer station. He noted being a fixed route meant stops could not be changed after being submitted to the state for approval. Dr. Warren noted some twenty-four students with interest in attending the college from the county. He noted the area off Greenville Road included a concentrated population of much more than just Woodland Heights and highlighted how it would be benefited from a creative transportation solution. Mr. Johnston indicated the routes had not been set yet and agreed to take a look at it.
