ITEM No. 1: CONFIRMATION OF THE MINUTES
Minutes of 479th meeting of Operation & Coordination Sub-Committee of WRPC held on 12th
January 2016 at CGPL Mundra(Bhuj) were forwarded vide letter No. WRPC/OPN/OCC-
Minutes/2015-16/626 dated 19.01.2016.
No comment has been received. Sub-Committee may confirm the same.
ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF JANUARY 2016.
2.1 Frequency Particulars
The average frequency during the month of January, 2016 was 50.00 Hz. The maximum
instantaneous frequency was 50.39 Hz at 18:01:50 hrs on 26th January -16 while
minimum instantaneous frequency was 49.68 Hz at 22:07:40 hrs on 8th January -16. The
frequency profile during January, 2016 was as under:

2.2 INTER-REGIONAL EXCHANGES

Voltage profile at some of 765/400 kV sub-stations during the month of January 2016
furnished by WRLDC is enclosed at Annex-2.3.

2.4 U/F Relay Operations
As per WRLDC records during January 2016 the system frequency didn’t touch 49.2 Hz and
no UFR operation has been reported by WRLDC.

2.5 Power Cuts / Load Restrictions
Details of Power Cuts and Regulatory measures during January 2016 as furnished by the
state utilities are given in Annex. 2.5.

2.6 Details of Generating Units under Forced outages
Details of generating units under forced outages during January 2016 are given in Annex- 2.6.

2.7 Details of Generating Units under Planned outages

ITEM NO.3: OPERATIONAL PLANNING
3.1Proposed Planned maintenance programme of generating units.
The maintenance programme of generating units for the months February 2016 & March 2016 is given in Annex 3.1.
The Sub-Committee may discuss and finalize the outage schedule of generating units for the above period.
3.2 OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS
Maintenance programme for transmission lines during the months February 2016 & March 2016 is given in Annex 3.2.

3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS – FEBRUARY 2016 & MARCH – 2016
Details of anticipated restricted & un-restricted demands for the months of February 2016 &

Constituents may furnish the anticipated station wise Availability & Energy for the months of
February 2016 & March 2016.

ITEM NO. 8: MISCELLANEOUS OPERATIONAL ITEMS
ITEM NO. 8.1: QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN
All the constituents are requested to submit the CMP report for the Third quarter (October
2015 to December 2015) for the year 2015-16.
The Sub-Committee may like to note and furnish details in respect of above.
ITEM NO. 8.2: STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR
Status of physical & cyber security in Power Sector for the Third quarter (October 2015 to
December 2015) for the year 2015-16 have not been received from some of the
constituents.
The Sub-Committee may like to note and furnish details in respect of above.
ITEM NO. 8.3: READINESS OF SLDC AT GOA, OTHER SLDCs AND WRLDC FOR UPGRADATION OF EXISTING SCADA/EMS SYSTEM During 29th WRPC meeting it was decided that the status of progress of SLDC’s & Back-
up SLDC’s of WR constituents /WRLDC would be regularly monitored in monthly OCC
meeting.
Further during the meeting WRLDC informed that WRLDC portion of contract has been
amended for time extension up to 31.03.2016 and requested Alstom to complete the
project by schedule completion date i.e. by 31st March 2016. In a clarification for SLDCs
portion of contract, POWERGRID WR-II representative has also informed that time
extension up to 31.03.2016 for state portion has also been approved and necessary
amendment has been issued.

The matter was discussed during 30th TCC/WRPC meeting and WRTS-II, PGCIL has
been assigned the role to coordinate & sort-out the issues at the earliest for timeline
implementation of project with states & LD&C division of PGCIL.
18th PRM of Up-gradation / Replacement of existing SCADA/EMS system of WRLDC and
SLDCs of Western Region held on 27.01.2016 at WRTS-II Vadodara, Gujarat. The matter
was discussed with Alstom and Sub-committee directed them to expedite the project work
& time line schedule for completion of project is on or before 31.03.2016. the latest
Project status submitted by the implementing agency given below.
All the constituents are requested to update the status.
ITEM NO. 8.4 COMMISSIONING OF 315MVA, 400/220KV ICT #3 AT SATNA SS AS A CONTINGENCY MEASURES:
DGM WRTS-II, Vadodara informed that at Satna, two nos. 400/220kV 315 MVA ICTs are
in service. The loading on these ICTs has found more than 250 MW on each ICT in most
of the time and some time it was noticed touching to 325 MW on each ICT. It was

observed that in event of tripping of any one ICT, the loading on second ICT may crosses
400-450 MW resulting tripping of second ICT also.
Procurement of additional 500MVA ICT is under process (As per approval given by 38 th
Standing committee Meeting held on 17.07.2015 however, it will take approx. two years
for completion. Meanwhile, POWERGRID is arranging to install temporarily one no.
315MVA ICT in parallel with existing 315MVA ICT # 2 by utilizing the existing bay at
Satna SS so that the increased demand of MPPTCL may be met without overloading of
ICTs.
Sub-Committee may like to note the same.
ITEM NO. 8.5 TRIPPING OF 220KV JHANOR – HALDARWA CKT. 1&2 LINES FOR CLOSE IN FAULTS FROM 220 KV HALDARWA GETCO SS.
DGM WRTS-II, Vadodara informed that tripping of 220kV Jhanor-Haldarwa Ckt.1&2 lines have been noticed in following dates for the close in fault of lines connected to 220kV Haldarwa GETCO SS

ITEM NO. 8.6 FURNISHING DAILY / MONTHLY DATA FOR PGCIL STATIONS.
Chief Engineer, SLDC, Gujarat informed that timely daily hourly MWH import / export data
collection at all interface point is necessary to work out daily hourly demand of the State.
These data are being used for day to day operational analysis, load forecasting, system
operation planning and to appraise competent authorities and Government, WRLDC &
WRPC. Also, timely monthly MWH import / export data collection, unit outages data is
necessary to furnish power system data for whole State to WRPC, CEA and preparation
of monthly reports and to publish on web-site. Many times, non-reporting of data by
PGCIL for inter face points causing delayed reporting. The above point was also
discussed in 475th OCC meeting of WRPC held at Mumbai on 10th Sept'15. PGCIL
agreed to submit the data on daily and monthly basis as requested by SLDC.
He has requested to arrange to furnish the data from one nodal point to Sub-SLDCs of
Gujarat and monthly data to SLDC-Gujarat in format attached at Annexure-8.6.

ITEM NO. 8.7 REAL TIME REVISION OF RENEWABLE ENERGY GENERATORS SELLING POWER TO OTHER STATES
CE, SLDC Madhya Pradesh informed that despite repeated persuasion, the WRLDC
Control Room is not serious regarding REAL TIME revision of Renewable Energy
generators selling power to other states. Even after several telephonic calls and e-mail
exchange REAL TIME revisions are being ignored by WRLDC, which cause problems in
scheduling as well as real time operations.
As advised by AGM, WRLDC MP is taking due care of revision from 6th time block and
for more than 2% quantum from immediate earlier block, still not following the REAL TIME
revisions which has a direct impact on commercial operation of stakeholders.
The Sub-Committee may like to discuss.

ITEM NO. 8.7 SUBMISSION OF MONTHLY GRID DISTURBANCE REPORT:
Chief Engineer, NPC, New Delhi informed that as per new work allocation work related to
Grid disturbance at regional/national basis is being monitored & analyzed by National
Power Committee, New Delhi.
He has requested to submit grid disturbance report on monthly basis as per enclosed
format (copy enclosed at Annexure no 8.7) for the month of January 2016 onwards
through email [email protected] and [email protected].
The Sub-Committee may like to note.
ITEM NO. 8.8 LILO OF 220 KV RAIGARH-BUDIPADAR LINE AT 400/220 KV PGCIL – RAIGARH SUBSTATION:
CE, SLDC, Chhattisgarh informed that, the issue of LILO of 220 kV Raigarh-Budipadar
line at 400/220 kV PGCIL-Raigarh substation was discussed in the 476th OCC meeting
and it was deliberated that WRPC will take up the matter with ERPC to expedite the
energisation of above link. This issue is still pending and needs to be resolved as early as
possible, as the same was approved in the Study Committee and CSPTCL has invested
a huge amount of money for completing this project. All the formalities for charging have
been done and only the consent of WRLDC and ERLDC is required.
The Sub-Committee may like to discuss the same. ITEM NO. 8.9 LESS QUANTUM BACKING DOWN AT GENERATING STATIONS ON
14.01.2016 (23:08 HRS.)
General Manager(OS), NTPC, WR-II HQ Raipur informed that SPS protection was acted on 14.01.2016 at 23:08:52 hr at Vindhyachal stage-III units (Unit-9 & 10). There was change in frequency observed from 49.97 to 50.07 Hz, SPS acted alarm appeared but no reduction in load occurred in both units. Both Units were running already at partial load i.e. 271MW & 275 MW respectively due to low schedule. As per logic load reduction may take place in U#9 & U#10 in case of SPS activation:
125MW in each unit, if Units are running at full load.
Zero MW, If units are running at 375MW or less load.
In between zero to 125 MW, If Units are running in-between 375MW to full load. Load & Freq trend of Unit-9:

He further informed that an email was received by SCE NTPC-Korba from WRCR at 16:50 hrs in the evening shift of 14/01/16, stating that Gwalior-Agra lines will be taken on planned shutdown for insulator cleaning works. During that period SPS was available only in Unit#7.After getting the above message from WRCR, CMC operation in Unit# 7 was taken out and kept in manual mode as a precautionary measure to avoid the spurious SPS operation (Since CMC operation is enabling criteria for operating SPS). Afterwards there was no further communication to NTPC-Korba regarding the restoration of Gwalior- Agra lines. At 23:08 hrs instantaneous load reduction could not happen, As CMC was not in service in Unit # 7. However NTPC-Korba followed the instructions of load reduction immediately after receiving the telephonic message from WRCR. Which is clearly indicative in the trend send by WRLDC The Sub-Committee may like to discuss the same.
ITEM NO. 9: WRLDC ITEMS 9.1IMPLEMENTATION OF REVISED SPS SETTING FOR WR-SR AS ADVISED BY
NLDC GM, WRLDC informed that as decided during the last OCC, the new SPS to be
implemented and action to be taken by different utilities are tabulated below:

As and when the new generators are identified by WRPC for backing down, POWERGRID shall change/modify the signal accordingly.

9.2 IMPLEMENTATION OF REVISED SPS SETTING FOR WR-NR AS ADVISED BY NLDC
GM, WRLDC informed that as decided during the last OCC, following action Plan was
envisaged,
A) Interim arrangement—
Quantum of backing Down at VSTPS, KSTPS and CGPL to be enhanced from
200 MW,120 MW and 180 MW to 330 MW respectively. Present status to be
reviewed.
B) Reasons for no backing down on 14th January Night---
i) On 14th Jan, 2016 at 23:08 Hrs, 765 kV Gwalior-Agra D/C has tripped causing
SPS operation of load/generation reduction. As per the WRPC revised
quantum, generation backing down in the range of 330 MW has to be done for
Gwalior Agra tripping at Korba, CGPL and VSTPS.
ii) It was observed that No Backing down was observed at Korba Vindhyahcal and CGPL.
C) Final arrangement—Backing Down of 250 MW at Sasan. Present status to be
reviewed.
POWERGRID, Sasan, VSTPS, KSTPS and CGPL may apprise the current status.
The Sub-Committee may like to note.
9.3Computation and independent monitoring of Maharashtra drawal at SLDC Kalwa for cross verification of drawal computed at WRLDC
GM, WRLDC informed that during 479 OCC it was decided that SCADA team of WRLDC
and SLDC Kalwa shall sit together and mutually sort out the discrepancies .
Present Status to be updated.
9.4 Telemetry issues from Maharashtra Stations
GM, WRLDC informed that telemetry issues from Maharashtra Stations have been
flagged in various WRPC / OCC meetings. However, comprehensive solution of the
pending issues is lacking despite assurance from SLDC/STU MSETCL. These are posing
constraints in outage coordination of EHV elements and real-time operation. In case of

contingencies, the lack of telemetry leads to delay in system restoration. The present
status of telemetry in Maharashtra is tabulated below:

9.5 Frequency Response Characteristic of Generators in WR
GM, WRLDC informed that during the special meeting held on 27-Nov 15, it was decided
to analyse the frequency response from bigger size stations such as Vindhyachal, Sipat,
Korba, CGPL-Mundra, APL Mundra, Sasan, Tiroda and Jindal Power (Tamnar).
Accordingly in the 478th OCCM the FRC of the above generating stations for the events
on 26-Oct’15 and 12-Nov’15 was explained by WRLDC. It was observed that the
response from CGPL, Sasan, APL Mundra-1, APL Mundra-2, APL Mundra-3, APML
Tiroda, JPL Tamnar, VSTPS-1, VSTPS-3 was NIL.
The matter was once again reviewed during 479th OCC.
Utilities may inform status of compliance to IEGC 5.2(f).

9.8 UNDER VOLTAGE LOAD SHEDDING SCHEME (UVLS) IN WESTERN REGION
GM, WRLDC informed that the need for Under Voltage Load Shedding Scheme (UVLS)
has been discussed and emphasized in various OCCM forums. UVLS is not meant for
routine voltage control. It is a part of defense mechanism similar to UFR schemes. UVLS
would help in preventing voltage collapse in the grid in case of multiple contingencies
occurring due to bus fault or cascade failure.

In 478th OCCM CE, SLDC Maharastra had stated that UVLS schemes at Lonikhand,
Bableswar, Padghe and Jejuri (with trip setting at 370 kV) would be implemented by end
of Dec’15.
In 478th OCCM, SLDC Gujarat has stated that Under Voltage load shedding scheme is
under implementation.
As per intimation of SLDC Maharashtra, UVLS has been implemented at 400 kV Parli and
400 kV Lonikhand on 31.12.2015. Target for other stations at 400 KV Babaleshwar,
Padghe and Jejuri was 15th January,2016. Maharashtra may update the status.
SLDC Gujarat may appraise the progress. SLDC M.P.and SLDC Chattisgarh may also
review and identify the critical load centres around which UVLS could be implemented.
The Sub-Committee may like to discuss.
9.9 Mock Black Start Exercise in Western Region
GM, WRLDC informed that as mandated by IEGC, the Black start capable units need to
conduct mock black start exercises once in every 6 months. Western Region has 29
generating stations with black start capability. As per the information available with
WRLDC, 14 Black Start Mock exercises have been completed in the year 2015. CLPIPL
gas power plant has conducted twice as per IEGC mandate.

NTPC Jhanor may plan joint mock blackstart drill in coordination with SLDC Gujarat and
WRLDC and try to complete it before March 2016.
Similarly SLDC Kalwa may plan blackstart mockdrill with Uran GPS, Bhivpuri, Bhira,
Pithan and Trombay. SLDC Gujarat may plan mock drill exercise for gas stations at
Sugen, GIPCL and Dhuvaran. In case of constraints in identifying load for the islanded
system exercise may be conducted by using the DG to blackstart the unit, charging the
station dead bus and synchronizing with the grid through bus coupler.
SLDC Madhya Pradesh may also explore possibility of conducting the exercise at hydro
stations of Indirasagar, Omkareshwar, Birsignpur, Gandhisagar by using the DG to black
start the unit, charging the station dead bus, charging the line and synchronizing with the
grid at remote end substation.
SLDC Madhya Pradesh may also update the status of governor problem at Birsinghpur,
Madhikheda, Rajghart Stations.
9.10 Ensuring Reliable telemetry from Solapur_PG, Pune_GIS and Aurangabad_PG
GM, WRLDC informed that unreliable telemetry from 765/400 kV Solapur_PG, Pune_GIS
and Aurangabad_PG is causing a constraint in visualizing the operating conditions in
South Maharashtra.

Between 20th Dec 2015 to 04th Jan 2016 the data from 765/400 kV Pune (GIS) was
unavailable for 156 hours, data from Solapur_PG was unavailable for 25 hrs and data
from Aurangabad was unavailable for nearly 41 hours out of 360 hrs.

WRTS-1, POWERGRID to apprise the reason for non-availability of telemetry from
765 kV stations in Maharashtra and update the progress in ensuring redundancy of
communication channel from these stations to WRLDC. Present action of WRTS1
for arranging the redundant lines to be reviewed.

9.11 Failure of SPS operation from Sholapur on 02.01.2016
GM, WRLDC informed that on 02.01.2016, between 0700 hrs to 0710 hrs, SPS condition
was satisfied having flow on 765 kV Sholapur-Raichur D/C was carrying 2500 MW for 5
sec. However there was no load shedding in SR or generation reduction at JPL, JPL
Extension, KSK, NSPCL, KWPCL, DB Power, LANCO, BALCO. It was understood from
telephonic discussion that SPS signal was generated from 765kV Solapur Station but not
received by Raipur station. The generating stations of WR have also informed that the
SPS signal was not received from Raichur/Solapur. Similarly signal was not received at
Kolar.
Again on 02.01.2016 765 kV Solapur-Raichur-II tripped at 10:46hrs causing overloading
in circuit-I, SPS condition was also again satisfied (Single circuit flow exceeded 1500 MW
for more than 2.5 secs). In this case also no SPS action by WR Generators and load loss
by SR constituents was reported.
During 479th OCC , Member Secretary requested PGCIL to submit the detail report of
failure of both the Communication link in this OCC meeting. Present status to be
reviewed.

9.12 Sudden Increase/ decrease in power Order on HVDC Bhadrawati BTB
GM, WRLDC informed that it was observed that the flow on HVDC Bhadrawati was
increased by 300 MW suddenly at 04:57 hrs (from 500 MW-800 MW) of 27.01.2015
without ramp. This caused sudden decrease in power flow on 765 kV Solapur-Raichur
line from 937 MW to 757 MW and consequent rise in voltage at Solapur from 797 kV to
802 kV. Already several lines were open on high voltage in Southern Maharashtra due to

low demand. 765 kV Aurangabad-Solapur line had also tripped earlier during evening
hours on high voltage.
Similar operation of fast change in power order was also observed at 06:28 hrs of 12th
January 2016 when the flow on HVDC Bhadrawati was raised from 500 MW to 1000 MW.
Oscillations were seen both on active power and reactive power
Such step changes on the power order of HVDC BtB between WR-SR are threat to
system security. It is desired that change in HVDC power order may be done at a ramp of
50 MW / minute except when specifically advised by NLDC / SRLDC / WRLDC during
contingency
