CORONAVIRUS DISEASE (COVID-19) ADVISORY
AND MEETING PROCEDURE
On March 16, 2020, the Health Officer of Contra Costa County issued an Order through April 7,
2020 that directed that all individuals living in the county to shelter at their place of residence
except that they may leave to provide or receive certain essential services or engage in certain
essential activities and work for essential businesses and governmental services.
Under the Governor’s Executive Order N-29-20, this meeting may utilize teleconferencing. As a
precaution to protect the health and safety of staff, officials, and the general public.
Councilmembers will not be physically in attendance, but will be available via video conference.
City Hall is currently closed to the public and will remain closed for the duration of the City
Council meeting. Consequently, there will be no physical location for members of the public to
participate in the meeting. We encourage members of the public to shelter in place and access the
meeting online using the web-video communication application, Zoom. Zoom participants will
have the opportunity to speak during Public Comment.
If you are submitting public comment via email, please do so by 3:00 p.m. on Thursday, April
23, 2020 to [email protected]. Please include “Public Comment 4/23/2020” in the
subject line. In the body of the email please include your name. Public comments submitted will
be read during Public Comment and will be subject to the regular three-minute time restriction.

SUBJECT: Local Business Assistance for COVID-19 Relief Programs
RECOMMENDED ACTION
Staff recommends the City Council review the attached proposals and provide direction.
BACKGROUND/DISCUSSION
On March 4, 2020, Governor Newson declared a state of emergency for California as it relates to
the spread of COVID-19. On March 10, 2020, the Contra Costa County Board of Supervisors
approved a proclamation declaring the existence of a local emergency caused by the introduction
of COVID-19. On March 16, 2020, in conjunction with six other Bay Area counties, the Contra
Costa County Department of Health Services issued an order (the “March 16 County Order”)
directing all individuals living in the county to shelter at their place of residence, except that they
may leave to provide or receive certain essential services or engage in certain essential activities
and work for essential businesses and governmental services. The March 16 County Order also
directs all businesses and governmental agencies to cease non-essential operations at physical
locations in the county, prohibits all non-essential gatherings of any number of individuals, and
orders cessation of all non-essential travel.
As a result of the above actions, many local businesses have endured financial hardships and
may qualify for State and Federal assistance in order to help mitigate the losses and remain in
business. However, due to the constantly evolving nature of new programs and application
processes, many local businesses are struggling with navigating the confusing landscape.
At the direction of the City Manager, staff reached out to two consulting firms to solicit
proposals to provide assistance to San Ramon businesses regarding COVID relief programs.
Staff received proposals from Townsend and Associates and Altamont Strategies (see attached).
Common features of the proposals include public education campaigns, online annexes for relief
information, online webinars, and a direct contact for local businesses to call for questions and
guidance.
Both proposals include a flat per-month fee structure over a three month period.

FISCAL ANALYSIS
The proposals range from $22,500 to $30,000 for the three month period. Funding will be
provided under the current fiscal year budget from a combination of the Economic Development
Budget and the City Manager Discretionary Fund.
STEPS FOLLOWING APPROVAL
Following approval, the City Manager will execute a contract with the chosen consulting firm.
Staff will work with the firm to establish a website, identify San Ramon businesses, and conduct
the online webinars.

Subject: City of San Ramon – Economic Development & Business Concierge Expansion Project
SCOPE OF WORK
Altamont Strategies principal, Judy Lloyd, is partnering with Kabateck Strategies of Sacramento to propose expansion of
the business concierge program to San Ramon’s Business Concierge Service to offer resources to San Ramon businesses
during the COVID-19 pandemic.
Components would include a public relations campaign, online information portal and resource “help desk” to aid San
Ramon businesses in navigating the loan and grant process during COVID-19. The resource page would outline available
resources through both public and private sector sources and help navigate the process.
Our expectation is to work with the City to set priorities for business outreach and provide content, up to date
information, community and public relations expertise and technical support on accessing loans and benefits available
during the pandemic. It is our expectation that San Ramon will manage the technical configuration on their website.
CONSULTING TEAM
Judy Lloyd is the owner of Altamont Strategies, a company that manages community relations campaigns, government
affairs and special projects. Lloyd has served as an appointee of two U.S. Presidents, serving three Cabinet Secretaries at
the U.S. Departments of Agriculture and Labor. Lloyd handled congressional and intergovernmental affairs and was
appointed as the first woman to serve as the Western Region IX Representative for the U.S. Labor Department, just after
September 11, 2001. She was awarded the Exceptional Service Award and the San Francisco Business Times Woman of
Distinction in Politics in Government. In 2020, she will be inducted into the Contra Costa Women’s Hall of Fame.
Most recently, Lloyd served as campaign manager for the successful Measure Y campaign in Danville. She currently
assists with land use campaigns and manages fundraising for the San Ramon Eagle, a public art project.
John Kabateck is the owner of Kabateck Strategies, a Sacramento based strategic firm that provides a clear and resonant
voice among policymakers, media, and the communities through the development of premier coalitions, association
strategies, and communication campaigns. Kabateck has over 25 years in the Capitol, serving as senior staff for two
governors. He later became the senior legislative director for the California Restaurant Association, and then became
the California state director for the National Federation of Independent Business.
Nate Haderlie is an account executive for Kabateck Strategies. His experience includes public relations efforts for
McDonald’s restaurants throughout Northern California and Northern Nevada, and community outreach for Ronald
McDonald House Charities Northern California.

BUDGET
A budget of $30,000 for 90 days is requested to fully implement public relations, content management, and resource
management. This timeframe may be extended, as needed, by the City of San Ramon.
CONCLUSION
Altamont Strategies and Kabateck Strategies know how to navigate government at all levels and welcome the
opportunity to partner with the City of San Ramon to assist during the pandemic.

Emergency Resources Support Services to the City of San Ramon (“City”).

TPA will utilize a strategic and comprehensive approach to assist the City evaluate what state
and federal resources may be available to meet the immediate needs of local businesses as a
result of the impact of the COVID-19 pandemic. With a team of 14 registered state and federal
lobbyists and grant writers, TPA has the breadth and depth of experience AND the ability to deploy
the personnel needed to address the needs of the City and its businesses, as well as provide
assistance in accessing various programs available through the state and federal governments.

SCOPE OF SERVICES
The Federal Government has authorized over $2.2 trillion in stimulus funding for aid programs to
combat the impacts of COVID-19. The stimulus is being provided to states, local governments,
businesses, and individuals through dozens of existing programs, as well as through new
programs established as part of the stimulus efforts.
Many of these programs are aimed at providing relief to businesses impacted by the sudden
freeze on the economy. Given the number of programs, each with their own eligibility
requirements and funding criteria, it can be cumbersome for local governments and small
business owners, who are focused on keeping the lights on and eventually being able to reopen
their doors, to identify and navigate the various assistance programs. As the City of San Ramon
continues to support its residents and the local community, it is critical that business owners be
provided with the resources they need to apply for these programs and receive funds from the
federal government as quickly as possible.
TPA will utilize the following strategic and comprehensive approach to work with the City to
establish a program to provide support services to assist City businesses in accessing available
resources:
• Identify City Staff Support: TPA will work in coordination with the City to designate a
program staff member who will provide coordination and support to the program. This includes
monitoring incoming emails, providing TPA with business contact details, logging participant
information, and screening businesses to ensure they meet any geographic or business
criteria that the City may want to put into place.
• Create Pre-Launch Content: TPA will work with City staff to identify the needs of the
business community, evaluate the current information provided through the City’s website and
develop any needed content for a centralized small business support center. This will allow
small businesses access to quick information and provide them with a contact email address
to participate in the City program.
• Coordinate Program Launch Event: TPA will work with the City to conduct targeted
outreach to businesses, non-profits and community stakeholders to make them aware of the
program. TPA will host a webinar with City officials, and other necessary partners, to launch
the program and provide an overview of the programs available, the services being offered,
and how to participate in the program.
• Manage Participant Intake: Utilizing the business contact information provided by City staff,
TPA will manage a comprehensive intake process to schedule one-on-one appointments and
triage the needs of individual businesses.
• Conduct Business Needs Assessment: TPA will connect directly with business owners,
and their representatives, to evaluate their individual goals and desired outcomes. Using this

information, TPA will identify what assistance programs the business may be eligible for and
how they can leverage those various programs to achieve their stated goals.
• Provide Guidance and Direct Support: TPA will provide businesses with direct support as
they apply for the identified programs, including assessment of eligibility, step-by-step
instructions, identification of information needed to submit with any applications, and
addressing any technical questions they may have with the application.
• Address Application Issues: Where necessary and able, TPA will act as a liaison to
individual agencies and departments to assist businesses in resolving issues with their
application. This includes utilizing legislative contacts, relationships with state and federal
government officials, and collaboration with industry groups.
• Provide Progress Reports: TPA will coordinate with the City on our activities. TPA will
provide timely electronic reports on the assistance provided, including the status of
applications. In addition to written reports, TPA will be available to the City for conference
calls, briefings, and meetings necessary to establish and carry out the City program.

FEE SCHEDULE
Given the uncertainty surrounding the duration and economic impact from the COVID-19
pandemic, TPA proposes an initial contract term of three months. Should it be necessary to
continue these services beyond the initial contract term, TPA would propose a month-to-month
extension of the above services at the continued rate of $7,500 per month, until December 31,
2020.
