MINUTES TOWN OF FORT MILL

HISTORIC REVIEW BOARD MEETING August 8, 2017

Absent: Jonathan Mauney, Nik Radovanovic, Michael Hirsch

CALL TO ORDER

Chairman Roman called the meeting to order at 4:30 p.m.

APPROVAL OF MINUTES

Mr. Heemsoth made a motion to approve the minutes from the July 11, 2017, meeting as presented. Ms. Blair seconded the motion. The motion passed with a vote of 4-0.

NEW BUSINESS

1. Request for Certification of Appropriateness – 133 Clebourne StreetChairman Roman introduced the item. Assistant Planner Dil stated that the applicant has requestedthat this item be deferred to the next meeting as they were unable to attend. Ms. Blair made amotion to defer the item to the September meeting. Mr. Heemsoth seconded the motion. Themotion was approved by a vote of 4-0.

2. Request for Certificate of Appropriateness – 111 Clebourne StreetNote: Since the applicant for item 2 had not arrived. Assistant Planner Dil requested that itemnumber four be discussed next.

Chairman Roman introduced the item. Assistant Planner provided an overview of the requestwhich was to install a new blade sign to the side of the building at 111 Clebourne Street. This newsign will be attached with a black powder coated aluminum bracket. The color of the sign will becream with black letters and made from high density urethane. The sign will be approximately 7square feet. The applicant will remove the existing pole sign as part of the process.

Chairman Roman asked about the materials and bracket. The applicant confirmed the materials as listed in the application. Hearing no further discussion, Chairman Roman requested a motion. Ms. Blair made a motion to approve the signs as submitted. Ms. White seconded the motion. The motion was approved by a vote of 4-0.

3. Request for Recertification for Baily Bill – 200 Main StreetAssistant Planner Dil stated that this is a request for a Certificate of Appropriateness to install adeck/patio to the rear of a commercial building. She stated that this item was briefly discussed atthe previous meeting however, since full renderings were not available the Board requested thisitem be brought back when they were complete. This is the final item to update the PreliminaryCertification for the Baily Bill to include all changes made since prior precertification.

Assistant Planner Dil provided an overview of the application which is to install a wood deck tothe rear of the commercial building. The deck will include handrails and post made of wood. Therailing will also include equally spaced stainless steel cables. Since the support posts will not bevisible no additional screening of the underside is required.

Hearing no further discussion, Chairman Roman requested a motion. Ms. Blair made a motion toapprove the item as presented. Mr. Heemsoth seconded the motion. The motion was approved bya vote of 4-0.

4. Request for Certification of Appropriateness – 200 Main StreetChairman Roman introduced the item. Assistant Planner Dil provided an overview of theapplication which is to install a chiller/cooler and wood shed in the rear of the commercialbuildings at 200 Main Street. The chiller/cooler will be screened by a wood enclosure painted tomatch the proposed deck. The wood shed, which will store wood for the barbeque restaurant willbe made of wood lap siding. It will also be screened from view.

A discussion ensued to confirm location, materials and screening of the proposed equipment.Hearing no further discussion, Chairman Roman requested a motion. Ms. Blair made a motion toapprove the Certificate of Appropriateness. Ms. White seconded the motion. The motion wasapproved by a vote of 4-0.

OTHER BUSINESS There being no further business, the meeting was adjourned at 4:50 p.m.

Request

The Town has received a request for a Certificate of Appropriateness to demolish the existing building at 312 N. White Street and construct a new 17,100 square foot two-story building.

Site Description and General Construction Plan

The property is located at 312 N. White Street at the intersection of Skipper Street. The parcel is currently zoned Local Commercial (LC)/Historic. Parcels in the area are zoned R-15, Local Commercial, and General Industrial. Properties along this section of N. White Street include, the Founder’s Home, the old Springs Headquarters, Walter Elisha Park and Fort Mill Automotive. According to the York County Tax Assessor’s property card for 312 N. White Street the existing building was built in 1971. It is a non-contributing single story brick building, approximately 5,000 square feet. The project also includes an adjacent vacant parcel to be used for additional parking.

The new building will be two stories and approximately 17,100 square feet. It will be masonry with a blended grey color selection to include dove, slate and pewter grey. The building will have a distinct water table, as well as various brick details. Large vertical windows will be located throughout each elevation. A generally rectangular shape building and flat roof are both consistent with many commercial buildings in the historic district. Please see attached drawings for project details.

Historic District Design Guidelines Review

New construction in the Historic District should be compatible with the surrounding historic fabric but also express its true age. A key objective is to retain the overall character of the district while accommodating creative, yet compatible new buildings. New commercial buildings located outside of the immediate Main Street area should draw inspiration from those located within its general vicinity.

To achieve compatibility, a new building should:

• Relate to character-defining features of the context, including setback and open space patterns,mass and form, entries and porches, materials and other features

• Relate to features in the surrounding historic context and on adjacent properties, includingsetbacks, building heights, porch and window heights, the proportions of windows andarchitectural features, as well as roof forms.

• Express its true age, rather than directly imitating a historic style, or using faux historicinterpretation of the context.

• A new building may use a variety of designs to achieve compatibility. These may includesimplified interpretations of historic styles, or creative contemporary designs that incorporatecompatible features.

• Additional parking will be located behind the existing parking loto Guideline 6.7 – Minimize the visual impact of surface parking. Locate parking at the rear

or to the side whenever possible.o Guideline 6.19 – Provide a visual buffer along the edge of a parking lot and between

parking lots.

Staff Recommendation and Comments

According to the Zoning Ordinance, the HRB may delay the granting of the Certificate of Appropriateness for a period of up to 180 days after a finding by the HRB that the structure is of extreme historical importance to the people of Fort Mill. If the board finds that a building proposed for demolition is of no particular historical significance or value towards maintaining the historical character of Fort Mill, it may issue the Certificate in the normal manner. In the case of the building at 312 N. White Street, staff has determined there is no historical value and would recommend the approval to demolish without delay.

The site plan within the application does not provide much detail of parking area. Staff would recommend adding additional landscaping / buffer notes to the site plan. Also, many recent projects such as Veterans Park, Millstone Park and Hobos Restaurant have incorporated brick columns with caps into the landscape. Including something similar into this project would help visually connect this area of downtown Fort Mill with Main Street.

By adding additional details throughout the building elevations, the applicant has responded to comments from the HRB when a concept drawing was brought forward for review at the July HRB meeting. For the construction of the new building the applicant has met the requirements and intent of the Historic District Design Guidelines and staff recommends approval of the Certificate of Appropriateness.

Request

The Town has submitted a request for a Certificate of Appropriateness to install a handrail at the sidewalk edge on the south side of the 100 block of Main Street between Confederate and Academy Streets.

Site Description and General Construction Plan

The area for the handrail installation will be along Main Street between Confederate and Academy Streets. The area is currently zoned Local Commercial (LC)/Historic. Uses in the area include small scale retail, professional services and office. The purpose of the handrail is to prevent someone from falling from the raised sidewalk onto passing cars below.

The applicant has submitted two different styles of railing/fencing. The first one which is black, either aluminum or wrought iron, with vertical rails similar to the fencing around nearby Hobos Restaurant.

While this may be more in keeping with the character of the of the historic district it may also block the view of the buildings. The second example would consist of either aluminum or wrought iron posts with horizontal metal cables. This would be a simpler, less obtrusive view but may not be consistent with the character. It should also be noted that similar railings are being used and have recently been approved for other parcels along Main Street.

Historic District Design Guidelines Review

Staff Recommendation

Either design submitted would be meet the requirements and intent of the Historic District Design Guidelines.
