Samahan ng Artisanong mga Mangingisda ng Calatagan (SAMMACA) was established last October 17, 1992 with the help of Community Extension for Research and Development (CERD). It was formerly known as Samahan ng mga Maliliit na Mangingisda sa Calatagan. SAMMACA aims to unite the small fishermen of Calatagan, Batangas with the goal of having peaceful and productive fishing water. To accomplish this vision, the organization created advocacy works and developmental programs to protect the sea which most of the people rely on. As of now SAMMACA has organized 10 chapters along the coastal barangays of Calatagan. Vision, Mission, Goals (Organizational Thrust): “mapagkaisa ang mga maliliit na mangingisda sa Calatagan, Batangas patungo sa isang mapayapa at produktibong pampangisdaan” Developmental Plan:

♦ Strengthen the skills and capabilities of the members of SAMMACA through trainings and seminars sponsored by partner institutions.

♦ Introduce alternative livelihood programs that would increase income of families and at the same time to continue protecting the marine life.

♦ Continue the struggle to implement the Fisheries Code of the Philippines (R.A. 8550)

Current Programs/Projects/Activities:

♦ Organizing o Description: The aim of this program is unite the small fishermen on each

barangay to protect their fishing waters. o Participants/Recipients: all coastal barangays of Calatagan, Batangas

♦ Capability Building Program o Description: SAMMACA provides Skills, Leadership and Environment

Care training to its members to enhance their knowledge and concern for the environment.

o Participants/Recipients: members of SAMMACA

♦ Socio-Economic Program o Description: The objective of this program is to help the people in the

community gain skills and possible fund to start their own business or for other sources of income.

o Participants/Recipients: members of SAMMACA

♦ Environmental Protection and Rehabilitation Program o Description: With the help of other partners and its members, SAMMACA

aims to encourage the people in Calatagan to protect and show their concern for the environment

o Participants/Recipients: coastal barangays of Calatagan

♦ Policy Advocacy and Networking o Description: The organization aims to strengthen its vision of peaceful and

productive fishing waters through reforms, policy implementation and networking with other concerned groups.

COMMUNITY Address: Brgy. Sta. Ana, Calatagan, Batangas Population: 500 + families Local Government Jurisdiction: Municipality of Calatagan Description: The community is a few kilometers away from the town of Calatagan, Batangas. It is considered to be an agricultural land. The name Calatagan originated from the words “kalat na kapatagan”, that I why geographically, we can describe the area with big chunks of farm lands. Thereby making most of the families also do farming (sugar cane). Socio-Economic Background:

♦ Main sources of livelihood: o Fishing o Farming

For some, they had to share their profit to Mr. Uy, who owns the land.

♦ Alternative sources of livelihood o Some are in construction or employed as farm workers o Some has their own small sari-sari store Note: usually a member of the family earns (sons also help during harvest

season) there are 5 members in a family most people in the community rely on fishing

Socio-Cultural Background:

♦ Educational Background o Most of the people in the community are only elementary graduate due to

the lack of money for education. Some reached high school but eventually had to stop schooling to help their family earn a living.

♦ Main Languages/Dialects Spoken o Most people converse in tagalong.

♦ Religion ♦ Most are Catholics ♦ Religious Groups Present

♦ Influential persons/institutions in the community o Mr. Manuel Uy owns most of the land where they live, which makes the

people follow his orders or plans for his property.

o Some are concrete and usually has 2 bed rooms. o Approximately about 30 sq. meters

♦ Sanitation o A few houses have toilet/bathroom because the owner forbids them from

making structures in his property. ♦ Water Source
