FACILITY NOTICE NO. 14/2016

Sub. Introduction of new facility for payment of dr~wback andother refunds by DBK(M) section. directly to Exporter's Bank Accountsinstead by way of is~uing of cheques: - reg.

Attention of ail coricerned is drawn to the Standing Order No.06/2012dated 26.05.2012 and Facility Notice No. 19/2012 dated26.05.2012 regarding the procedure for payment of drawback and otherrefund.

As per the existing procedure, duty drawback claim is. sanctioned bythe Assistant /Deputy Commissioner of Customs and issuance of Order-in-original in terms of Board Circular No.46/2011 dated 20.10.2011. Afterissuing the Order file will be marked to the DOS Drawback, for entering thedetails like the date of receipt of file, file No., 0-1-0 No. and date, name ofexporter, lEC No.., amount of drawback sanction, Cheque no. and date,Bank Name and Account No in which the cheque will be submitted by theexporter and the date of sending the file for post-audit, whenever the file isbeing sent for pos t-a.udrt in the Register. The DOS Drawback will makeentries in the Ledger and put up to ACAO (Drawback) who will do theLedger Audit and issue the cheque. To avoid delay a faCilityfor payment ofdrawback amount directly to the Exporter's bank aoco'urrt by way ofNational Electronic Funds Transfer (NEFT)/Real Time Gross Settlement(RTGS)in place cheque payment is being newly introduced in the Air CargoComplex, Mumbai.

There shall be no change in the existing procedure. However underthe new facility, cheque would not be handed over or dispatched to theapplicant or his authorised person, but would be forwarded to theconcerned ACAOalong with the authorization letter (in duplicate) from theExporter and drawback file. The ACAO would then prepare a scroll ofdrawback amount received on a particular day and forward the same to theState Bank of India, Sahar (East), M'urnbai on the next working day. Thescroll would be forwarded in a soft copy, and a hard copy under signatureof the ACAOand Assistant Commissioner of Customs/Drawback Section,along with a cheque for the consolidated drawback amount.

Upon receipt of the scroll, along with the cheque the consolidateddrawback amount, the Bank would make payment to the respectiveclaimants in their accounts as per Annexure 'A' or Annexure' B' (annexedto this facility notice), as the case may be.

The Salient features of the new faCilityare as under -

(i) . The facility shall be available in respect of drawback claimsfiled after issuance of this facility notice. However, the facility couldbe extended to past claims where order-in-original have not beenissued· and cl.airnarrt makes a specific request .with necessaryauthorization, in duplicate, in the format annexed to this notice i.e.Annexure 'A' or Annexure 'B'(annexed to this facility notice), as thecase rnay be.

(iv) State bank of India, Sahar road, Andheri (Ecistl'h~ve, alsoinforrned that.il the payrnent is to be made to the resrpeottve Claimantin their non~SBI account, the sarne would attract NEFTjRTGScharges plus service charges as applicable as per RBI and SBIguidelines. Further, this facility would be available for lirnited hourson Saturday.

With the introduction of above facility, it is expected that the tirne forpayrrie n t of Drawback. / refunds to the clairnants will come downs ignifican tly.,
