A. AUTHORITY:
A1. This Airworthiness Notice has been issued under the authority vested in DG CAA vide Rule 4 and 5 of Civil Aviation Rules 1994 and ANO-145.
B. PURPOSE:
B1. This Airworthiness Notice is issued to describe the requirements of Certification Authorizations issued by maintenance organizations approved under ANO-145.
C. SCOPE:
C1. This Airworthiness Notice prescribes the pre requisites and requirements of Certification Authorizations issued to certifying staff by maintenance organizations approved under ANO-145.
D. DESCRIPTION:
D1. DEFINITION:

D2. GENERAL:
D2.1 As per ANO-145, it is mandatory on the maintenance organizations to issue its
Certifying Staff with Certification Authorizations. In order to standardize the pre-requisites, contents and format of said Certifying Authorizations, the requirements prescribed in this notice shall be followed.
D3. APPLICABILITY:
D3.1 This Airworthiness Notice is applicable to all ANO-145 approved Maintenance
organizations. All the Certification Authorizations issued before the implementation date of this Airworthiness Notices shall be re-issued in line with the requirements specified below within Two (02) Months.
D4. CERTIFICATION AUTHORIZATION CONTENTS & FORMAT:
D4.1 Certification Authorizations issued to Certifying Staff by ANO-145 approved
Maintenance Organisations shall be on a single A4 size paper, of which both front and back sides can be used and shall contain the following minimum information.
D4.1.1 Company Name and Logo
D4.1.2 Full Name
D4.1.3 Latest 1”x1” size photograph
D4.1.4 Staff No.
D4.1.5 Department/Division/Section

D4.1.14 Following Terms and Conditions:
a. This authorization is valid provided AML & continuation trainings remain valid and the person remains in the active service of [Organisation Name].
b. This Authorization does not authorize the holder to certify any other maintenance task except as detailed within the Scope of Authorization.
c. All Certification documentation must be supported by Signature and Authorization stamp.
d. Your Signature below indicates that you have read and understood these Terms and Conditions, which should be read in conjunction with the latest revision of MOE, EMPM/EPM and PCAA regulations.
D4.1.15 Signature and Stamp of Authorization holder agreeing to the Terms and
Conditions.
D5. VALIDITY OF CERTIFICATION AUTHORIZATION:
D5.1 The validity of Certification Authorization shall not exceed two (02) years and
subject to the validity of:
D5.1.1 AML
D5.1.2 Continuation Training

D6. COMPETENCE ASSESSMENT FOR CERTIFICATION AUTHORIZATION:
D6.1 As stated in ANO 145.A.35 (f), all certifying staff are required to be assessed for
competence, qualification and capability related to intended certifying duties
before issue / re-issue / renewal of a Certification Authorization. This
competence assessment is to be carried out in accordance with a procedure
spelled out in the organization’s MOE. The competence assessment shall at
least include the following:
D6.1.1 Assessing the person through an oral assessment conducted by a
board that consist of at least one Quality Assurance representative and
concerned sectional Head.
D6.1.2 Documenting the oral assessment on a controlled document / checklist.
D6.1.3 Fully exposing the person to relevant work under the supervision of
either another certifying person or a quality auditor for one month. (Not
required for renewal)
D6.2 When the person has been recruited from another approved maintenance
organization and was a certifying person in that organization, then, for issuance
of Certification Authorization, the organization may accept a written confirmation
from the person responsible for running the quality system about the person.
D7. WORKSHOP / COMPONENT / NDT CERTIFICATION AUTHORIZATION:
D7.1 The organizations following Personal Approval System of PCAA for Shop
personnel before grant of ANO-145 approval shall continue to follow the same
system for one (01) year after grant of ANO-145 approval. The system shall be
converted to Certification Authorization being granted by Quality Manager after
one (01) year subject to satisfactory performance of the organization in running
the Authorization System for other certifying staff. Same shall be assessed by
Airworthiness Field Office through surveillance and Continuation Audits.
D7.2 The System of Personnel approval for shops shall be described in detail in the
Organization’s MOE which should be based on the guidelines given in AWNOT-
025. The Maintenance staff must meet the qualification / training requirements
specified in PCAA ANO-066 all the times. A detailed procedure for issue / re-
issue / extension of Certification Authorization to Workshop / Component / NDT
Certifying Staff in Shops must also be outlined in Organization’s MOE
addressing at least the requirements given below:
D7.2.1 Basic Training D7.2.2 Equipment Specific Training D7.2.3 Experience (Min 2 years aviation experience for issue) D7.2.4 Written examination (before issue / extension only) D7.2.5 Assessment by Oral Board (As per ANO 145.A.35 (f) and Para D6 above)
D7.3 The Workshop / Component / NDT Certifying Staff shall record their
maintenance experience in the Experience Log Book so that it may be referred
during consideration for re-issue / extension of Certification Authorization.
