Being able to drive legally in Alaska is a privilege available to most residents in the state. It only requires that you take the first steps to achieve it. You may be wondering what the different processes for obtaining, maintaining and updating both your driver’s license and your identification card are.

Additionally, you may want to know whether or not it is required that you take different steps in order to obtain your license or ID card. The requirements and specifics of each process can often be stressful and a hassle to deal with. This guide aims to assist you through every step of the way.

All DriversBecoming a driver means having to first go through different tests in order to prove to the Division of Motor Vehicles (DMV) that you are a capable driver, as well showing that you have a thorough understanding of the laws and regulations you will need to abide by once you begin driving. This is necessary to prove because you may be in situations on the road where certain skills and knowledge will be required in order to maintain your safety and the safety of those around you.

There are four types of exams that you must take before you can obtain your driver’s license. Three of these tests must be taken in order for you to even qualify to take your driving test. These three first tests are a vision, written, and alcohol and drug awareness tests. These tests will ensure that you are well prepared to take on your responsibility as a driver.

Vision Test

In order to obtain your driver’s license or permit, you have to take a vision a vision test, in which you must have a vision of 20/40 in each eye or with both eyes together. You must wear corrective lenses if you do not meet this standard without corrective lenses. If you fail the vision test, you will not receive your driver’s license or permit until you are able to pass it. If your vision is at least 20/50 and not worse than 20/100, you will need to be examined by an eye specialist. If your vision cannot be improved, your license may be denied or you may receive a license with certain restrictions.

Written Test

The written test is required if you are applying to obtain your driver’s permit, have had your driver’s license expired for a year or have had driving privileges revoked. In the test, you will be asked questions that require you to have basic knowledge regarding traffic laws, driving safety and recognition of highway signs. If you do not pass the test, you are allowed to retake it the next day. When you finish going through these steps, you will have completed the process and will receive your temporary driver’s permit which will be valid for 60 days. Your permanent driver’s license should arrive within two weeks. Continue following the next few steps to move towards obtaining your provisional license!

Teen DriversBecoming a driver on the road as a teenager is an exciting experience. However, before you can gain access to this privilege, you will need to prove yourself capable of handling the responsibilities that come with this newfound freedom. In order to do this, you will be required to go through different stages of driving practice and testing before you are allowed to obtain your adult driver’s license.

Step 1: Driver’s Permit

The first part of obtaining your driver’s license as a teenager is obtaining your driver’s permit. This permit will allow you to practice driving behind the wheel of a vehicle, but it will have certain restrictions, such as requiring that you be supervised by an adult who is at least 21 years of age, that you not commit any traffic violations while you hold your permit and that you practice driving for a certain amount of time before you are qualified enough to apply for your provisional license.

You can obtain an instruction permit in Alaska when you turn 14 years old. These permits are valid for two years and may only be renewed once. Out-of-state teens who have permits from other states must still apply for a permit in Alaska before they may drive in the state.

To obtain your learner’s permit:

• A U.S. birth certificate

• A passport or passport card

• A certificate of naturalization

Provide a signed Parent/Guardian Consent for a Minor (Form 433).

Provide proof of your legal name, date of birth and citizenship. This may include items like:

Visit the DMV office.

Fill out the Application for Alaska Driver License, Permit or Identification Card (Form 478).

Proof of your Social Security Number (SSN)

Pass a vision test.

Bring a second document to verify your primary proof. This document can be:

Step 2: Driver’s Education

In the state of Alaska, it is not mandatory for you to take a driver’s education course. However, it is always wise to take one to help improve your driving skills and knowledge for when it comes to take your driving test. Step 3: Provisional License

If you have obtained your driver’s permit, you will be able to take the final step toward obtaining your provisional driver’s license. This license will be valid until you turn 18 years of age and become eligible to receive your adult driver’s license. The provisional license will allow you more freedom than your driver’s permit, but it will still require that you abide by a few restrictions until you turn 18.

In order apply for your provisional license you must meet these standards first:

After you complete each of these steps, you will officially be awarded your temporary provisional driver’s license. Your permanent provisional driver’s license will arrive in the mail.

You must have had a learner’s permit for at least six months.

You need to be at least 16 years old.

You must have at least 40 hours of driving experience, including 10 hours of driving in inclement weather and at night.

• While practicing, the adult supervising you must have been at least 21 years of age and have been licensed for at least one year.

If you made a mistake or had any traffic violations while you had your learner’s permit, you must wait an additional six months before applying for a provisional license. If you received a traffic citation totaling more than 6 points in a 12-month period or 9 points in a two-year period, you must take a defensive driving course.

Once you are fully prepared and qualified to apply for your provisional driver’s license, follow these steps to apply:

Schedule an appointment to take the road test. Either visit the DMV office in person or schedule online here.

Provide a completed Parent/Guardian Consent for a Minor (Form 433).

Provide proof of:

• Your driver’s permit or your written test scores and two forms of identification.

Complete the Application for Alaska Driver License, Permit or Identification Card (Form 478).

Pass the driving test.

• You must provide your own vehicle for the test. The vehicle must be registered, and you may need to show proof of insurance. Before the test, your vehicle will be checked to ensure that it meets requirements.

Have your picture taken.

You are not allowed to drive between the hours of 1:00 a.m. and 5:00 a.m. unless you are with a parent, legal guardian or a licensed driver who is 21 years of age or older.

• You may drive a vehicle between 1:00 a.m. and 5:00 a.m. by yourself if you are driving to or from your job, but you must take the most direct route there.

You are not allowed to have passengers younger than 21 years of age (except for siblings) in your vehicle unless you are accompanied by someone at least 21 years of age who holds a valid driver’s license.

Teens Living in Rural Areas

If you are a teenager younger than 16 years of age living in a rural area of Alaska, you are not required to obtain a driver’s permit. However, it is recommended that you practice driving behind the wheel with an adult supervising by obtaining a driver’s permit.

If you are a teenager between the ages of 16 and 17 in a rural area of Alaska, you can obtain a provisional driver’s license. However, you will be required to follow the same restrictions as those who live in urban areas of Alaska. Once you turn 18 years of age, you can apply for an Off-Highway Class D driver’s license.

Provisional License Restrictions

Being an adult driver is slightly different from being a teenage driver, as getting a license is easier and comes with more freedom. This is why it is important to ensure that you are fully prepared before obtaining your driver’s license. As your freedom grows, so do your responsibilities as a driver. To make sure you prepare yourself thoroughly before you proceed in applying for your driver’s license, review the sections below.

Driving Test Before you can receive a driver’s license, you must take a driving test that will assess your driving skills and knowledge. You can take the driving test either at a DMV office that allows you to take your road test or at an approved third-party testing center. You may need to make an appointment with the DMV office or testing center prior to taking the test and will have to pay a fee, though prices vary. At the DMV offices, the driving test fee is $15, while third-party driving testing prices depend on the testing center.

In order to take the driving test, you have to provide a vehicle that is insured and registered. The vehicle will have to pass the safety test the examiner conducts before the driving test begins. Any mechanical issues will have to be fixed before the driving test can begin. Items that must work on the car include:

Once you have completed the driving test, the examiner will explain to you and correct any errors you committed. The examiner will determine if you passed or failed based on your score. If you pass, you will receive your driver’s license. If you fail, the examiner will let you know which skills and techniques you need to improve on, and when you can return to retake the driving test. You will generally have to wait at the very least a week before you can retake the driving test.

Failing the Road TestIn the case that you fail the driving test, it may be due to one of these reasons:

You violated any traffic laws.

You drove recklessly or dangerously.

You made errors in safe driving practices.

You caused a crash.

You did not follow your examiner’s instructions.

You did use turn signals.

You were not able to operate any of the vehicle’s controls.

At this point, you must retake your driving test. However, your examiner will let you know when you can retake the test. You must typically wait one week before retaking the test.

Alcohol and Drug Awareness TestTaking the Alcohol and Drug Awareness test is a requirement if you are 21 years of age and are applying for or renewing your adult driver’s license. The test will require that you have a basic knowledge of issues involving alcohol and drugs and their effects on your body while you drive, as well as the consequences of being intoxicated while driving in Alaska. You must pass the test in order to receive your driver’s license. Certain individuals are exempt from taking the alcohol awareness test. These include all applicants who obtained their driver’s licenses before October 21st, 2008 and applicants 21 years of age or older who are transferring a license from another state.

Adult Driver: Never Had a LicenseIf you are an adult looking to obtaining your driver’s license in Alaska, you will not be required to go through as many steps and procedures as teenage drivers. This is because as an adult you can move directly towards obtaining your driver’s license without having to ever first obtain a driver’s permit. However, you must still take the same types of tests, as well as the alcohol and drug awareness test if you are 21 years or older.

To know what steps to take to obtain your first adult driver’s license, please read the steps below:

Visit a DMV office.

Fill out the Application for Alaska Driver License, Permit, or Identification Card Form (Form 478).

Provide your valid Social Security Number (SSN).

Provide proof of your name, birth date and citizenship status:

• U.S. birth certificate

• Passport or passport card

• A work authorization document issued by the Department of Homeland Security

• U.S. military identification

• An Alaska instruction permit

• A certificate of citizenship, naturalization or birth abroad.

Provide a second document to verify your previous document:

• Employee ID

• School ID

• Health insurance card

• Permit or license from another state

Provide proof of your address:

• Utility bill

• Voter registration card

• Pay stub

• Bank statement or voided check

Pass a vision test.

Pass a written test.

• If you have a valid Alaska driver’s permit, you do not need to take the written test.

Pass the Alcohol and Drug Awareness Knowledge Test.

Once you have done this, you will then be required to set up a date to take your driving test in order to obtain your driver’s license. You can schedule an appointment in person at your nearest DMV office or you can do so online here.

There is a fee of $15 for the driving test. You must provide your own vehicle, which will need to pass a safety inspection performed by the examiner. You may also need to provide proof of your vehicle registration and insurance.

After completing the driving test, you will need to pay a fee of $20 for the driver’s license. After you have completed the steps above, you will obtain your temporary driver’s license. Your permanent driver’s license should arrive within two weeks from the DMV office.

Adult Driver: Rural DrivingIf you are living in the rural areas of Alaska but would still like to be able to drive on the off-highway roads, you are able to do so by obtaining an off-highway Class D driver’s license. This license does not require you to take a road test, and allows for you to apply through the mail by sending all of the necessary documents and your written exam. However, because it does not require a road test, the license comes with an off-highway restriction, which allows you to drive only on roads that are not connected to the major highways and on any roads that have an average daily traffic of no more than 499 vehicles.

If you are interested in obtaining an off-highway driver’s license, you must follow all general licensing requirements, but you will not need to complete a road skills test. However, you will still need to pass the written test, complete a vision test, pay the license fee and verify your identity, Social Security Number (SSN) and date of birth.

Adult Driver: New ResidentIf you are a new resident from either outside the country or out of the state, you will need to obtain an Alaska driver’s license in order to be able to drive on Alaska’s roads. To best understand under what circumstances you will be required to obtain an Alaska driver’s license, review the sections below.

If you are 16 years of age or older and hold a valid driver’s license from another state, U.S. territory, or country, you will be able to drive without needing an Alaska driver’s license. However, once you have been driving in Alaska for over 90 days, you must obtain an Alaska driver’s license in order to continue driving in Alaska.

If you interested in obtaining an Alaska driver’s license as a new resident, you will need to follow the general steps for requesting a driver’s license. These include verifying your identity, date of birth and Social Security Number (SSN). If you do not have a valid driver’s license from another state, you will also need to take the road test. However, if you have a valid driver’s license from another state, you will typically not be required to take the road test in order to receive an Alaska driver’s license.

After you receive your driver’s license, you have to keep track of when it expires. Otherwise, you will be driving with an invalid license, which is illegal. If you are about to turn 21 years of age, your license will expire 90 days after your 21st birthday. Otherwise, your license will expire every five years on your birth month. You are allowed to renew your driver’s license one year before it expires, but you must renew it before the expiration date.

Out-of-State College Students If you are a college student attending college out of state and will not be able to return to Alaska to renew your license before you turn 21 years old, you should pass the Alcohol and Drug Awareness Test before you leave the state. However, if you did not pass the test, you will not be able to renew your driver’s license until you have passed it. After you have requested, completed and sent back the test, you will receive your results. If you passed the test, you will be able to renew your license online. To do so, visit this website and follow the on-screen directions.

Renewing Online Renewing your driver’s license online is by far the most convenient option for renewal. To do so, simply visit this site.

In order to renew your license online, however, you must meet certain eligibility requirements. First, you must be between 21 and 68 years of age. You can only renew online if you do so within one year of the expiration date on your

license, and you cannot have renewed online the last time you renewed your license. If your license has cancelled, revoked, suspended or disqualified, you may not be able to renew it online.

Renewing in Person Renewing your driver’s license in person is very easy. It only requires that you prepare certain documents that you will need to bring in with you. To renew your license in person, follow these steps:

Visit the DMV office.

Fill out the Application for Alaska Driver License, Permit, or Identification Card Form (Form 478).

Surrender your current driver’s license.

Provide TWO proofs of your identity.

Pass a vision test.

Have your picture taken.

Pay a fee of $20.

Pass a written test.

• This will only be required if you obtained an out-of-state driver’s license after your last Alaska license renewal.

Renewing by Mail Renewing your driver’s license through the mail is not as easy as renewing it in person or online. In fact, the Alaska DMV recommends renewing your license in person unless you are a rural resident. If you are a rural resident, you may renew your license by mail.

Renewing a Learner’s Permit If you are a teenage driver with a learner’s permit, it is important to be aware that your permit will be valid for two years after you obtain it. If you do not obtain your provisional license before it expires in those two years, you will be allowed to renew your permit only once. Afterward, you need to obtain a provisional license or wait until you turn 18 to obtain an adult driver’s license.

If you would like to renew your learner’s permit, you can follow these steps:

Visit your nearest DMV office.

Fill out the Application for Alaska Driver License, Permit, or State Identification Form (Form 478).

Submit a completed Parent/Guardian Consent for a Minor (Form 433).

Provide TWO proofs of your identity.

Pay a fee of $5.

Obtaining an Extension While out of StateIf you are out of state and have had your driver’s license expire, you must apply for an extension. This extension will allow you to maintain your license valid for one more year to the date of expiration. Once you return to Alaska, you will be allowed to renew it in the traditional manner.

In order to receive an extension to your license, please follow these steps below:

Fill out the Request for a Temporary License or an Extension Form (Form 481).

Mail it to the following address:

Since your driver’s license only expires every five years, you may find yourself making life changes that cause the information on your driver’s license to no longer be accurate. This is why according to the law, you must notify the DMV office within 30 days if you change your name or address. Otherwise, your driver’s license will no longer be valid, as it will not have your correct information displayed on it.

If you decide to change your name, address or sex on your driver’s license, you will need to follow certain steps in order for the change to be processed. To learn more about this process, review the sections below.

Changing Your Name Changing your name is a major change to both your life and your information, so it is required that you make any name changes with the Social Security Administration (SSA) first before you make any changes with the DMV office. This is due to the fact that the DMV must verify your name change and identity with the SSA before changing your name on your driver’s license. By verifying with the SSA, the Alaska DMV helps to prevent fraud and identity theft.

Provide proof of your name change with an acceptable document, such as:

• A marriage certificate

• A court order

• A divorce certificate

• A U.S. passport

• An amended birth certificate

Changing Your AddressIf you have changed your place of permanent residence, you must update your license and other DMV documentation. You must make the change on your driver’s license by law within 30 days of the move.

In order change your address, please follow these steps:

Fill out the Address Change Form (Form 401).

Fill out an Application for Driver License, Permit or State Identification Card (Form 478).

Pass a vision test.

Pay the $20 fee.

Write a letter to the DMV requesting your name to be changed.

• The license plate number and last two digits of the serial number for all the vehicles you own.

Changing Your SexIf you change your sex, you will need to update your license. To do so, follow these steps:

Once you have taken the steps above, you will be allowed to print out your new address on a piece of paper and attach it with tape on your license. However, you must make sure that it does not cover any other important information on your license. If you would like, you can also apply for a duplicate driver’s license to ensure that your new address appears on your license. Afterward, you will receive your new driver’s license with your new address printed on it without requiring that you add any changes or paper to it.

The only way to do this is by obtaining a new driver’s license to replace your old one. Obtaining a new driver’s license is very simple, as the process is similar to that of renewing a license.

Visit a DMV office.

Fill out the Application for Alaska Driver License, Permit, or Identification Card Form (Form 478).

Provide TWO proofs of your identity.

Once you complete the steps above, you will receive your new driver’s license from the DMV office. If your license was stolen, you should report it to the police. Having a police report on file can help you if someone uses your license fraudulently.

If you cannot or do not wish to obtain your duplicate license online, you may do so in person at your nearest DMV. In order to request your duplicate driver’s license in person, you must:

Pass a vision test.

Have your picture taken.

Pay a fee of $20.

Replacing Your Learner’s Permit Just as with your driver’s license, if something happens to your learner’s permit, you should request a replacement right away.

Visit your nearest DMV office.

Fill out the Application for Alaska Driver License, Permit, or State Identification Form (Form 478).

Submit a completed Parent/Guardian Consent for a Minor (Form 433).

After completing these steps, you will receive your new learner’s permit from the DMV office. You are not required to report your learner’s permit stolen or missing to obtain a duplicate license. However, contacting the police may help in the event that your permit is used fraudulently.

Replacing License While out of StateIf your license is lost, destroyed or stolen while you are out of state, you will be required to obtain a temporary license that will not have your photo, which may result in you having to provide other forms of identification if you ever use it as form of identity verification.

You will then receive your temporary driver’s license in the mail. Your temporary driver’s license will be valid for one year. Afterward, you will be required to either obtain a temporary extension if you are still out of state or obtain a new permanent license once you return to Alaska.

If you change your address during the time your permanent driver’s license is being mailed to you, you must notify the DMV office to make the change to your address. You will not be able to forward your license to the new address.

In order to qualify to reinstate your license, you will need to have completed all of the required time for your restraining order. The DMV department will only reinstate your driver’s license if you complete all of the necessary requirements to remove any restraining orders from your license.

These are the minimum periods of revocation the court can impose, although it is possible for the court to choose to impose a longer revocation period based on the situation.

If you are not able to obtain a driver’s license or simply are not interested in driving, it is important to consider getting an ID card instead. An ID card is essential because it is the easiest manner in which someone else can identify you when necessary, whether it be an authority figure such as the police or a store clerk. If you are considering obtaining your first Alaska ID card, you need to know the proper procedures and steps to take.

When it comes time to obtain your ID card, the process is identical to that of obtaining your driver’s license, except you would not be required to take any examinations or fill out a parent consent form regardless of age. Also, the fee you would be charged is $15 rather than the standard fee for obtaining a driver’s license. If you are 60 or older, you would not be required to pay any fee, unless you have a court-ordered alcohol restriction on your ID card, in which case you will have to pay $50.
