Langley Board of Education voted unanimously not to proceed with a calendar change that would see district schools move to-wards year-round schooling.

� e board endorsed superintendent Suzanne Ho� man’s recom-mendation that the district continue with its current calendar, which sees schooling o� ered from the day following Labour Day until the end of June, with two-week breaks for Christmas and in the spring. Douglas Park Elementary will continue to operate on a modi� ed calendar, with additional one-week breaks in November and May and school continuing until the second week of July.

� e current calendar will stay in place until at least the end of the 2015-16 school year.

More than 7,400 people took part in the consultations over the proposed change, with many � lling out surveys, responding by email or other social media or a� ending forums. Most of the interaction about the proposal was online, although there were individual meetings within schools, in addition to the two open houses. Students were also invited to engage in the process.

Of all those surveyed, 76 per cent favoured continuing with the status quo.

A key factor for many, and something acknowledged by the superintendent in her report, was the impact that a change in the school calendar in Langley would have on families’ other activi-ties.

“Whilst sta� saw this as an opportunity for an educational con-versation, it quickly became apparent that education and personal circumstances were inseparable. Considering a calendar change was see as an intrusion into deeply rooted cultural norms and structures,” the report states.

� e report also acknowledges that “there is a level of distrust of the board and district sta� within the community.”

Board chair Wendy Johnson was pleased with the report and the unanimous backing from the board. She said it was the � rst major initiative from superintendent Ho� mann, and “she followed through and did everything she said she would, and then some.

“� ere were all kinds of opportunity to engage,” Johnson said.School district communications manager Sandy Wakeling said

Wednesday morning that comments were already coming in from parents, thanking the board for its decision.

“Families seem to have appreciated the opportunity to have input. Many were skeptical that there was a pre-determined out-come,” he said.

to build some goodwill, after some controversial decisions in the past which led to prolonged tensions at the board, staff and community level.

Another reason the superintendent recom-mended against making a calendar change was the lack of clarity from the ministry of educa-tion about whether there would be funding for inter-session learning, similar to that given to summer school. In addi-tion, the report indicates that any change to the cal-endar would be best done on a regional basis.

The district will be of-fering summer school this summer.

Langley RCMP are looking for information on a local man who disappeared 12 years ago.

On March 13, 2001 at approximately 11:30 p.m. Scott Anthony Devuyst left his residence in the 5800-block of 248 Street, saying he was going to the local corner store in Aldergrove and he would return in five minutes.

Devuyst was known to be a drug user. It is possible he has chosen to be ‘missing’ or he may have encountered trouble as a result of his involvement in the drug trade.

When he was last seen, Devuyst was 24 years old, 160 lbs., 6’ tall, with blond hair, green eyes, and a scar above his left eyebrow. He was wearing black and white Adidas shoes, a black Umbro toque, green cargo pants and a gray jacket.

Investigators remain in contact with the family, who advise they simply would like to know what happened to Scott so they can have closure.

“Throughout the years, police have received little to no information to assist with this investigation,” says Cor-poral Holly Marks. “Langley Serious Crime investigators are hopeful we will soon know the truth regarding what happened to Scott so we can give the family closure.”

Langley to offer summer school

The BC NDP’s trans-portation critic says Lower Mainland public transporta-tion needs major upgrades and that the most urgent needs are in the Metro Vancouver area south of the Fraser River.

“South of Fraser transit would be my first choice, then (replacement of the aging) Patullo bridge,” said Harry Bains, the MLA for Surrey-Newton.

Bains was speaking at a public forum hosted by the Fort Langley-Aldergrove NDP in Aldergrove on Saturday. Local NDP candidate Shane Dyson also spoke, and the meeting was chaired by the constituency president, Brian Harder. There were about two dozen people present and questions were taken from the floor.

Bains said there were mer-

its to the various options being considered by the TransLink board, which include SkyTrain, light rail and rapid buses, and he would pre-fer to leave it to the mayors on the TransLink board to “agree on the technology. But in the meantime we could add more buses, with dedicated bus lanes. We could do this very quickly.”

Bains said TransLink operating funding remains a contentious issue but that he would lean toward easing that burden by allocating a portion of the provincial carbon tax revenues to public transit and other “green” initiatives across the province.

He observed that about $500 million of the $1.2 bil-lion collected annually in carbon taxes goes to corpora-tions, through purchase of car-bon credits.

“That was a bad decision

made at the cabinet table that has cost us dearly. It is punish-ing (motor vehicle) drivers for not taking transit, without spending the money on better transit,” said Bains. “The goal is to have fewer cars but we can only do that if we have effi-cient, affordable transit.”

Dyson criticized the lack of long-range planning in public transportation in this province compared to other parts of the world. “Many other countries have made good choices many years ago,” said Dyson. “But here the most telling conver-sation is always about transit; how it is near impossible to get to appointments in the next town.”

Questions and remarks from the audience covered a gamut of subjects, from the merits of various technolo-gies to the revival of the old Interurban rail line. While there was disagreement on

the subjects, almost everyone seemed to concur that south of the Fraser received less then its fair share of transit services.

Bains said that south of the Fraser receives one hour of service to the 1.9 hours received north of the Fraser,

adding that, “82 per cent of the trips made south of the Fraser remain south of the Fraser.”

councillors have signed off on a five-year financial plan that will impose 2.95

per cent tax hikes every year from 2014 until 2017.

The plan was approved with Councillor Kim Richter casting the lone vote against.

Council will not deal with a proposed 2.79 per cent tax hike for this year until next month, when a vote on preliminary approval of the 2013 tax rate is tentatively sched-uled for April 8, with the vote on final approval set for April 22.

Along with the five-year plan, which is required under provincial regulations, council also unanimously approved increases to sewer and water rates.

The minimum six-month charge for metered water customers will rise from $210.46 to $216.67 for the first 110 cubic metres of water consumed.

The flat rate will rise from $420.92 to $433.34 a year.

Sewage rates will rise by similar amounts.

This year’s $256 million budget would increase the yearly tax rate for an average house worth $485,000 from $1,490 to $1,531.

VICTORIA – � ere was some public business con-ducted in the � nal frantic days of the B.C. legislature ses-sion last week, but you likely wouldn’t have heard much about it.

Premier Christy Clark’s skimpy governing agenda was overshadowed by the delivery of an internal investigation report into her government’s ethnic outreach program.

A review by four depu-ty ministers detailed what reporters already knew from a memo and meeting notes leaked to the NDP. � e plan started in the premier’s o� ce, led by Clark’s deputy chief of sta� , who resigned as soon as it was made public.

A B.C. Liberal Party employee a� ended the � rst meeting, expressly intended to organize events to impress immigrant communities, then harvest the goodwill in the form of contact lists for the coming election campaign.

A� er 10,000 e-mails were collected and 27 interviews conducted, they revealed a few signi� cant details.

Former multicultural-ism minister John Yap knew or should have known that the scheme was being kept secret because it was an inap-propriate use of government resources. He won’t be back in cabinet, although Clark said he intends to run for re-elec-tion in Richmond-Steveston.

Yap’s executive assistant resigned when the report came out, admi� ing he helped

cover the tracks of political meddling in the hiring of three outreach contractors with suf-� cient loyalty to the party.

Clark insists she knew nothing of this plan. She tabled the investigation report, and then announced that the B.C. Liberal Party had wri� en a $70,000 cheque to the government to cover the estimated cost of the inappro-priate political work done by non-political sta� .

Here’s the part taxpay-ers may not fully appreciate. � ere are authorized political sta� ers all over the legislature, in the premier’s o� ce, the opposition leader’s o� ce and two teams of caucus employ-ees who spend much of their time digging up dirt on the other party. All are paid by you and me.

A line is crossed only when a non-political employee such as a ministry communications director acts on behalf of the party. � e main o� ender in that capacity was one Brian Bonney, whose records sug-gested he spent half of his time on party work. He quit in February, before the plan was leaked, and the party paid back half of his salary for the 18 months he was on the pub-lic payroll.

NDP outrage over this was blunted by another leaked document. � is one was from a never-released 2010 report by Auditor General John Doyle, which condemned a � ve-year program of skim-ming money from NDP con-

stituency o� ce budgets all over the province and using it for political work.

In a nice bit of symme-try, much of the more than $400,000 was spent to put three-time candidate Gabriel Yiu on the NDP caucus payroll. Yiu’s Vancouver-Fraserview candidate page boasts of his ethnic outreach work, which included tire-lessly warning B.C.’s Chinese community about the evils of the harmonized sales tax.

In fact, it was the NDP-Yiu operation that inspired a B.C. Liberal copycat plan.

� e NDP quietly stopped the budget skimming a� er Doyle pointed out the blin-dingly obvious, which is that constituency funds are to serve constituents and are not to be diverted to political organizing.

It was kept under wraps by the secretive Legislative Assembly Management Commi� ee. � is is the B.C. Liberal-NDP co-managed trough of undocumented MLA expenses and other questionable payments that Doyle has only recently dragged into the light.

Both of these schemes have the same stink. Both are intentional abuse of taxpayers’ money for the political gain of the dominant parties. � ere is no moral high ground for either of them.

Not holding her breathEditor: I agree with the need for the 50 metre pool with eight lanes. It

seems pre� y ridiculous that public input would be asked for and then they do what they want anyhow, but that seems to be the case in a lot of plans that are made for Aldergrove.

I am still not holding my breath about any of this happening as we have had this carrot dangled before us way too o� en.

Also in reference to an article in last year’s paper about the cost of the proposed pool as compared to the population of Aldergrove, and their ability to pay for it. Someone seems to forget that it is not just Aldergrove’s pockets that this money comes out of, it is all of the Township of Langley’s pockets. � at is why my taxes went to pay for the Walnut Grove Pool.

I think the powers that be must be very narrow minded to think that the only people who would even consider using the pool are the residents of Aldergrove.

At this point the powers that be seem more concerned in ful� ll-ing the wishes of the Arena users, the Library hierarchy, and � nd-ing a new home for the Elks. When this project started out it had one purpose in mind: � nally building an appropriate sized indoor pool in Aldergrove. � ey certainly seem to have lost track of that, and of the concerns of the public who are behind this endeavour.

Send the animals backEditor:Regarding Awna Gilding’s le� er extolling the virtues of the

Greater Vancouver Zoo in Aldergrove, one thing she missed out is the environment. Some of these animals have been evolving for hundreds of thousands of years ge� ing acclimatized to the heat, light and humidity of the tropics, only to end up in Aldergrove. Some “education” that is.

Send the exotic animals back to their country of origin and we can go visit them if we want to, or nowadays we can just go see them on the internet in their own environment. It is unethical to force them to adapt to Aldergrove weather.

Let’s build pool ‘right’Editor: � e citizens of Aldergrove have spoken loud and clear about

what type of pool they want to see in our new Recreation Facility. We were asked our opinion at the open houses and also through surveys conducted by the Aldergrove Recreation and Pool Soci-ety. � e results are clear. Aldergrove wants a 50 metre, 8-lane pool with a deep end.

� e depth of this pool is very important. While the existing plans show a 5-foot deep pool, this will be inadequate. Without a proper deep end Aldergrove will not be able to o� er complete swim lessons, as levels 3-10 require deep water. We will still have to go to another pool so our children can complete swim lessons. I’ve heard from many teens that say they will not use the pool if they cannot dive or jump into the deep end, use a rope swing etc. We need to keep the teens o� the streets and this pool will help if it is done right.

An 8-lane pool will enable several di� erent groups to use the pool at the same time. For example swimming lessons can occur at the same time as lane swim and water aerobics etc. An 8-lane pool is a requirement to host a Provincial Swim Meet.

We are spending the money so let’s do it right and build what we need!

VICTORIA – � ere was some public business con-ducted in the � nal frantic days of the B.C. legislature ses-sion last week, but you likely wouldn’t have heard much about it.

Premier Christy Clark’s skimpy governing agenda was overshadowed by the delivery of an internal investigation report into her government’s ethnic outreach program.

A review by four depu-ty ministers detailed what reporters already knew from a memo and meeting notes leaked to the NDP. � e plan started in the premier’s o� ce, led by Clark’s deputy chief of sta� , who resigned as soon as it was made public.

A B.C. Liberal Party employee a� ended the � rst meeting, expressly intended to organize events to impress immigrant communities, then harvest the goodwill in the form of contact lists for the coming election campaign.

A� er 10,000 e-mails were collected and 27 interviews conducted, they revealed a few signi� cant details.

Former multicultural-ism minister John Yap knew or should have known that the scheme was being kept secret because it was an inap-propriate use of government resources. He won’t be back in cabinet, although Clark said he intends to run for re-elec-tion in Richmond-Steveston.

Yap’s executive assistant resigned when the report came out, admi� ing he helped

cover the tracks of political meddling in the hiring of three outreach contractors with suf-� cient loyalty to the party.

Clark insists she knew nothing of this plan. She tabled the investigation report, and then announced that the B.C. Liberal Party had wri� en a $70,000 cheque to the government to cover the estimated cost of the inappro-priate political work done by non-political sta� .

Here’s the part taxpay-ers may not fully appreciate. � ere are authorized political sta� ers all over the legislature, in the premier’s o� ce, the opposition leader’s o� ce and two teams of caucus employ-ees who spend much of their time digging up dirt on the other party. All are paid by you and me.

A line is crossed only when a non-political employee such as a ministry communications director acts on behalf of the party. � e main o� ender in that capacity was one Brian Bonney, whose records sug-gested he spent half of his time on party work. He quit in February, before the plan was leaked, and the party paid back half of his salary for the 18 months he was on the pub-lic payroll.

NDP outrage over this was blunted by another leaked document. � is one was from a never-released 2010 report by Auditor General John Doyle, which condemned a � ve-year program of skim-ming money from NDP con-

stituency o� ce budgets all over the province and using it for political work.

In a nice bit of symme-try, much of the more than $400,000 was spent to put three-time candidate Gabriel Yiu on the NDP caucus payroll. Yiu’s Vancouver-Fraserview candidate page boasts of his ethnic outreach work, which included tire-lessly warning B.C.’s Chinese community about the evils of the harmonized sales tax.

In fact, it was the NDP-Yiu operation that inspired a B.C. Liberal copycat plan.

� e NDP quietly stopped the budget skimming a� er Doyle pointed out the blin-dingly obvious, which is that constituency funds are to serve constituents and are not to be diverted to political organizing.

It was kept under wraps by the secretive Legislative Assembly Management Commi� ee. � is is the B.C. Liberal-NDP co-managed trough of undocumented MLA expenses and other questionable payments that Doyle has only recently dragged into the light.

Both of these schemes have the same stink. Both are intentional abuse of taxpayers’ money for the political gain of the dominant parties. � ere is no moral high ground for either of them.

Not holding her breathEditor: I agree with the need for the 50 metre pool with eight lanes. It

seems pre� y ridiculous that public input would be asked for and then they do what they want anyhow, but that seems to be the case in a lot of plans that are made for Aldergrove.

I am still not holding my breath about any of this happening as we have had this carrot dangled before us way too o� en.

Also in reference to an article in last year’s paper about the cost of the proposed pool as compared to the population of Aldergrove, and their ability to pay for it. Someone seems to forget that it is not just Aldergrove’s pockets that this money comes out of, it is all of the Township of Langley’s pockets. � at is why my taxes went to pay for the Walnut Grove Pool.

I think the powers that be must be very narrow minded to think that the only people who would even consider using the pool are the residents of Aldergrove.

At this point the powers that be seem more concerned in ful� ll-ing the wishes of the Arena users, the Library hierarchy, and � nd-ing a new home for the Elks. When this project started out it had one purpose in mind: � nally building an appropriate sized indoor pool in Aldergrove. � ey certainly seem to have lost track of that, and of the concerns of the public who are behind this endeavour.

Greater Vancouver Zoo in Aldergrove, one thing she missed out is the environment. Some of these animals have been evolving for hundreds of thousands of years ge� ing acclimatized to the heat, light and humidity of the tropics, only to end up in Aldergrove. Some “education” that is.

Send the exotic animals back to their country of origin and we can go visit them if we want to, or nowadays we can just go see them on the internet in their own environment. It is unethical to force them to adapt to Aldergrove weather.

Let’s build pool ‘right’Editor: � e citizens of Aldergrove have spoken loud and clear about

what type of pool they want to see in our new Recreation Facility. We were asked our opinion at the open houses and also through surveys conducted by the Aldergrove Recreation and Pool Soci-ety. � e results are clear. Aldergrove wants a 50 metre, 8-lane pool with a deep end.

� e depth of this pool is very important. While the existing plans show a 5-foot deep pool, this will be inadequate. Without a proper deep end Aldergrove will not be able to o� er complete swim lessons, as levels 3-10 require deep water. We will still have to go to another pool so our children can complete swim lessons. These are difficult times in B.C. and if the NDP is elected to lead this province, leader Adrian Dix believes they are inheriting “a financial mess” from the BC Liberals.

That’s what Dix told a sparse crowd of about 30 who gath-ered to hear him speak on Monday at the second in the Greater Langley Chamber of Commerce leadership luncheon series. Premier Christy Clark is set to speak on Monday, March 25. Conservative leader John Cummins spoke on Friday. The only Langley municipal politi-cian to attend the luncheon was Langley City councillor Teri James.

“If elected there will be things we would like to do but we can’t, and things we just won’t be able to do, but we will lay all of that out long before the election in May,” promised Dix.

Dix did offer a glimpse into his posi-tion on TransLink’s funding woes, econo-my drivers, taxes and gas projects.

Dix recognized that transportation is a key issue for Langley and wants to see carbon tax revenue dedicated to TransLink.

“People in Langley pay more than anywhere else,” Dix said. “I’m from Vancouver so I can take Skytrain everywhere.”

He then jokingly referenced to the time he was caught not paying for Skytrain. He wants to return power to the TransLink Mayors’ Council, given it is local governments that take on all the funding burden to pay for transit and transportation infrastructure across Metro Vancouver, he said.

“Transit is absolutely neces-sary. It’s a key priority for livabil-ity and for climate change,” he said.

He does support Liquid Natural Gas projects but doesn’t believe the province should throw all its eggs into just that basket.

“There is a law in B.C. about capped emissions. If you want LNG and if we plan on those emissions, we have to cap emis-sions somewhere else.”

He said there are many other areas of economic growth poten-tial to consider, including in the film industry.

“In Langley, 700 people work full time in the film industry. Those are people buying and shopping locally, supporting

small business.”The NDP doesn’t support the

Northern Gateway oil project and he said if elected he would toss out the agreement the BC Liberals made with the federal government, which gives Ottawa final decision making power over the pipeline.

He said the NDP will increase corporate tax to 12 per cent, from 11, but will leave small business tax the same. He didn’t address whether he would increase income tax or not.

Dix believes that for small businesses to thrive and grow, there needs to be a culture of sta-bility.

“The HST was incompetent-ly managed and everyone was damaged by it — the restaurant industry and everywhere,” Dix said. He was vocal against the

HST and was part of the campaign that led to a referendum.

Dix spent a lot of time speaking about the NDP’s focus on post-secondary educa-tion coupled with skills and trades training. The NDP believe this is key to boosting B.C.’s labour productivity.

He said the NDP’s priority is to increase skills train-ing even for areas like forestry and mining, which has poten-tial job growth as many are set to retire. He wants to address completion rates in apprentice-ship programs, which right now are set at 35 per cent completing training. To that end he would like to see counsellors hired to help students navigate that sys-tem.

He believes there is a lack of trades training up north. He agrees with the premier that the equipment students are learn-ing on is outdated and invest-ment needs to happen there. He believes young people are denied access to post secondary educa-tion because of its cost.

“When I went to UBC in the 1980s, it cost $800 for tuition,” said Dix who received a bach-elor of arts. “Today, it would cost $27,000 on average.”

To that end, he wants to rein-state non-refundable grants for post-secondary education.

“There are 800,000 people living in relative poverty in B.C. and we are losing our middle class,” said Dix about what his government wants to focus on.

“The last 10 years we have had the lowest economic growth,” he said. Investing in young people’s education is key to change, he said.

Dix says BC NDP are ‘inheriting a mess’

BC Conservative Party leader John Cummins gave some details of his party’s plans if elected in the May 14 provincial election, at the first in a series of leadership lun-cheons on Friday at Newlands.

The luncheons are organized by the Greater Langley Chamber of Commerce.

“The coming election is about security of life for British Columbians. The government has ceased to focus on issues of everyday life, and is failing to look beyond the next election. We take government seriously,” said Cummins, who served as an MP for Delta for 18 years and plans to run in the Langley riding, where he lives.

He outlined the Conservatives’ plans to have the legislature sit more frequently and examine in detail spend-ing plans of the province, Crown corporations and schools, hospitals, uni-versities and colleges.

The Conservatives have already released a five-year budget and fis-cal framework plan. It calls for no new taxes, gradual elimination of the carbon tax and bal-anced budgets each year.

Cummins said this ambitious goal can be achieved by smarter spending, and he believes MLAs need to spend far more time debat-ing the budget and looking at it line-by-line. In the fall sessions of the legislature, he proposes three separate committees to look at provincial, Crown corporation and health and education institution spending in a detailed fashion.

“We need strengthened over-sight of government expenditures,” he said.

He also plans to establish an independent legislative budget officer, as has happened in Ottawa, with a mandate to provide an inde-pendent viewpoint on government spending.

Turning his attention to local issues, Cummins said the tolls on the Port Mann Bridge punish drivers from this side of the river and there needs to be a change in how tolls to pay for the bridge and highway improvements are imple-mented. He said it is unfair that people living north of the river commuting to work to Burnaby and Vancouver pay no tolls.

The Conservatives plan to release position papers in more detail about issues such as health and education, as the two-month election campaign progresses.

He was questioned about help-ing the film industry with tax cred-

its, and how that compares to the lack of such breaks for small busi-nesses.

Cummins said the industry is a very important one to B.C. and provides many good-paying jobs. His son is an actor and has made a living from it for many years.

He said any tax credits would not apply unless the industry comes to B.C. and does work here and spends money. He said B.C. has important advantages for the industry, largely based in California, one of them being that it is in the same time zone.

Cummins agreed that it seems unfair to give tax breaks to the movie industry and not to small businesses, and he said one off the first things that needs to be done is to get actual facts on the impact of lower taxes in Ontario and other jurisdictions on the business here.

He was questioned about the reasons behind low voter turn-out.

“In 2009, voters were not satisfied with the choices,” he said. “But voters also look at MPs and MLAs and wonder ‘are you speaking for me and representing my views.’

“It is not good enough to speak up in caucus. MLAs need to speak up publicly. They need to put constituents first.

“As a leader, I will not penal-ize people for doing so. I voted against my party in the House of Commons and was not disciplined for doing so, but I was penalized through committee appointments and that type of thing.”

Questioned about pipelines being built in B.C., Cummins said that pipelines are built to much higher safety standards than when there Trans Mountain pipeline was built 60 years ago. He said B.C. has an obligation to export Canadian goods, including crude oil, through the gateway it offers to Asia, but at the same time, “we have to keep in mind the environ-mental concerns.”

As for LNG exports, Cummins said the process of building LNG plants needs to begin as soon as possible.

“The more we delay, the more we’ll be elbowed out of the mar-ketplace.”

There were about 35 peo-ple in attendance at the lunch. Among them was Rick Manuel, Conservative candidate for Fort Langley-Aldergrove, and Shane Dyson, NDP candidate in the same riding. Both are running against Rich Coleman, deputy pre-mier and 17-year MLA for the rid-ing.

The Aldergrove Kodiaks will play for the Pacific Junior Hockey League championship after eliminating the Abbotsford Pilots.

The Kodiaks’ Spencer McHaffie scored on the first shift on Tuesday night at Abbotsford’s MSA Arena and Aldergrove never looked back, winning game five 4-1 to eliminate the higher-seeded Pilots.

The Kodiaks were leading 1-0 when they struck for a pair of power-play goals 40 sec-onds apart in the final 64 seconds of the first period.

Ryan Simpson and Scott McHaffie netted the goals, which effectively put the game out of reach.

Spencer McHaffie scored his second of the night on another power play early in the second.

Abbotsford’s Brandon Daase ruined Mark Menicucci’s shutout bid with a power-play goal with seven minutes to play.

The Kodiaks outshot the Pilots 33-18 that night and scored on three of 14 power plays, while the Pilots scored on one of three. Spencer McHaffie was the game’s first star and Stefan Gonzales was second star.

Aldergrove, which finished nine points behind Abbotsford for first place in the Harold Brittain Conference during the regu-lar season, won the final four games of the best-of-seven series.

The Pilots had won game one 8-1 and had third-period leads in both games three and four. Included in the four wins were a pair of double overtime victories for the Kodiaks in both games three and four.

The Kodiaks play the Richmond Sockeyes for the PJHL championship. Game 1 was at Aldergrove Arena, March 20 and game 4 is set for 7:15 p.m., March 27 at Aldergrove.
