NPP-MS Export Metering Skid at KOC

ALI AL-QURAINI graduated from Kuwait University-College of Engineering and Petroleum, June 2008 obtaining BS Degree in Chemical Engineering. I have been working in Kuwait Oil Company since December 2008 as Loss Control Engineer in Export Technical Services Team. My experience is in Prover calibration by water draw calibration method and master meter method, assessing the performance of the meters, participated in FATs, SATs and PATs of metering skids and metering supervisory systems. Introduction:

The main purpose of this presentation is to show the way KOC is achieving Crude Oil Custody Transfer during Vessel Loadings thru their North Pier Pumping Metering Skids (NPP-MS) export facilities.

NPP-MS

Component overview:

Metering skid: KOC installed 3 new metering

skids. Each skid has the capacity to

load tankers at a rate of 105,000

BBLS/HR and consist of :

• 6 turbine meters 18” plus

one 16” Positive

Displacement meter.

• 36 inch Bidirectional Prover

• A Fast Loop Auto sampler

with Jet mixers.

NPP MS performance:

• Assessing the performance of the meters.

• Calibration.

• Quality result.

Assessing the performance of the meters.

1. Crude oil shrinkage:

In order to account for any shrinkage of crude in the submarine pipeline, the PD meter is used to fill the line which is approx. 20 Km on the sea bed from metering skid to calm buoy.

2. Normal proving at loading rate: each flow meter is proved under process condition to account for any changes in meter accuracy.

3. Testing MF:

• How to test the meter factor?

Test 1: It should be within ± 0.15% of the base line.

Test 2: It should be within two standard deviation + 2std of last 25 proves at the normal

flow rate.

4. Automatic curve generation:

• Proving is done at six different flow rate starting from minimum operational flow rate to the maximum operational flow rate at the process condition and the curve is plotted and subsequently used for calculation.

• As per KOC Measurement Policy, each flow meter should have six curves for six different viscosity ranges to accommodate the drastic change in the ambient temperature between summer and winter seasons in Kuwait.

Quality result: 1. Auto sampling system: NPP auto

sampling system functionality is designed keeping in consideration to switch over automatically to an empty sample can during the running batch before completing the loading by 10% to compensate for the submarine line to the SPM quantity, which contains approx. 200,000 bbls of crude after the metering point.

Based on all this facts, KOC guarantees their Export activities are being done in conformance with related International Standards and Best Industry Practices contributing to achieve their vision of becoming a preferred crude oil supplier internationally.
