_ALICE Services

All suite 03 city planning products are supplied with a wide range of services enabling the municipal tech-nical office to implement the information system that best suits their needs.

Infact ELDASOFT offers to its clients all the services required to design a complete, scalable information system accessible by other internal or external of-fices, as well as professionals and citizens.

A service to convert third-party databases from their formats to an ALICE one is available to allow the technical office to store all its procedures and others imported from different systems and browse them through a unique application.

In order to allow an effective start up of SIT, the up-load of cadastral data provided by the land register is available as well as the acquisition of the urban planning tools including the publishing tools in the WebGIS environment.Thanks to the collaboration and the synergy with Gruppo Maggioli it is possible to achieve all the building and civil numeration survey activities or the constitution of the data bank within the SIT. Col-lected information can be related with demographic data.

Web based ALICE applications – on line building practices and webGIS solutions – cadastral data,Building certification planning and geographic data can be installed in the Client’s server farm or in hosting using dedicated and specifically calibrated “equipment”, hosted in the three ELDASOFT server farm.

Maintenance service and support guarantees our Client an always up-to-date current legislation product and an efficient technical assistance service.

ELDASOFT has always had a building sector staff available to the Client for guidance, training on the job and development. Each practice is linked with a building folder called “action” of a specific historical period. Unauthorized building

ALICE Unauthorized Building can manage unauthor-

ized building in accordance to the law. In particular it

permits different kinds of unauthorized building:

Building Amnesty

It’s the ideal software to manage Building Amnesty

practices as required by Decree-law 269/2003 (and

subsequent conversion law), but also as required

by L.724/94 and L.47/85.

Our software allows to follow every single procedure

phase managing client data, illegal construction infor-

mation and cadastral data.

For each abuse ALICE Building Amnesty selects the

most suitable mode of calculation (decree-law 724/94

And L.47/85):

_ALICE on line building practices

ALICE on line publishing practices allows the city municipality to put on line all up-to-date information about building practices.

ALICE on line publishing practices use ALICE building practices reliability so that the technical office can put the building practices list on line. This system is created for citizens and at the same time it reduces costs and time for Civil Service practices.

The user can enter his file, searching his “sur-name/trade name”, “practice code”, or “number register”.

The research can be filtered later on if you se-lect the file where you are as “applicant/register” or “engineer/projector” or searching the typology (permission, D.I.A, building permission, agibility).

ALICE Instructor module is a software thought to guide professional men, companies and citi-zens to present on line building practices.The application allows to insert from his own PC a declaration of startup activity, building permissions, agibility, etc.. indicating all data required by the mu-nicipality, verifying the enclosures, and finally printing the demand.The software permits contain client’s application and the Public Body’s requests to complete the applica-tions or integrate them.Furthermore it reduces time management thanks to the automatic data charging of back office ALICE PIE. The municipality technical only has to verify data.

This is a web application and the user has access to it by his own browser. The web documents, in PDF format suit to CNIPA standard, can be certified with on line signature.

The module supports the collection of data relating to place names and civic numbering, using mea-surements made by PDA instruments. It uses the cartographic support for objects localization and to interface with databases ALICE procedures for the export portion of territory and their data collection and then importing the updated items during mis-sions.Main Features:• acquisitionofobjectlocalizationusingGPS(even

_ALICE Territorial Information System

The gradual information systems and organization of the central government evolution, specifically In-ternal Revenue (income tax agency) and Territory Agency, has had inevitable consequences for the organization of local government, custodian of land and buildings information on territory.The first consequence that ensued was the need to integrate existing databases made available by the Central Administration, with the information already present in the municipal archives, with the long-term goal of creating an integrated and more comprehen-sive system that would give the opportunity for local authorities to have greater control of its territory and its pertinences.Furthermore the reduction of financial resources available to local authorities also suggested to use territory information available for tax purposes. Even if there is now different work for Local Body staff linked to new information management and cor-relation, this kind of software has developed a new dual opportunity for institutions themselves that can make a greater and better control of its terri-tory and the opportunity to recover tax evasion, operation impossible to do without an intersection of different databases.

The Public Body can achieve a greater efficiency through an simple information system and its proven that it represents, for those who adopt it, an instrument to get updated information, and readily available, giving citizens a better service and a better management of territory administration and also a recovery tax evasion.

In this context, ELDASOFT proposes a system from ALICE family, ALICE.03 Urbanism, seeking to cre-ate a SIT, specifically designed for municipalities, but also suitable for supra-organizations (municipality unions and administrative territorial aggregations), as well as provincial governments.

ALICE SIT is a scalable solution in time and allows Public Body a rapid start up operation with a mod-est investment in human and economic resources and a safe return in terms of efficiency and image towards their citizenship.

_ALICE Cadastral Data

ALICE Cadastral Data allows the acquisition and the consultation of cadastral data that Territory Agency provides municipalities with access to the portal reserved section dedicated to them.

The acquisition and publication of all information pro-vided by the territorial Agency can be an essential tool for the use of cadastral data from all City Administration sectors, with specific benefits for land monitoring, management and taxes collection.

ALICE Cadastral Data can make available, in a simple and immediate way, the information provided by the Territory Agency to all the Administration staff and integrate the Municipality data to allow:

• consulting operations using automatic correlation between cartographic information and descriptive attributes

• overlay of cadastral mapping to further municipal maps (technical paper, ortho-photos, ...) for as-sessment and verification operations and admin-istrative practices for issuing permits and certifica-tions,

• wide opportunity to find information both by de-scriptive selection criteria (cadastral reference, nominees, street address, ...) or simple location map of the interested objects,

• congruity verification of various administrative data, for example between the numbering registered in Cadastral Registry and the ones registered in To-ponymy Office or data submitted by citizens and those recorded by the administration.

ALICE Cadastral Data benefits to the municipal ad-ministration are obvious:

• Simple and immediate availability of cadastral data, even in part mapping, to support the man-agement of the Registry building,

• essential support for building practices manage-ment and to monitor areas development

• possibility to implement services such as urban is-suing certification

• increased efficiency and the possibility of investi-gations in ICI and TARSU management

• simple and instant sharing of data between cadas-tral offices and the administration staff

ALICE cadastral data, can also be integrated with other management applications (both web and desktop-based) to be used by the Administration to make cadastral data consulting available directly from procedures that need such information.

The information provided by the Territory Agency are:

• census data relating to land and buildings

• the cadastral cartography

• cadastral data and variations (DOCFA) based on the Art. 34 of Law 80/2006)

• metric data of cadastral building to TARSU management (subparagraph of Article 340. 1 L. 311/2004),

• transcription notes, registered in the Curator-ship with a Unique Fulfillment, which alter property ownerships and cadastral information supplied to be used for the management of ICI

• data and files related to cadastral plans of all prop-erties (these data can be bought by Territory Agen-cy and not downloaded from municipality Portals)

Importer cadastral

The Cadastral Data Importer is the module that allows

the loading of cadastral information directly from pro-

vided data, according to standard formats adopted by

the Territorial Portal as to concerns :

• census data of land cadastre and buildings cadas-

tre

• vector map data

• data from the pilings and variations (DOCFA)

• MUI data arising from ‘”Unique Performance”

• metric building data for TARSU management

Captured data can be updated at a chosen time, or

intended as an upgrade in a given interval time.

Requirement for import module operation is the book-

ing and subsequent unloading of the extracted data

from the Territory Agency portal, this access is per-

mitted only in protected mode to the local operator.

For the data about cadastral plan measurements, you

need a specific provision to be requested from the Ter-

ritory Agency.

The module has an easy to use interface, which can

support all the configurative operations with a dedi-

cated wizard and can get data schedule for the ac-

quisition of cadastral data made available by Territory

Agency Portal .

_ALICE Cadastral Data

For the administration of cadastral cartography AL-ICE cadastral data has a WebGis module, based on open source technology, that allows the representa-tion of all the cartography information given by the Territory Agency and lets you use all the important GIS functions necessary for the administration and the consultation of the map and for the localization of the objects represented in it.

It allows to connect, in a simple and immediate way, the descriptive information of every cadastral object to the graphic representation in the map and, vice versa, to directly identify in the cartography the ca-dastral object or objects where you want to recuper-ate the data in the archives of the Territory Agency.

In the case of the identification of a cartographic ob-ject relating to a building, the applicative propones the information about all the property units located through the same cadastral datums.

Service of acquired cadastral data

The service, normally offered by ELDASOFT for the first

loading data, permits to put the cadastral data in the SIT

database given by the Territory Agency, so that it can form

a specific informative level where you can overlap all the

other available information. The data must be recuper-

ated directly from the Public Body’s portal through the

municipality’s access, and they can be given like the data

wanted for the installation of the database, to recuperate

historic information and sequent updates with temporal

continuity up until the most actual data.

Thanks to the peculiarity of the tool that is used, the ser-

vice has:

• The acquisition of the cadastral cartography, given

by the municipality in the standard format (CXF or

CMF) used by the Territory Agency and the recovery

of the cartographic information in single sheets, de-

velopmentsandattachments;

• The acquisition of taxable data given by the munici-

pality in the standard format used by the Territory

Agency;

• The acquisition of other cadastral databases given

by the Territory Agency about the stackings and the

DOCFA variations based on the art. 34 quinquies of

the law 80/2006 from the “unique fulfillment” to be

used for the administration of the ICI, the metric data

of the building cadastre by the management of the

TARSU comma 340 of the art.1 L.311/2004, the ca-

dastral planimetries (not downloadable from the por-

tal but the public body must ask the Territory Agency

for them).

This is the applicative module dedicated to the publi-cation and to the consultation of the relative data to the city planning tools, and to the production of city planning certificates (CDU).If the information about the cadastre lands are pre-sent (graphic and taxable) ALICE city planning certifi-cation guides the user in the creation of the Destina-tion City Planning Certificate, through the simple and immediate interface.The creation procedure of the CDU can be laun-ched using a research for Cartographic lands or a research for lands, in the first case a cartographic module is immediately activated that allows the lo-calization of the land picking it out on the map; in the second case the research starts from the cadastral taxable data.The procedure guides the user up until the compo-sition of the certificate on the base of a document model freely personalized by the administration.

Service of city planning tools acquirement

The acquirement and the publication of the designs

relating to the city planning tools is achieved through

the cartographic data given by the municipality.

The service forecasts:

1. The recovery of graphic information contained

in the city planning designs, starting from the com-

puterized data (GIS format, ArcGIS and GeoMedia,

CAD, dxf or dwg) and paper data,

2. The publication of ALICE City Planning Certifi-

cation modules and Territory Data of acquired

information.

The acquisition of the Cartography database about the

city planning plans anticipate the transposition of the

data in the cartographic database used by ALICE Terri-

tory data, the configuration of the representative styles

so that these can be the same or very similar to the

original ones and the definition of the legend for the

representation of different overlapped layers.

The WebGis publication reintroduces the contents of

the listed thematic levels, representing, for everyone of

them, the informative layers present in the given origi-

nals. The visualization of the data is achieved respect-

ing the graphic modalities of representation contained

in the given maps unless there are limitations linked to

the WebGis technology used.

ALICE Territory Data is the result of many studies, projects, analyses, operative definition procedures, databases and applicative software; it’s an evolved system that connects and integrates descriptive and informative features linked to a cartographic object (address, locality, cadastral parcel) or to a determined person (resident, contributor, property owner), and can access data that come from external sources or that can connect to databases with ALICE applica-tions, Maggioli administrations or with back office pro-cedures from other providers.

ALICE Territory Data is therefore a platform where you can construct a computer territory system which has the advantage, unlike any other SIT solution, to ad-minister all of the databases (cadastral data, building documentations, demographic registry, tributes) con-nected to the territory through the relationships be-tween cadastral datums and the identifications of the people that appear in the different archives.

ALICE Territory Data is constituted by an adminis-tered alphanumeric component and by a cartography component, to be able to administer the databases of typical interest by the Public Body.• The cadastral database (docfa, tarsu, ici and cad-

stral planimetries)• The civic numbers and the streets (external and

_ALICE Territory Data

ALICE Territory Data can connect itself to the archives of the applicative modules of the ALICE system, to the archives of the administration modules of the Maggioli group and to other providers and receive information from external administration sources, like the Territory Agency for cadastral data, the Income Agency (SIATEL service) for the tributary data and for data about electric and gas contracts, the data of the localization contracts and of the inheritance statement.

The information from the informative system of the public body can be acquired, through:• The databases of the applicative procedures,• Data loading from CSV files of exporting from the

archive files,• Data loading from file to script according to the

ACI and ACI SOR standards used by the ELISA program,

• Specific web services of data shifting.

ALICE WEB GIS MAKER and ALICE City Planning are the desktop applications that let you use evolved functionalities to update cartographic data, for the insertion of new cartographic themes and their pub-lication in the web system to access the data.

ALICE City Planning lets you depict the administra-tion of all the descriptive information about city plan-ning tools that control the evolution of the municipal territory. The software module lets you:• Structure the typology of data deeds to repre-

sent the information contained in every city plan-ning like General City Plans, Structure Plans or Intervention Plans (PATI, PAT, PI),

• Acquire or manage the tables and the descrip-tive and administrative information of every plan,

• Manage the relationship between the different zone typologies that constitute the Plan and the articles of the technical laws of realization,

• Management for every plan the criteria of tempo-ral validity the enforceability state,

• Associate and consult, for every portion of ter-ritory represented in the plan, the dispositions contained in the associated city planning norms.

WebGIS Maker

ALICE WebGIS Maker allows:

• Advertise on webgis (carthoweb context) carto-

graphic plans that are on ArcGIS

• Update the cartographic databases published by

ALICE Territory Data (except the cartographic ca-

dastral databases administered directly from the im-

portation cadastral data module), as an alteration of

information and as a layer already published or the

insertion of new territorial themes and objects in the

publishing context.

The applicative uses the functionality of the GIS tool used

for the updating of the cartography databases to be able

to let data be published, guaranteeing a full integration

between the desktop software and the published Web-

GIS context.

It lets you automatically conceive publication sites of

maps that have at the most 200 distinct layers formed by

vectorial objects and rasters.

The module lets the user define and freely per-sonalize the graphic elements necessary for the administration of every city planning tool and the attributes to associate to every typology of admin-istered object, and to support all the necessary activities for the administration and the updating of the cartographic and descriptive components of the databases of the SIT.

Municipality of Cornaredo(start up date 2009)Implementation of an Informative Territorial SystemThe municipality of Cornaredo started a proj-ect for the implementation of a SIT through which you can gather all the information about municipality territories and give the tools that must monitor and plan its evolutions.In only one database there are all the typolo-gies of available data: cadastral, city planning, cartographic, civic numbers ,roads and build-ing plans. Once they have all been grouped together they are connected and georelated to the territory.A sophisticated system of report and models allow the extraction of data (even from differ-ent sources and applications to ALICE) and the creation of customized documents for the public body.The primary use of the system is to update the territory information underlining critical or anomalous situations just in case there is a tax check up through automatic procedures.

Province of Verona(start up date 2010)Reorganization of the Informative Territorial Provincial SystemThe province of Verona already had a SIT and the main objective of the body was the reor-ganization of the SITP with the porting of the existing functionalities based in the optimiza-tion of the access process to the information and of the performance of the entire system. The solution was achieved through the use of the Cartoweb framework, based on the Mapserver platform, an open source develop-ment context finalized to the representation of geospatial data. The project forecasts the use of an applicative WebGIS for the diffusion and the distribution of the consultation services of the user data internal and external of the Pro-vincial Administration, able to publish all the information about the provincial territory.

Municipality of Erice(start up date 2010)Formation of an Informative Territorial System with a civic numeration surveyThe municipality has recently started a project of implementation of an Informative Territorial System combined to a reorder activity of the civic numeration through pda. All the projects forecast the implementation of a SIT where in-formation is administered in a dynamic way on the properties and on residents with the possi-bility of consulting the data about tributes and building practices.
