SECTION 1 : DISTRICT GOVERNOR & OFFICERS.

NAME : Neil Chisholm. OFFICE : District GovernorNovember 2011 Cabinet Report.

ACTIONS TAKEN SINCE LAST MEETING:By the time you read this report I will have visited 29 clubs, attended 5 Charter Nights and travelled to date just over 3,100 miles on Lions business.At the end of October we had a Council of Governors meeting which lasted for over 17hours from the Friday afternoon to Sunday Lunchtime. It was hard work but worth it. We have now put a protocol in place to handle Partnership agreements and funding requests at Multiple District level and to ensure that all requests are reviewed on a regular basis. One of the main criteria is what benefit are Lions getting from the arrangement. Clubs believe that there are too many requests coming from MultipleDistrict. On the Sunday morning we had presentations from both the MD GMT and GLT Officers. As likely to be mentioned elsewhere there will be funding available to provide some training and we should be getting the amount that was requested to help with membership.The most interesting part of the job is the club visits. It has amazed me how diverse they all are and how much Community work is undertaken as well as the Fund Raising. We do need to try and get the message across to the general public that as Lions We Serve - it is the best way of attracting members. It is pleasing to see that the majority of the club have

web sites, but not all are up to date. At least two that I have visited are on facebook and twitter.My own club sold tickets for the bonfire night online and were surprised by the take up. It was good to be a normal Club Lion on bonfire night in Warwick helping with the car parking. Well I think that is what I was doing!! I am having regular monthly meetings with Vice District Governors to discuss the way forward.I was pleased with the positive response I have had about the Autumn Forum from those who attended and I do think that format is about right. We are also ahead of the game in promoting the Signature Projects, Lions Eye Health Programme (LEHP) and Young Leaders in Service (YLIS) which will be launched in January 2012. A highlight in September was the opening of the Shelter at the National Arboretum by our patron Sophie HRH the Countess of Wessex. I was able to give her one of my postcards and reminder her of the conversation that we had in Leeds when I was a DG in waiting.World Sight week saw Beryl and myself visiting the Coventry Centre for the Blind which has been supported by Coventry Leofric both practically and financially since it became a Charitable Trust 18 months ago. On World Sight day we were in Kenilworth where the Mayor, Mayoress, President of Kenilworth Lions were blindfolded and were lead through the town on Coffee Bar crawl. I would say that both experiences were eye opening! We recently joined adults with learning difficulties at the annual “It is Knockout competition” at the Three Counties Showground in Malvern.This is organised by Malvern Hill Lions with help from Droitwich, Evesham and Worcester Lions. It is a good example of clubs working together. The games are designed by the participants and they also have a picture competition based upon the theme which this year was Kings and Queens. What is good about this project is the amount of work which untaken by the participants before the actual day. It was a pleasure seeing how much the teams enjoyed themselves.Now it is off to London to see the Lord Mayors Show and march pass the Cenotaph.

OBJECTIVESMy objective remains the same; I want to put a SMILE on all Lions’ faces as WE SERVE.

105 M Lions Clubs International District Administration Account

Administration account draft outturn 2010-2011. Including adjustment to balances for year ended 30 th June 2010.

1. Annual 2010-2011 Administration account report.

A balanced budget of £10425 was approved by Convention.District Cabinet in December 2010 approved an amendment to the budget following receipt of grant monies from Oakbrook to finance membership activity.A separate membership account has been established with a two year budget of £6045.The main purpose of the “membership” account is to fund help to Clubs with membership of 15 and below.

2. Detail comments on the Administration account are as follows.

Membership is about 40 below the forecast level of 1100.There has been no need to levy Club fines due to late payment of dues.Following the “credit crunch” bank rate has dropped significantly and so no interest has accrued on present accounts.M.B.N.A royalties are continuing to fall below previous levels.All the above detail comments mean that receipts are about £1000 below budget.

3. Payments

Detail comments on payments are as follows.

Officer’s expenses are once again down against budget, maybe the smaller Cabinet having an impact.Convention costs are shown as £323 overspends; a decision is yet to be made on how this is to be funded. I have not received at this stage the final comments of the events officer following his detail examination of the accounts .However in principle my advice is that District should fund the shortfall. At the last Cabinet meeting members asked for details from other Districts Convention. Several Districts have responded confirming their numbers were also down and so have MD.The donation to LCIF on behalf of PID attending Convention is shown separately. Membership reduced costs, that’s for the membership team, reflects the creation of the new account as a result of Oakbrook grant.The balance on administration account last year was £9193.However in addition “deferred income has now been brought into account to create the Membership account.

4. Membership Account

The membership accounts payments are shown against the membership planned spend.Leaving about £ 3,200 for financing spend on small clubs in 2011-2012.Assuming no further grant monies are forthcoming decision will need to be made on funding future spend on membership following the budget setting exercise to be considered at the next Cabinet meeting.

When considering the 2011-2012 budgets the replacement of the “District Projector “was considered but excluded. The Projector has indeed broken down and quotes are currently being sought for a replacement

5. Adjustments re prior years.

In addition to grant income received in prior years, the provision for audit fees foregone by Berry accountants together with club dues has been brought into account together with writing off unrecoverable “message in a bottle” club debtors.

Lions Clubs International (LCI) District 105M Charity Trust

Second draft.Annual Report for the year ended 30 th June 2011

Lions Clubs International District 105M Trust is registered with the Charity Commissioners No. 514602 and is constituted by Deed of Trust.

1. TrusteesThe Charity is administered by a committee of ex-officio Trustees.

During the year the membership of constituent trustees was reviewed and amended to reflect changes in lion’s organisation and to provide greater transparency.Trustees are Immediate Past District Governor Femi OnaboluDistrict Governor – Martin Bye1 st Vice Governor Neil ChisholmDistrict Secretary - Michael CookeDistrict Treasurer - Brian Burgess

These Trustees are eligible by their office within the District Cabinet.

The object of the Trust is to receive funds on behalf of charitable projects and charitable trusts operated by District 105M of L.C.I. and other external registered charities and charitable trusts from Clubs within 105M District and to disburse the funds received to the relevant parties in a manner which will ensure proper recognition for the Clubs. All administrative expenses are met from members’ subscriptions.Gross receipts of £71,650 and donations of £78,915 were made in the year.

2. Projects within Lions Clubs International District 105 M.Projects within the L.C.I 105 M Trusts are supported by Clubs within District 105M. No Club is obliged to contribute to any of the projects and so no guaranteed income can be assumed for any project.

The Partners Project is unique for each year.”Hospice at home “raised £10361 proceeds being donated to eight hospices. The project for 2010-2011 “music & the Deaf raised £ 6,575 by year end

District M Youth Activities.Clubs contributed £1,220 towards youth activities during the year. The District “Young Ambassador Award” costs were £388.Funds held for the District Youth Camp for the Physically Disabled are as yet not committed to a specific programme .The district hosted the MD disabled youth centre and sponsored the tee shirts £ 529. The District Leo fund is the amount transferred to the District when The Leo District of 105M was suspended due to lack of membership.The District supports the MD, music competition each year, the winner of the District competition progressing to the Multiple District competition, the winner at Multiple District competes at Europa Forum. In the year costs of this competition were £260 including prizes. In addition minor awards have been funded including £50 for the District Peace Poster winner, £50 for an Environmental Project award. And £70 for youth football medals.

The Drug Awareness funds are held in order to support Clubs who provide “Tacade “Drug Awareness materials to schools in excess of their local available resources. £255 was contributed towards materials to help several smaller clubs.

Several years ago significant flooding took place in part of the area covered by District 105M.A balance of £ 1000 is held to meet a similar re-occurrence together with £4450 to support any future emergency.

The North Sea Lions project (NSL) balances are held against future projects. The Lions of District 105M pledge a fixed sum per Club in Euros and any excess collected from Clubs is held over pending any shortfall in future years. Donations in year were £4,490 and £3,906 contributed toward the Himalayan eye hospital.

. The Alcester Lions Club closed in 2001/02 and, as is normal practice, the balance on their Charity Account was remitted to the District (£3300.42) and will be used to complete local projects.Roy White Fund Trophy purchased and engraved, fund balance £938.

The General Fund was established from interest on the balances held in the bank. This source of funding has ceased since the national “credit crunch “.the Hinckley handicapped games was cancelled so the £500 grant was returned to the fund.Music & the Deaf presentation to Forum as a District project expenses were £ 260.

Niger Water wells, a previous North Sea project. Paid £378 for a survey on the current effectiveness of the ten wells.

The current balance is £2,633 In order that a speedy start can be made to refurbishing the Water wells of Niger £2500 has been earmarked in 2011-2012..

3. Appeals from Lions Clubs International and Multiple District 105

Appeals from Lions Clubs International and Multiple District 105 are collected on behalf of individual clubs and periodically remitted.

LCIF is the international foundation set up by Lions Clubs International. As well as appeals for general funds, specific funds are sought to support specific disasters. During the year undesignated donations were £3750, and £26674 donated for specific disasters.

Gift for Living donations were £950, the MD launched the St Dunstans appeal for disabled soldiers raising £4,700.

The Sight First 11 programme balance of collections was £750 Eye Camps, £3622 raised and £1900 toward the eye health programme, Wateraid donations were £100.

The MD has several Trusts which Lions support, LIBRA (blood research) £1,000 raised, Medic Alert £925.The Youth programme, where clubs are encouraged to donate £60 per club raising £2390. TACADE is a partnership with Lions to put teaching materials in Schools and £300 was raised during the year.

Lions continue to be sponsors of the Special Olympics £2,250 was donated to this cause;

During the year £600 was received for Street Children and sent to the Consortium of Street Children for “Railway children”. UNICEF raises funds for “a school in a box” and £630 raised .Funds raised for specific projects that are not remitted during the year are remitted in the first quarter of the following year

The Trust has no specific policy regarding reserves.

DECISIONS REQUIRED:None

ACTIONS SINCE LAST REPORT:Helped DG Neil to conduct Autumn Forum.

OBJECTIVES:To make the administration of all District Events as efficient as possible with dignity tinged with a sense of humour. To remind all District Officers that hold “finals” events, that I am available to Chair their event if they want time on the day to concentrate on the details of the candidates. Examples are “Young Ambassadors” and “Music Comp”.My fantasy still exists, that all DO’s will inform me whether they are or are not attending Cabinet. It does help to arrange the seating plan and the required amount of tea and coffee.There is an old saying “to assume is to make an ASS of U and ME”I have attended an F & A Meeting and by the time of Cabinet I intend to have been t a LRP Meeting.I would like to attend the next Convention Planning Meeting, if someone would let me know “time and place” please.

SECTION 2 : REGION & ZONE CHAIRMEN

NAME: Rob Owen OFFICE: Zone “A” ChairNovember 2011 Cabinet Report

DECISIONS REQUIRED:Acceptance of this report.

JUSTIFICATION FOR DECISION :Information to update District as to activities undertaken in Zone “A”.

ACTIONS SINCE LAST REPORT:I have completed my first round of Club Visits.2 Zone Social Meetings have been organised, hosted by Walsall and Kingswinford & Stourbridge Lions Clubs these were very well attended by both seasoned Lions and plenty of new faces. Short presentations were given at these meetings by Lion Simon Moss at the first meeting and Lion Pauline Hoogerwerf at the second meeting.The Zone Competition (skittles) has been completed, the winners again being Bilston & Willenhall who go forward to the region finals.Attended Wolverhampton and Bilston & Willenhall Club’s Charter dinners.Attended Autumn Forum.

Attended Kingswinford & Stourbridge Club’s recent prostate cancer screening evening, 468 men were screened on the night. The Club also distributed membership information on the night and I will monitor the feedback to see if this could be of any potential benefit to other Clubs.Attended Walsall Club’s Concert.All information between Clubs is circulated between clubs by email.Zone diary has been circulated to all Clubs but this is only as good as the information provided by the Clubs so that it remains up to date and relevant.

Provisional dates for future Zone Social Meetings have been arranged as follows:1 - Thursday 19th January - Aldridge4 - Thursday 29th March - Dudley5 - Late April 2012 - Wolverhampton - TBCI am also providing email reports to clubs within 7 days of each Cabinet meeting.

Aldridge & District 14 14 0 During the past quarter we have still had low attendance numbers owing to health problems and extended vacations. One possible interest from a recent coffee morning but, so far, no response received from follow up e-mail.

Bilston & Willenhall 9 8 2 At our recent drinks & nibbles in September, we had the most positive response we have ever received. From this evening we have gained 2 prospective members, which are being badged up January, and a further 3 ‘friends of Lions’ which although are unable to commit fully are more than happy for us to call on them for support. We have also had several requests for more information. We have provided these with magazines, information packs & a copy of the DVD.

We had our Charter in October, the evening was a huge success from food & service at the Goldthorn Hotel, to the entertainment – Dave Bartley. Recently hosted the Zone Skittles evening (and won!) This was a fantastic evening again with all clubs in attendance. Members will be attending Walsall and Solihull’s charter and we intend to visit other clubs on their meeting nights.

Researching the opportunity to put on a Casino night, with the help of Kiddy. Also are trialling a new idea from one of our prospective members, of an indoor car boot sale. This is being booked in at the moment and will be held next month. Lion Chris has also approached other clubs regarding a zone fishing contest.

The club continues to supply and promote the message in a bottle scheme and have had new requests to supply them to individuals and to new outlets, the club continues to support Scope and the Scope Monday Club, however this needs to be reviewed in the coming months this has now finished as the centre has closed. The club is collecting unwanted eyeglasses and sending them for recycling through Lions.

Fundraising Activities

The club held its annual bike ride event but unfortunately the turn out was poor; so we are planning a canal walk, as we may not continue with this event.The club also took part in the Wolverhampton steam & Vintage Show and the City Show by having a stall at both of these events, which were successful, and we raised a little money.

Fellowship Activities

Club members attended Bilston & Willenhall and Marston Green Charter Nights.The club will be holding a social on the seven-valley railway in the coming months a boat trip is planned and a theatre trip.

To ensure that we understand what makes our existing members happy to be members of Lions and to listen to their suggestions for making membership more successful.To promote our Club locally (especially in areas that we have not been active in for some time); obtaining press exposure on a regular basis.Get involved in managing projects that will receive press coverage to again promote our presence. I attended Birmingham Sheldon Comedy Night at the Ivy Leaf club, a good evening remembering that comedy is subjective. I am planning to attend Solihull Charter evening on 12th November.Zone competition has been arranged fro 23rd November and we should have a winner to go forward to the District.

Another prospective member has been in touch and we hope to invite him to share an informal drink with us soon. Another prospective member has indicated that he will be in a better position to consider joining us after the hectic Christmas season.

We hope to badge up 10 of these in the New Year. We have drafted a Club Information pack to be provided to all new Lions as they become members alongside the LCI New Members pack.

Day out at West Midlands Safari Park with a number of disadvantaged children; continued to forge links with vulnerable families in the area by inviting them to accompany us on the day. Community “Afternoon Tea” at Ninestiles School which was attended by 80 elderly members of the local community.

I have completed all my club visits as acting Zone Chair for Zone E and was accompanied by ZC Ian on visits to Stour Valley, Warwick and Eversham. I have enjoyed my visits and been made to feel welcome at all the clubs, and have even managed to spread some ideas for events as I have been on my travels. I am collecting books for Stour Valleys book sale and provided Shakespeare with information to enable them to do spectacle collections.

Now that I have handed the Zone E over to Ian I still hope to be actively involved with them but this will enable me to give more support to my other two zone chairs who I would like to thank for their patience.

Have had for a number of years an established link with Brookside Sheltered Housing in Sheldon, recently helped them with a project they have with a local school providing funding for refreshments for the children when they visit the community.

Have a number of dates arranged for collections at the International Station at the NEC, Melbicks Garden Centre and possibly the Airport. Doug Cross has been speaking to the NEC on their behalf to see if their involvement with them can be increased.

Regular Social meetings are held on the 1st Tuesday of each month at various venues.

Donations: As yet the total of their collections is not finalised but a donation will be made to Heart Appeal at the Children’s Hospital which has been their sponsored charity for the past year.

COMMENTS:All the clubs in Zone D are committed to focusing on increasing their membership particularly the 40 to 60 age group. Card drops have been done by 3 clubs and have received a fairly good response.Fellowship activities in the Zone are very encouraging with new ideas and venues being explored. All clubs except Droitwich have been visited, Droitwich visit having been postponed due to ZC being knackered oops! Sorry! rather tired after flying back from USA the day before.

The first 2 zone meetings have been held, with excellent attendance levels. All Zone clubs were represented at the first meeting, and all but Malvern at the second. Malvern had other Lions commitments (committee meetings) on that evening and Lion President Heather provided apologies on behalf of the whole club. Now the secret of their committee meeting night is out, we will not schedule a competing event in the future!

Zone meeting have heard presentations on Membership Drives, My Ideal Club, Stock Exchange Event, and Niger project and street children.

The zone project of a girls touch Rugby tournament started successfully last year is to be repeated. The competition is to be on the 15th March at Sixways Worcester, and a winners’ presentation at one of Warriors’ home games date to be confirmed.

OBJECTIVES: To listen to the clubs and understand and action any needs for support and assistance

that I may be able to bring to them or facilitate for them To listen to the clubs and encourage and motivate members who do not habitually go

Droitwich Fundraising / Service / Donations4 golfers won event in aid of the local charity “ Murrays Muscles”. £250 sponsorship money went to the charity. Droitwich have sponsored a youth team from Gaudet Luce Golf Club to play for a year in the West Midlands Golf League. 2 families have been given holidays by the club this year. Members of the Welfare committee attended Kingfields day centre's annual BBQ and provided and organised a tombola. The Salt Day balloon race was a success with well over a 1000 balloons being launched on the day, the winning balloon finished up at Whitby and was found by a bride and groom on their wedding day.In an excellent example of inter-club co-operation, Droitwich received a request from Blackmore Vale Lions Club, Dorset, in respect of the charity Dentaid, which sends redundant dental equipment to the 3rd world. Dental tools were collected from a retired dentist living in locally and sent to Dentaid in Wiltshire. COMMENTS:I would like to raise a matter of communication to Zone Chairmen. We are supposed to be the principal conduit of information between clubs and DG / Cabinet. Inevitably this line is blurred by the ease of communication with email etc. however, it is essential that ZCs know what is happening in our zone clubs if we are to be effective.

If we know that a district officer has made an appeal or visit to a club, we can reinforce that effort when we make club visits. If we do not we just look like we are not on the same team when we go along and know nothing about it.

I have no problem with anybody visiting any club.

However, it would be a courtesy to provide a report to the ZC that identifies that the visit took place, and covers any relevant issues (especially any actions that have been agreed to be taken by the visitor and any actions that the ZC should pick up).  

In the same vein, I also feel that any correspondence from district officers to clubs should be copied to the ZC so he or she can keep tabs on what is happening in his or her own zone, and encourage clubs to follow up on requests from other district officers.

Attended Wolverhampton club with Peter Wells. Long discussion with the members on what it can do for membership using Lions projects within the community, use of posters, which Peter had kindly obtained - have now been put to good use. President encouraged to attend Forum with a fellow Lion. It was good to see they did attended and found the day useful, so much in fact Lion Pres has booked for Convention

Forum – completed 3 presentations with the Leadership and Communication Chairmen. Very encouraging to see the attendance at all 3. Good responses from attendees.

Website, continually being updated with information with the help of webmaster

Contact via the website has possibly given us an intro into Birmingham University in Perry Barr. Ajay is attending Walsall club and working with Sandwell with their tree planting. This is an area that we have tried before but with no success, as there has not been a contact within the university to lead. Watch this space

The last meeting of the membership team had 2 agenda items, 1) clubs under 10, 2) extension. As a team, each club under 10 was discussed and an action plan formulated with a dedicated project leader to take forward. Areas for club development identified and a project leader also identified to take forward. Our next meeting is 24/1/12 to check on updates and to look at clubs under 15

I asked a question; Is membership sexy? We need to be the Service Organisation of Choice. Everything we do to communicate with the public needs to be sexy; to use the modern methods of communication of today be it through technology or through our posters, advertising, presentations. To encourage new younger members we need to be of today, regardless of our average age at the moment. So are we sexy? I think we are getting there.

Daventry Now closedThe lesson must be learnt from here – it is only practical these days to form a new club branch - providing continually assistance can be given by other Lions. Therefore other local Lions Clubs - We should therefore not consider forming any branch club with less than say 8 members.

REBUILDING I will deal with the two clubs whose meetings I attend, their basis is almost that of a CB’s.

Coventry Phoenix Lions Club Successful YC drop a little early to be positive but certainly the signs are good and 9 existing members plus the extra 3 or 4 members they will gain will put this club back into full operation within the District.Vice President already appointed. Charter lunch planned for late 2011.Very interesting story of the original Coventry Lions Club President medal which was found during the card drop.

Sutton Coldfield & Erdington Lions ClubStill problems, a transfer member from the West Indies will take them to 9 but they may lose their meeting place. Difficult to raise enthusiasm; although the 4 new members are keen and we are building on these. Again we have a possible Vice PresidentAnother YC drop in the spring is essential.

But the cloud of redistricting still exists and it will certainly affect us here in 105M.

The strong districts in the south of the MD will not want to give up areas to assist us which will mean a carve up of what’s left.

But somehow we must get back to 1250 members, even if the District is changed we could even gain both area and numbers under the details of some plans floating round.

In 105M we have supported clubs in membership drives paying for the printing ( or part of) of the Yellow Card system. In some cases we have also paid advertising costs.

ACTIONS SINCE LAST MEETING:Dudley Club: I had the honour of inducting their new member during my visit in July, and for a club so small in numbers they put to shame much larger clubs for the number of activities they undertake. I have obtained “Making a difference” leaflets from MDHQ & they are handing these out at every event they attend, also 10 posters have been displayed in prominent places. I am looking to undertake a membership drive with them next Spring.

Wolverhampton Club: 7 of their 9 members have completed the “Ideal Club Questionnaire” this autumn and I have consolidated the results, and with the support of Heather Lee have discussed the comments to encourage them to undertake more

SECTION 4 : FINANCE & ADMINISTRATION COMMITTEE.

NAME: Paul Anstice. OFFICE: Finance and Administration ChairmanNovember 2011 Cabinet Report.

DECISIONS REQUIRED: 1. Cabinet approval of the budget for 2012-2013.2. A resolution on the subscriptions for 2012-2013 3. A resolution to levy each clubs for District Youth Project Activities funding.

JUSTIFICATION FOR DECISIONS: 1. The breakdown of the budget for 2012-2013 is presented in the first table at

the end of this report. Due to the current economic climate, every attempt has been made to produce a lean budget but still maintain the efficient management of the District. Due to falling membership numbers the income has been based upon the dues of 1,000 members for 2012-2013 and to reduce the burden on Lions within the District it is proposed to limit the increase in subscriptions and to run deficit budget by limiting the increase in dues.

2. Working within the constraints of the deficit budget for 2012-2013 it is proposed to increase the annual District subscriptions to £10 per annum collected as £5 each half year.

3. In previous years the cost of Youth Project Activities has been covered by reserves in the District Charity account largely created through bank interest. Due to the current economic climate, this source has ceased and over the last two years these activities have been funded via the District ‘Shopping List’. To bring the District funding in line with the MD funding method and other Districts it is proposed raise a levy on clubs to cover these costs in the future to be paid from clubs’ Charity Accounts. A breakdown of costs based upon the previous two years is presented in the second table at the end of this report. It is proposed to raise a voluntary levy of £20 payable with the first half year subscriptions on each club. This figure would allow a surplus to be made for future years provided the current 55 clubs (excluding branches) pay the levy. Historically, about one third of the clubs in the District do not pay the MD voluntary levy, so based upon 40 clubs, the overall levy will cover the costs of the District Youth Project Activities.

ACTIONS TAKEN SINCE LAST MEETING:The second F&A committee meeting of the new Lions year was held on 4 th August 2011. In addition to the items covered above:

The ‘Rules of Audit’ for 2011-2012 have been revised in line with the decision made at the August 2011 cabinet meeting to allow mileage claims to be made by the Vice District Governors for club visits if they wish to do so. An amendment has also been made to mileage claims for Zone Chairmen to reflect that they are asked to do two club visits to their Zone clubs. The revised Rules of Audit for 2011-2012 have been uploaded to the District website.

The final accounts for the District Convention 2011 at Warwick have been submitted to the F&A committee by the Convention Treasurer. These have not been presented in the normal format and committee found them difficult to review. The

District Events Officer has agreed to transpose the data into the standard format for the sake of clarity to be presented to Cabinet as an update. As has already been reported to Cabinet, the Convention made a loss which has been covered through funds from the District Administration Account.

There have been two incidents recently where clubs have closed leaving debts to International for non-payment of dues, namely:

Daventry branch - $250 Northfield Kings Norton Lions Club -$196

As these debts impinged on the status of District 105M with Oakbrook and needed to be paid by 4th November, approval has been given by District Governor, the members of the F&A committee and the District GMT coordinator to pay these debts from the membership budget in the District Administration Account. Payment has been made by the deadline date and Oakbrook has been informed by the District Treasurer.

As Daventry branch was embryonic with no finances and being developed by the District, GMT and F&A agree that the District is not in a position to recover this payment. However, in the case of Northfield Kings Norton Lions Club, there is concern within the F&A committee that no one at a District level knows as to the status or the whereabouts of the Club accounts. GMT intends to make contact with the ex-President and Secretary to discuss a number of issues including the Club accounts and to arrange for the transfer of the monies into the District accounts and regalia for safekeeping. The F&A committee have agreed to offset any monies held within the Club Administration Account against the International dues paid by the District.

The District Treasurer and District Lion Tamer have agreed to produce a District Protocol to transfer the accounts and club regalia from closing clubs to District and this will be presented to Cabinet at a later date.

This has been requested by Educational Professionals as a follow on to the initial resource that was for children from 3 to 11.I have also fixed some visits to clubs and Zone Meetings to spread the word about Tacade.

As District Officer I sent off the Forms to request the Young Leaders In Service Certificate on 4th October but we are awaiting the signed Certificate from LCI HQ. ( as at 8th November ).The District Final of the Lions Young Ambassadors Competition is arranged forSunday 20th November 2011 at the Holiday Inn Birmingham Airport. There are candidates from Lions Clubs at Evesham Shirley Dudley Towcester Marston Green.

To implement DG Neils aim to plant 1000 trees in the District during his year, already done thanks to Sandwell & Aldridge Clubs, but don't let that stop you, why not 2000?

Spoke at seminars at District Forum requesting clubs to investigate how they could assist units which provided services to people who have Learning Disabilities. The subject seemed to be quite well received judging by conversations afterwards.

Thanks to the clubs for sending me details.Lions Sight Savers donations for District 105M covering th Lions year for the period to October total £500. Lions Sight Savers has been included on the District Officers recommendations list.Spectacles continue to be recycled with additional clubs setting up collection points for the first time.

DECISIONS REQUIRED : That our District should buy 5 pieces of ‘School In a Box’ at £170.00 each.

JUSTIFICATION FOR DECISION :At the recently concluded meeting of the MD IROs it was suggested that each District should help to promote this laudable UNICEF/LIONS Educational programme by purchasing at least one box. I propose that our District should identify strongly with this project because the future of Developing countries depends on the education of their children. Education will give equal opportunities to all children to have a chance of becoming future leaders..

ACTIONS TAKEN SINCE LAST MEETING :Members of the International Committee continue to be in regular communication with each other, sharing ideas and conveying messages on International matters on visits to Zones and Clubs meetings. Next meeting will be at 09.15am before next Cabinet meeting.I attended the MD IROs meeting on 22nd October where far reaching decisions (which were later ratified by the MD Council) were taken as follows:

United Nations: Promote and encourage attendance of Lions at the annual Lions’ United Nations Day celebration which will be held in the Houses of Parliament in London on the 13th of March 2012 from 5.30pm to 8.00pm, in Ireland from the 2nd to 4th March 2012, in Cardiff, Wales, at the Temple of Peace on 11th March and date for Scotland yet to be determined.

Europa Forum: this year’s Europa Forum held in Maastricht, has come and gone. It was adjudged to be a success with about 1,200 participants but there is a clamour for it to be made more attractive to more Lions across Europe by reducing registration and functions fees and encouraging partners to attend. MD 105 is looking into the possibility of hosting 2014 Forum and Council has delegated the Bornemouth 2006 organising committee to review its feasibility. Council also approved payment of expenses to Europa Forum for 2012 & 2013, for Chairman Advisory Committee, MD Treasurer, MD IRO, European Young Ambassador’s officer and the Council Chairman.

Twinning: Progress is being made in promoting and encouraging Clubs to undertake twinning activities. Some Clubs have already sent me details of their twinning activities with other overseas Clubs. I urge Zone chairmen to assist in propagating this laudable bond of friendship, fellowship and mutual understanding among the Clubs in the world.

UNICEF – Edukits. Otherwise known and now rebranded as ‘School in a Box’, will continue to be publicised and promoted among the Clubs. A box costs £170 and the MD IROs are urging each District to be involved by buying at least one box.

Water Aid: Council agreed to continue promoting through Lions Clubs but requests from Wateraid that annual reports will henceforth be required showing where donations from the Districts are spent and what is achieved. It was also suggested that Lions projects are made identifiable by Lions Logo.

Street Children: MD Council approved the resolution that five nominated projects under the Consortium for Street Children be adopted by the MD and recommended for support by the Districts. The list of five projects will be submitted for approval at the January 2012 Council meeting.

Malawi Education Programme: This project received a lot of discussion at the IRO meeting. Districts contribution data over the years was circulated and shows that 105M has not really adopted this project properly. In order to revamp interest, it was decided that specific details of sponsored students

and their progress will be requested from the three Lions Clubs to ensure MD continued support of the project.

Dentaid: It was decided that this project will remain District 105D project and not adopted as MD’s. District that wish to support it should do so through 105D directly.

Music Competition: Declining interest from Clubs promotion has been identified as resulting from incredibly high standards required by entrants for the competition. Wider appeal competition (not restricting it to only classical instruments and offering wider variety rather than single instrument per year) will offer better value for Lions investment through attracting more entrants. Attracting sponsorships will help encourage participation and reduce high cost per entrant to Lions.

A Gift For Living: This project received a statement of support from the office of our MD Patron HRH The Countess of Wessex,(quote) “ fully supports the Gift For Living Project and encourages the family of Lions to continue to fund this very worthwhile programme of saving vulnerable mothers and their babies in Bosnia Herzegovina and Kosovo” (unquote).

Lions/Moorfields Korle Bu is an LCIF/MD105 joint venture. It is part of our International commitment even if it is sight related and is now under International Relations. The land has now been officially secured and fenced.

MD IRO and Council through its 3 quarterly Newsletters and Cabinet reports. To keep International news and programmes alive in District 105M

ACTIONS SINCE LAST REPORT :The Annual Board meeting was held in Lubeck, Germany, during the weekend of 9th/11th September at the meeting Lion Ruurd Kuipers 110BN was elected Chairman & I was elected as Secretary.The meeting was updated on all the projects which were currently being or had been completed during the past year – final reports were received in respect of the 2009/10 projects – Baltjos Gymnasium, Klaipeda, Lithuania total costs 131000 Euros. And Public School,Kroboda, Burkino Faso total cots 46140 Euros.Progress reorts were given on 2010/11 – Himalaya Eye Hospital, Pokhara, Nepal – 50% of the work has been completed.The current project 2011/12 – Permanent Eye Clinic, Djbo, Burkino Faso – has been delayed slightly whilst awaiting for response from LCIF re grant – if this is not forthcoming District 106C will make up the shortfall out of the accumulated funds of NSL in the District.Future project 2012/13 – 105M was the only District to put forward a project, whilst there was agreement that this project was worthwhile – there was some discussion on whether it completely met the NSL criteria – also there was concern over the fact that we were looking for some funding £30000 from LCIF – further discussion took place over what would happen should the funding from LCIF fail – with the support of Lion Richard Jones 105E we convinced the Board to accept the project and it was approved by all concerned.Subsequently we have had the Grant application to LCIF refused, however we are currently looking at ways of raising the monies needed – a private donation of £10K has already been promised if needed, however we will be approaching various Grant making Trusts with the help of the Amala Trust in order to get the shortfall.In the current financial climate it will be difficult – but we have 9 months in which to do so – we have also discussed scaling the project down to meet the finance we will have.On behalf of NSL Board I also attended Europa Forum to do a Workshop presentation about NSL, this is the first time we have had a presence at Europa Forum – I cannot say that it was a qualified success – but we spread the word – one of the current objectives is to increase the number of Districts in NSL.I have also written to all club Presidents with information on the current project, also reminding them of their obligation to NSL.

ACTIONS TAKEN SINCE LAST MEETING: Produced and circulated first International Committee Newsletter. Attended Autumn Forum and gave a presentation on Niger Well Project. Have contacted all Zone Chairmen and, by the time of Cabinet, I will have visited

all but one Zone to promote Water and Street Children projects and Edukits.

The Niger Well project is being well received (pardon the pun) and, as at the middle of October, £1175 had been already been received by the District Treasurer.

A Kenilworth Lion has pledged to run the Stockholm Marathon next summer and is hoping to sponsor a whole well. Currently, we are trying to find the best way for him to set up an online fund-raising page.

SECTION 10 : LEADERSHIP COMMITTEE

ACTIONS TAKEN SINCE LAST MEETING :Since my appointment I held a District Leadership Meeting to establish some of the requirements for the Team. We established that to ensure a good delivery of the training going forward we would ask the Lions in the district to help, we are currently in the process of selecting Lions who have shown an interest in helping.

On the 11th September together with Phil White attended the First GLT MD105 Meeting there was also another meeting held on the 24th September for the rest of the District Leadership officers. GlT MD Coordinator Linda Picton Chaired the Meetings and LCIF MD Coordinator Geoff Leeder together with Membership & Communications Coordinator and Chairman of Council Tony Gadsby Both meetings were very productive and has helped with understanding more about the Leadership Role.

On 9th October I attended Autumn Forum and together with GMT and PR gave presentation to three groups of Lions from the District.

Have had several meetings with Phil and Heather plans for help with the training going forward are in place and we begin the process of selecting Lions who have shown an interest Once this is completed after 5th December we will then have a “Train the Trainer Day “

On 22nd October PIDG Geoff Leader Presented the Training Day for 9 Lions in theDistrict to become Certified Guiding Lions.Plans for us to have another CGL training day will be looked at in the New Year.

I am continuing to support Evesham Lions and plans for a Yellow Card drop will take place in the Spring.

I am also on the Committee for MD Convention and responsible for the Banquet and Ball

OBJECTIVES: Plans are in place for the GLT team to hold Spring Workshops for Incoming District Officer and are to be reviewed regularly.Dates set for the Spring Workshops will go out in the New Year so that they can be put into everyone's diaries

We will continue to work along side GMT and ensure the Training that is delivered is kept up to date and appropriate.

I attended Leadership meetings on 7 September and 25 October and a MD Global Leadership meeting on 11 September. The first Zone Chairman Review meeting of this Lions year was held immediately prior to Autumn Forum and at Autumn Forum I took part in the GLT presentation.The Certified Guiding Lion workshop delivered by PDG Geoff Leeder on 22 October was a very interesting interactive session with 8 Lions attending and very meaningful discussions. I think all those taking part found it worthwhile and I hope that others will come forward to volunteer as Certified Guiding Lions. We had a considerable number of volunteers to join our team of presenters and will shortly be assessing and selecting from those Lions as we have more volunteers than required.

Attended two monthly meetings of the Governors team. Chaired the Finance and Administration committee meeting, attended the

Long Range Planning meeting and two District GMT meetings. Attended the MD GMT meeting in Birmingham. Attended Autumn Forum which was very informative and enjoyable. Met with my advisory committee to prepare for next year. Attended and enjoyed the company of the Lions of Marston Green, and

Northampton Eighty at their charter celebrations and by cabinet will also have attended the charters of Solihull and Worcester Lions Clubs.

Met with my fellow VDGs and partners for the weekend to attend the 50th

Charter anniversary of the Lions Club of Exeter, home club of 105SW VDG Lion Julian Chadwick.

Taken part in Zone H Skittle contest and made the mistake of being part of the winning team.

ACTIONS SINCE LAST REPORT:Since the last cabinet meeting I have attended the first 2nd VDG training session and met most of my fellow 2nd VDGs. We seemed to gel very well and I’d have to say it was probably the best Lions’ training event I have attended. We are planning an informal meeting in January.I have now been to zone meetings in 6 of the 9 zones and have two of the remaining ones planned. I will be commencing a short programme of club visits in the New Year.

I was also delighted to attend Wolverhampton and Shakespeare Lions Clubs’ respective charters as the representative of LCI.

OBJECTIVES:To assist the District Governor as required.To learn what I need to know for the challenges ahead.

Following the meeting/ seminar held at The Arden Hotel on 31st August 2011 on the theme “DO YOU WANT TO BE THE DISTRICT GOVERNOR” a few possible future District Governor candidates were present. I am delighted to report that following that meeting, and discussions with their clubs, that for the first time for many years we will have two VDG Candidates at Corby Convention.

The meeting was held in conjunction with 105M PDG’s and Leadership Committee.If it is the District Governors / Districts wish then we will willingly hold a similar seminar in the Autumn of 2012.

105M is one of the few Districts in the MD who have an organised Past District Governors Association, the continuing activity of Past Governors is of course a big help both to the District and the current Governor.

It assists greatly in keeping experienced Lions active in the District when their year as Governor is over.

The annual Christmas Lunch is planned for Grounds Farm, Middleton, Sutton Coldfield. Not far from the Belfry Golf Course on December 4th 201130 are booked in at present Organised by PDG Linda Cross

105M Golf Competition is set up as a joint event with PDG’s atBromsgrove Golf Club during August 2012 Organised by PDG Brian Burgess. We are very anxious for other Club Lions who wish to play in the 105M Golf Competition from all of the clubs in 105M.

Brian Burgess won both the PDG’s and105M Golf cups.

A new Ladies Cup was given by BB and should be called Brian Burgess Ladies Golf Cup”First the winner was Lion Maureen Whitmore from Kingswinford & Stourbridge LC

To take part social events such as these help cooperation between clubs and certainly assist with the overall membership programme.Please contact Brian Burgess for 2012 dates.

The first PDG Summer lunch in June last year was a great success and no doubt will be repeated again next summer probably in June, organised by Henry Woodgate in Coventry.
