Major projects to stimulate regionThree large-scale construction projects to stimulate the region are set to be unveiled later this month in councils 2009/10 budget. A new art gallery, learning centre and library in the Caboolture CBD; streetscaping of Redcliffe seaside shopping village and the investigation of a multi-storey commercial development at Strathpine are among the major capital works to be announced in the budget. The projects are part of a council-driven stimulus package designed to improve and grow the Moreton Bay region. Besides improving the visual appeal of precincts, major capital works help build business confidence

and encourage employment opportunities. The new art gallery, learning centre and library proposed for the Caboolture CBD will include state-of-the-art technology and features to create a modern, attractive community facility. It will be an important community resource, a visitor attraction and create a thriving cultural hub within the Caboolture CBD.

The streetscaping of Redcliffe seaside shopping village will breathe new life into the historical heart of the peninsula. The project will improve the visual appeal of this coastal strip, address vehicle and pedestrian access issues, boost parking opportunities and provide a catalyst for urban renewal. Strathpines public transport infrastructure makes it ideal

for a thriving commercial precinct. The construction of a multi-storey commercial building in Strathpine will help attract additional business activities to this economic hub and encourage urban renewal and improvements. Council is proud that the three projects are scheduled for inclusion in its first consolidated budget for the Moreton Bay region.

Rates to be issued quarterlyFrom 1 July 2009, rates payments across the entire Moreton Bay region will become easier to pay and more equitable for thousands of ratepayers.In response to community calls for easier to manage rates payments, all Moreton Bay Regional Council rates notices will now be issued quarterly in July, October, January and April. The move brings all Moreton Bay region ratepayers under the one system. The new arrangement is part of councils ongoing commitment to deliver a fairer, more equitable rating system for all ratepayers. Quarterly rating will provide greater convenience and financial flexibility for thousands of ratepayers across the region. Council is required under legislation to introduce a common rating cycle by 1 July 2012 but has worked hard to deliver it as part of its first consolidated budget. And to make rates payments more equitable across the region, rates payment discounts will no longer apply. Besides assisting household budgeting, extending quarterly rating to all ratepayers is yet another milestone in our amalgamation journey and addresses a key difference between the three districts.

Making one council workSince March 2008 Moreton Bay Regional Council has been working hard to turn our three former local governments into one council. Work has started on consolidating services, local laws and more than 3,500 fees and charges across the Moreton Bay region. Creating one council for all residents and ratepayers is a huge task, but is crucial to the provision of fair and equitable

services. To date, several key areas dog registrations, library services, waste charges and more recently the councils community grants program have been aligned. Creating parity across our community will be an ongoing task. However, council is expecting significant progress to be made during the coming financial year once its first consolidated budget is adopted later this month.

Cat registrationFrom next month new State Government laws will require cats to be registered with council.The new laws are aimed at reducing the numbers of cats that go missing or end up at animal shelters. Some council rules already exist to help keep cats safe at home. Under councils local laws, cat owners are required to keep their animals confined to their property at all times. A proper enclosure prevents pets from wandering or escaping and will help keep them safe from traffic, other animals and disease. Moreton Bay region residents are allowed to keep up to two cats per household, unless they are on a rural residential block in Caboolture district where up to four cats may be kept. Households with more cats need to have council permits. The latest information on cat registration, discounted offers on desexing and microchipping, and other cat issues is available from councils website at www.moretonbay.qld.gov.au

Ride through our pastCyclists can experience bygone times at a new bikeway through historically and culturally significant land at Rothwell.

Council has completed the construction of a 460 metre bikeway through bushland between Glanville Street and Saltwater Drive. The bikeway passes through areas of Indigenous and historical significance and features informative signage. A timber viewing platform has been installed near the site of the first wallum soil dam in the region, which was constructed using horse-drawn earth scoops by George Morris in 1948. The Morris family farm was recognised as the most modern in Queensland at the time. The bikeway also curves around Indigenous shell or kitchen middens. These provide important archaeological indicators

about the way Aboriginal people lived. Expert advice was sought throughout the process to ensure the bikeway did not have an adverse impact on the culturally significant areas. Council thanks the Morris family descendants, particularly Paul Morris, for assisting with the project. The bikeway is just one of a number of projects under construction or design in the Moreton Bay region as part of the Cycle Network Program. Councils current bikeway projects include the construction of a boardwalk for cyclists over Bells Crossing, Joyner and the design of a cycleway bridge across the Caboolture River.

Sport complex plans in playPlans for a massive regional sports and recreation hub at Brendale are in play, with council to complete master planning for the expansion of the South Pine Sports Complex by June next year.Work has commenced on the master plan, which will include development of the detailed layout for the 72 hectare complex located off Cribb Road. Council acquired additional land reserves on the eastern and western sides of the existing sports facility, with the intention of more than doubling its size to cater for the predicted growth in demand for sporting and leisure facilities. Public consultation is a key part of the master plan process and council will continue to engage with sports clubs and other user groups to ensure they have input. The master plan will investigate options to expand the existing on-site facilities which currently include indoor sports buildings and club houses, netball courts as well as fields for soccer, rugby union, rugby league, cricket, AFL and hockey. In addition to sports organisations, a wide variety of groups use the existing facilities on site ranging from model aircraft and remote control car racing clubs and dog agility groups.

Council takes on bigger environmental roleCouncil will become more actively involved in resolving environmental nuisances relating to commercial businesses such as noise, fumes and smoke emissions.Previously the Environmental Protection Agency was the main contact for all commercially related nuisances, however, changes to the Environmental Protection Act 1994 mean that local government will now handle such matters. Boost your backyard with free mulchGarden lovers will soon be able to get their hands on free mulch to help boost backyards across the region.From 1 July, residents will have access to up to two cubic metres of free mulch from waste facilities at Bunya, Caboolture, Dakabin, Deception Bay, Ningi, Toorbul, Upper Caboolture, Wamuran and Woodford. If you dont want to load it yourself, a $5 per cubic metre loading service is available at the Bunya, Dakabin and Caboolture sites, between 9am and noon on weekends. The loading charge applies to all users, residential and commercial. Mulch will still cost $5 per cubic metre for commercial operators, non residents and residents ordering more than two cubic metres. As part of the 1 July changes, a two cubic metre limit will be in place at Toorbul, Upper Caboolture and Wamuran waste facilities (which will not be providing mulch to commercial operators). If youre a high school student in Moreton Bay region then there are heaps of sporty, outdoors and craft activities running especially for you these school holidays.Councils Super Holiday Activities For Teenagers (SHAFT) program is running sessions including archery, canoeing, go-karting, fencing, jewellery making, laser skirmish, mosaics, ceramics, horse-riding and fishing. Some activities are free and others have a small

Check out tomorrows film makers at Mash It Up 09Discover the regions best young local film-making talent at the Mash It Up 09 Short Film Festival next month.Winners will be announced at an awards ceremony that will screen the top 20 entries from film makers aged 12 to 25 at Redcliffe Cultural Centre from 6pm on Friday, 10 July. The Moreton Bay Region Libraries program registered more than 230 young people this year to make short films, animations, book trailers and mashups so they could be in the running for top cash prizes. Workshops leading up to the festival covered animation, theatrical makeup, acting and editing. More than 400 young film makers attended them to pick up tips, hints and inspiration. Focus on koalasRepresentatives from relevant government agencies and key community groups will work on the project to develop koala conservation initiatives for the region. The Moreton Bay Koala Conservation Partnership projects aims include establishing a designated koala sanctuary, protecting and enhancing existing habitat, improving koala corridors through koala friendly fencing, road crossings and revegetation, and promoting complementary development practices.

Local koala populations will be better protected through the work of a newly formed long-term council partnership project.koala population decline by focusing on protecting existing populations and buffering koalas from the impacts of climate change and habitat fragmentation. The long-term koala strategy will be part of a broader local nature conservation strategy that will be a first for Moreton Bay region. New grants to boost our community organisations

A new community grants program is offering an exciting range of possibilities for the regions sporting and community groups.

The council initiative is aimed at supporting programs and events that make positive contributions to community wellbeing and the cultural life of the region. Grants will be available for projects that respond to community issues and for programs that will develop and improve community facilities on

Village enters new era

Visitors to Caboolture Historical Village are witnessing history in the making as work is carried out to transform the regional tourist attraction.The much-anticipated major upgrade will help revitalise the village, which has been operating for over 30 years and has more than 70 buildings set up in streets and gardens. Construction has begun on the first stage of the project, which involves remodelling the visitor reception centre to increase the villages entrance area fourfold. Weather permitting, work should be completed by the end of August when visitors will experience a new ticketing area, retail area, amenities, and caf. There will also be improved offices for group bookings, weddings and private functions. Council has matched a State Government Q150 grant of $1 million to provide the funding for the project. New facilities are planned using the villages extensive collection of more than 50,000 artefacts to create visitor experiences across the themes of lifestyle, industry, transport and communications. Caboolture Historical Village is near the Caboolture Showgrounds on Beerburrum Road and is open daily from 9.30am to 3.30pm.
