FLOOD INSURANCE STUDY

ALLEN COUNTY, OHIO AND INCORPORATED AREAS

1.0 INTRODUCTION

1.1 Purpose of Study

This Flood Insurance Study (FIS) revises and updates information on the existence

and severity of flood hazards in the geographic area of Allen County, including the

cities of Delphos and Lima; the villages of Beaverdam, Bluffton, Cairo, Elida, Fort

Shawnee, Harrod, Lafayette, and Spencerville; and the unincorporated areas of Allen

County (referred to collectively herein as Allen County). Note that previously printed

FIS reports in Allen County exist for the cities of Lima and Delphos; the villages of

Bluffton and Fort Shawnee; and the unincorporated areas of Allen County. Within

the geographic area of Allen County, no special flood hazard areas have been

identified for the Villages of Beaverdam, Cairo, Harrod, and Spencerville. In 2012

the residents of the Village of Fort Shawnee voted to disincorporate the Village. This

is not reflected on the FIRM panels or elsewhere in this FIS.

This FIS aids in the administration of the National Flood Insurance Act of 1968 and

the Flood Disaster Protection Act of 1973. This study has developed flood-risk data

for various areas of the community that will be used to establish actuarial flood

insurance rates and to assist the community in its efforts to promote sound floodplain

management. Minimum floodplain management requirements for participation in the

National Flood Insurance Program (NFIP) are set forth in the Code of Federal

Regulations at 44 CFR, 60.3.

Please note that the Village of Bluffton is geographically located in Allen and

Hancock Counties. Also note the City of Delphos is geographically located in Allen

and Van Wert Counties. Both communities are included in this FIS report in their

entirety.

In some States or communities, floodplain management criteria or regulations may

exist that are more restrictive or comprehensive than the minimum Federal

requirements. In such cases, the more restrictive criteria take precedence, and the

State (or other jurisdictional agency) will be able to explain them.

1.2 Authorityand Acknowledgments

Hydrologic and hydraulic analyses for entire reach or portions of Auglaize River

within Allen County Dug Run, Dug Run Tributary, Hog Creek, Little Ottawa River,

Lost Creek, Ottawa River, and Sugar Creek were performed by USGS for U.S. Army

Corps of Engineers (USACE). These studies were completed in September 2010.

Hydrologic and hydraulic analyses for portions of Ottawa River, Lost Creek, were

provided by Natural Resource Conservation Center - NRCS (SCS). These analyses

were based on Floodplain Management Study for Ottawa River and Tributaries

completed in December 2002 (Reference 1). The results of this work were revised by

NRCS (SCS) in July 2010.

Hydrologic and hydraulic analyses for portions of Dug Run and Pike Run were

performed by Kohli and Kaliher Inc. These reaches were studied in approximate

methods in the previous FIS for Allen County Unincorporated Areas, and were not

studied by NRCS or USGS as a part of the aforementioned efforts. These analyses

were completed in July, 2010.

Hydrologic and hydraulic analysis for the Little Riley Creek was obtained from Allen

County. The study was originally performed by Hull & Associates in 2003-2004 for a

drainage improvement project for the County. The hydraulic analysis was later

modified by Hull & Associates to incorporate the field survey data obtained from the

county. CDM Federal Programs Corporation (CDM) was involved in the review of the

modified study. The work was completed in 2010.

For the countywide FIS, new approximate hydrologic and hydraulic analyses and

redelineation of special flood hazard areas were performed by CDM, under contract

HSFE05-2005-D-0027/TO12. This work was completed in October, 2010.

The digital base mapping information was provided in digital format by Allen County,

Ohio. This information was derived from data compiled from digital orthophotography

dated 2006. These data meet or exceed National Mapping Accuracy Standards. Users

of this FIS should be aware that minor adjustments may have been made to specific

Flood Insurance Rate Map (FIRM) base map features.

The coordinate system used for the production of the FIRM is State Plane, North Ohio,

North American Datum of 1983 (NAD 83), GRS 80 spheroid. Differences in the datum

and spheroid used in the production of FIRMs for adjacent counties may result in slight

positional differences in map features at the county boundaries. These differences do

not affect the accuracyof information shown on the FIRM.

Bluffton, Village of: The hydrologic and hydraulic analyses for this

study were performed by the NRCS (SCS) in a

report entitled Flood Plain Management Study:

The Blanchard River and Riley Creek – Allen,

Putnam, Hancock and Hardin Counties, Ohio. The

studywas completed in July 1990. (Reference 2).

Delphos, City of: The hydrologic and hydraulic analyses for this

study were performed by the US Army Corps of

Engineers (USACE), Buffalo District for the

(FEMA), under Inter-Agency Agreement No.

EMW-88-E-2739, Project Order No. 6. This

study was completed in March 1989 (Reference

3).

Fort Shawnee, Village of: The hydrologic and hydraulic analyses for this

study were obtained from the Flood Hazard Study

of the Little Ottawa River by NRCS (SCS) dated

April 1979 Reference 4).

Lima, City of: The hydrologic and hydraulic analyses for this

study were performed by the USACE, Detroit

District for the FEMA, under Inter-Agency

Agreement No. IAA-H-7-76, Project Order 18,

and Project Order No. 18, Amendment 1, and

IAA-H-7-77, Project Order No. 7. This work was

completed in October 1977 (Reference 5).

Allen County

(UnincorporatedAreas):

The hydrologic and hydraulic analyses for this

study were performed by the USACE, Buffalo

District for the FEMA, under Inter-Agency

Agreement No. EMW-86-E-2226, Project Order

No. 16. This project was completed in July 1987

(Reference 6).

For the countywide FIS, new approximate hydrologic and hydraulic analyses and

redelineation of special flood hazard areas were performed by CDM Federal Programs

Corporation (CDM), under contract HSFE05-2005-D-0027/TO12. This work was

1.3 Coordination

An initial Consultation Coordination Officer (CCO) meeting is held typically with

representatives of FEMA, USGS, Ohio Department of Natural Resources (ODNR),

consultants and the community to explain the nature and purpose of a FIS and to

identify the streams to be studied by detailed methods. A final CCO meeting is held

typically with representatives of FEMA, USGS, consultants and the community to

review the results of the FIS.

within Allen Countyare shown in Table 1, “Initial and Final CCO Meetings”.

2.2 Community Description

Allen County encompasses approximately 410 square miles in North-Western Ohio.

It is bordered by Putnam County on the North, Van Wert County on the West,

Hancock and Hardin Counties on the East and Auglaize County on the South. Allen

County is served by Interstate 75, US Route 30, the CSX railroad, Conrail, the

Norfolk Southern Railway, and the Grand Trunk Western Railroad. The population

of Allen Countywas reported to be 112,241 in 1980, 109,755 in 1990 and 108,473 in

2000 (Reference 7).

The climate of Allen County is characterized as continental, with warm, humid

summers and cold winters. However, Lake Erie has an effect on the climate,

retarding the spring thaw and autumn freeze (Reference 4). Temperatures range from

a mean low of 17.5 degrees Fahrenheit (°F) in January to a mean high of 85.1 °F in

July. The mean annual snowfall for the area is approximately 25 inches and the mean

annual rainfall is approximately 35 inches, the majority occurring from November

through March (Reference 6).

Precipitation during the dormant season is generally caused by cyclonic storms

characterized by long duration and low intensity. During the growing season,

precipitation is in the form of frontal and isolation convection storms

(thunderstorms). Thunderstorms are characterized by relatively short duration rains

of high intensity (Reference 2).

The county is primarily rural and agriculture is an important industry; a little over

half the acreage of the county is cropland. The principal crops are corn, soybeans,

wheat, oats and hay. The County of Lima, however, is experiencing growth trends

common to larger cities. The area is largely residential in character, typical around a

suburb of a major city (Reference 5).

The relief of the county is nearly level to rolling. Allen County is in the Central

Lowlands area, which was completely covered by late Wisconsin glaciers. Glacial

drift, overlying limestone bedrock, ranges in thickness from a few feet to several

hundred feet throughout the county. Most of the county is till plain, but three end

moraines, (glacial deposits) lie across the county from east to west. Relief is more

pronounced and erosion is a bigger problem in the morainic areas.

Within the City of Lima, the depth of the glacial drift is quite variable; ranging from

a few feet to several hundred feet in thickness. Average depths are between 25 and

75 feet and overlie dolomite rock of the Monroe limestone formation. The City of

Lima itself lies in a “V” where two old streams (now buried) joined to form a

tributary to the old Teays River which was located in the west near Lake Saint

Mary’s (Reference 5).

All the major streams of Allen County are part of the Maumee River watershed,

except for a small section at the eastern edge of the county that is part of the Scioto

River watershed (Reference 6).

2.3 Principal Flood Problems

Floods of streams in the county are most frequent in the winter and spring, when

heavy rains fall on snow-covered or frozen ground. Occasionally, floods occur

following intense summer thunderstorms (Reference 6).

Within the Village of Bluffton, damages of agricultural land occur from flooding

along Little Riley Creek (Reference 6). USGS gaging stations are located in Findlay

(No. 04189000) and Glandorf (No. D4189500).

Within the City of Lima, major flooding along the Ottawa River has been mainly

confined to areas outside the City of Lima. Some flooding does occur, however, in

the northeast and southwest section of the city (Reference 5). The greatest flood event

on record in the City of Lima occurred in 2007 due to several rounds of heavy

rainfall. Much of the rainfall fell into the Maumee River basin causing flooding

throughout the entire county with numerous road closures and some evacuations

(Reference 8).

The Ottawa River channel is maintained through the city, but there is no established

channel maintenance program outside the corporate limits. The area of the channel

passing the stone quarry has been rerouted, and the capacity is inadequate for high

flows. A sharp turn in the channel at Schoonover Park is followed by a constricting

arch bridge under the Pennsylvania Railroad. This combination of physical

constriction often causes floodwater to back up, increasing flood heights upstream of

the park (Reference 5).

Portions of Ottawa River have well vegetated stream banks that provide a natural

corridor and important habitat in areas of decreasing habitat. Stream habitat in both

the Ottawa River and most of its tributaries has been diminished in part by channel

modification (straightening and impoundments) and excess nutrients and sediments

(Reference 1).

Flooding occurred through much of Ohio in March 1913, the result of one of the

most intense rainstorms ever recorded in northwestern Ohio (Reference 6).

However, on March 14, 1978 the Village of Fort Shawnee recorded a major flooding

event when 0.7 inches of rain fell on the frozen snow cover of the area (Reference 3).

More recent flooding in Fort Shawnee occurred in 2003 when 3 inches of rain fell

across the area causing water to flow up to about a foot deep in some areas

(Reference 8).

In January 1959, the Ottawa River reached flood staged in several areas within the

study limits. Most of the area between Schoonover Park and Thayer Road

experienced varying degrees of flooding. During the flood period, rain fell on snow

and frozen ground, and the water rose rapidly upstream from the stone quarry. An ice

jam occurred at the Rousch Road Bridge aggravating already dangerous conditions.

During the night, the waters spilled over the dike portion of track and filling the

sludge pit and lowland south of the railroad. It has been estimated that 3,000 to

5,000 acre-feet of water overflowed the channel at the break. The water immediately

receded around the Rousch Road area after the break. As a result, the river never

reached a very high crest below the quarry (Reference 5).

Other flood of lesser intensity occurred on the Ottawa River in April 1904, December

1916, January 1937, March 1939, May 1943, June 1957, February 1959 and April

1964. Smaller floods have occurred at more frequent intervals, with minor flooding

in lower areas occurring almost annually (Reference 5). More recent minor flooding

events have occurred in 1993, 1994, and 1995 with minor flooding and road closures

reported (Reference 8).

2.4 Flood Protection Measures

The only known flood protection measures are within the City of Lima. The existing

Ottawa River channel through the main portion of the city is deep, with relatively

steep banks, and is maintained within Lima. There is no established maintenance

program outside the corporate limits. Since levees, dams, and control works are not

economically feasible, it is important that the proper use and development of the

flood plain be guided by factual information concerning the flood history and

potential future floods. Similarly, protection against flooding is not provided along

Pike Run or Lost Creek. None of the dams along the different streams are used for

flood control (Reference 5).

3.0 ENGINEERING METHODS

For the flooding sources studied by detailed methods in the community, standard hydrologic

and hydraulic study methods were used to determine the flood-hazard data required for this

study. Flood events of a magnitude that is expected to be equaled or exceeded once on the

average during any10-, 50-, 100-, or 500-yearperiod (recurrenceinterval) have been selected

as having special significance for floodplain management and for flood insurance rates.

These events, commonly termed the 10-, 50-, 100-, and 500-year floods, have a 10-, 2, 1-,

and 0.2-percent chance, respectively, of being equaled or exceeded during any year.

Although the recurrence interval represents the long-term, average period between floods of a

specific magnitude, rare floods could occur at short intervals or even within the same year.

The risk of experiencing a rare flood increases when periods greater than 1 year are

considered. For example, the risk of having a flood that equals or exceeds the 1- percent-

annual-chance flood in any 50-year period is approximately 40 percent (4 in 10); for any

90-year period, the risk increases to approximately 60 percent (6 in 10). The analyses

reported herein reflect flooding potentials based on conditions existing in the community at

the time of completion of this study. Maps and flood elevations will be amended

periodically to reflect future changes.

3.1 Hydrologic Analyses

Hydrologic analyses were carried out to establish peak discharge-frequency

relationships for the flooding sources studied in detail affecting the county.

Note that previously printed FIS reports in Allen Countyexist for the City of Delphos

and Lima, Villages of Bluffton and Fort Shawnee and the unincorporated areas of

Allen County. The hydrologic analysis described in those reports have been

compiled and summarized below.

Pre-Countywide Analysis:

Hydrologic analyses were carried out to establish the peak discharge-frequency

relationships for each riverine flooding source studied in detail affecting the

community.

There were no stream gage stations for Flat Fork Creek, Jennings Creek, Lost Creek,

Dug Run or Dug Run Tributary; therefore, the peak discharges for those streams were

calculated using ODNR Bulletin No. 45 (Reference 9). Basin characteristics, such as

drainage area and channel slope, were determined using topographic maps (Reference

10). The average annual precipitation values were taken from Bulletin No. 45.

The Ottawa River gage at the City of Allentown, Ohio (No. 04187500), about six

miles downstream from the City of Lima, was the principal course of data for

defining discharge-frequency relationships for the Ottawa River, Lost Creek

Tributary, and Pike Run. The basic procedures for discharge-frequency analyses are

outlined in Bulletin No. 17 (Reference 11). A computer program was used for the

analysis and the generalized regional skew coefficient at Allentown was applied. The

coefficient was calculated using data from stations with at least 25 years of record

within a 100-mile radius of the Allentown stations.

For the Ottawa River at the Allentown Station, peak rates of flow for the 10-, 2-, 1-,

and 0.2-percent-annual-chance floods were determined using the above methods of

flood frequency analyses. The discharge rates were then factored using a ratio of the

drainage area to calculate the Ottawa River peak rates of flow through Lima.

Flow rates for Lost Creek Tributary and Pike Run were first developed using the

procedures specified in ODNR Bulletin No. 43 (Reference 12). Secondly, the

method outlined in the Report 76-768 was applied (Reference 13). The floods in the

Open File Report were applied with the Burgess and Niple curves for urbanization

and both methods compared favorably (Reference 9).

Flood discharges for the Freed Ditch, Unnamed Tributary to Freed Ditch, Riley

Creek, Little Ottawa Creek, and tributaries were established using the NRCS (SCS)

TR-20 (Reference 14). Soil compositions, slope, vegetation, land use, rainfall

intensity, and drainage area are input parameters to this computer program

(Reference 3).

This version of TR-20 uses modified Att-Kin procedure of stream and valley flood

routing. The TR-20 model was calibrated to match the frequency flow distributions

of the gaging stations at Findlay (No. 04189000) and at Glandorf (No. 04189500) and

of the FISs for the City of Mt. Blanchard (Reference 15) and the unincorporated areas

of Hancock County (Reference 16).

Countywide Analysis:

For the detailed analyses carried out by USGS for Auglaize River within Allen

County boundary, Dug Run, Dug Run Tributary, Hog Creek, Little Ottawa River,

Lost Creek (from confluence to approximately 2 miles upstream and between Thayer

and Cool roads), Ottawa River (upstream of Thayer Road) and Sugar Creek

(upstream of Napoleon Road), all estimates of 1-percent-annual-chance peak

discharges for all streams were initially determined using the methods described in

USGS report of Techniques for estimating Flood-Peak Discharges of Rural

Unregulated Streams in Ohio (Reference 17). Basin characteristics were determined

by 1992 National Land Cover data set (Reference 18) in conjunction with

topographic data. These discharges were calibrated based on previous analyses and

the engineering judgment.

For Auglaize River- Reach1, the regression estimates were calibrated using records

of USGS stream gage (04186500, Auglaize River near Fort Jennings) operated for a

total of 76 years (1922-1936, 1941-2001) using the techniques outlined in the

aforementioned USGS report.

For Ottawa River, the regression estimates were calibrated using records of the

USGS stream gage (04187500 on Ottawa River at Allentown operated) for a total of

52 years (1924-1935, 1939, 1943-1981) using the techniques outlined in the

aforementioned USGS report.

For the detailed studies carried out by NRCS for Lost Creek (between 3,000 upstream

of Bowman Road and Thayer Road), Ottawa River (from Thayer Road to Allen

County boundary with Putnam County except the areas within City of Lima), Sugar

Creek (downstream of Napoleon Road) and Pike Run (downstream of Cole Street)

discharges were determined using NRCS (SCS) Technical Release No. 20 (Reference

14). Curve numbers were developed using soils and landuse data provided by ODNR.

These discharges were checked and calibrated through the use of the USGS stream

gage at Allentown.

For the reaches on Pike Run by Kohli and Kaliher, discharges were developed using

the NRCS (SCS) Technical Release No. 20 (Reference 14).

For Little Riley Creek analyses were carried out using HEC HMS computer model.

The model used SCS curve number method to estimate the losses, Snyder’s Unit

Hydrograph method in conjunction with Muskingum Cunge routing and Exponential

Recession method for base flow were used to transform rainfall to runoff. The

precipitation values were obtained from Rainfall Frequency Atlas of the Midwast-

Bulletin71. The model was calibrated using a rainfall data from a rain gage data and

field observed stream data obtained from two stream gages strategically located in the

creek.

For the Countywide study, the discharges for the flooding sources studied by

approximate methods were determined using the regression equations available in

StreamStats for Ohio. The GIS applies StreamStats to facilitate the estimations of

streamflow statistics at ungaged streams (Reference 19). Flood-frequency estimates

determined by means of log-Pearson Type III analyses are reported along with

weighted flood frequency estimates, computed as a function of the log-Pearson Type

III estimates and the regression estimates (Reference 17). A discharge-drainage area

relationship was developed for each river to determine discharge at various locations in

the study reaches.

A summary of the drainage area-peak discharge relationships for all of the streams

studied by detailed methods is shown in Table 5, “Summary of Discharges”.

3.2 Hydraulic Analyses

Analyses of the hydraulic characteristics of flooding from the sources

studied were carried out to provide estimates of the elevations of floods of

the selected recurrence intervals. Users should be aware that flood

elevations shown on the FIRM [Flood Insurance Rate Map (FIRM)]

represent rounded whole-foot elevations and may not exactly reflect the

elevations shown on the Flood Profiles or in the Floodway Data tables in

the FIS report. Flood elevations shown on the FIRM are primarily intended

for flood insurance rating purposes. For construction and/or floodplain

management purposes, users are cautioned to use the flood elevation data

presented in this FIS in conjunction with the data shown on the FIRM.

Note that previously printed FIS reports in Allen Countyexist for the Cityof

Delphos and Lima, Villages of Bluffton and Fort Shawnee and the

unincorporated areas of Allen County. The hydraulic analysis described in

those reports have been compiled and summarized below.

Pre-Countywide

Analysis:

For the original studies, cross section data for the streams studied were

obtained by field survey, topographic maps (Reference 10), and aerial

photography and photogrammetry (Reference 20). Bridges were surveyed to

obtain elevation data and structural geometry. Cross sections between

bridges were provided by the Allen County Engineer’s Office.

For Dug Run, Dug Run Tributary, Lost Creek, Lost Creek Tributary, the

Ottawa River, and Pike Run, water-surface profiles were developed using

the HEC-2 step- backwater computer program (Reference 21). For Dug Run,

Dug Run Tributary, and Lost Creek, main stream computations were started

at normal depth. WSELs at the confluence of the main streams were used as

starting elevations for the tributaries. Starting WSELs for Lost Creek

Tributary, the Ottawa River, Jennings Creek and Pike Run were determined

using the slope-area method (Reference6). The startingWSEL for Flat Fork

Creek was determined by critical depth at a point approximately 2,200 feet

downstream of the study limit (Reference 4).

For the Little Ottawa River, Unnamed Tributary to Little Ottawa No. 1, 2, and 3,

Freed Ditch, and Riley Creek, WSELs were developed using the WSP-2 step-

backwater computer program (Reference 22). For the Riley Creek, WSELs of floods

of the selected recurrence intervals were computed. The model was calibrated by

adjusting the channel and floodplain roughness coefficients to match the June 1981

flood and the FISs for the unincorporated areas of Hancock County and the Village of

Ottawa (Reference 16). The WSP-2 step-backwater computer program was also used

to compute the selected recurrence intervals.

Flood profiles were drawn showing the computed WSELs for floods of the selected

recurrence intervals. For the Ottawa River, Lost Creek, Pike Run and Tributary to

Pike Run the recurrence interval was set to an accuracy of 0.5 feet for floods.

WSELs of floods of the selected recurrence intervals were computed through the use

of the USACE HEC-2 step-backwater computer program (Reference 21). All starting

WSELs for all streams were determined using slope-area computations.

Countywide Analysis:

For the detailed analyses carried out by USGS for Auglaize River within Allen

County boundary, Dug Run, Dug Run Tributary, Hog Creek, Little Ottawa River,

Lost Creek (from confluence to approximately 2 miles upstream and between Thayer

and Cool roads), Ottawa River (upstream of Thayer Road) and Sugar Creek

(upstream of Napoleon Road), cross sections were surveyed and supplemented by a

digital 1-foot contour map acquired from Allen County Engineers office (ACEO).

The 1-foot contours were however, generated from the DEM with accuracyof 2-foot

contour level.

USACE HEC-RAS v. 4.0 (Reference 23) hydraulic model, following HEC-2

conveyance computations option, was used to model flood profiles. After the initial

hydraulic models calculations were completed, warnings presented by the HEC-RAS

model were reviewed. The results were assessed for validity, accuracy, and

appropriate engineering practices. Some of the areas of concern included: critical

WSEL calculations, surcharge, WSEL differences between adjacent cross-sections,

and correct usage of ineffective flow areas. After the initial areas of concern were

addressed, the HEC-RAS models were recalculated. All remaining warnings

generated by HEC-RAS were reviewed and judged acceptable for the final models.

All hydraulic structure computations were reviewed for the appropriate modeling

solutions. Initial reviews focused on the type of solution computed at each structure

(energy equation based or based on pressure and/or weir-flow equations). In the cases

where road overflow occurred at a culvert, a submergence check was made. In the

cases where the hydraulic model computed weir flow at a culvert that was determined

to be submerged, the culvert was replaced with composite sections.

Initial floodway computations were based upon equal conveyance reduction. In some cases, subsequent floodway boundaries were then modified, to reduce significant variation in floodway widths or undesirable fluctuation in surcharges, using best engineering judgment to produce the final floodway for the reach.

For the detailed studies carried out by NRCS for Lost Creek (between 3,000 upstream

of Bowman Road and Thayer Road), Ottawa River (from Thayer Road to Allen

County boundary with Putnam County except the areas within City of Lima), Sugar

Creek (downstream of Napoleon Road) and Pike Run (downstream of Cole Street),

cross section data for the streams studied were obtained by field surveys conducted

by the Allen County Engineer’s office between December 1194 and April 1999. This

consisted of approximately 163 cross-sections, of which 94 were valley and channel

and 69 were road and bridge sections.

WSELs were developed through the use of USACE’s HEC-RAS v. 3.01 program

(Reference 23) and compared with profiles that were developed for historical storm

discharges and high water marks. Floodway computations were based upon equal

conveyance reduction.

For the reaches on Dug Run and Pike Run studied by Kohli and Kaliher, hydraulic

analysis for the various recurrence intervals was performed utilizing USACE’s HEC-

RAS Program v.3.1 (Reference 23). Cross-section information, were obtained from

Allen County Engineer’s office. Roughness coefficients (Manning's "n") for the

channel and the overbanks were determined by site visits and photographs.

Little Riley Creek Hydraulic analysis was performed using USACE HEC-RAS v 4.0.

The channel geometry was obtained from 30 m DEM topographic data using HEC-

GeoRAS. The topographic data was complemented by survey data of the hydraulic

structures and channels. The surveyed highwater marks were not available. However,

the model results were calibrated based on the known highwater marks collected

from the watershed residents.

For the flooding sources which are by studied approximate analyses and listed in “2.1

Scope of Study”, HEC-GeoRAS (Reference 24) was used to convert centerline and

cross section data created in ArcGIS (Reference 25) for use in HEC-RAS 4.0

(Reference 23). HEC-GeoRAS utilized a model developed from 2.5 feet resolution

National Elevation Dataset (NED) Digital Elevation Model (DEM) files to develop

the model cross sections. The same DEM was used for floodplain mapping. Road

crossing locations were selected by looking at the aerial photos and modeled as inline

structures. Normal depth was used as the downstream boundary condition for

reaches in this study. The slope was calculated using the channel invert profile

between the five most downstream cross sections (approximately most downstream

mile of channel).

Roughness coefficients (Manning's "n") listed below at Table 7 and contraction

and expansion loss coefficients used in the hydraulic computations were chosen

by engineering judgment and based on field observation of the streams and

floodplain areas

Locations of selected cross sections used in the hydraulic analyses are shown on the

Flood Profiles (Exhibit 1). For stream segments for which a floodway was computed

(Section 4.2), selected cross-section locations are also shown on the FIRM.

The hydraulic analyses for this study were based on unobstructed flow. The flood

elevations shown on the Flood Profiles (Exhibit 1) are thus considered valid only if

hydraulic structures remain unobstructed, operate properly, and do not fail.

3.3 Vertical Datum

All FISs and FIRMs are referenced to a specific vertical datum. The vertical datum

provides a starting point against which flood, ground, and structure elevations can be

referenced and compared. Until recently, the standard vertical datum in use for

newly created or revised FISs and FIRMs was the National Geodetic Vertical Datum

of 1929 (NGVD). With the completion of the North American Vertical Datum of

1988 (NAVD), many FIS reports and FIRMs are now prepared using NAVD as the

referenced vertical datum.

Flood elevations shown in this FIS report and on the FIRM are referenced to NAVD.

These flood elevations must be compared to structure and ground elevations

referenced to the same vertical datum. Some of the data used in this revision were

taken from the prior effective FIS reports and FIRMs and adjusted to NAVD. The

datum conversion factor from NGVD to NAVD in Allen Countyis -0.5 feet (NGVD

– 0.5 = NAVD).

4.0 FLOODPLAIN MANAGEMENT APPLICATIONS

The NFIP encourages State and local governments to adopt sound floodplain management

programs. To assist in this endeavor, each FIS report provides 1-percent-annual-chance

floodplain data, which may include a combination of the following: 10-, 2-, 1-, and 0.2-

percent-annual-chance flood elevations; delineations of the 1- and 0.2-percent-annual-chance

floodplains; and a 1-percent-annual-chance floodway. This information is presented on the

FIRM and in many components of the FIS report, including Flood Profiles, Floodway Data

tables, and Summary of Stillwater Elevation tables. Users should reference the data

presented in the FIS report as well as additional information that may be available at the local

community map repository before making flood elevation and/or floodplain boundary

determinations.

4.1 Floodplain Boundaries

To provide a national standard without regional discrimination, the 1-percent-annual-

chance flood has been adopted by FEMA as the base flood for floodplain

management purposes. The 0.2-percent-annual-chance flood is employed to indicate

additional areas of flood risk in the community. For each stream studied by detailed

methods, the 1- and 0.2-percent-annual-chance floodplain boundaries have been

delineated using the flood elevations determined at each cross section.

Within Allen County, between cross sections the boundaries were interpolated using

topographic information with a contour interval of 2 feet this information was

provided by Allen County. In addition, Allen County provided contour data with 1

foot interval. This data not follow FEMA minimum requirements but was utilized as

a supplemental reference. For the areas of the City of Delphos and Village of

Bluffton of Allen County, the boundaries were interpolated using topographic

information with a contour interval of 4 feet derived from Ohio Statewide Imagery

Program (O.S.I.P) photographic data.

The 1- and 0.2-percent-annual-chance floodplain boundaries are shown on the FIRM.

On this map, the 1-percent-annual-chance floodplain boundary corresponds to the

boundary of the areas of special flood hazards (Zones A and AE), and the 0.2-

percent-annual-chance floodplain boundary corresponds to the boundary of areas of

moderate flood hazards. In cases where the 1- and 0.2-percent-annual-chance

floodplain boundaries are close together, only the 1-percent-annual-chance floodplain

boundary has been shown. Small areas within the floodplain boundaries may lie

above the flood elevations, but cannot be shown due to limitations of the map scale

and/or lack of detailed topographic data.

For the streams studied by approximate methods, only the 1-percent-annual-chance

floodplain boundary is shown on the FIRM.

4.2 Floodways

Encroachment on floodplains, such as structures and fill, reduces flood-carrying

capacity, increases flood heights and velocities, and increases flood hazards in areas

beyond the encroachment itself. One aspect of floodplain management involves

balancing the economic gain from floodplain development against the resulting

increase in flood hazard. For purposes of the NFIP, a floodway is used as a tool to

assist local communities in this aspect of floodplain management. Under this

concept, the area of the 1-percent-annual-chance floodplain is divided into a

floodway and a floodway fringe. The floodway is the channel of a stream, plus any

adjacent floodplain areas, that must be kept free of encroachment so that the base

flood can be carried without substantial increases in flood heights. Minimum Federal

standards limit such increases to 1 foot, provided that hazardous velocities are not

produced. The floodways in this study are presented to local agencies as minimum

standards that can be adopted directly or that can be used as a basis for additional

floodwaystudies.

The floodways presented in this study were computed for certain stream segments on

the basis of equal-conveyance reduction from each side of the floodplain. Floodway

widths were computed at cross sections. Between cross sections, the floodway

boundaries were interpolated. The results of the floodway computations are tabulated

for selected cross sections (see Table 9, Floodway Data). In cases where the

floodway and 1-percent-annual-chance floodplain boundaries are either close

together or collinear, only the floodway boundary is shown.

The area between the floodway and 1-percent-annual-chance floodplain boundaries is

termed the floodway fringe. The floodway fringe encompasses the portion of the

floodplain that could be completely obstructed without increasing WSELs of the base

flood more than 1 foot at any point. Typical relationships between the floodway and

the floodway fringe and their significance to floodplain development are shown in

Figure 1.

5.0 INSURANCE APPLICATION

For flood insurance rating purposes, flood insurance zone designations are assigned to a

community based on the results of the engineering analyses. These zones are as follows:

Zone A

Zone A is the flood insurance rate zone that corresponds to the 1-percent-annual-chance

floodplains that are determined in the FIS report by approximate methods. Because detailed

hydraulic analyses are not performed for such areas, no base (1-percent-annual-chance) flood

elevations (BFEs) or depths are shown within this zone.

Zone AE

Zone AE is the flood insurance rate zone that corresponds to the 1-percent-annual-chance

floodplains that are determined in the FIS report by detailed methods. Whole-foot BFEs

derived from the detailed hydraulic analyses are shown at selected intervals within this zone.

Zone X

Zone X is the flood insurance rate zone that corresponds to areas outside the 0.2-

percent-annual-chance floodplain, areas within the 0.2-percent-annual-chance floodplain,

areas of 1-percent-annual-chance flooding where average depths are less than 1 foot, areas of

1-percent-annual-chance flooding where the contributing drainage area is less than

1 square mile (sq. mi.), and areas protected from the base flood by levees. No BFEs or

depths are shown within this zone.

6.0 FLOOD INSURANCE RATE MAP

The FIRM is designed for flood insurance and floodplain management applications.

For flood insurance applications, the map designates flood insurance rate zones as described in

Section 5.0 and, in the 1-percent-annual-chance floodplains that were studied by detailed

methods, shows selected whole-foot BFEs or average depths. Insurance agents use zones and

BFEs in conjunction with information on structures and their contents to assign premium rates for

flood insurance policies.

For floodplain management applications, the map shows by tints, screens, and symbols, the 1- and

0.2-percent-annual-chance floodplains, floodways, and the locations of selected cross sections

used in the hydraulic analyses and floodway computations.

The countywide FIRM presents flooding information for the entire geographic area of Allen

County. Previously, FIRMs were prepared for each incorporated community and the

unincorporated areas of the County identified as flood-prone. This countywide FIRM also

includes flood-hazard information that was presented separately on Flood Boundary and

Floodway Maps (FBFMs), where applicable. Historical data relating to the maps prepared for

each community are presented in Table 10, “Community Map History.”
