loha Waikele Ohana and Friends,On behalf of the Staff and Board of Directors of the

Waikele Community Association, I would like to thank youfor all of your prayers and well wishes during this tryingtime.

Mits and I had the privilege of being the two members of ourcommunity to serve on the Association’s Board of Directors since1994, when it transitioned from Amfac. To say that these past fewweeks have been difficult on many of us is an understatement. As many of you have shared with us, Mits was someone who

touched many lives and made each one better for having knownhim. Distinguished legislator, military stalwart, church elder,community leader, kupuna, mentor, friend – Mits embodied the verydefinition of ”public servant” to each and every one of us.Malcolm said it best recently when he said that “Mits was the

heart and soul of Waikele and he will be dearly missed.” It wasunder his tenure that our community really blossomed. As just a few examples of his leadership and understanding: we

shifted from being enforcement minded to be compliance mindedbecause Mits understood that it was more important to help peoplerectify a violation rather than fine them for something that theymight have simply overlooked; a few years ago, we put in gas lampsand new, hardier shrubbery and plants that beautify our community

and make it one of the premier residentialcommunities in Hawaii, while at the sametime reducing operating costs, and; in 2003,at the height of foreclosures in our community, we established aforgiveness program for our multi-family sub-associations to waiveassociation dues during the periods a unit might have been vacantand reduce hardships on them. Although saddened that our Lord called Mits home so soon, we

are comforted in knowing that our lives and our community is trulya better place because of him. Scripture tells us how best to chart ourfuture and remember our dear friend…

“You are the light that gives light to the world. A city that is built on ahill cannot be hidden. And people don't hide a light under a bowl. Theyput it on a lampstand so the light shines for all the people in the house. Inthe same way, you should be a light for other people. Live so that they willsee the good things you do and will praise your Father in heaven.” –Matthew 5:14-16Let us continue to be the light that shines brightly so that people

can see the good things we do in making our community and ourstate a better place to be.

NEIGHBORHOOD SECURITY WATCH NEWSBy Shaunte Guerrero, Neighborhood Security Watch Coordinator for the WCA

Neighborhood Security Watch (NSW) is aHonolulu Police Department sponsoredprogram. Its purpose is to increase publiceducation concerning local problems andeffective preventive measures which lead toimproved residential security, as well asenhance community and police relations.NSW is structured as a volunteer program forresidents to participate in. Involved residentswho strive to protect their community serveas HPD’s eyes and ears, and report any andall suspicious activity directly to HPD.

Village on the Green forms new NSW groupOn Tuesday, February 16, 2010 Village on

the Green resident Lynn Goya coordinated a

neighborhood event for homeowners thatwere interested in forming a NeighborhoodSecurity Watch Team. There wereapproximately a total of 25 homeowners in

attendance. VOG is fortunate to have suchactive homeowners willing to donate theirtime in keeping their neighborhood safe.Mahalo to those who participated inbecoming block captains, without you theprogram would not be possible.

Classics at Waikele NSW meetingClassics coordinator Nalani Yoshida

hosted a neighborhood security watchmeeting on Friday February 19, 2010, withHPD to educate homeowners of the newlaws that were recently passed, and discusssafety tips and recent crime statistics in theneighborhood. This event was a joint NSWmeeting, with other Waikele NSW groups

Volunteer Special EnforcementOfficers Program Needs You!Waipahu Neighborhood Board Chair,

George Yakawenko, stopped by my February20th "listen-story" meeting in Kunia in thehopes of recruiting a few more good peoplefor the City's Volunteer Special EnforcementOfficers Program. Back in 2003, when I wasa City Councilman for West Oahu I authoredlegislation to set up this program withinHPD. This is great for retirees (perfect forgolfers who are getting bored playing 5 daysa week!) and anyone else who is willing todonate 5 hours a week to help theircommunity by issuing citations for disabledparking violations, expired registrations &safety checks, parking out of stalls, andabandoned vehicles. In order to qualify,volunteers must be a U.S. citizen, at least 21years old, have a high school diploma or

GED, have a valid driver's license, pass abackground check, and complete 40 hoursof training. If you're interested in gettinginvolved, please contact Sgt. Emilio Laganseat 529-3136.

Contractor Named for Ka MakanaAli'i MallDeBartolo LLC announced on Feb. 10th

that they are moving forward with the KaMakana Ali'i Mall and have selected NordicPCL to be the general contractor for the 1stphase of their 1.5 million sq. foot shoppingcenter in Kapolei (at the intersection ofKapolei Parkway and Kualaka'i). The mallwill feature two hotels and construction isexpected to start in a year or 18 months. Theland for the project is being leased fromDepartment of Hawaiian Home Lands.

Gas-Powered Leaf Blower Ban Wouldbe Welcome Relief for ManyYou might have seen the news recently

that I introduced a bill this session, SB 2356,which would ban gas-powered leaf blowers.The main reason I’m working to get this billpassed is that many people around theisland have contacted me, as Energy andEnvironment Chair, to do something about

the noise and air pollution that these thingscause. It’s a quality of life issue, as I’ve heardrepeatedly on the phone and in person. SB2356 would allow electric leaf blowers whichare quieter and don't pollute theenvironment as much or cause problems forpeople who have respiratory diseases.Please contact my office if you'd like to testifyon this measure.

On February 12, 2010,we said farewell to our beloved Board Pres-ident Mitsuo Shito. Many of youremember his familiar face in our WaikeleOhana Newsletter for the past 11 years andhe also attended every community eventas well. To me, he was more than just myboss, he was like a father, one who playedan important part in molding my career asa manager.I would like to dedicate my column to

Mits, and share with you who he was andhow he spent his lifetime serving people.Mitsuo “Mits” Shito was born on theisland of Molokai on July 20, 1930. Hewas married to Genevieve Ilima Alani in1952 and they were married for 56 yearsraising one daughter.Right after graduating from Molokai

High School in 1948, Mits join the mili-tary. He served in the Hawaii ArmyNational Guard for 42 years and retired atthe rank of Command Sergeant Major(CSM 9).After serving for 42 years, most people

would just relax and enjoyretirement…but not Mits. Life was justbeginning. He had many friends andsupporters and therefore decided to runfor a seat in the House of Representatives(Pearl City/Waipahu area). He eventuallywon that seat and served as a State Repre-sentative for 7 terms (1974 to 1988).During that time, he was able to makemany improvements for Waipahu andPearl City. After retiring from the Legisla-ture in 1988, he was appointed to be theExecutive Director at the Hawaii HousingAuthority and served in that position until1996.He was also the co-founder of the

Waipahu Cultural Garden Park (Hawaii’sPlantation Village). If you visit there, you

will be able to see the many contributionshe has made to this one-of-kind museum.There is even a walk through tunnelnamed “The Mits Shito Tunnel”.According to Hawaiiana Management

Senior Vice President Phyllis OkadaKacher, Mits Shito served on the WaipahuVision Team and was instrumental inhelping AMFAC acquire the necessarysupport and permits to start this proposedplanned community called Waikele. Hebelieved so much in this project that heeven purchased the model home in GolfClub Estates.Once the Waikele Community Associ-

ation transitioned from the developer overto the homeowners, Mits Shito was electedas the WCA’s first Board of Directors Pres-ident in 1994. For the next 16 years, heguided our community through threeimportant stages: Development(Construction), Growth, and Preservation.Due to Mits Shito’s leadership, Waikelestands as Hawaii’s Premier PlannedCommunity.Yet with all of his accomplishments,

duties, and responsibilities, he still madetime to be a wonderful husband, father,and grandfather. He enjoyed the game ofgolf, harvesting coffee on his farm inKona, and taking time to fish on Molokai.He truly cared about people and wasalways concerned when someone neededhelp.Waikele is what it is today…because of

Mits Shito. It was his dream to see Waikelepreserved in pristine condition for ournext generation and I promised him that Iwill do my best to make it happen. Ibelieve that his spirit will continue towatch over our community and our resi-dents as Waikele will always be his homeand his family.

Recent reported crime occurring inWaikeleA total of 30 - 40 hibiscus plants were

stolen from the center median at theintersection of Kam Highway and LumiainaStreet. The Hibiscus was planted by WCAlandscapers early February, and was alreadystarting to grow leaves. If you or anyone youknow has more information regarding thestolen hibiscus plants, please contact theWCA office at 676-1991.Waikele home adjacent to the golf course

had reported a burglary during the lateevening hours on (3) separate occasionsearlier this year. Possible entry ways that theburglar had entered through the home mayhave been from the rear sliding door, ormaster bedroom window off the secondstory balcony.

COMMUNITY SCHOOLFUNDINGThe Department of

Education submitted to theHouse of Representatives, its list of schools'repair and maintenance projects planned forfiscal year 2010-2011. The projects weredeveloped with the approval of schooladministrators and complex area representa-tives. The planned projects for WaikeleElementary School, Waipahu IntermediateSchool, and Waipahu High School are listedbelow.Waikele Elementary School: $204,000 to

replace water lines for the campus.Waipahu Intermediate School: $85,000

to replace air conditioning unit; $13,000 toinstall ten electrical outlets; $50,000 toinstall security screens; $12,000 to installwater foundation; and $228,000 to resur-face basketball court.Waipahu High School: $452,000 to

replace water laterals for the campus;$306,000 to renovate shower rooms andrestrooms; and $25,000 to replace interiorvent screens.

Aloha Waikele Home-owners!I would like to dedicate

my column to the WaikeleBoard President Mitsuo “Mits” Shito whorecently passed away on February 12,2010. Mits was a great man who greatlyassisted in the development of the Waik-lele Community Association, andcontinued to do so by serving on theWCA board as the president in makingdecisions that would best benefit thecommunity. His influence as a fearlessleader and mentor will forever leave animpact in my life.

Mits – It was an honor having the oppor-tunity to work with you during the severalyears I’ve been with the Waikele CommunityAssociation. You will be greatly missed.

Please take the time to review severalreminders and rules that may be ofhelpful reminder in preventing violationson your property.

New Trash ReceptaclesHonolulu City and County issued

new trash receptacles to all Waikele singlefamily homeowners earlier this year. As afriendly reminder, Waikele CommunityAssociation rules regarding the locationand storage of the receptacles state thefollowing:

"...rubbish and trash cans MAY NOT bevisible to any street EXCEPT on pickup days.Rubbish cans may be stored in the garage orin an enclosure built for that purpose, butMAY NOT be stored at the side, front or rearof any house, if visible to the street, highwayor golf course." (Waikele's Rules & Guide-lines Section IX: Rules & Guidelines, Item 10:Walls, Fence and Gates, Subsection N:Rubbish and Trash Cans)

The WCA understands that the C&Ctrash receptacles are of larger size thanstandard trash receptacles. As much aspossible, homeowners must store trashreceptacles neatly, within their propertyin areas where they are less visible from

the street, highway or golf course andusing screening such as landscaping,walls, fences. Unapproved open storage(such as boards, large trash items) is notconsidered acceptable screening.For more information regarding

Renting Your HomeIt is the homeowner’s responsibility to

make certain that all tenants of the home,guests or renters are well aware of WaikeleRules and Guidelines. In the past ouroffice has responded to noise distur-bances in the community that emanatedfrom homes that were rented. On severaloccasions our office has sent CommunitySafety Team officers to respond to neigh-boring complaints and documentongoing activity. Please take the opportu-nity in educating your tenants or propertymanager the community rules by visitingour website at www.WaikeleOhana.comfor a copy of the latest Rules and Guide-lines issue. All citations and or fines areissued to the homeowner. We also recommend homeowner to

contact the WCA office at (808)676-1991,prior to renting out their home so that wecan obtain on file all necessary informa-tion such as contact phone number ormailing address.

Decorative Holiday LightsFor homeowners who have still not

removed their decorative holiday lightson their property, please keep in mindWCA rules regarding temporary holidaydecorations.

"Temporary holiday or special event deco-rations are exempted and need not besubmitted for approval provided that they arenot installed sooner than thirty (30) daysbefore the holiday or event and are removednot later than fifteen (15) days after theholiday or event." (Waikele's Rules & Guide-lines Section IX: Rules & Guidelines, Item29: House Decorations)

Party Tents and Temporary StructuresFor homeowners planning to hold a

party on their property and a tent isrequired to accommodate the event,please remember that all party tents needto be removed 4 days after the event. Ifyou plan to use the tent again or need itup longer than 4 days please notify ouroffice at 676-1991.

HELPFUL PAINTINGINFORMATION

As I drive through our community, Isometimes run across a few homes

that look as if they havenever been repaintedfrom the day theymoved in. Eventhough the DCC&R’sof Waikele do notrequire homeowners to

paint their homes, I still think thatrepainting your home is something to beconsidered, especially if it has not been donewithin the past 8 years. I’m sure that manyhomeowners put off repainting their housefor various reasons. Some people want towait until they find a good price, whileothers do not even know where to start.Recently, I had the pleasure of sitting

down with Mr. Corey Haitsuka of Painter’sWarehouse, Inc. Corey and his company hasbeen so nice to help us with quality paint atan affordable price for community projectsand they also supply the paint for ourfamous Waikele TAAG Team. I did a littlequestion/answer interview with Corey andhe gave me a lot of good information that Iwould like to pass on to our homeowners.

Q: How often should people paint theirhomes and what kind of paint shouldthey use?

A: Generally, a person should repainttheir home every 5 – 7 years. It alsodepends on the quality of the painttoo. Naturally, better(higher quality)paint will protectthe home forlonger period oftime. It makes moresense to repaint yourhome one time with areally good paint rather thanhaving to repaint every 5 yearsbecause you chose to go with acheaper grade of paint.

Q. If I were a customer and came intoyour store, could you show me howmy house would look if I chose acertain color?

A: Yes definitely. At our store we havemachine called a “Color Visualizer”.We first take a photo of the person’shome and enter it into our computer.We can then enter in the color dataand show our customers a computergenerated picture of your actual housewith the color you plan to use.

while your pup’s bark is an important wayto communicate with you, please be awarethat excessive barking (defined as ananimal making noise “continuously for aperiod of 10 minutes or intermittently for½ hour”) may be considered an “animalnuisance.” To avoid a letter and possiblefine, check out the Hawaiian HumaneSociety website atwww.hawaiianhumane.org for useful tipson training your dog when (and when not)to bark. PermitsFor all homeowners who have received a

modification permit following yourapproved application from the ModificationCommittee, please remember to post yourgreen permit somewhere that is visible fromthe street throughout construction orinstallation. This allows the WCA andneighbors to note at a quick glance that yourmodification has been approved and in theprocess of being completed. Once issued,the permit is valid for 120 days – if yourmodification cannot be completed by thedeadline, please notify our office of thesituation.

Updating Homeowner InformationWhen Waikele residents move, rent out

their properties, or change phonenumbers, notifying the WCA of theirupdated information is often the last thingon their minds. However, maintaining up-to-date homeowner information (a currentphone number and mailing address) inour office allows us to communicate moreeffectively with residents. Minor violationsand property concerns can be easily passedon to homeowners through a courtesyphone call, eliminating the need to send aformal letter. Homeowners who havemoved out of state and continue to retaintheir property in Waikele can stay informedof important issues by having all corre-spondences copied to their current mailingaddress. With summer just around the corner,here’s the perfect pupu recipe to bring to apot-luck or family dinner. Stuffed mush-rooms are a delicious and versatile dish thatcan be filled with just about anything – arti-choke hearts, crab meat, sausage, or veggies.This recipe uses pepperoni, parmesan andoregano for an Italian-inspired flavor.A tip: Sometimes mushrooms sold loose

by the pound are cheaper and/or fresherthan the pre-packaged kind. You can pickthe biggest and nicest-looking ones in thebin, and get exactly the amount you need.Criminis or white mushrooms would be bestfor this recipe.

Directions:

Heat oven to 350F. Wash mushrooms and remove stems. Finely chop stems andreserve.

In a large skillet, melt butter and cook onion, pepperoni, green pepper, garlic andchopped mushroom stems until the vegetables are tender and browned. Remove tomixing bowl and add breadcrumbs, parmesan, parsley, salt, oregano and a dash of pepper.Add enough chicken broth or olive oil to reach desired consistency, not too wet or too dry– mixture should bind together.

Spoon mixture into mushroom caps, heaping tops. Drizzle a shallow baking pan witholive oil and place stuffed mushrooms. Bake uncovered about 25 minutes until mush-rooms are tender and tops are golden brown.

HELPFUL BAKING TIPS:

1) To frost a cakewithout crumbling,freeze the layers in cakepans for one-hour.Remove cake frompans and then frost.This also preventslayers from splittingin the center.

2) To keep cake from sticking to the pan,grease the pan with one-part shortening totwo-parts flour. Mix until you have a sandyconsistency.

3) To keep loaf-cakes fresher longer, cutthe slices from the middle, rather than the

end. When youare finishedslicing, firmlypush the twoleftover sections

together to reform a loaf.This will eliminate an exposed, quick-to-dry-out "end" slice.

4) To prevent cake filling from soakinginto the cake, sprinkle layers lightly withconfectioner’s sugar before spreadingfilling on.
