Global financial crisis has sparked stricter regulatory oversight of third-party

relationships – new standards and stricter enforcement

Banks have steadily expanded the number, type and complexity of third-party

relationships

Planning

Requirements: “…accurately and adequately define the level of

support needed for the subsequent phases of Due Diligence and

Ongoing Monitoring….”

Risk: Underestimating or neglecting potential requirements, leading to

an inadequate budget. Funding slips through the cracks and the

compliance program is compromised before it even begins.

Role of the VMO: Coordinate activity and provide oversight between

the business, sourcing and procurement teams to identify risks.

Due Diligence

Requirements: “…ensure that the provider’s information security

standards are at least at the same level as the client’s… Potentially

high-risk providers may require regular (annual) on-site

assessments.”

Risk: Assessments become back-logged, slowing down the process.

Teams get bogged down in dealing with bidders who aren’t selected as

suppliers.

Role of the VMO: Provide coordination with potential suppliers and

business SMEs to ensure that assessments are properly planned and

implemented and that appropriate information is shared and

communicated

Ongoing Monitoring

Requirements: “…ensure that senior management periodically

assesses existing third-party relationships to determine whether

the activity performed constitutes a critical activity. Regular on-site

visits are recommended..”

Risk: What does/doesn’t constitute a “critical activity?” How do you

respond to constant changes?

Role of the VMO: keeping track of all these moving parts in an

efficient manner? How do you address all the myriad details while

maintaining a big picture perspective? What have we

observed/helped with that works?
