› What is “signal jamming” as used in the hijacking of vehicles and trucks? Thieves are able to acquire illegal GSM jamming devices. These range in size from small hand-held units to large briefcase-

size units. Jammers emit signals on the GSM frequency, which prevent the tracking device in the vehicle from receiving and transmitting messages.

› So my tracking system can be disabled without me even knowing it? Yes. These illegal devices transmit signals that form a bubble around the vehicle, and very effectively “silence” the tracking

device, without anyone knowing what has happened. This is what recently happened in Parliament, when a large GSM jamming device was deployed to effectively block all GSM signals in the Chamber during the state of the nation address.

› Can technology counteract the jamming of tracking devices in passenger cars, trucks, and trailers? Yes, it can. There are three main requirements for a tracking device to resist jamming. Firstly, the device has to be able

to detect signal interference. Secondly, it then needs to transmit an emergency message to tell someone “I am being jammed”. Thirdly and most importantly, it must be able to transmit this emergency message on an alternative frequency to the one being jammed. Beware of imposters - without an alternative frequency that is not being jammed, the solution will fail!

› Can you explain Altech Netstar’s solution? Our solution is called JammingResist™. We own a private network covering all of the important parts of Southern Africa. Within

this network we have a number of frequencies, different to the GSM frequencies. Our Safe and Sound tracking devices are multi-functional and able to detect signal jamming. The unit then immediately and automatically switches to an alternative frequency. The emergency message is transmitted to our control centre on the alternative frequencies, and the recovery initiated.

› So your new JammingResist™ system is able to detect a jamming signal and take action without me having to get involved?

Yes it’s that simple.

› Is your new system perfect? We first deployed jamming resistant technology in 2009, and have refined and tested it actively since early 2015, using many

different jamming devices (recovered during vehicle recovery operations). All tests were successful. A number of our large commercial customers have independently tested JammingResist™ to their satisfaction. However large industrial type jammers (possibly as large as a suitcase), capable of jamming very large areas, could likely interfere with our frequencies. Fortunately these devices are very expensive, difficult to obtain, and not easy to use in a hijacking situation. We are comfortable that JammingResist™ will resist jamming efforts from all small to medium sized jammers typically used in hijacking situations.

› What independent report do you have to show that your network is immune to GSM jamming? In April 2013 Carte Blanche tested the jamming of our private frequencies using a GSM jamming device. The test failed, and we

proved that our private frequencies could not be interfered with by the GSM jammer placed in the vehicle by the investigator.

› How do you know about these different jamming devices? We respond to around 10 hijackings a week in which we suspect jamming devices have been used. We have recovered many

of these devices which we have tested extensively. With our in-house expertise in networks, frequencies, tracking devices, and GSM tracking devices we consider ourselves well informed. We’ve been in this business for over 21 years, and to indicate Altech Netstar’s size, we receive upwards of 100 million data packets every day! These originate from our radio frequency devices, GSM devices, and satellite communication devices.

› Is the use of jamming devices by criminals increasing? There is no doubt that jamming devices have proliferated, and it won’t be long

before every hijacker has one.

› Is JammingResist™ an industry first? We are not aware of any competitor - in South Africa or globally, that has

a system complying with the three key requirements to resist jamming.

VIGIL BUREAU is a Fleet Monitoring and Administration Service. The specialist services include a 24/7 fleet control room operation, managing the critical alarms originating from vehicle and driver activity.

Events such as panic alarm activations as well as vehicle abuse and reckless driving

incidents, including speeding, harsh braking, and over-rewing are monitored by control

room operators.

These events are investigated and benchmarked against predetermined customer criteria

and breaches are escalated to fleet managers via email, SMS or through telephonic

contact from the operations call centre. Fleet administration records are also facilitated

including database management of driver, vehicle and delivery address data.

Licensing and service reminders are included in the fleet administration service.

The Altech Netstar Fuel-Tech Solution provides end-to-end control of fuel usage at your in-house fuel pumps and bulk storage tanks by managing fuel dispensed at pumps and monitoring fuel stock inventory.

TANK GAUGING SYSTEMThe ability to accurately manage optimal/critical stock levels and values, and optimise

storage capacity is critical in the fuel replenishment cycle.

The online tank gauging system allows customers to accurately measure and reconcile the

wet stock inventory of in-house bulk fuel storage tanks and tank farm facilities. The web-

based inventory management solution provides electronic tank level measurement of fuel

stocks stored in above-ground and underground storage tanks.

HOW IT WORKSThe Altech Netstar Fuel-Tech system validates the fuel transaction against client-specific

fuel management parameters before fuel authorisation is approved. Once the

parameters are validated, the fuel monitor connects directly with the fuel pump and

authorises the pump to dispense fuel, switching on and off automatically.

Authorisation is determined against a variety of fuel management parameters which include:› vehicle and driver identification

› fuel type

› tank capacity

› daily limits

› time of day

Driver ID tagging is standard, with the option of pin access, and barcode identification

is used to identify the vehicle being fuelled. Biometric fingerprint readers can also be

integrated.

The Altech Netstar Fuel-Tech system allows for the capture of tank dip readings and

meter reading entries, and provides a reconciliation of recorded fuel transactions, tank

levels, and meter readings for each pump.

Vehicle and driver consumption and stock management reports are system generated

and highlight any exceptions, and can be exported and integrated into ERP systems.

Security and supply chain intelligence is essential in the management of “liquid gold”
