The online system had been in use for the last few months on pilot basis in some of the central min- istries and departments involving 783 DDOs. Addressing a daylong workshop attended by DDOs of various central ministries and depart- ments as well as subor- dinate offices located in Delhi today, Dr Singh said, "Bhavishya would be a new breakthrough not only in making the pen- sion disbursement system easy and more convenient but also in overcoming the delay in the process.” He said this facility will bring great relief to the retiring employees and the pension- ers. Dr Singh said "Bhav- ishya" in the first phase was introduced in the main secretariat of 83 ministries departments as well as 17 attached offices involving 783 DDOs. The web application, he said, has so far processed and issued Pension Pay- ment Orders in respect of 652 pensioners and in due course all the DDOs num- bering over 9,000 would be brought under the ambit of Bhavishya. HSHS traders call off strike Govt assures to consider their demand GK NEWS NETWORK Srinagar, Nov 26: Hari Singh High Street Traders today called off strike after Minister for Roads and Buildings, Syed Altaf Bukhari, assured them that their demands would be considered favour- ably. The HSHS traders had gone on strike after office of the Collector, Land Acquisition, Economic Reconstruction Agency had issued ‘notice to take pos- session’ of the Municipality Shopping Complex building at Jehangir Chowk to make way for the elevated expressway to Rambagh. The affected shopkeepers were given 48 hours to free their properties. The shopkeepers observed strike for two days in protest against govern- ment’s move. “We have called off strike after our local MLA and Minister for Roads and Building Syed Altaf Bukhari assured us that the government would favourably consider our demand and withdraw the 48- hour evic- tion notice,” President, HSHS traders association, Usman Fazal. He added the shopkeepers, 67 in number, could not be uprooted from places where they have been working for decades with- out proper reha- bilitation package. “Government is giving space to dislocated shopkeepers at a place which is no match to the prop- erty being held by them,” he added. It is disappointing to find that a news paper is practicing such journalism, and is misusing its position in maligning the image of honest and respected officers/officials of the State. The fact of case is as under: In pursuance to Hon’ble High Court of Jammu and Kashmir orders passed on 01.01.2013 tenders were invited vide No: SMC/Rev/Adv/Tendering/2012-2013/2044-55 dated 10.01.2013, for installation of hoardings and Electronic display Slots, and the same notice was published in local dailies viz Greater Kashmir dated 11.01.2013, Rising Kashmir dated 15.01.2013, Srinagar Times dated 16.01.2013, Daily Aftab dated 16.01.2013 and also in National Paper viz Hindustan times dated 16.01.2013. Due to poor response tender was extended vide No. SMC/Rev/Adv/ Tendering/2012-2013/3228-29 dated 29.01.2013, but the Corporation did not receive any offer from interested parties and the Corporation decided to issue another tender notice in the matter. Accordingly, SMC issued second tender notice vide No: SMC/Rev/Adv/Tendering/2013- 2014/974-A dated 23.07.2013 which was duly published in Local Dallies Viz Srinagar Times dated 25.07.2013, Greater Kashmir dated 26.07.2013 and in National Paper viz Indian Express dated 26.07.2013 against which the corporation received four tender offer from M/S Uncle Advertisers M/S Graphic Ads, M/S Sadhna Media and M/S Greater Kashmir, wherein M/S Greater Kashmir had offered highest bid, but its bid value was lower than the expected value and the agency was called for negotiation as per the orders of Hon’ble High Court which could not get matured due to the inflexible approach by M/S Greater Kashmir (Highest bidder). Accordingly corporation decided to float fresh tender notice after seeking opinion from Legal experts/law wing of the Corporation and SMC issued another tender notice vide NIT No. 07 of 2014 dated 12.07.2014 for installation of hoardings and Electronic Display Slots which was also duly published in local dallies against which M/S Help Line and M/S Spectrum participated and M/S Spectrum qualified as highest bidder but could not submit TDS certificate as required in pursuance to tender notice. In view of above circumstances the SMC issued letter of intent to 2nd bidder namely M/S Helpline Advertising in pursuance of orders issued from Hon’ble High Court OWP No.1477/2014 dated 24.12.2014. Subsequently, allotment order was issued in favour of M/S Helpline Advertising Services. Regarding installation of hoarding under Hyderpora Flyover in front of mural paintings, neither the corporation has issued any orders to said agency for installation of hoardings nor the said site is included in the list of sites enclosed with tender notice. The flex on these hoardings has been removed on the same day of installation, besides giving directions to concerned agency to remove the poles at an earliest. The corporation assured the removal of these poles, if not removed by the agency within shortest period of time. DIPK: 2097 Sd/- Commissioner 004 New Delhi, Nov 26: India is set to have more than half a bil- lion (500 million) unique mobile subscribers, or actual individual subscribers, by 2015-end, thanks to affordable devices, easy tariff and digital literacy drives, a study by GSM telecom players global body GSMA said on Thurs- day. The report "The Mobile Economy: India 2015" said that 13 percent of the world's mobile subscribers lived in India, and the subscriber growth was fore- cast to outperform the regional and global averages over the coming years. India was positioning itself as the world's second-largest mobile market after China. "India is a unique mobile market and one where the mobile ecosystem is playing a hugely influential role in transforming the lives of its citizens, and driving economic growth," said GSMA's acting director general and chief tech- nology officer Alex Sinclair. "The market is now rapidly migrating to mobile broadband technology, which is providing a platform for India to trans- form into a digitally empowered society and connect many mil- lions of unconnected citizens to the internet over the coming years," he added. GSMA Asia head Alasdair Grant told IANS that "continu- ous availability of spectrum has played a big role in India". "India is an extremely com- petitive market," he said. The report said India had 453 million unique mobile subscrib- ers at the end of 2014 and this is forecast to cross the 500 million mark by the end of this year. Another 250 million subscribers would be added by 2020 to reach 734 million, accounting for almost half of all the subscriber growth expected in the Asia Pacific region in this period. "This strong growth is linked to India's relatively low mobile subscriber penetration rate, which stood at 36 percent of the population at the end of 2014, compared to 50 percent global average. The subscrib- er penetration rate in India is forecast to reach 54 percent by 2020 as many millions more are connected by mobile," the report added.
