TENDER NOTICE FOR UNIVERSITY MANAGEMENT SYSTEM
In continuation of the previous Tender Notification No. JU/Stores/14/ 247, 260 and 268, dated
01, 05 and 22 November 2014 respectively, Jiwaji University, Gwalior (MP) intends to start a
centralized web based solution to computerize all the functionalities of the University. The University
invites sealed tenders from eligible firms for University Management System. For details of work,
minimum eligibility criteria and other requirements, interested firms may visit the “Tender Section”
of Jiwaji University website www.jiwaji.edu and download /view the “Tender Notice for University
Management System”. The last date of receiving the duly filled ‘Tender Application Form’ in the
Office of the Registrar, Jiwaji University, Gwalior (MP), only through Speed Post / Registered Post,
is March 04, 2015 (upto 17:00 hrs). Alternatively, the University has also made provision of a sealed
drop box kept in the Office of the Registrar ( Store Section) for the said purpose. The tenders may also
be dropped in the drop box on or before the due date and time. The tenders received after due date and
time will not be accepted. The University reserves all rights to reject any or all tenders without
assigning any reason thereof.

3. GENERAL TERMS AND CONDITIONS (To be submitted in Envelope-B)
Bidders should read the following conditions carefully and comply strictly while sending their
tenders documents. If a bidder has any doubt regarding the terms and conditions and specifications,
mentioned in the tender notice or in case any clarification is required, the bidder may seek it from
Registrar, Jiwaji University, Gwalior before submitting the tender. The decision of the Registrar, Jiwaji
University, Gwalior (MP) shall be final and binding on the bidder. The University reserves all rights
to reject any or all applications without assigning any reason thereof.
1. The Jiwaji University, Gwalior, (MP) intends to develop a centralized web based solution to
computerize all the functionalities of the University. This Tender Notice is issued for
University Management System by the Registrar, Jiwaji University Gwalior – 474 011 (MP).
2. The bids will be accepted in the Physical form sent by Registered Post/Speed Post up to March
04, 2015 (17:00 hrs) only to the Office of Registrar, Jiwaji University, Gwalior – 474 011 (MP).
Alternatively, the university has also made provision of a sealed drop box kept in the office of
the registrar (Store Section) for the said purpose. The Tenders may also be dropped in the drop
box on or before the due date and time.
3. The tender document placed on website www.jiwaji.edu can be downloaded or viewed. The
bidder can also purchase the tender document in hard copy upto March 04, 2015 (15:00 hrs)
by making payment of non-refundable tender fee of R. 5,000/- (Rs Five Thousand only) in
the form of demand draft towards the cost of Tender Document in favour of Registrar,
Jiwaji University Gwalior (MP).
In case the tender document is downloaded from the University website the non- refundable
tender fee of R 5,000/- (Rs Five Thousand only) in the form of demand draft towards the
cost of Tender Document in favour of Registrar, Jiwaji University, Gwalior (MP) must be
submitted in a sealed Envelope A. Otherwisethe tender will not be accepted.
4. Earnest Money Deposit (EMD):
(i) Tender shall be accompanied by an EMD of R. 10,00,000/- (Rs. Ten Lakhs only) as bid
security in the form of Demand Draft / Bank Guarantee in favour of Registrar, Jiwaji
University, Gwalior (MP). The EMD must also be submitted in the sealed Envelope A.
Otherwise the tenders will not be accepted.
(ii) Refund of EMD:- The earnest money of unsuccessful bidders will be refunded soon
after finalization of Tender.
Note:
The non-refundable Tender Fee (fee receipt or DD) and EMD (DD/BG) must be submitted
together in a sealed Envelope-A.
5. The University will not be responsible for any type of postal delay. The tenders received after
the declared due date and time of receipt will be rejected.
6. The Jiwaji University, Gwalior (MP) (hereinafter 'the Client') now invites tenders proposals
from the eligible firms/company to provide the following sendees:
‘University Management System’. Further details of the services required by the University
are mentioned in this tender document.

7. Submission of Tender Document:
The tender shall be submitted under TWO BID system in three different sealed envelopes.
Envelope A:- DD/BG for EMD and DD for the tender document fee, if downloaded from the
web site of the University (www.jiwaji.edu)
Envelope B:– Technical Bid and Terms and Conditions containing all certificates, documents
along with duly filled in check list, as set out in the tender document and in the order as given
in the check list and the sealed envelope should be superscribed as ‘TECHNICAL BID FOR
[University Management System] - DO NOT OPEN EXCEPT IN THE PRESENCE OF THE
EVALUATION COMMITTEE'.
Envelope C:– Financial Bid, containing the rates quoted by the tenderer on the prescribed
format and the sealed envelope should be superscribed as ‘FINANCIAL BID FOR [University
Management S ystem] - DO NOT OPEN EXCEPT IN THE PRESENCE OF THE
EVALUATION COMMITTEE'.
NOTE:
All the above three envelopes should be inserted in a larger outer envelope and duly wax-sealed
before submitting the tender document. The outer envelope should be addressed to the
Registrar, Jiwaji University Gwalior – 474011 (M.P.) and superscribed as ‘TENDER FOR
UNIVERSITY MANAGEMENT SYSTEM’ and should be submitted in the Physical form or
by Registered post / Speed Post only on or before March 04, 2015 (17:00 hrs) to the Office of
the Registrar, Jiwaji University, Gwalior – 474 011 (MP). Alternatively, the university has also
made provision of a sealed drop box kept in the office of the registrar (Store Section) for the

8. All information contained in this document should be treated as commercially confidential.
9. A firm shall be selected under Quality and Cost Based Selection (QCBS) amongst technically
qualified bidders and a detailed procedure of selection is described in this document under
section ‘Evaluation criteria QCBS’. This procurement shall be governed as per the University
Procurement Guidelines.

11. Please note that while all the information and data regarding this Tender Notice is, to the best
of the Client's knowledge, accurate within the considerations of scoping the proposed contract,
the Client holds no responsibility for the accuracy of this information and it is the responsibility
of the bidder to check the validity of data included in this document.
12. The submitted proposals will be evaluated technically and the financial bids of the technically
qualified firms will be opened following the QCBS procedure. Please refer to section of
Instruction to Bidders on evaluation procedure as per QCBS.

13. The University is willing to implement this project in Three Phases with a scheduled timeframe
of 180 days (See Instruction to Bidders), only after the successful completion of Phase-l, the
University will allow to start the next phase work. The time frame of deploying Phase-I will be
60 days strictly from the date of issue of purchase order and one has to strictly follow that.
14. If in case bidder failed to deliver the Phase-I requirement as described in this bid, the University
reserves the right to cancel the awarded Work order and the work shall be completed by calling
revised tender at the risk and cost of defaulter firm. The excess cost shall be recovered by
forfeiting earnest money and as arrears of land revenue, if required.
15. The University reserves all rights to accept or reject any proposal, and to annul the bidding
process and reject all proposals at any time prior to signing the Contract by both the parties i.e.
the University and the selected bidder, without thereby incurring any liability to bidders.
16. The bid will be rejected in case the bidder has submitted the conditional bid and/or the
specifications of the terms to be supplied are not complied with this tender notice.
17. The submitted tender document should be filled with pen only. The tenders filled with erasable
pencil will be rejected.
18. The interested eligible bidders may fill, sign and seal on all pages of the document, enclose
specified tender fee and EMD along with all require documents and ma y submit the tender to
the address given below.
19. All attested documents must be submitted in Hindi or English Language. If the documents are
not in Hindi or English, they should be translated in Hindi or English and must be submitted
along with the copy of original document.
20. Tender will be liable for outright rejection if:
(i) Any rates are disclosed in Technical Bid.
(ii) Any discount/special offers are made in Technical Bid.
21. The rates in the financial bid shall be filled in figures as well as in words. Overwriting of figures
is not permitted. All erasures, cuttings and alterations made while filling the offer document
should be initialed by the Tenderer.

9. Bidders Eligibility Criteria:
The University Management System shall be customized as per university
requirement/ready to use ERP Product as per University requirement, covering all the
key modules required as mentioned in the tender document. The minimum qualification
criteria for the Bidder, ERP Product for the University solution is given below:
In the event of a consortium, one of the partners shall be designated as a "lead partner"
who shall be responsible and liable for the successful completion of the entire project.
Please note that the consortium together will be jointly and severally liable for all the
deliverables.
Note: Technical and Financial Bids must be submitted physically or by Registered Post

Only those firms scoring more than 550 marks or more will be invited for the technical

Bidders must score minimum 150 marks in technical presentation & demonstration to be
eligible for the opening of financial bid.

15. The amount of the EMD (Bid Security) is Rs. 10,00,000 (Rupees Ten Lakh Only) and the duration for validity of Bid Security should 90 days.
16. Format for EMD (Bid Security) will be DD /BG favouring the Registrar, Jiwaji University, Gwalior (MP) and drawn on a scheduled Commercial Bank with a branch in Gwalior, MP.
17. A Performance Bond in the form of Bank Guarantee is to be submitted by the winning Bidder upon signing of Contract: YES
18. If yes, the amount will be 5% of the software cost of Phase –I, II, III value; this may be drawn on a scheduled commercial bank with a branch in Gwalior. The BG should be valid for 12 months from the date of signing of the contract between successful bidder & University. EMD/ Bid security submitted by the successful bidder can be adjusted in the Performance Bond amount & remaining amount BG will be required else the same will be returned after the signing of the contract and submission of Performance bond of 5% of the software cost of phase –I, II, III.

EVALUATION FRAMEWORK
The Evaluation Committee will evaluate excellence of the Business Solutions in all the
functionalities mentioned in the scope.
Details of specifications/requirements are given below.
Functionality
o Evaluation Committee shall give the highest weightage to the quality and fit of the solution
/ workflows proposed by the Bidder. The Bidder shall respond with the best practices/
workflows implemented across the world and shall adopt these with suitable
configuration/customization.
o The proposed solution must address the requirements on a single
interoperable open platform

o The proposed solution should have real time integration within the multiple module.
o The best practices must be made available within the offered solution in key areas of the
current and future needs.
Package
Evaluation Committee will evaluate the package on the basis of the following attributes,
not limited to:
Hardware & Software Requirements: To attain promised performance levels, software
requirements support for multiple platforms. Architecture should conform to open
standards.
Updates, upgrades and technical support: Availability and frequency of product upgrades
for new features and functionality, ease of up-gradation, support from other value added
partners, implementing Bidder (providing support on Vendor's solution), availability of
support facility with ISO certification in India for the scope of R & D.
External Interface: The proposed solution must provide an external interface for,

* Data integrity and validation during export-import
Presentation:
The presentation will include demonstration of the product covering the features
/requirements as mentioned in this Tender document. Project Phase –I, II, III time bound
implementation
Bidder's Experience, Expertise and Project Team.
Ability to implement large sized projects, System integration and overall expertise in the
e-governance, The Evaluation Committee will evaluate Bidder's/consortium's
capabilities with regard to Bidder's proposed team, especially, the Team Leader, Project
Manager, the Hub Leaders and the team size for all the modules along with the team's
profile, in the response. The Bidder must put forth the best team that has the relevant
software development and implementation experience, expertise, domain knowledge and
the ability to meet the stringent deadlines.
Timelines
Evaluation Committee shall give the weightage to the bidders ability to meet the university timelines as mentioned in the Tender Document to complete the development &
deployment of all the 3 phases. Timelines for implementing Phase-I is 60 days strictly.

4.3 Instruction to Bidders:
1. Introduction 1.1 The Bidders are invited to submit a Technical Bid and a Financial Bid, as specified in the Data Sheet. The submitted Bids shall be the basis for contract negotiations and ultimately for a signed Contract with the selected Consultant.
1.2 The Bidders shall bear all costs associated with the preparation and submission of their Bids and contract negotiation.
1.3 The University is not bound to accept any Tender, and reserves the right to annul the selection process at any time prior to award of Contract without thereby incurring any liability to the Consultant.
2. Eligible Consultants
1.4 A Bidder may be a natural person, private entity, government-owned entity Consultants (subject to Clause 1.5), or any combination of these, with a formal intent to enter into an agreement or an existing agreement in the form of a Joint Venture (JV). In the case of a JV:
a) all parties to the JV shall be jointly and severally
liable; and
b) a JV shall nominate a Representative who shall have
the authority to conduct all businesses for and on
behalf of any and all the parties to the JV during the
bidding process and, in the event the JV is awarded
the Contract, during Contract execution.
1.5 Government-owned enterprises in India may participate as a bidder only if they can establish that they: a) are legally and Financially autonomous, b) operate under commercial law, and c) are not dependent agencies of the University.
3. Disclosure 1.6 Bidders have an obligation to disclose any actual or potential conflict of interest. Failure to do so may lead to disqualification of the Bidder or termination of its Contract.
1.7 Bidder must disclose if they are or have been the subject of any proceedings (such as blacklisting) or other arrangements relating to bankruptcy, insolvency or the financial standing of the Bidder, including but not limited to appointment of
any officer such as a receiver in relation to the Bidder
personal or business matters or an arrangement with creditors,
or of any other similar proceedings.

1.8 Bidders must disclose if they or any of their sub-Bidders/SI have been convicted of, or are the subject of any proceedings relating to:
a) a criminal offence or other serious offence involving
the activities of a criminal organization, or where
they have been found by any regulator or
professional body to have committed professional
misconduct;
b) corruption including the offer or receipt of an
inducement of any kind in relation to obtaining any
contract, with Administration or any Authority of
JUA, any other donor of development funding, or
any contracting authority;

Evaluation criteria QCBS
The bidder's technical solutions proposed in the bid document will be evaluated as per the
requirements specified in the Tender Document. Bidder is required to provide details on the
proposed solution adopting the evaluation framework provide in this section of the Bidding
Document.
Depending on the evaluation methodology mentioned above and further described below in this
section, each Technical bid will be assigned a technical score out of a maximum of 1000 points.
The bidders who score a Technical score of 700 Marks (Minimum 550 marks for technical bid and
minimum 150 marks for presentation) or more will qualify for the opening of the financial bid. The
evaluation process will be as follows:
Out of a total 1000 marks
Stage 1: 700 for submission of technical proposal (including experience, approach & methodology,
compliance to the technical requirements and team etc). Those scoring minimum 550 will be called
for 2nd stage.
Stage 2: 300 marks for presentation. Those scoring minimum 150 marks will qualify for financial
opening.
Those scoring 700 (sum of Stage 1 and Stage 2) or above will be eligible for financial bid
opening and proposal getting the highest marks as per QCBS method will be awarded the contract.
To allow comparison on a common basis, each Financial Proposal will be carefully scrutinized and an
Estimated Total Price (ETP) will be determined. The Financial Proposal with the lowest ETP will
receive the maximum score of 1,000 marks. The score for each other Financial Proposal will be
inversely proportional to its ETP and will be computed as follows: Sf = 1,000 x Fm / F where: Sf is
the financial score of the Financial Proposal being evaluated, Fm is the ETP of the lowest priced
Financial Proposal, F is the ETP of the Financial Proposal under consideration. Following completion
of the evaluation of Technical and Financial Proposals, the final ranking of the Proposals will be
determined. This will be done by applying a weight of 0.80 (80%) and 0.20 (20%) respectively
to the technical and financial score of each evaluated qualifying Technical and Financial Proposal
and then computing the relevant combined total score for each Agency.
The highest ranked Agency based on the cumulative technical and financial evaluation ranking
will be invited for negotiations.
The bidder should provide valid supporting documents such as copy of work order/client
certificate/etc. for supporting their claims as asked in the eligibility criteria. Any claim without
the required supporting document would not be considered for the purpose of evaluation. Other Criteria :
The empowered Committee constituted by the Jiwaji University, Gwalior (MP) shall evaluate the
responses to the Tender Document and all supporting documents / documentary evidence.
Inability to submit requisite supporting documents / documentary evidence, may lead to
rejection.
The decision of the Committee in the evaluation of responses to the Tender shall be final. No
correspondence will be entertained outside the process of negotiation/discussion with the Committee.
The Proposal Evaluation Committee may ask for meetings with the Bidders to seek clarifications on
their proposals
The Proposal Evaluation Committee reserves the right to reject any or all proposals on the basis of
any deviations.

SCOPE OF WORK (SOW)
Introduction :
Jiwaji University, Gwalior, an Apex Centre of Education in India, came into existence on May 23, 1964. Late Dr. Sarvapalli Radhakrishnan, the then President of India, laid the foundation stone on 1.1th December 1964 at a sprawling campus of over 225 acres of land at Naulakha Parade ground.
Jiwaji University offers undergraduate, postgraduate and research programs in wide ranges of
Courses such as Arts, Social Sciences, Education, Philosophy, Physical Sciences, Management,
Engineering Sciences, Life Sciences, Commerce, Law, Engineering, Technology, Physical Education
etc. Starting with just 25 affiliated colleges, today more than 400 Government, Government aided
and Private colleges are catering education to the students under its jurisdiction. These colleges are of
Medical, Engineering, Science, Education, Nursing, Management, Arts and Commerce etc.
Project Background :
Jiwaji University envisages the creation and establishment of an Information and Communication
Technology frame work for improving the efficiency of delivery of its services to all its stakeholders
- the student community, the teaching faculty, the administrative staff and the affiliated colleges. The
project is intended to have an integrated University Management Solution addressing the various
academic and administrative functions in the Institute.
Tender Notice Goals
This main objective of this Tender Notice is to call for proposals from interested bidders for selection
of a System Integrator / University management solution provider through Bid management
process. The Tender Notice shares the intent behind this project and highlights the detail
requirements for building and implementing the integrated solution. On the other hand it helps
the bidders to formulate their solution to meet the requirements.
It is to be emphasized here that Jiwaji University is looking at this project as a set of complete
integrated services i.e, software , Hardware & Maintenance & setting & operating Helpdesk to be
provided along with automation of internal business operations by the selected agency and not
as a Development of software only. To that end the specifications laid out in this Tender Notice are
given as the indicative requirement whereas the bidders are expected to focus on the objectives
of this project and formulate their solution offerings in a manner that enables achieving those
objectives both in letter as well as spirit.

In order to achieve its goal of enabling its functions through IT, Jiwaji University is inviting
