Queries raised by the interested bidders for the tender “Consultancy Service for the Design
approval stages of International Cricket Stadium at Hulhumale’, Maldives”.
1. It was discussed during the meeting that the DPR document that was supposed to be
attached together with the Information to bidders will be shared as soon as possible.
Additionally, I would like to clarify if there will be an extension of time for the Deadline for
Clarification of Bid Documents
Ans: DPR is attached in the Revised Employers Requirement (also along with this
amendment). The Deadline for Clarification for the bid has been extended. (Please refer
to Point 29 of this Amendment)
2. Team needs to be deployed to Maldives or work remotely?

Ans: Will not need to be deployed. However, during design stage/implementation stage if
required will need to make visits accordingly.
3. Please HDC wants, to submit similar stadium references or Design review references?
Ans: No, the design references are not specifically required. For the purpose of Bidding
process and to further elaborate phrases “Similar scope” and “Past experiences of
similar Nature” defined in clauses 2.19 and 5.2.2, following areas of experiences are
acceptable as below;
- Design* Consultancy /Design approval consultancy/ Design consultancy or project
management during project implementation.
* Design: Architectural, Structural and Services
However, the proof of experience has to be submitted as per the guidelines set in clause
2.19, clause 5.2.2 of ITB. (Please refer to Clause No. 32 of this document)
4. As per Clause 2.21, ITB- Part 02, Bid Data, maximum sales value is considered USD 1 Million.
We have done design review projects but not each project is USD 1 Million. But in 10 years’
time, we have the average around 2.3M. will this be ok?
Ans: USD 1 Million is maximum accumulated sales value considered within last 05 years
for experience and for awarding points for experience. Individual projects value is not
important.
5. For the Engineering team, also do u require USD 1 Million project experience in design
review or stadium. Please clarify.
Ans: Experience is counted in a holistic manner and not different disciplines separately.

6. You have defined the duration of the project as 18 months, in the event where construction
period gets extended, what would be the provision in the contract?
Ans: 20% of the total price will be distributed in equal payments throughout the stage 2
up until project completion and will be paid on monthly basis. In case the project extends
beyond 18 months, the same monthly paid amount will be continued up until completion.
7. In Clause 7 of the Employers Requirement, HDC will be providing return airfare (maximum
of 6 trips) are we good to assume that we should not include our bid price with the travel
costs? Is it also applicable for all the key 4 personnel only OR will it be arranged case to case
basis? Pls clarify
Ans: Yes, it is not needed to be include in the bid price. Site visits and travelling personnel
will be decided on case to case basis by HDC.
8. 30% payment at the end of the completion of project is actually a very large amount which
is locked until the completion. Generally, in accordance with international projects, the
payment upon completion is around 10%. We request if you can consider retaining 10% at
the completion of project rather than 30%.
Ans: Payment Schedule remains the same
9. Can you define what you mean by similar scope? is it is a Consultancy service for a design
review or design project?
Ans: Please refer to question 3.

10. Will the consultant be involved in the process of selecting the Contractor during the
tendering stage of the contractor? Are you planning to propose a competition for the
selection of Contractor OR design competition?
Ans: The consultants services will not be needed in the selection of the EPC Contractor.
EPC Contractor will be a general tender.
11. Do all the members of the consultancy firm team must have 10 years or for the 4 key
personnel only?
Ans: 10 years of experience is for the key Personnel mentioned in the table under the
clause 2.19.
12. In the Payment Schedule, 50% of payment is for Stage 2, Drawing approval. For this project,
the contractor will be providing drawings in stages hence, we would request if this 50%
payment for this stage can be broken up in portions on a milestone basis?
Please refer to Clause 31 and 33 of this document.
13. As per eligibility Criteria, we request you to kindly allow public infrastructure projects like
Airports etc.
Ans: Airports will be allowed and counted as similar experience. (Please refer to Clause
No.32 of this document)
14. For the Engineering team, also want 1m USD project experience in design review or stadium.
Please clarify.
Ans: No. The engineering team should have experience as mentioned in clause 2.19.

15. We kindly request you to define similar works as "Comprehensive Architectural Consultancy
for Completed Sports Infrastructure / Airports only
Ans: Please refer to answer to question number 13 and Clause 32 of this document.
16. For Past Experience, is it applicable for key personnel past experience as well? Do u require
qualification certification from all the previous organization or a self-certification from the
current Employer would be enough?
Ans: Pervious organizations should be giving letter of recommendations or letter of
involvement, Educational qualification documents, Current employer certifications will be
accepted. However self-certifications of individual personals will not be accepted.
17. As per RFP the bid security amount is USD 25,000, we request you to kindly reduce the
amount?
Ans: No. Bid security amount remains the same.
18. Due to some confidentiality requirements, our other country office representatives is not
providing the pricings, (all PO/WO pricing column is hidden by them) however, we can
provide the system report alone with reference PO/WO (to check the 1M USD sales value).
Will it be acceptable?
Ans: No. The value is required.
19. Kindly confirm that "accumulated sales value" means Consultancy fees received towards
Completed Similar works
Ans: Yes. Please refer to answer to question number 3, 13 and Clause 32 of this document.

20. As we are proposing the bid as JV, do u expect the JV to be registered before the submission
of bid or afterwards? is your expectation that only one company to handle all components
mentioned in the requirements? Pls Clarify.
Ans: No, The JV should be registered if the bidder is selected as the winning bidder and
before signing the agreement.
21. To establish the Consultancy fee received from Client, kindly confirm that Independent
Auditor / Charted Accountant certificate will be acceptable?
Ans: No
22. Please confirm that the Key Team members proposed for this project should have 10 years’
experience.
Ans: No, The Key members listed under Clause 2.19 should have minimum 10 years’
experience.
23. Kindly evaluate for Specific Cricket and Sports Infrastructure Experience
Ans: Please refer to clause 32 of this document
24. Considering the specialized nature of this project, we kindly request you to provide more
weightage for Experience
Ans: Bid Evaluation Criteria will remain the same.
25. We request you to change the contract as a percentage contract of the Project Cost.
Ans: Will remain the same as a lump Sum Contract.

26. Kindly establish the conversion as 1 USD = 70 INR
Ans: For Bid Evaluation purposes, the conversion rates declared by the Maldives Monetary
Authority (MMA) at the time of project completion (derived from the certification
provided as a proof of project completion) will be used for conversion of foreign currency.

27. We kindly request you to delete clause 4.2.1. of the Bid data as there is no conflict of
interest?
Ans: Please refer to clause 34 of this document
28. With reference to Clause 8.0(b), ITB-Part 3 of the Employers Requirement. We request to
the 20% to 40% to be paid in monthly equal installments throughout the contract period and
to limit retention to only 10% as per standard practice towards completion?
Ans: The payment percentages will remain the same.

29. Deadline for Clarification of Bid Document, Clause 2.14 of Bid Data has been extended and
revidsed as follows:

August 2020, 14:00hrs (Maldivian time)
All the queries raised by the bidders will be answered and communicated before 24th August 2020, 1400hrs (Maldivian Time)

30. Deadline and Venue for Submission of Bid, Clause 2.14 and Clause 2.15 of Bid Data has been
revised as follows:

Ø Instructions to Bid Submission will be communicated to parties registered for
bid submission.
Ø Bidders who do not comply with the instructions to bid submission guideline
will be not considered for Bid evaluation.
Registration for Bid Submission:
Registration for Bid Submission will be extended until 27th August 2020, 14:00 hrs (Maldivian Time). Bidders who do not register for Bid Submission will not be allowed to submit bids

Ø Bid opening will be conducted via online meeting. Details on how to
participate in the meeting will be communicated to the parties who has
registered for bid submission via Email.
The bidder’s representatives who are present shall sign a register evidencing their attendance.
31. Duration, Clause 3.0 of the Employers Requirement has been revised as follows:
3.0 DURATION
The project design & implementation period has an estimated duration of eighteen
(18) months.
The services of the consultant will be required during the following stages of the
project.
• Drawing approval stage (approval of preliminary design and detail design,
technical design)
• In this duration, the contractor will first submit preliminary designs
for Architectural, structural and services drawings. After the
contractor receives approval for preliminary drawings, the
contractor will submit the detail drawings for Architectural,
structural and services drawings. The consultant needs to review
both preliminary drawings and details drawings. The review period
for architectural and structural drawings will be 14 days. The review
period for services drawings will be 21 days.
• Implementation stage

• Structural works (pre fab structures)
• External glazed façade & façade screens
• Hybrid turf systems
• Turf protection system
• Temporary drivable roadway
• Sub surface drainage & vacuum powered system
• Modular seating gallery - steel grandstand
• Roof structure – tensile roofing
• Flood lighting
• Pool tank main structure & drainage system
• Testing & commissioning of all MEP structures as mentioned in 3.0
Scope of works
• Approval of shop drawings
The consultant team must report to HDC in person once every 3 months, for a
maximum duration of 3 days, during the design & implementation period of this
project. This is to ensure that all aspects of the projects are running smoothly.
32. Eligibility Criteria, Clause 2.19 of the Bid Data has been revised as follows:
2.19 Eligibility 1. Any legal entity registered as a partnership, company, cooperative and Joint
Venture conforming the following criterion are eligible to bid.

a. The Consultancy firm should have been in operation since at least 10 (ten)
years prior to the date of Bid Submission.
b. The Consultancy firm must have worked on at least 1 (one) projects of
similar scope. Similar scope is defined as experience in Design* Consultancy
/Design* approval consultancy/ Design* consultancy or project
management during project implementation of;
o Commercial Airports of minimum project value USD 17 Million OR
o Sports Infrastructure Projects -Stadiums / Sports fields / Natatorium
/ etc (minimum 10,000 spectators seating capacity)
*Design: Architectural, Structural, Services.
c. The Consultancy team should have a minimum of 10 (ten) years’ experience
and must have worked on at least 5 (five) projects of similar scope. Similar
scope is defined as experience in Design* Consultancy /Design* approval
consultancy/ Design* consultancy or project management during project
implementation of;
o Commercial Airports
o Sports Infrastructure Projects -Stadiums / Sports fields / Natatorium
/etc
*Design: Architectural, Structural, Services.
d. The Consultant shall provide sufficient evidence and detail of qualifications,
certification, experience, and availability for and of personnel, which must
be available for the required time to allow the Consultant to deliver on the
requirements of the Formulation and Supervision aspects of the contract(s).

e. The company should be registered as a vendor at HDC prior to bid
submission
2. Should have a minimum of the following key personnel in the team with the
following qualifications:

3. The above must be supported by submission of the following documentation.
Failure to do so WILL render the Bidder ineligible and lead to disqualification of
the bid.

Documents Required: a. Copy of Business Registration Certificate
b. Business profile / work profile / Qualifications and Certifications / CV and
Professional registration of the personnel / Key personal past experience
and qualification documents.
c. The past experience (copy of work order/ Agreement & completion
certificate) should be supported by submitting documents signed by
previous Customers indicating the project value, duration and completion
date.
d. A Completion certificate (or any other document given by the
customer/client) which clearly indicates the total contract value, the
completion date, the scope of works undertaken must be submitted for
each individual project listed.
e. Written document showing the understanding of the project
f. An organizational chart of the project team, profiles of the team members,
respective roles and responsibilities of the team members
g. GST Registration certificates (if applicable)
h. Tax Clearance Report (If Applicable)
i. Copy of HDC vendor registration notification
Late submission of any of the above-mentioned documents will not be
entertained.

33. Payment Schedule, Clause 8.0 of the Employers Requirement has been revised as follows:

34. Clause 2.7 of ITB has been revised as follows;

The Total Budget for this project is USD 752,500.00 (United States Dollars Seven
Hundred and Fifty-Two Thousand Five Hundred Only)

35. Clause 5.2 (Evaluation Criteria) has been modified as follows;
Sub clause under 5.2.1 (Price) ;
“5.2.1.4 If the proposed Bid price is higher than 5% of the Employer’s budget given in Clause
2.7 of Bid data, the Employer WILL NOT consider those bids for further evaluation”
36. The following clauses has been removed from the Tender document;
ITB -Part 04, General’, Clause 4.2.1.2 and all the of its sub clauses.
This amendment is an integral part of the bidding document and all the amendments here should
be followed as it is while submitting the bids.
