Japan signed it in 1940 with Germany and Italy after the embargo

Summer of 1941 – US and Japan tried to work things out
Japan wanted to expand more, US against it!
Tojo gave up on peace
December 7th, 1941
Attack at Pearl Harbor

Left little doubt – declared war on Japan
Moved from isolationists to interventionists
House voted 388 – 1 to join in
